AS MANY OF YOU KNOW PRIMROSE IS LOCATED AT THE BORDERLINE BETWEEN FONTANA AND RIALTO, ABOVE FOOTHILL AND WEST OF CEDAR AVENUE. WE'VE SOUGHT TO CREATE THE ELEMENTARY SCHOOL WHERE KIDS THRIVE ACADEMICALLY IN A SAFE ENVIRONMENT. EVERY YEAR WE GET HIGH SCHOOL GRADUATES COME BACK AND SHARE THEIR SUCCESSES WITH US.

LAST OUR OUR SCHOLAR AND A GRADUATE OF SUMMIT HIGH SCHOOL CAME BACK AND PROVIDED THE KEYNOTE TO OUR FIFTH GRADERS AT OUR PROMOTION CEREMONY TO. SHARE HER EXPERIENCE AS AN EAGLE SCHOLAR HER DREAMS AND INVOLVEMENT IN LEADERSHIP AND MOST IMPORTANTLY HOW PRIMROSE SHAPED HER DREAMS AND ASPIRATIONS. HER SUCCESSES ARE WHY THE WORK WE DO AS EDUCATORS, WHY WE DO THE WORK AS LEADERS.

MOLLY IS A FRESHMAN IN THE UCI AEROSPACE ENGINEER PROGRAM AND HER STORY IS A TESTAMENT TO THE WORK WE DO.

I THANK FOR HELPING US CREATE THE WELCOME VIDEO THAT WE WILL SHOW. WE HOPE TO USE THE VIDEO TO SHARE OUR PROGRAMS WITH OUR LOCAL COMMUNITY.

THE VIDEO WILL HIGHLIGHTS OUR WORK AROUND INCLUSIVITY AND THE SUPPORTS WE OFFER HE THE ENRICHMENT OPPORTUNITIES TO INCREASE STUDENT ENGAGEMENT. WE OFFER DANCE, LEADERSHIP, 2020 MENTORING CLUB AND OUR VIDEO PRODUCTION PROGRAM.

WHAT THE VIDEO MAY NOT HIGHLIGHT DUE TO TIME CONSTRAINTS IS THE WORK WE DO AROUND INSTRUCTIONAL ROUTINES AND TEACHER CLARITY AND CREATING LEARNING TARGETS AND PROGRESSIONS THAT ARE STUDENT FRIENDLY AND HOW THIS WORK IMPACTED OUR WORK CREATING ENVIRONMENTS WHERE STUDENTS KNOW WHAT THEY ARE LEARNING AND ALSO WHY THEY ARE LEARNING THINGS. THAT CREE AATION 0 HAS FACILITATED WORK IN THE CREATION OF ABBOTT BINDERS AND TEACHING OUR STUDENTS TO TRACK THEIR PROGRESS SO THEY CAN EXPLAIN TO MOM, DAD, GRANDPARENTS AND CAREGIVERS WHY THEY MAY BE GETTING A THREE INSTEAD OF A FOUR ON THEIR REPORT CARD.

OUR SCHOOL EARNED PBIS AND WE ARE A CERTIFIED ELEMENTARY SCHOOL AND THE GENERAL BELIEF IN OUR STAFF ABOUT COLLECTIVE EFFICACY THE BELIEF WE CAN MAKE A DIFFERENCE FOR OUR STUDENTS AND COMMUNITY. IT'S COOL PEOPLE THINK IT'S GOING TO BE HARD BUT IT'S NOT.

IF YOU UNDERSTAND IT, YOU SHOULD GET IT RIGHT AWAY.

IT'S COOL SEEING THE LITTLE GRADERS LOOK UP TO YOU THINKING THEY WILL BE LIKE THAT ONE DAY WHICH I HOPE THEY WILL.

>> IF YOU LOOK UP TO SOMEBODY YOU CAN MAYBE GROW TO BE LIKE

THAT PERSON THAT YOU WANT TO BE. >> EVERY WEDNESDAY, WE BRING

AROUND THE COFFEE CART. >> COFFEE CART IS A CART THAT IS FUNDED BY THE TEACHERS AND STAFF SO THEY PROVIDE SNACKS THAT THEY WOULD WANT TO PURCHASE. THE MAIN CONCEPT OF IT IS TO HAVE OUR STUDENTS FEEL INCLUSIVE PART OF THE GEN ED POPULATION AND FEEL WELL-KNOWN OUTSIDE OF THEIR COMFORT ZONE IN THE

CLASSROOM. >> WE HAVE THE CAFETERIA

BIRTHDAY CELEBRATIONS. >> WHEN THEY SING HAPPY BIRTHDAY TO ME I GET EXCITED AND START SMILING BECAUSE THIS IS LIKE

COOL TO ME. >> WE ALSO HAVE THE AFTER SCHOOL PROGRAM WITH OUR COMMUNITY PARTNERS.

>> WHEN A STUDENT NEEDS A LITTLE BIT OF EXTRA HELP WITH THEIR BEHAVIOR THEY CAN BE ASSIGNED A BEHAVIOR MENTOR TO HELP THEM.

>> FOR INSTANCE IN A CHILD'S GOAL IS TO TEACHERS HAVE SAID WE NEED THEM TO NOT GET OUT OF THEIR SEAT THAT WAS THE GOAL THE MENTOR WOULD SET. FOR TODAY I WANT YOU TO MAKE SURE YOU ARE IN YOUR SEAT AND IF YOU NEED A BREAK ASK YOUR

TEACHER. >> THESE ARE SOME OF THE REASONS

WHY WE LOVE PRIMROSE! >> WE LOVE PRIMROSE!

>> WE LOVE PRIMROSE! [APPLAUSE]

>> GOOD EVENING SUPERINTENDENT, BOARD PRESIDENT, ESTEEMED MEMBERS OF THE BOARD OF EDUCATION AND CHERISHED FUSD FAMILIES I'M SERVING AS THE SCHOOL'S RSB TEACHER AND HONOR TO HOLD THE POSITION OF PRESIDENT WITHIN OUR SCHOOL'S PTA I'M DEEPLY COMMITTED AND ENGAGED IN THE LIFE OF OUR SCHOOL COMMUNITY. AT PRESENT OUR SCHOOL SERVES 349 STUDENTS INCLUDING 72 WHO ARE SUPPORTED THROUGH INDIVIDUALIZED EDUCATION PLANS. WITH 38 FALLING WITHIN THE MODERATE TO SEVERE CATEGORY. TODAY, WE COME TOGETHER TO CELEBRATE THE SPIRIT OF INCLUSIVITY.

EACH STUDENT BRINGINGS THEIR STRENGTHS AND ABILITIES AND WHEN THEY FACE -- I LOST MY PLACE.

[00:15:07]

SORRY. EACH STUDENT BRINGS THEIR OWN UNIQUE STRENGTHS AND ABILITIES AND WHEN THEY UNIQUE AS ONE SCHOOL SOME TRULY REMARKABLE HAPPENS.

THEY FACE CHALLENGES AND TRIUMPHS TOGETHER.

I'D LIKE TO SHARE A HEARTWARMING EXAMPLE.

RECENTLY I WAS WORKING WITH A STUDENT WHO WAS STRUGGLING TO INTERACT WITH HER GENERAL EDUCATION PEERS AND OFTEN DISPLAYED ROUGH BRAVER. HOWEVER THE SAME STUDENT AND ADVANCED READER UNDERWENT AN TRANSFORMATION WHEN INTRODUCED TO ONE OF OUR MODERATE TO SEVERE CLASSES.

HER DEMEANOR SOFTENED AND SHE BECAME REMARKABLY GENTLE, KIND AND ENGAGED WITH HER PEERS IN THE CLASS.

SHE BEGAN VISITING THEM AND LOOKING FORWARD TO THEIR ENCOUNTERS IN THE CAFETERIA OR ON THE PLAYGROUND.

THE STORY EPITOMIZED OUR CULTURE WHERE DIVERSITY IS CELEBRATED AND UNITY AND LOVE ARE THE GUIDING PRINCIPLES.

IN OUR EFFORTS TO FOSTER POSITIVE INCLUSION WE CONSISTENTLY PRACTICE INCLUSIVENESS AND ASPECTS OF OUR SCHOOL LIFE INCLUDING DANCE, THE CAFETERIA, THE PLAYGROUND AND SCHOOL EVENS. ADDITIONALLY WE HAVE ESTABLISHED OUR OWN COFFEE CART WHICH YOU MAY HAVE SEEN IN THE VIDEO.

OUR SPECIAL EDUCATION STUDENTS VISIT TEACHERS ROOMS TO OFFER COFFEE AND SNACKS PROVIDING THEM WITH AN OPPORTUNITY TO DEVELOP THEIR SOCIAL SKILLS AND GAIN VALUABLE SKILLS JOB SKILLS.

AS AN EXTRA BONUS OUR TEACHERS ANTICIPATE THE TREATS WHICH HELP BRIGHTEN THEIR WEEKS. PRIMROSE IS AN INSTITUTION THAT IS SEEKING RESOURCES AND SUPPORT 4 OUR STUDENTS AND FAMILIES IN NEED. AS AN EAGLE SCHOLAR WHO ATTENDED PRIMROSE DECADES AGO I HAVE WITNESSED THIS EVOLUTION FROM MY STUDENT YEARS THROUGH MY TENURE AS A STAFF MEMBER AND I REMAIN CONFIDENCE OF CONFIDENT THAT THE SCHOOL WILL CONTINUE TO IMPROVE AND GROW IN THE YEARS AHEAD. I EXTEND MY GRATITUDE TO OUR DISTRICT LEADERS, SUPERINTENDENT INBODY, DEDICATED BOARD MEMBERS OUR DEPARTMENTS OUR EXCEPTIONAL PRINCIPAL DR. LOPEZ OUR DEDICATED TEACHERS AND STAFF ALL WORKING TOWARD A SHARED MISSION.

MOST IMPORTANTLY I WANT TO EXPRESS OUR DEEP APPRECIATION TO OUR PARENTS FOR THEIR UNWAVERING SUPPORT OF PRIMROSE.

TOGETHER WE ARE MAKING A LASTING IMPACT ON THE LIVES OF OUR STUDENTS FOSTERING AN ENVIRONMENT OF INCLUSION, GROWTH AND LOVE. THANK YOU.

[APPLAUSE] >> GOOD EVENING SUPERINTENDENT INBODY AND BOARD PRESIDENT AND MEMBERS OF THE BOARD OF EDUCATION AND FAMILIES. MY NAME IS MAYA AND I AM A FIFTH GRADER STUDENT AT PRIMROSE ELEMENTARY.

I HAVE BEEN AT PRIMROSE SINCE KINDERGARTEN.

AS YOU WILL SEE AND HEARD FROM THE VIDEO AND SPEAKERS PRIMROSE IS AN EXCITING PLACE TO BE FOR THE PROGRAMS WE OFFER.

OVER THE YEARS I HAD AN OPPORTUNITY TO DO ART CLASSES ON THE CAMPUS WITH OUR CITY PARTNERSHIP WITH ART DEPOT AND I HAD THE OPPORTUNITY TO TAKE SWIM CLASSES WITH OUR INDOOR POOL.

I HAVE BEEN AN ACTIVE MEMBER OF OUR 4-5 GRADE LEADERSHIP TEAM AND HAVE LEARNED ABOUT BECOMING A GREAT PERSON AND SCHOLAR.

AS YOU KNOW, WE FOLLOW OUR FOUR BASIC EXPECTATIONS.

WHICH ARE TO BE SAFE, BE RESPECTFUL, BE RESPONSIBLE, AND MOST IMPORTANTLY BE KIND. THIS YEAR I'M LOOKING FORWARD TO THE CELEBRATIONS OUR DANCE CLASSES ARE STARTING TO THE PROGRAM OFFERED BY MS. SIMMONS AND BE PART OF OUR LEADERSHIP TEAM. I WANT TO THANK OUR DISTRICT LEADERS OUR PRINCIPLE, TEACHERS OUR PRIMROSE STAFF AND FAMILIES FOR SUPPORTING PRIMROSE AND MAKING OUR JOURNEY AS STUDENTS A WONDERFUL ONE. THANK YOU.

[APPLAUSE] >> THANK YOU APPRECIATE ALL YOUR WORDS. APPRECIATE EVERYTHING YOU ARE LEARNING AND YOU CAME HERE TO SHARE WITH US.

THANK YOU. NOW WE'RE GOING TO TURN IT OVER TO OUR NEXT PRESENT INDICATION CRAIG BAKER SUPERINTENDENT OF STUDENT SERVICES AND HIS TEAM HAVE A PRESENTATION TONIGHT ON ATTENDANCE MATTERS AND SUICIDE AWARENESS.

I WILL LET MR. BAKER INTRODUCE HIS TEAM.

>> GOOD EVENING SUPERINTENDENT INBODY.

BOARD PRESIDENT SERNA AND BOARD MEMBERS I'M CRAIG BAKER THE PROUD ASSOCIATE SUPERINTENDENT OF STUDENT SERVICES AND SO I'M JOINED TONIGHT BY MR. JOSE OUR DIRECTOR OF CHILD WELFARE AND ATTENDANCE. WE HAVE ASIA BROOKS OUR DIRECTOR OF MTSS AND DR. MARTINEZ, DR. MARTINEZ JUST JOINED US AS

[00:20:01]

THE COORDINATOR OF COMPREHENSIVE HELP AND WE HAVE MS. CRYSTAL DUNCAN OUR COORDINATOR OF SOCIAL EMOTIONAL LEARNING.

THERE ARE TWO IMPORTANT EVENTS THAT AWARENESS CAMPAIGNS THAT WE HAVE. THE FIRST ONE THAT WE HAVE IS THAT IT'S OUR SUICIDE AWARENESS PREVENTION MONTH.

AND SO ONE OF THE BIG THINGS IS WHY DO WE RECOGNIZE THIS? IS THAT IT'S THE SECOND LEADING CAUSE OF DEATH AMONGST PEOPLE AGED 10-14 AND THE THIRD LEADING CAUSE OF DEATH AMONGST THOSE THAT ARE 15-24. SO WHAT WE WANT TO DO IS WE'RE HERE TO SPREAD HOPE AND INFORMATION TO THOSE AFFECTED BY SUICIDE. IN ADDITION TO THAT WE'RE GOING TO MAKE SURE WE EQUIP THE FAMILIES WITH THE AWARENESS OF THE SIGNS OF SUICIDE AND WHAT TO DO IN THE EVENT THAT SOMETHING HAPPENS THAT THEY DO RECOGNIZE THAT SOMEBODY WHO IS AT RISK OF

SUICIDE. >> SO FOR THE ELEMENTARY SCHOOLS WE HAVE ELEMENTARY SCHOOLS WE HAVE THE BRAVE CAMPAIGN AND IT IS AN ACRONYM BRAVE I WILL DO IT BY THE LETTERS, BREATHE, RELAX, ASK YOURSELF HOW YOU ARE FEELING, VOICE YOUR FEELINGS TO SOMEONE SAFE AND E IS TO ENCOURAGE OTHERS TO BE BRAVE.

IT IS FOUR WEEKS OF VERY SHORT LESSONS THAT ARE DONE IN THE CLASSROOM. AND THE LESSON TOPICS INCLUDE SELF-AWARENESS, SOCIAL AWARENESS, IDENTIFYING TRUSTED ADULTS AND COPING SKILLS. TEACHERS ARE PROVIDED WITH THE BRAVE LESSONS AND THEY ALSO HAVE POSTERS WITH THE COPING

STRATEGIES. >> AND THEN AT THE SECONDARY LEVEL WE HAVE A PROGRAM CALLED SIGNS OF SUICIDE.

THOSE ARE FOR OUR STUDENTS 6-12. WE'RE TEACHING SIGNS HOW TO IDENTIFY SIGNS OF DEPRESSION AND SUICIDE IN OTHERS AND JUST HOW

TO ACCESS SOME OF THE HELP. >> SO THIS MONTH COMING UP WE HAVE THREE VERY IMPORTANT DATES. WE HAVE FAMILY PARENT AND FAMILY WORKSHOPS ON TEAMS AND THESE TAKE PLACE FROM 6:00 P.M.-8:00 P.M. SO WE CAN MAKE SURE THAT OUR PARENTS DO HAVE ACCESS TO THEM. SO SEPTEMBER 7 WE HAVE SIGNS AND SYMPTOMS OF SUICIDE. SEPTEMBER 14TH, WE HAVE UNDERSTANDING EMOTIONS AT HOME. AND ON SEPTEMBER 21 WE HAVE DEPRESSION, ANXIETY AND HOW TO SUPPORT YOURSELF.

AND THE CRISIS LINE FOR SUICIDE IF YOU KNOW ANYBODY AT ANY TIME WHO IS IN NEED OR YOU MAY NEED TO REFER THEM TO THE HOTLINE THE

NUMBER IS 9-8-8. >> ANY QUESTIONS?

>> JUST A COMMENT. IF FAMILIES ARE WATCHING LIVE OR STREAMING CAN YOU SPEAK TO HOW THEY CAN ACCESS THOSE

PRESENTATIONS? >> WE'LL POST EVERYTHING ON-LINE AND MAKE SURE THAT WE DO HAVE ON WEBSITE THE ACCESS TO THE QR CODE THEY CAN REGISTER. THANK YOU.

>> VICE-PRESIDENT PEREZ? >> IF WE CAN PUT THIS ON-LINE ON SOCIAL MEDIA AND THEN ON THE SECOND THING I KNOW WE'VE HAD DISCUSSIONS ABOUT THE PROGRAM ACE, FOR THE PUBLIC TO BE AWARE ACE IS A PROGRAM THAT IS USED IN RIVERSIDE COUNTY IT IS A COLLABORATION BETWEEN POLICE, FIRE, CHP AND THERE IS ANOTHER ENTITY OUR FORMER SUPERINTENDENT I RAN INTO HER AT ONE OF THE CONFERENCES AND SHE SAID IT'S HIGHLY SUCCESSFUL.

IT'S SOMETHING THAT IS HAPPENING AT HOME IF DAD IS ARRESTED THERE IS A CAR ACCIDENT OR A MENTAL BREAK SOMETHING THAT HAPPENS AT HOME, LAW ENFORCEMENT LOGS IN AND PUTS THE KID'S NAME AND THE DISTRICT THAT THE CHILD GOES TO AND WE'RE NOTIFIED.

WE'RE NOT TOLD WHAT HAPPENS BUT THERE WAS AN INCIDENT AT HOME THAT HAPPENED THAT WAY IF A CHILD OR STUDENT STARTS TO ACT DIFFERENTLY AT SCHOOL, IT AT LEAST THE COUNSELORS AND THE -- IS AWARE SO THEY CAN START NOTIFYING THE TEACHERS TO WATCH OR PULL THE CHILD ASIDE AND ASK IF EVERYTHING IS OK IT CAN BE BENEFICIAL TO THAT PROGRAM BECAUSE AS SOON AS THEY LEAVE OUR SCHOOL WE DON'T GET REPORTS BACK.

IF WE CAN GET AN UPDATE ON THAT, PLEASE.

>> ABSOLUTELY. >> THE NEXT ONE WE HAVE IS OUR ATTENDANCE AWARENESS MONTH. SO...

[00:25:31]

WE'RE GOING TO HAVE TO WING IT. ONE OF THE THINGS THAT YOU MAY HAVE SEEN SOME AROUND THE COMMUNITY OUR THEME FOR THIS YEAR REGARDING ATTENDANCE AND THE ATTENDANCE MATTERS OUR THEME IS SHOWING UP TOGETHER. AND I KNOW THAT EACH BOARD MEMBER YOU'VE BEEN PROVIDED WITH BUTTONS SO IT IS TO GO OUT THERE AND HELP SIGNIFY THAT. ONE OF THE THINGS THAT I HAVE DIRECTOR IS GOING TO SHARE A LITTLE BIT ABOUT OUR EFFORTS.

>> THANK YOU, EVERYBODY. WE NEED -- [INAUDIBLE] SO MY PART HERE IS ABOUT SHOWING UP TOGETHER BUT WHAT DOES THAT MEAN? WHAT DOES THAT LOOK LIKE? AND IT STARTS WITH OUR GOALS ARE TO REDUCE ABSENTEEISM AND INCREASE CONNECTEDNESS AND ACADEMIC ACHIEVEMENT ALL IN LINE WITH THE AREAS OF FOCUS. WHAT DOES THAT MEAN TO SHOW UP TOGETHER? AND IT STARTS WITH BUILDING STRONG AND TRUSTING RELATIONSHIPS.

ONCE WE HAVE THOSE STRONG AND TRUSTING RELATIONSHIPS FROM THE MOMENT A STUDENT WALKS ON CAMPUS TO THE MONT THEY LEAVE AND EVERYTHING IN-BETWEEN FROM CLASSROOMS TO LUNCH AND SPORTS FIELDS, HAVING THAT RELATIONSHIP ON CAMPUS IS WHAT IT'S GOING TO MAKE THAT STUDENT WANT TO BE ON CAMPUS.

WHEN WE HAVE SCHOOL SITES THAT ARE USING POSITIVE AND PROBLEM SOLVING APPROACHES, TO ANY ISSUES THAT ARISE, THAT ALSO HELPS AND WITH THOSE THINGS BEING RESTORATIVE AND NOT PUNITIVE IT MAKES STUDENTS WANT TO BE ON CAMPUS.

WHEN YOU HAVE THOSE TRUSTING RELATIONSHIPS IT ALLOWS FOR COLLABORATION BETWEEN FAMILIES AND COMMUNITIES.

NOT JUST IT DOESN'T JUST MAKE THOSE THINGS EASIER IT MAKES THOSE THINGS MORE POWERFUL MEANING THAT COLLABORATION.

WHEN YOU HAVE THAT COLLABORATION IT MAKES FAMILIES IN OUR COMMUNITY WANT OUR KIDS TO BE AT SCHOOL EVERYDAY.

AND WHEN YOU HAVE ALL OF THOSE THINGS TOGETHER IT PROMOTES SAFETY AND CONNECTIONS ON CAMPUS, PROMOTES THE SAFE SPACES. I WAS JUST AT A CONFERENCE AND SOMETHING STUCK WITH ME WHERE THEY SAID PEOPLE WHO ARE STRUGGLING ARE SELDOM FORTHCOMING WITH INFORMATION AND THAT IS SO TRUE WHEN WE'RE DEALING WITH STUFF WE DON'T WANT TO YELL IT OUT TO EVERYBODY BUT IF WE HAVE THAT ONE AT LEAST THAT ONE PERSON ON CAMPUS WE'VE ESTABLISHED THAT RELATIONSHIP WITH WE ARE ABLE TO CREATE THE SAFE SPACES WHERE WE HAVE THE A THEN CONTINUING CONVERSATION AND I'VE TOLD STUDENTS WE ARE HERE TO SINK TOGETHER OR SWIM TOGETHER.

WHAT IS IT THAT WE CAN -- HOW ARE WE CURRENTLY SHOWING UP FOR EACH OTHER. AND WHAT CAN WE DO.

SO WE HOLD EACH OTHER ACCOUNTABLE.

THIS IS HOW WE'RE SHOWING UP AND THIS IS WHAT I NEED YOU TO DO SO WE CAN SHOW UP TOGETHER FOR EACH OTHER.

THAT'S LIKE THE OVERALL THEME. AND I KNOW CRAIG IS GOING TO TALK ABOUT SPECIFICS WHAT IS HAPPENING IN SCHOOL SITES RIGHT

NOW. >> THE BIG THING IS THAT WE HAVE OUR SCHOOL SITE TEAMS IN OUR DISTRICT TEAMS OUT THERE TO GO HELP IDENTIFY SOME OF THE ROOT CAUSES WHY THE STUDENTS AREN'T COMING IN AND WHAT WE'VE BEEN ABLE TO DO OVER THE YEARS WE HAVE BEEN ABLE TO COME UP WITH A MULTIDISCIPLINARY APPROACH TO FIND OUT THE ROOT CAUSES AND REMOVE BARRIERS SO THE STUDENTS ARE THERE ALL THE TIME. IN THE BACKGROUND WE HAVE LYDIA AND A COUPLE PEOPLE THAT DO GO OUT THERE AND DO THE HOME VISITS AND HELP REMOVE SOME OF THE BARRIERS.

JUST WANT TO PROMOTE THAT AWARENESS IF YOU SEE THAT FLYER OUT THERE THIS IS WHY YOU KNOW WHAT IS HAPPENING.

WEAR YOUR BUTTONS AND PROMOTE THE IMPORTANCE OF BEING IN SCHOOL EVERYDAY ON TIME. ANY QUESTIONS?

>> THANK YOU. COULD EITHER OF YOU SPEAK TO THE SYSTEM WISE PROCESSES WE HAVE TO MONITOR ATTENDANCE?

>> ONE OF THE THINGS WE DO HAVE SOME DAILY MONITORING TOOLS OUT THERE. ONE OF THE THINGS THAT HE DOES COLLABORATE WITH OUR DEPARTMENT IS TO SEE WHO ARE THE STUDENTS OUT THERE THAT ARE INCREASING THE NUMBERS OF ABSENCES AND THAT DIALOGUE WITH THE PRINCIPALS AS FAR AS WHAT WE CAN DO.

THE OTHER THING WE HAVE BEEN ABLE TO DO IS THAT WE DO HAVE A PARTNERSHIP WITH ONE OF THE BIG THINGS WE'RE CONNECTING JUST THE SCHOOL CONNECTEDNESS. I THANK OUR TEAM COLLABORATING

[00:30:01]

TO IDENTIFY SOME OF THOSE MONITORING TOOLS.

THE OTHER THING WE'VE BEEN ABLE TO ESTABLISH GREAT PARTNERSHIPS WITH THE COUNTY OF SAN BERNARDINO.

IF WE HAVE STUDENTS HAVING SIGNIFICANT BARRIERS WE ARE HAVE BEEN ABLE TO SETUP WITH HEALTHCARE AND JUST OTHER

RESOURCES AVAILABLE TO THEM. >> THANK YOU.

ALL RIGHT. >> DO YOU HAVE A QUESTION?

>> YOU KNOW THAT'S BEEN ON THE TOP OF MY RADAR SINCE WE HEARD THAT WE'RE ON THAT LIST. AND I DON'T LIKE TO BE ON ANY BAD LISTS I LIKE TO BE ON THE GOOD LISTS.

I WOULD LIKE TO KNOW THE PROCESS AS FAR AS WHAT DO OUR AIDES DO? I KNOW THERE'S AIDES THAT OUR SCHOOLS DO MAKE THE FIRST CONTACT AND WHEN IT'S BAD WE SEND LYDIA AND DAVID OUT THERE.

AND I KNOW THEY DILIGENTLY GO TO EVERY SINGLE SITE AND DO WHAT THEY NEED TO DO. I'D LIKE TO KNOW THE PROCESS.

SO THE PARENTS KNOW WHERE WE START WHEN A CHILD MISSES SCHOOL SO MANY DAYS WE'RE OUT THERE. WHO STARTS THAT PROCESS?

WHO INITIATES IT? >> IT WILL START AT THE SCHOOL SITE LEVEL AND THEN WHAT WILL HAPPEN IS THAT ONCE A STUDENT STARTS TO MISS ONCE WE START TO GET THE ABSENCES GETTING OUT OF CONTROL IF WE ARE IN A SITUATION WHERE THEY START TO BE CHRONICALLY IDENTIFIED AS BEING CHRONICALLY ABSENT FOR THOSE OF YOU AT HOME THAT IS WHEN YOU MISS 10% OR MORE OF THE SCHOOL YEAR. ONCE WE START GETTING UP TO BE 10% IS WHEN THEY START REACHING OUT AND WE LOOK AT WHAT WE CAN DO. JUST AS FAR AS BRINGING THEM BACK AND REENGAGING. AND THEN THE OTHER THING THAT HAPPENED IS THERE'S BEEN A LOT OF COLLABORATION WITH MR. GARCIA BETWEEN CWA AND HIS DEPARTMENT TO GO OUT AND PROMOTE THAT AWARENESS AND GIVE SKILL SET AS FAR AS WHAT TO DO.

>> THAT'S GOOD. SO IT STARTS AT THE SCHOOL.

SCHOOL SITE WHEN THE KIDS COME IN LATE DO WE HAVE ANYBODY RECEIVING THEM AND TALKING TO THEM OR TALKING TO THE PARENT? THAT IS WHERE YOU OPEN COMMUNICATION.

WHY IS YOUR CHILD LATE? AND SOME CASES THEY HAVE TO DROP-OFF OTHER KIDS BUT THIS IS WHY BUT THEY GO LATER FOR THAT REASON THAT IS WHAT I WAS TOLD MIDDLE SCHOOL AND HIGH SCHOOL THEY GO IN AT 8:30 VERSUS THE LITTLE ONES HAVE TO BE BY 7:30, 7:45 AND BY THEN YOUR MIDDLE SCHOOL AND HIGH SCHOOLERS ARE LATE. BECAUSE OF TAKING THEIR BROTHER AND SISTER WE UNDERSTAND THAT AS A DISTRICT.

AND THIS IS A TEAM EFFORT FROM THE SCHOOL TO THE DISTRICT OFFICE TO YOU KNOW AND WE GO ON AND ON.

IT'S IMPORTANT FOR ME TO KNOW THAT WE'RE DOING EVERYTHING WE CAN. 10% THAT IS A LOT OF DAYS OUT OF SCHOOL. I THINK WHEN THEY MISS THREE DAYS STRAIGHT WE NEED TO GET ON THEM ALREADY.

IF THEY ARE NOT IN THE SEAT THEY ARE NOT LEARNING.

SO THAT'S MY THING. I'VE BEEN PUSHING, PUSHING, PUSHING AND I WANT TO KNOW WHO IS IN CHARGE AND DOING WHAT THAT IS IMPORTANT TO ME. THANK YOU.

>> MR. PEREZ. >> THANK YOU.

QUICK, MR. BAKER, IN THERE WAS A DISCUSSION BROUGHT UP REGARDING THE LATE START IF THERE'S IMPROVEMENTS I'M NOT SURE IF THIS IS YOUR DEPARTMENT OR SOMEBODY IF WE CAN GET DATA TO SEEING IF THE LATE START IMPROVED THE IMPACT IT HAS THAT WAS ANOTHER MAJOR CONCERN. BUT ALSO THE ATTENDANCE TO SEE IF IT WAS BETTER FOR THE STUDENTS OR IF THE RESULTS STAYED THE SAME. THANK YOU.

>> THANK YOU. >> QUICK COMMENT.

I WANT TO REMIND THE PUBLIC AND YOU ALL THAT YOU HAVE TWO AWARDS IN 2019 AND 2021 FOR BEING MODEL STARS THAT IS IMPORTANT TO BE RECOGNIZED. FROM THE CALIFORNIA DEPARTMENT OF EDUCATION. SO WE DO GREAT WORK HERE IN

FONTANA. >> THANK YOU.

>> YES. >> ALL RIGHT.

[4.6 Student Board Member Comments]

AT THIS TIME WE ARE NOW ON ITEM 4.6.

WHICH IS STUDENT BOARD MEMBER COMMENTS AND I WILL HAND THE MICROPHONE TO JULIETA GUTIERREZ-MARTIN.

>> HELLO, EVERYONE. SO I JUST WANT TO START OFF WITH SOME COMMENTS ON THE PRESENTATIONS.

ONE THING I LOOK FORWARD TO BEING AT THE MEETING IS SEEING THESE PRESENTATIONS TO ADD TO THE PRIMROSE ONE, I THINK IT'S WONDERFUL HOW INVOLVED THE STUDENTS ARE WITHIN THE SCHOOL.

AND I THINK THE COFFEE CART IDEA IS WONDERFUL.

AND I WAS WONDERING IF MAYBE WE COULD PUSH A SIMILAR IDEA OR THE COFFEE CART TOWARDS OTHER ELEMENTARY SCHOOLS TO DO LIKE A SIMILAR THING AND COLLABORATE TO GET THESE SPECIAL ED STUDENTS MORE INVOLVED AND JUST A BETTER THEIR SOCIAL INTERACTIONS I THINK THAT REALLY IMPORTANT. AND I LOVE THAT IDEA OF THE

[00:35:02]

COFFEE CART. ANOTHER THING WITH MENTAL HEALTH, I LIKE HOW YOU GUYS ARE INVOLVED WITH TRYING TO TAKE ACTION WHEN SOME SIGNS ARE SHOWING UP WITHIN ATTENDANCE AND JUST BUILDING THE CONNECTIONS I THINK THAT IS REALLY IMPORTANT AT ALL SCHOOL SITES WHETHER HIGH SCHOOL, MIDDLE SCHOOL OR ELEMENTARY SCHOOL JUST TO TAKE INITIATIVE TO BEING THERE FOR THE STUDENTS AND MAKING SURE THAT THEY ARE IN THE SAFEST ENVIRONMENT POSSIBLE. AND THEN JUST SOME THINGS I NOTICED I WAS REACHED OUT BY FULL HIGH AND AB STUDENTS ABOUT THE WATER REFILL STATIONS. DURING LAST WEEK, AT THE HOTTEST TEMPERATURES RAISING UP TO 102, AT FULL HIGH, THE WATER REFILL STATIONS WENT DOWN. THE STUDENTS DIDN'T HAVE ACCESS TO WATER DURING THOSE INCREDIBLY HOT WEATHERS.

AND I JUST WANT TO NOTE THAT THE SUPERINTENDENT IS LOOKING INTO THIS ISSUE AND THAT WE JUST DO ANOTHER EVALUATION AT ALL SCHOOLS WITH THE WATER REFILL STATIONS TO MAKE SURE THEY ARE UP AND RUNNING ESPECIALLY DURING THE HOT WEATHERS AND TO KNOW ON SOME AGENDA ITEMS, AGAIN, I LOVE THE IDEA OF MENTAL HEALTH AND TAKING INITIATIVE TO BEING THERE FOR THE STUDENTS.

AND ALSO I NOTICE THAT WE ARE GOING TO BE CELEBRATING HISPANIC HERITAGE MONTH AND I THINK THAT IS VERY IMPORTANT CONSIDERING THE LARGE POPULATION OF STUDENTS WHO ARE HISPANIC OR LATINO IN FONTANA COMMUNITY. AND YEAH, I'M LOOKING FORWARD TO A LOT OF THE AGENDA ITEMS. THANK YOU.

>> THANK YOU. [APPLAUSE]

[4.7 Opportunity for Public Comment]

ALL RIGHT WE ARE NOW ON 4.7. OPPORTUNITY FOR PUBLIC COMMENT.

THIS IS WHERE THE FONTANA BOARD OF EDUCATION WELCOMES COMMENTS FROM OUR COMMUNITY AND STAKEHOLDERS INDIVIDUAL SPEAKERS WILL BE ALLOWED FIVE MINUTES TO ADDRESS THE BOARD ON AGENDA OR NON-AGENDA ITEMS GOVERNMENT CODE 54954.2 PROHIBITS THE BOARD FOR DISCUSSING OR ACTING ON ANY MATTER THAT IS NOT ON THE PUBLISHED AGENDA. BOARD MEMBERS MAY ASK QUESTIONS FOR COMMENTS AND MAY REFER THE MATTER TO THE SUPERINTENDENT OR HER DESIGNEE FOR FUTURE FOLLOW-UP.

MS. INBODY HOW MANY PUBLIC COMMENTS DO WE HAVE.

>> THERE ARE SEVEN PUBLIC COMMENTS RECEIVED TWO FOR ITEM

6.7. >> ALL RIGHT.

DO THEY WANT TO WAIT UNTIL 6.7 OR DO THAT DURING THIS TIME?

>> WOULD YOU LIKE TO WAIT UNTIL --

>> WAIT UNTIL 6.7. OK.

>> FIRST WE HAVE MARGARET VOLMER.

[APPLAUSE] >> GOOD EVENING BOARD PRESIDENT, SUPERINTENDENT INBODY AND BOARD MEMBERS.

I'M MEG VOLUME MER AND I AM A PARENT OF A WILDCAT AND SUMMIT HIGH SCHOOL GRADUATE A COMMUNITY MEMBER AND PROUD MUSIC TEACHER AT SEVEN ELEMENTARY SCHOOLS INCLUDING PRIMROSE ELEMENTARY.

I'M HERE TO SPEAK TONIGHT IN SUPPORT OF TWO RELATED AGENDA ITEMS REGARDING EQUITY AND DIVERSITY.

I'M EXCITED TO SEE THE BOARD CONSIDERING CREATING A DIRECTOR OF EQUITY, DIVERSITY AND INCLUSION.

I'M GLAD TO SEE THE CONSIDERATION OF BOARD POLICY REGARDING DIVERSITY. I WILL BE GLAD TO TEACH IN A DISTRICT AND SEND MY CHILD TO A SCHOOL IN A DISTRICT WHERE EQUITY AND DIVERSITY ARE A PRIORITY.

I BELIEVE A. DOING THIS BOARD POLICY WHEN YOU ARE READY TO VOTE AND CREATING A POSITION DEDICATED TO INCLUSION, EQUITY IS A BENEFIT TO OUR STUDENTS AND COMMUNITY AS A WHOLE. THANK YOU.

[APPLAUSE] >> NEXT WE HAVE JODY DOMINGUEZ.

>> GOOD EVENING, EVERYBODY. I'M JODY DOMINGUEZ I AM A PARENT ALSO BUT NOT IN THIS DISTRICT. I'VE TAUGHT HERE FOR ABOUT 17 YEARS. AND TEACHING'S HARD RIGHT NOW.

WE GET A LOT OF GRIEF AND A LOT OF ATTACKS.

SORT OF IN GENERAL AND I GUESS I JUST WANTED TO TAKE A MOMENT TO TELL YOU HOW MUCH IT WAS APPRECIATED THAT THE BOARD OR MS. INBODY OR WHOEVER MAKES THAT FINAL DECISION CHOSE TO ABIDE BY ALL THE WEATHER-RELATED WARNINGS AND PULLED THE PLUG ON SCHOOL FOR THE NEXT DAY. IT IS DIFFICULT RIGHT NOW TO BE A TEACHER BUT THE FACT THAT YOU VALUED OUR SAFETY, OUR LIVES THE STUDENTS' SAFETY, THE BUILDING EVERYTHING, AND IT TURNED OUT TO BE A WASH LIKE THERE WAS NO -- IT WAS A BEAUTIFUL DAY THE NEXT

[00:40:02]

DAY. BUT IT DID AN AMAZING THING FOR THE STAFF AT MY SCHOOL AT LEAST AND I THINK SORT OF ACROSS THE BOARD. I DO SERVE AS THE VICE-PRESIDENT OF FTA. AND IT WAS ALL ANYBODY TALKED ABOUT. IT WAS THE FIRST -- NOT THE FIRST TIME, BUT THE FIRST TIME IN PEOPLE'S MEMORY THAT WE FELT LIKE EVERYBODY WENT WE ALL NEED TO BE SAFE AND WE ALL NEED TO BE THE PANDEMIC SORT OF BLEW EVERYBODY OUT OF THE WATER AND THIS REALLY BROUGHT EVERYBODY'S MORALE UP A LITTLE BIT. SO I WANTED TO TAKE THE TIME TO SAY THANK YOU. THANK YOU FOR VALUING US.

THANK YOU FOR LOOKING OUT FOR OUR WELL-BEING AND THANK YOU FOR THE JOB THAT YOU DO. THANK YOU.

[APPLAUSE] >> NEXT WE HAVE MATT SLOWICK.

>> FOR THE LAST FONTANA SCHOOL BOARD MEETING, WE PROVIDED THE BOARD MEMBERS A COPEFY OF THE SCHOOL BOARD POLICY REGARDING PARENTAL NOTIFICATION. THE SAME PARENTAL NOTIFICATION SCHOOL BOARD POLICY IS ADOPTED BY FOUR SCHOOL BOARDS IN THE STATE OF CALIFORNIA. THIS PARENTAL POLICY MAKES IT CLEAR IT IS QUOTE THE FUNDAMENTAL RIGHTS OF PARENTS, GUARDIANS TO DIRECT THE CARE AND UPBRINGING OF THEIR CHILDREN, KEY, THEIR CHILDREN INCLUDING THE RIGHT TO BE INFORMED OF AND INCLUDING INVOLVED IN ALL ASPECTS OF THEIR CHILDREN'S EDUCATION TO PROMOTE THE BEST OUTCOMES.

FUNDAMENTAL RIGHT IS THE PARENTS GUARDIANS THAT RIGHT IS NOT THE SCHOOL ADMINISTRATORS NOT THE PRINCIPALS OR THE SCHOOL STAFF THAT IS THE RIGHT OF. PARENTS' RIGHT.

TO PARENTS, NEITHER THE SCHOOLS NOR THE SCHOOL ADMINISTRATORS OR STAFF OWN YOUR CHILDREN. PARENTS GUARDIANS HAVE THE SOLE RIGHTS OVERALL ASPECTS OF THEIR CHILDREN UP TO AGE OF 18.

RECOGNIZING THIS RIGHT, THIS PARENTAL NOTIFICATION POLICY REQUIRES THE FOLLOWING. PRINCIPAL DESIGNEES AND SCHOOL COUNSELORS SHALL NOTIFY THE PARENTS AND GUARDIANSES WITHIN WRITING WITHIN THREE DAYS THE STAFF BECOMES AWARE THAT A STUDENT IS REQUESTING TO BE IDENTIFIED OR TREATED AS A GENDER OTHER THAN THE STUDENT'S BIOLOGICAL SEX OR GENDER LISTED ON THE STUDENT'S BIRTH CERTIFICATE OR OFFICIAL RECORDS THIS INCLUDES ANY REQUESTS BY THE STUDENT TO USE A NAME THAT DIFFERS FROM THEIR LEGAL NAME OR PRONOUNS THAT DO NOT ALIGN WITH THE STUDENT'S BIOLOGICAL SEX OR GENDER.

THIS PARENTAL NOTIFICATION POLICY MAKES IT CLEAR THAT SCHOOL STAFF SHALL NOTIFY THE CHILD'S PARENTS AND GUARDIANS AGAIN THEY HAVE THE SOLE RIGHT OVER THEIR CHILDREN.

DESPITE THIS FACT IT'S ACCURATE TO SAY NOT ALL SCHOOL ADMINISTRATORS AND EMPLOYEES AND STAFF BELIEVES THAT PARENTS GUARDIANS HAVE THE SOLE RIGHT OF THEIR CHILDREN.

SAT COY STAFF CONDUCTING PRIDE ASSEMBLIES TO INVOLVE A BOOK READING EXPLAINING THE SAME SEX PARENTS NOT SURPRISINGLY THIS WAS PARTIALLY LED BY TRANSGENDER THIRD GRADE TEACHER.

PARENTS POSTED QUOTE THIS TEACHER HAS MADE IT A POINT TO SEND MESSAGES TO KIDS ABOUT PRIDE.

UNQUOTE. AND QUOTE, IS NOW DECIDED TO STIR THINGS UP AND MAKE HIS PRIVATE SEXUAL BUSINESS OUR KIDS' BUSINESS. GLENDALE UNIFIED TEACHING OF CHILDREN ABOUT GENDER IDENTITIESES.

CURRICULUM [INAUDIBLE] FEARFUL OF POTENTIAL LAWSUIT NOTICE THAT THE SCHOOL DISTRICT SHIFT OF TERMINOLOGY IN ELEMENTARY SCHOOL GLENDALE STUDENTS ARE NOT TAUGHT SPECIFIC INFORMATION ABOUT PARTICULAR IDENTITY BUT TAUGHT LESSONS ON DIVERSITY AND DIFFERENT FAMILIES. YET A PARENT PROVED THIS STATEMENT TO BE A LIE THE PARENT DEMONSTRATED PROOF OF A THIRD GRADE TEACHER SHOWING A STUDENT VIDEO ABOUT GAY PRIDE AND COMING OUT. AND THE STUDENT WAS TAUGHT INAPPROPRIATE SEX ACTS IN A SEX EDUCATION CLASS AND THE STUDENT WAS CALLED A BIGOT FOR USING INCORRECT GENDER PRONOUNCE.

I THINK THEY HAVE MAY HAVE SUSPENDED THAT STUDENT WHICH MADE IT NEWSWORTHY. MOST RECENT CASE FREQUENT KELLS UNIFIED SCHOOL DISTRICT IN MONTERREY COUNTY PUBLIC SCHOOL OFFICIALS KEEP TRYING TO STEAL PARENTS' RIGHTS.

JESSICA THE MOM, SUED THE DISTRICT WHEN SHE FOUND OUT HER DAUGHTER WAS BEING IDENTIFIED AS A MALE AND SOCIALLY TRANSITIONED WITHOUT THE MOM'S KNOWLEDGE BECAUSE THE SCHOOL EXCLUDED HER FOR BEING INFORMED. MOM WON THE LAWSUIT LAST WEEK AND THE DISTRICT LOST THE LAWSUIT AS EXPECTED AND THE DAUGHTER REIDENTIFIED AS A GIRL. FONTANA SCHOOL BOARD NEEDS TO ADOPT THE PARENTAL NOTATION BOARD POLICY.

AT THE LAST SCHOOL BOARD MEETING WE ASSIGNED THE IT TO MARY

[00:45:06]

SANDOVAL AND MARY FAILED IN THAT RESPONSIBILITY.

PUT ANOTHER WAY, MARY WAS ASSIGNED TO DO HOMEWORK AND SHE FAILED TO DO HER HOMEWORK. MARY YOU ARE NOT SETTING A GOOD EXAMPLE FOR OUR STUDENTS. NOT DOING YOUR HOMEWORK AND LIKEWISE, BY FAILING TO SUPPORT AND DEPEND THE PARENTS OF THE FONTANA UNIFIED SCHOOL DISTRICT. THANK YOU.

[APPLAUSE] >> NEXT WE HAVE ERIC CANO.

>> GOOD EVENING DISTINGUISHED SCHOOL BOARD MEMBERS, CABINET SUPERINTENDENT. I'M ERIC CANO AND I AM THE PRESIDENT AT MY HIGH SCHOOL. WE ATTENDED A SCHOOL BOARD MEETING ON MAY 3 AND A SUPERINTENDENT RESOLUTION IN SUPPORT OF A STADIUM BUILT FOR SUMMIT HIGH SCHOOL WHICH IS THE ONLY HIGH SCHOOL IN SAN BERNARDINO COUNTY WITHOUT A STADIUM. I'M HERE BECAUSE SINCE THAT DAY I HAVE NOT HEARD A FOLLOW-UP OR PLAN TO MAKE THIS FOR OUR STUDENT BODY. I WAS ELECTED TO BE THE VOICE AND ADVOCATE FOR OUR FEEDS I CAN SPEAK TO HAVING FACILITIES AT SUMMIT WHICH DO NOT REFLECT THE LEVEL OF WORK THAT COMES FROM OUR STUDENT BODY AND STAFF. SUMMIT IS ONE OF THE HIGHEST ACHIEVING SCHOOLS. ALL WE ASK THAT YOU AS A SCHOOL BOARD FIGHT FOR US TO HAVE EQUITABLE OPPORTUNITIES AS WELL.

AS A MEMBER OF THIS COMMUNITY I STAND BEFORE YOU TO ADVOCATE FOR THE CONSTRUCTION OF A STADIUM AT OUR SCHOOL.

I BELIEVE WE AS STUDENTS DESERVE A TOP QUALITY FACILITY THAT WE CAN TRAIN AND COMPETE IN. AND IT IS OUR RESPONSIBILITY TO SPEAK UP AND ADVOCATE FOR OURSELVES WHEN WE FEEL OUR NEEDS ARE NOT BEING MET. OUR SCHOOLS HAVE MODERN AND WELCOME STUDENTS AND OUR SCHOOL LACKS SUCH A FACILITY THIS CAN BE DEMOTIVATING BECAUSE WE ARE AT A DISADVANTAGE.

THIS IS AN OPPORTUNITY FOR US TO ADVOCATE FOR OURSELVES AND MAKE OUR VOICES HEARD. A STADIUM WILL PROVIDE US WITH A SAFE AND MODERN FACILITY TO TRAIN AND COMPETE IN IT WILL GIVE US A SENSE OF PRIDE AND IDENTITY IN OUR SCHOOL AND WE WILL HAVE A LANDMARK IT IS ATTACKS MORE TALENTED STUDENT ATHLETES WHICH WILL IMPROVE THE COMPETITIVENESS OF OUR SPORTS TEAM AND PROMOTE SCHOOL SPIRIT. A STADIUM WILL BENEFIT OUR COMMUNITY IT BEING CONCERTS AND COMMUNITY GATHERINGS IT WILL PROVIDE A SAFE SPACE FOR US AND THE COMMUNITY TO COME TOGETHER AND CELEBRATE IMPORTANT OCCASIONS.

I UNDERSTAND THAT SOME MAY HAVE CONCERNS OF THE COST OF BUILDING A STADIUM. I BELIEVE IT IS IMPERATIVE TO GIVE THE COMMUNITY A CHANCE TO BE HEARD.

AS WELL AND YOUR OPPORTUNITY TO SHOW THAT YOU SUPPORT US BY PROCOPIUS CALTHOLI POSING A BOND THAT WE CAN HAVE A FACILITY THAT PROVIDES US WITH EQUITY AND OPPORTUNITY.

IT WILL BENEFIT US AND FUTURE GENERATIONS WE HAVE A RESPONSIBILITY TO INVEST IN THE FUTURE OF OUR SCHOOL AND COMMUNITY AND WE NEED YOUR HELP. I URGE THE SCHOOL BOARD TO CONSIDER THE IMPORTANCE OF A BOND TO BUILD THE STADIUM FOR OUR COMMUNITY. IT IS NOT JUST A SPORTS FACILITY IT IS A COMMUNITY ASSET THAT WILL BENEFIT OUR STUDENTS, COMMUNITY AND LOCAL FAMILIES. AS THE ONLY HIGH SCHOOL IN SAN BYRNE BERNADINO COUNTY WITHOUT A STADIUM IT IS A DISAPPOINTING TO SEE THAT THERE IS NOT EVEN A PLAN TO PLACE TO REMEDY THIS.

I HOPE THAT BY THE TIME I GRADUATE I CAN BE PART OF THE PLANNING PROCESS AND HAVE A LEGACY FOR OUR FUTURE SKY HAWK GENERATION. THANK YOU FOR YOUR TIME AND CONSIDERATION. [APPLAUSE]

>> BOARD PRESIDENT? >> MR. ARMENDAREZ?

>> I WANT TO COMMEND YOU BOYS FOR COMING UP HERE AND SPEAKING YOUR VOICE AND LETTING US KNOW AND JUST BEING UP HERE AND VOICING WHAT YOU GUYS BELIEVE IS RIGHT.

SUPERINTENDENT INBODY, I'D LIKE TO REQUEST IF WE CAN AT LEAST START LOOKING AT WHAT THE COST WOULD BE.

I KNOW IT WILL TAKE TIME TO DO THAT.

BUT I THINK WE NEED TO LOOK AT WHAT COSTS COULD BE TO SEE WHERE WE CAN GO. A BOND IS NOT SO YOU KIDS IS A BOND IS NOT SOMETHING WE PULL OUT OF THE AIR IT TAKES A LOT OF WORK. I DON'T WANT YOU TO THINK WE'RE NOT CONSIDERING IT, BECAUSE IT'S REALLY SOMETHING THAT WE GET APPROACHED ABOUT ALL THE TIME. AND I THINK WE CAN SHOW THE COMMUNITY THAT WE ARE LOOKING AT THAT.

APPRECIATE YOU GUYS COMING AND ADVOCATING FOR YOUR CAUSE AND WE WANT YOU TO SEE WE'RE TRYING TO MAKE EFFORTS.

IF WE COULD AS TIME PROGRESSES GET US AN IDEA WHAT THE COSTS

WOULD BE. >> THANK YOU.

DO YOU HAVE A COMMENT? >> AGAIN AS A SUMMIT STUDENT I TOTALLY AGREE WITH THAT. IT'S DISCOURAGING.

I KNEW FOR A LONGTIME SUMMIT DIDN'T HAVE A FOOTBALL FIELD AND

[00:50:04]

A DAY AGO IT WAS OUR 17TH BIRTHDAY.

BUT I DIDN'T KNOW UNTIL RECENTLY THAT IT WAS LIKE THE ONLY SCHOOL IN ALL OF SAN BERN DEAN FOR THAT DID NOT HAVE A FOOTBALL FIELD.

IN ADDITION I REALIZED THAT OUR SCHOOL AFTER BUILDING A FOOTBALL FIELD OR AFTER WE SEE PROGRESSION IN THAT I WANT TO PROPOSE THE IDEA OF PERHAPS GETTING A THEATER AT SUMMIT, TOO. A THEATER THAT COULD BE USED FOR MULTIPLE PURPOSES NOT ONLY FOR ORCHESTRA TO PERFORM IN THEY PERFORM IN THE CAFETERIA. THEY HAVE THESE BEAUTIFUL PERFORMANCE ANDS AND YOU ARE IN THE CAFETERIA AND YOU CAN SEE THE PIECE OF GUM ON THE FLOOR AND IT'S DISCOURAGING FOR OUR PERFORMERS THERE. NOT ONLY THEATER CAN BE USED NOT ONLY FOR THE ARTS BUT TESTING STANDARDIZED TESTING AND AP TESTS IT CAN BE USED AS A QUIET AREA ON CAMPUS FOR THE STUDENTS TO PERFORM AT THEIR BEST FOR THE TESTS WE DO OUR AP TESTS AT THE GYM AND YOU CAN HEAR NOISE AROUND.

HAVING A THEATER ON THE SIDE OF CAMPUS WHERE IT IS QUIET WOULD BE VERY BENEFICIAL FOR STUDENTS AND LIKE THEY SAID IT COULD BE AN INVESTMENT A POSITIVE INVESTMENT FOR THOSE FUTURE GENERATIONS ALONG WITH THAT FOOTBALL FIELD.

>> THANK YOU. I WANT TO MAKE A QUICK COMMENT.

THANK YOU SKY HAWKS. ONE OF THE THINGS I WAS VERY JUST IN AWE ABOUT WAS LISTENING TO YOU ALSO CREATE A VEHICLE A POSSIBLE VEHICLE ON HOW THAT CAN HAPPEN.

THAT'S IMPORTANT. THE PUBLIC NEEDS TO KNOW THERE IS A VARIETY OF VEHICLES TO GET THERE.

AND YOU KNOW YOUR SUGGEST IS AN OPPORTUNITY TO POSSIBLY GO THERE AND IT SEEMS LIKE YOU DID YOUR HOMEWORK OR SOMEONE HELPED YOU DO YOUR HOMEWORK AND RESEARCHED DISTRICTS AROUND OUR COUNTY AND SEE HOW THEY'VE BUILT STADIUMS AND HOW THEY'VE BUILT PERFORMING ARTS CENTERS AND MODERNIZE SCHOOLS WITH LIMITED FUNDS.

I KNOW AS A FAMILY WE ALWAYS THINK ABOUT IF WE OWN A HOME AND WE WOULD LIKE TO ADD A POOL OR ROOM ADDITION WHAT WOULD THAT TAKE? DO WE HAVE MONEY FROM OUR MONTHLY INCOME OR USE EQUITY FROM A HOME OR DO WE DO LOANS SOMEWHERE HOW DO WE FIND THE VEHICLE TO GET TO THE END GAME THAT WE WANT. AND IT SEEMS LIKE YOU DID THAT.

I WANTED TO GIVE YOU PROPS FOR DOING THAT.

THANK YOU. >> I DON'T HAVE A PUBLIC COMMENT CARD. YOU ARE HIS DAD.

>> THANK YOU FOR SUPPORTING THEM I WILL SAY THAT.

THANK YOU FOR BEING HERE. >> OUR NEXT SPEAKER IS DA JEAN

MARTIN AND AMBERLY MURROW. >> GOOD EVENING BOARD AND MS. INBODY WE WANTED TO SHARE SOMETHING WITH YOU AT AMBERLY HAS GONE THROUGH. EXCITED SHE IS AT SUMMIT WE WERE EXCITED JUST IN THE WHOLE TRANSITION SHE DID THE SUMMER BRIDGE PROGRAM TO GET HER ACCLIMATED TO THE CAMPUS AND GETTING FAMILIAR AND EVERYTHING. BUT IN HER FIRST FOUR DAYS OF SCHOOL SHE EXPERIENCED A LOT OF NOT JUST ONE IN PARTICULAR PERSON BUT SEVERAL DIFFERENT PEOPLE CALLING HER NAMES AND TREATMENT IN THE CLASSROOM AND IN PASSING IN THE CORRIDORS AND ONE OF THE THINGS WE REALIZED WAS IN HER FIRST WHERE SHE WAS SCHEDULED SHE HAD NONE OF HER PEERS IN THE SAME CORRIDORS IN THE SAME CLASSES OR EVEN ON THE SAME LUNCH SHE WAS BY HERSELF.

BY THE FOURTH DAY, I COULD SEE WHERE THIS WAS GOING TO BECOME IT WAS NOT STOPPING AND I'M GOING TO LET HER EXPLAIN IT.

BUT I COULD SEE WHERE THIS WAS GOING TO BE A VERY NEGATIVE THINGS IN HER GOING FORWARD IN HER EXPERIENCE FOR 9TH GRADE AT SUMMIT. SO I'M GOING TO GO AHEAD AND LET HER TELL WHAT SHE EXPERIENCED AND WE GOT RESOLUTION AND WE WANT TO SHARE THAT RESOLUTION AS WELL.

>> ON THE FIRST DAY WHERE I WALKED IN AND EVERY TIME I WALK IF I'M ALWAYS POSITIVE. I EXPLAIN WHO I AM WHAT I LIKE AND ON THE FIRST DAY IN THE FIRST CLASS I'M GETTING LIKE RACIAL SLURS, THROWN AT ME. AND PEOPLE TELLING ME, OH, JUST IT WAS LIKE EXTREME BULLYING FOR NO REASON I DIDN'T KNOW THESE PEOPLE I WAS CONFUSED WHY THAT HAPPENED.

AND IT'S HAPPENING IN EACH CLASS.

THE FACT THAT I HAD BASICALLY [INAUDIBLE] SEPARATED FROM THE

[00:55:05]

FIRST LUNCH AND SECOND LUNCH. ALL MY FRIENDS WERE SECOND LUNCH. I WAS HAVING TO GO TO LUNCH THROUGH THE HALLWAYS WITH THOSE PEOPLE WHO WOULD BULLY ME OUT OF NO REASON. [INAUDIBLE] I TALKED TA THE COUNSELOR AND PRINCIPAL AND GOT MY CLASSES SWITCHED SO NOW I'M IN SOME CLASSES WITH MY FRIENDS AND [INAUDIBLE].

>> I WANTED TO EXPLAIN RIGHT BEFORE OUR LAST BOARD MEETING, SHE WONDERED WHETHER SHE SHOULD COME [INAUDIBLE] AND WE TALKED TO FRIENDS OF OURS AND WE WERE INTRODUCED TO SOMEBODY WHO HEARD HER SIDE AND ACTUALLY GOT US AN APPOINTMENT THE NEXT MORNING WITH HER PRINCIPAL, RENE. AND WHO LISTENED TO HER AND HER COUNSELOR DID COME IN AND WE HAVE NOTICED THAT SHE IS NOT GETTING THAT TREATMENT ANYMORE. BUT I WANTED YOU GUYS TO HEAR IT AND WANTED YOU TO KNOW THAT SHE IS A VERY LOVING CHILD.

I'VE TAUGHT HER IT'S ABOUT CHARACTER.

AND IF YOU ARE BEING TREATED FAIRLY YOU TREAT EVERYBODY FAIRLY WE DON'T JUDGE ANYBODY BASED ON OF WHAT YOU FIRST SEE ON THE OUTSIDE. AND IT'S ABOUT CHARACTER.

AND SHE HAS A DIVERSE GROUP OF FRIENDS.

AND SO SHE WAS EXPERIENCED THESE [INAUDIBLE] SHE WAS BEING TOLD SHE WAS A RACIST. IN FACT, HER OTHER FRIENDS HAD PASSED BY AND SAID THIS IS THE LEAST RACIST PERSON I KNOW.

SO SHE HAD PEOPLE ADVOCATING AT CERTAIN TIMES BUT AND SHE IS THE ONE THAT WOULD GO UP TO A TABLE BY HERSELF AND JOINS WHOEVER IS AT THE TABLE AND SHE WAS BEING SHUNNED.

THE BACKPACK IN THE CORRIDORS. THEY WOULD PUT THINGS IN HER HAIR WHEN THE TEACHER WAS NOT LOOKING AND RACIAL SLURS AT LUNCHTIME. I'M LIKE I DIDN'T UNDERSTAND AND SHE DIDN'T UNDERSTAND. BUT THE MAIN THING IS WE WERE GIVEN SOMEBODY WHO KNEW HER PRINCIPAL GOT US IN THERE.

THEY GOT HER CLASSES CHANGED. AND SHE IS NOW WITH PEERS FROM AND BECAUSE SHE IS NOT BY HERSELF I DON'T BELIEVE THE KIDS FEEL THEY HAVE THAT POWER OVER HER.

SO THEY ARE NOT. AND I DO BELIEVE THAT THE PRINCIPAL IS WAS ADDRESSING THE AREAS OF WHERE THESE KIDS WERE DOING THAT WITHOUT SPOTLIGHTING AS THE OTHER THING I WANTED TO BRING TO YOUR ATTENTION. I DO FEEL LIKE WE HAD POSITIVE ENFORCEMENT FOR HER AND A CHANGE THAT NOW SHE IS REALLY THRIVING RIGHT NOW AT SUMMIT. WE WANTED TO SHARE THAT.

THANK YOU. [APPLAUSE]

>> I'M SORRY THAT YOUR DAUGHTER EXPERIENCED THAT ON BEHALF OF THE BOARD AND I APPRECIATE THE FACT THAT YOU CAME UP AND YOU GAVE US SOME POSITIVE INFORMATION ABOUT THE RESOLUTION THAT CAME THROUGH THAT. THAT SHOULD NEVER HAPPEN.

AND IF THERE'S VERY YOUNG SCHOLAR LEADERS BEHIND YOU IF YOU DON'T KNOW THEM THOSE ARE SKY HAWKS THAT SOAR REALLY HIGH.

CONNECT TO THEM BEFORE YOU LEAVE TODAY SO YOU HAVE MORE POSITIVE FOLKS THAT CAN SUPPORT YOU THROUGH YOUR NEXT FOUR YEARS IN HIGH SCHOOL. MY NIECE IS THERE IF YOU SEE MY NIECE SOPHIA, SHE IS A [INAUDIBLE] SAY HI TO HER.

BUT THANK YOU. THANK YOU FOR BRINGING THAT TO OUR ATTENTION AND I'M GLAD THERE WAS A RESOLUTION FOR THAT.

ANY OTHER PUBLIC COMMENTS? OK.

[4.8 Human Resources - Public Hearing: Initial Proposal from the Fontana Teachers Association]

ALL RIGHT WE ARE ON ITEM 4.8. AND THIS IS HUMAN RESOURCES PUBLIC HEARING INITIAL PROPOSAL FROM THE FONTANA TEACHERS ASSOCIATION. GOVERNMENT CODE 3547 PROVIDES THAT ALL INITIAL PROPOSALS OF EXCLUSIVE REPRESENTATIVES AND PUBLIC SCHOOL EMPLOYERS WHICH RELATE TO MATTERS WITHIN THE SCOPE OF REPRESENTATION SHALL BE PRESENTED AT A PUBLIC MEETING OF THE SCHOOL PUBLIC SCHOOL EMPLOYER AND THEREFORE SHALL WE PUBLIC RECORDS. THE FONTANA TEACHERS ASSOCIATION PROVIDED INITIAL PROPOSAL FOR THE 2023-24 COLLECTIVE BARGAINING REOPENER AND PRESENTED FOR THE PUBLIC HEARING. NOW IS THE TIME AND PLACE FOR THE PUBLIC HEARING ON THE INITIAL PROPOSAL FROM THE FONTANA TEACHERS ASSOCIATION. I DECLARE THE HEARING IS OPEN.

I NEED TO USE MY GAVEL. AND THE TIME IS 7:43.

MS. INBODY WERE THERE PUBLIC COMMENTS RECEIVED ON THIS ITEM?

[01:00:01]

>> ZERO PUBLIC COMMENTS RECEIVED.

>> THANK YOU. I DECLARE THE HEAR SOMETHING CLOSED. AND THE TIME IS 7:43.

[4.9 Teaching and Learning - Public Hearing: Sufficiency of Standards-Aligned Textbooks and Instructional Materials]

ITEM 4.9 TEACHING AND LEARNING PUBLIC HEARING ON SUFFICIENCY OF STANDARDS MATERIALS EDUCATION CODE 60119, AMENDED BY SB550, CHAPTER 900 STATUTES OF 2004 WILLIAMS LAWSUIT REQUIRES A GOVERNING BOARD TO HOLD A PUBLIC HEARING ON TEXTBOOKS AND INSTRUCTIONAL MATERIALS IN SPECIFIC SUBJECTS ON OR BEFORE THE 8TH WEEK FOR THE PUP PILLS ATTEND SCHOOL FOR THAT YEAR.

TO MEAN THAT EACH STUDENT INCLUDING EACH ENGLISH LEARNER HAS A TEXTBOOK AND INSTRUCTIONAL MATERIALS TO USE IN CLASS AND TAKE HOME TO COMPLETE HOMEWORK ASSIGNMENTS.

DURING THE HEARING THE BOARD MUST MAKE A WRITTEN DETERMINATION AS TO THE SUFFICIENTFY OF TEXTBOOKS OR INSTRUCTIONAL MATERIALS IN A FOREIGN LANGUAGE AND HEALTH COURSE AS WELL AS SCIENCE LABORATORY EQUIPMENT FOR STUDENTS IN GRADES 9-12. THE PROVISION OF THESE MATERIALS IS NOT A CONDITION FOR RECEIPT OF STATE FUNDS.

STAFF HAS DETERMINED AND VISITS BY THE SUPERINTENDENT VERIFIED THAT ALL STUDENTS HAVE STANDARD ALIGNED TEXTBOOKS AND INSTRUCTIONAL MATERIALS IN ENGLISH, LANGUAGE ARTS, MATH, HISTORY, SOCIAL SCIENCE INCLUDING THE ENGLISH LANGUAGE DEVELOPMENT COMPONENT FOR THE 2023-2024 SCHOOL YEAR.

SUFFICIENT STANDARDS ALIGNED TEXTBOOKS AND INSTRUCTIONAL MATERIALS ARE AVAILABLE IN FOREIGN LANGUAGE, HEALTH COURSES AS WELL AS SCIENCE LABORATORY EQUIPMENT AND GRADES 9-12.

NOTICE OF THIS PUBLIC HEARING WAS POSTED ON AUGUST 21, 2023 AT THE DISTRICT OFFICE BUILDING AND THE EDUCATION CENTER AND THE ENROLLMENT CENTER. NOW IS THE TIME AND PLACE FOR THE PUBLIC HEARING ON SUFFICIENCY OF STANDARDS ALIGNED TEXTBOOKS AND INSTRUCTIONAL MATERIALS I DECLARE THE HEARING IS NOW OPEN. THE TIME NOW IS 7:45.

AND WERE THERE ANY PUBLIC COMMENTS RECEIVED?

>> ZERO PUBLIC. COULDS RECEIVED? CAN I MAKE A COMMENT? I WOULD LIKE TO FIND OUT HOW ARE THESE TEXTBOOKS RECEIVED AT THE SCHOOLS? I ALSO WANT TO KNOW WHO IS IN CHARGE OF GETTING THESE TEXTBOOKS TO THE SCHOOLS. AND DID WE CHANGE BODIES THAT TAKE CARE OF THE TEXTBOOKS FOR THE SCHOOLS? IF SO WE NEED TO GO BACK TO WHOMEVER WAS IN CHARGE OF THAT

AND I'M TALKING THE LIBRARIES. >> MS. SANDOVAL CAN YOU RESTATE

YOUR QUESTION? >> I'M QUESTIONING WHO IS RESPONSIBLE TO GET TEXTBOOKS TO THE SCHOOLS? DID WE CHANGE HOW WE GET THEM THERE? DID WE CHANGE THE PERSON THAT WAS IN CHARGE OF THAT? THOSE ARE MY QUESTIONS. BECAUSE FROM WHAT I'M UNDERSTANDING THERE WERE SCHOOLS THAT DID NOT RECEIVE TEXTBOOKS ON TIME AND EMPLOYEES THEMSELVES WENT TO THE WAREHOUSE TO PICK THEM UP. I THINK THAT IS UNACCEPTABLE.

AND THAT IS CONCERNING. >> THANK YOU.

MS. INBODY WILL LOOK INTO THAT THIS IS CONNECTED TO OUR SCHOOLS WITHIN A DISTRICTS THAT VISITED BY TEAMS FROM THE SUPERINTENDENT OF SCHOOLS TO MAKE SURE THAT STUDENTS HAVE TEXTBOOKS AND SOME ARE ELECTRONIC, SOME HARD COPIES DEPENDING ON WHAT WE'RE USING IN THE SCHOOLS. BUT MS. INBODY.

>> I DO UNDERSTAND THAT AND I DO KNOW ABOUT THE WILLIAMS REPORT.

>> ALL RIGHT THANK YOU. MASSACHUSETTS INBODY WILL CHECK INTO THAT. THERE ARE NO PUBLIC COMMENTS.

>> ZERO. >> HEARING NO PUBLIC COMMENTS I DECLARE THIS HEARING IS NOW CLOSED.

AND THE TIME IS 7:47. ALL RIGHT WE ARE NOW ON ITEM 5.1

[5.1 Consent Calendar Action (Single Motion and Vote)]

CONSENT CALENDAR ACTION ITEMS. AND THIS IS FOR THE BOARD TO ADOPT AND WE DID PULL ONE ITEM FROM THE AGENDA FOR SEPARATE DISCUSSION AND THAT IS ITEM 5.30.

SO IN THIS SINGLE MOTION SINGLE VOTE WE WILL BE APPROVING CONSENT CALENDAR ITEMS 5.2-5.29 AND 5.31-5.41.

DO WE HAVE A MOTION AND A SECOND TO APPROVE THE CONSENT CALENDAR

AS AMENDED. >> MOTION.

>> SECOND. >> THANK YOU MR. ARMENDAREZ AND MR. PEREZ ANY DISCUSSION? HEARING NONE I HAVE A MOTION AND A SECOND PLEASE CAST YOUR VOTE. MOTION PASSES 5-0.

[5.30 Teaching and Learning - Agreement: MD School Solutions, Inc.]

[01:05:08]

WE ARE ON ITEM 5.30 TEACHING AND LEARNING AND THIS IS AGREEMENT MD SCHOOL SOLUTIONS INCORPORATED TO APPROVE ENTERING INTO AN AGREEMENT FOR PROFESSIONAL DEVELOPMENT SERVICES FOR MILLER HIGH SCHOOL TEACHERS AT THIS POINT WE HAVE THIS PULLED FOR SEPARATE DISCUSSION I'M NOT SURE WHO MAY HAVE DONE THAT.

IS THAT DR. QUEZADA? DO WE NEED THE MOTION FIRST? WE CAN HAVE A MOTION FOR DISCUSSION.

CAN I HAVE A MOTION FOR DISCUSSION ON ITEM 5.30.

>> I HEARD TWO VOICES. >> ARMENDAREZ AND SECOND MR. PEREZ? YES? FROM LONG DISTANCE. ALL RIGHT.

LET'S OPEN THAT UP FOR DISCUSSION GO AHEAD DR.

QUEZADA. >> I WANTED TO PULL THIS ITEM BECAUSE I RECALL FROM LAST SCHOOL YEAR LAST YEAR WAS THE LAST YEAR I VOTED FOR THIS. FOR ME I NEED TO SEDATE TA WE'VE BEEN CONTRACTING WITH THEM FOR SIX YEARS AND TO BE FRANK I'VE BEEN A PART OF WORK WITH THIS CONSULTANT AND IT'S NOTHING THAT OUR TOA'S CAN'T HANDLE IT IS NOT THE MONEY IT'S DATA DRY EN.

DRIVEN. LIKE ANY SITES THE SCORES HAVE GONE UP AND DOWN AND I WANT TO KNOW WE'RE VETTING THIS CONSULTANT BECAUSE THAT 64,000 CAN BE SPENT SOMEWHERE ELSE.

I NEED TO KNOW WHY WE'RE CONTINUING TO THIS WORK, THAT IS

WHAT I WAS TOLD LAST YEAR. >> BOARD PRESIDENT?

>> ALL RIGHT. MR. ARMENDAREZ?

>> WITH RESPECT TO MY COLLEAGUE'S CONCERNS I WOULD LIKE TO MAKE A MOTION TO TABLE THIS UNTIL OUR NEXT MEETING SO SHE CAN GET THAT DATA AND SIFT THROUGH IT SO WE CAN HONOR HER

WISHES. >> I BELIEVE THE FIRST WORKDAY WITH THEM IS SEPTEMBER 14TH. IT WILL IMPACT THE CONTRACT.

I DON'T KNOW IF WE HAVE THAT DATA PREPARED.

>> WE HAVE SOME OF IT PREPARED AND MORE TO LOOK INTO IF YOU WANT TO EXTEND THAT TIME I THINK THE DOCTOR CAN ADDRESS SOME OF THE QUESTIONS KNOWING THAT THE IDENTIFIED SIX-YEAR WINDOW MAY HAVE HAD GAPS THAT WE WEREN'T AWARE OF OR WE WANT TO CLARIFY.

BUT I WILL LET HER SPEAK TO WHAT SHE KNOWS.

>> SUPERINTENDENT, BOARD PRESIDENT I HAVE A MOTION ON THE TABLE. YOU WANT ME TO RETRACT THAT

MOTION? >> I THOUGH WE WERE IN THE DISCUSSION PHASE OF THIS AND WE JUMPED THE GUN ON A MOTION AND

WE CAN ASK FOR A SECOND ON THAT. >> I WILL RETRACT.

IN ORDER TO STAY WITH PROPER ORDER OF THIS MEETING I NEED TO

RETRACT MY MOTION. >> THANK YOU, SIR.

>> I WOULD LIKE TO RETRACT MY MOTION UNTIL WE HEAR.

>> THANK YOU. SO WE HAVE BEEN SPEAKING WITH MILLER WITH REGARDS TO MONITORING IMPACT OF THE USE OF THE CONSULTANTS AND AS MS. INBODY INDICATED THIS INITIALLY STARTED BACK IN 2011, 12 AND THERE WAS A GAP IN TIME FOR A VARIETY OF REASONS ONE BEING THE PANDEMIC.

AND WHEN THEY BROUGHT THEM BACK THE CONSULTANT COMPANY WAS HELPING THEM TO REFOCUS AFTER THE PANDEMIC.

AND PART OF THE WORK THEY FOCUSED ON WAS TIED TO THE SOCIAL EMOTIONAL CONNECTION TO THE ACADEMIC PIECE.

SO IF YOU LOOK IF WE WERE TO LOOK AT ADDITIONAL DATA I WAS ABLE TO WORK WITH, DR. KELLY TO GET, WE WERE ABLE TO REALLY GO INTO THE HOW DID THEY MEASURE CLASSROOM OBSERVATIONS HOW DID THEY MEASURE SUCCESS AND PART OF IT WAS STUDENT CONVERSATIONS.

FOR EXAMPLE. THE INTENTION WAS.

SPECIFICALLY LAST YEAR, AND THIS WILL CONTINUE TO BUILD ON THAT WORK. AND REALLY THIS IS THE LAST YEAR THAT THEY ARE PROPOSING TO BE ABLE TO USE THIS COMPANY.

WE HAVE BROACHED CONVERSATIONS ABOUT THE TOA'S TO DO WHAT YOU ARE SAYING BUT TO BE ABLE TO HAVE CONTINUITY WITH THE WORK THEY STARTED THEY WANT TO FINISH IT.

FURTHER WHEN THEY WORKED WITH THE VISITING COMMITTEE THIS WAS ANOTHER PIECE THAT THEY PROVIDED GUIDANCE AROUND NOT NECESSARILY THE COMPANY BUT THIS WORK TO CONTINUE.

THE TEACHERS TALK ABOUT THE POSSIBLE ACTIVITY OF BEING -- POSITIVITY TO WORK ON THE PIECE OF INCREASING THE KNOWLEDGE AROUND WHAT DOES ACADEMIC LANGUAGE LOOK LIKE IN THE CLASSROOM WHAT SHOULD THEY BE DOING AND AS THE ADMINISTRATION

[01:10:02]

WALK THROUGH THEY WERE ABLE TO ALSO VALIDATE THAT THAT WAS CHANGING FROM THE BEGINNING OF THE YEAR TO THE END OF THE YEAR AND THEY STARTED TO SEE THAT TRAJECTORY OF GROWTH.

>> THANK YOU. TO BE TRANSPARENT.

I CANNOT SUPPORT THIS BECAUSE IT'S NOTHING THAT OUR TOA'S CAN'T HANDLE. I WANT TO HONOR THE TEACHERS CONTINUING BUT SAME THING IS LIKE I KNOW YOU WEREN'T HERE THEY SAID ONE MORE YEAR, ONE MORE YEAR AT SOME POINT YOU HAVE TO CUT THE CORD AND $2400 PER DAY THAT IS A LOT OF MONEY.

I DO WANT TO HONOR THE TEACHERS CONTINUING WHAT THEY DID LAST YEAR AT SOME POINT WE HAVE TO PULL THE PLUG AND MAKE A

STATEMENT THAT'S HOW I FEEL. >> THANK YOU.

>> GO AHEAD. >> FOR CLARIFICATION, WE HAVE NO ACADEMIC DATA TO PULL TO SHOW TO DR. QUEZADA?

>> THE FOCUS LAST YEAR WAS ON COMMUNICATION IN THE CLASSROOM.

AND SO THAT IS PART OF THE PIECE THAT WE'RE WORKING WITH PEOPLE ON IS HOW DO YOU EFFECTIVELY SAY YOU ARE GOING TO MEASURE PROGRESS? THAT IS PART OF THE CONVERSATION. AS WE DO IF APPROVED WE WOULD WORK WITH DR. KELLY TO IDENTIFY HOW WOULD WE MEASURE THE EFFECTIVENESS OF THE CONSULTANT IN THE WORK AND FURTHER ALSO MOVING FORWARD WHAT I MENTIONED USING OUR TOA'S IN THE WORK BECAUSE WE HAVE CAPABLE TOA'S WITHIN OUR DISTRICT TO

SUPPORT THAT WORK. >> WE HAVE NO DATA FROM THE

FIRST THE LAST SIX YEARS? >> WE HAVE THERE'S GAPS IN TIME.

SO THE 21, 22, SCHOOL YEAR IS WHEN THE FIRST WHEN THEY CAME BACK AFTER THE PANDEMIC. AND SO REALLY FOCUSING ON HOW DO WE SUPPORT STUDENTS ON AT THAT TIME SOCIAL EMOTIONAL LENS AS WE REMEMBER FROM THE PANDEMIC AND FACING WITH THE STUDENTS IN THE CLASSROOM AND THEIR NEEDS. I HAVE ANECDOTAL DATA FROM THE TEACHERS' FEEDBACK AND HOW VALUABLE THEY FOUND THIS WORK AND SOME WERE TRANSPARENT SOME SAID OFF THE CHARTS THIS IS WHAT WE NEED AND SOME THAT SAID THIS IS NOT WHAT WE NEED WE NEED TO GO IN A DIFFERENT DIRECTION BEING TRANSPARENT THERE WERE SOME THAT SAID WE DIDN'T. BUT THE MAJORITY AND I REVIEWED THE DATA INDICATED THIS WAS HELPFUL AND AS THEY TRANSITIONED INTO THE FOLLOWING YEAR, IT WAS GOING BACK TO THE WORK OF LEARNING AND BEING INTENTIONAL ABOUT THAT LANGUAGE WORKING TO

INCREASE STUDENT ACHIEVEMENT. >> WHAT ABOUT 19, 18, 19, 20,

THERE WAS NO. >> THERE IS A GAP IN TIME.

THAT SIX YEARS THAT IS WRITTEN IN THERE IS A GAP STARTS IN 2011, 12 AND THEN THERE WAS A FEW YEARS THERE THIS WOULD BE YEAR SIX AND THEN THERE WAS THE GAP IN TIME.

AND THEN THEY RESURRECTED IT AGAIN IN 21, 22.

>> THANK YOU. >> ANY OTHER QUESTIONS OR DISCUSSION ON THIS ITEM? ALL RIGHT.

WHAT WOULD THIS DO IF THIS WAS TABLED AS EARLIER POSSIBLY MENTIONED WHAT DOES THAT DO FOR THE WORK AT AB MILLER TO HOLD OFF AND REEVALUATE. WHAT DOES THAT DO FOR THE WORK?

>> IT FOR THE MOST PART WE PUT IT OFF UNTIL THE NEXT BOARD MEETING IT WOULD PUT THEM TWO WEEKS BEHIND IDENTIFIED SCHEDULE. AND THEN IN THE INTERIM WE HAVE STAFF TO SUPPORT IF WE WANTED TO LOOK AT MORE DATA.

>> SO IT IS NOT A CRITICAL TWO WEEKS IN THAT TIMELINE IS THAT -- I'M LOOKING AT THE CRITICALNESS OF THE WORK. THOSE TWO WEEKS IF THAT IS THE TIMELINE WHAT WOULD THAT LOOK LIKE IN MOVING AB MILLER'S WORK FORWARD WITH THIS SPECIFIC CONTRACTOR AND WHETHER RIGHT NOW

IN THIS CONTINUAL TIME. >> THAT TIMELINE WOULD BE ADJUSTED. THEIR CONTRACT IS TO START SEPTEMBER 14TH, BUT EITHER WAY IT WOULD BE SHORTLY AFTER THIS BOARD MEETING. WOULD THAT AFFECT THEM STARTING? NO BECAUSE WE HAVE PEOPLE AND WE WOULD BE ABLE TO WORK WITH DR.

KELLY WHAT THE NEEDS WOULD BE. THE GAP WOULD BE CATCHING UP FROM OUR LENS WHAT WOULD HAVE BEEN PREPLANNED WITH THE CONSULTANT BECAUSE THERE'S ALWAYS PREWORK DONE BEFORE YOU WORK WITH A CONSULTANT. SO IT WOULD BE ABOUT PULLING OUR TEAM TOGETHER AND DETERMINING WHAT THAT WOULD LOOK LIKE TO POTENTIALLY SUPPORT UNTIL WE MAKE A DECISION IF WE'RE GOING TO PROCEED WITH THE CONSULTANT OR NOT.

>> OK. BOARD PRESIDENT?

MR. ARMENDAREZ. >> NOW I WOULD LIKE TO MAKE MY MOTION. TO TABLE THIS AND UNTIL WE HAVE

[01:15:04]

THE DATA THAT IS BEING REQUESTED FROM DR. QUEZADA.

CAN I GET A SECOND? >> SECOND.

>> WITH THAT MOTION AND SECOND TO TABLE, MS. INBODY CAN STAFF THERE IS A TIMELINE ALLOW FOR THE DATA THAT IS BEING REQUESTED BY DR. QUEZADA AND THE TEAM HERE TO GET THAT TO US TO REVIEW AND HAVE A BETTER DECISION MAYBE IN THE FUTURE?

>> YES, I BELIEVE SO. THIS CAME OUR WAY PROBABLY YESTERDAY SO IT HASN'T BEEN THAT MUCH TIME FOR US TO DIG INTO THE DATA AND PRESENT SOMETHING TO THE BOARD OF EDUCATION.

BY NEXT BOARD MEETING WE ABSOLUTELY HAVE TIME TO DO THAT.

>> I CAN SUPPORT THAT. THERE IS A MOTION BY MR. ARMENDAREZ AND A SECOND BY MR. PEREZ TO TABLE THIS ITEM UNTIL AN UPCOMING BOARD MEETING HOPING THAT THE WE GET DATA TO MAKE A MORE EDUCATED DECISION IS THE BEST WAY I CAN SAY IT.

ANY FURTHER DISCUSSION? ALL RIGHT.

WITH THAT MOTION, I WILL HAVE YOU ALL CAST YOUR VOTE TO TABLE THIS ITEM. ALL RIGHT MOTION PASSES 5-0.

THANK YOU, TEAM. ALL RIGHT.

[6.1 Business Services - Agreement: N. Harris Computer Corporation]

WE ARE NOW ON ITEM 6.1. BUSINESS SERVICES AGREEMENT WITH N HARRIS COMPUTER CORPORATION FOR THE BOARD TO APPROVE ENTERING AN AGREEMENT WITH N HARRIS COMPUTER CORPORATION IS THERE A MOTION TO APPROVE AND SECOND FOR ITEM 6.1.

>> SO MOVED. >> THANK YOU MR. PEREZ.

>> SECOND? >> I DID.

ANY DISCUSSION? HEARING NONE I HAVE A MOTION PLEASE CAST YOUR VOTE. MOTION PASSES 5-0.

[6.2 Business Services - Resolution No. 23-33: Appropriations Limit Calculation ("GANN" Limit)]

ITEM 6.2, BUSINESS SERVICES RESOLUTION 23-33 APPROPRIATIONS LIMIT CALCULATION OR GANN LIMIT FOR THE BOARD TO ADOPT RESOLUTION 23-33 APPROPRIATIONS LIMIT CALCULATION FOR THE FISCAL YEAR 22-23 AN ESTIMATE FOR FISCAL YEAR 23-24.

IS A THERE A MOTION AND A SECOND.

>> SO MOVED. >> THANK YOU MR. PEREZ.

I WILL SECOND. ANY DISCUSSION? HEARING KNOWN YOU HAVE A MOTION AND A SECOND, PLEASE CAST YOUR VOTE. MOTION PASSES 5-0.

ALL RIGHT. SO AT THIS POINT, WE ARE TRYING TO CONNECT WITH DR. BARNS. DR. BARNS IS GOING TO CHIME IN VIRTUALLY THROUGH THE SCREENS HERE TODAY.

>> THIS FEELS GOOD. IT'S THICK AND HEAVY.

>> AND AS OUR TEAM AND TECHNOLOGY TAKES CARE OF THAT.

ALL RIGHT THERE SHE IS. AT THIS TIME I WILL HAND THE FLOOR TO MS. INBODY TO INTRODUCE OUR PRESENTER FOR THE ACTUALS

FINANCIAL REPORT THIS EVENING. >> THANK YOU WITH US WE HAVE DR. BARNES OUR ASSOCIATE SUPERINTENDENT OF BUSINESS SERVICES AND SHE IS NOT ABLE TO BE WITH US TONIGHT BUT WE'RE GRATEFUL SHE IS CHIMING IN VIRTUALLY WITH US TO PROVIDE INFORMATION ON THE UNAUDITED ACTUALS FINANCIAL REPORT.

WELCOME DR. BARNES. THANK YOU.

>> THANK YOU EVERYONE. THANKS FOR INDULGING ME.

I'M GOING TO GO AHEAD AND SHARE MY SCREEN FOR THE PRESENTATION.

DO YOU SEE THE PRESENTATION? >> YES.

>> OK. SO TONIGHT WE'RE HERE TO DISCUSS THE UNAUDITED ACTUALS REPORT. THIS MEANS THAT WE'VE CLOSED OUR BOOKS FOR THE 22-23 SCHOOL YEAR AND THAT WE'VE PREPARED THE FINANCIAL REPORTS TO BE AUDITED BY OUR OUTSIDE AUDITORS.

FISCAL STAFF ARE CONSISTENTLY WORKING IN TWO YEARS.

AS YOU CAN SEE THAT THE BUDGETS ARE LIVING DOCUMENTS.

SO WE ADOPTED OUR 22-23 BUDGET IN JUNE.

AND IT WAS A WORKING BUDGET AND THEN WE CREATED OUR 24, 23-24 BUDGET WE DID A PROJECTION PRIOR TO CLOSING THE BOOKS AND NOW WE'RE IN THE PROCESS OF CLOSING OUR BOOKS.

SO THAT'S THE 22-23 YEAR. FOR 23-24 WE'RE CURRENTLY

[01:20:09]

WORKING OFF OF OUR WORKING BUDGET AS YOU KNOW, WE ADOPTED IN END OF JUNE AND WE WILL CONTINUE THROUGH THIS PROCESS MAKING OUR PROJECTIONS AND THEN GET TO THE AUDITED ACTUALS.

AGAIN, HERE IS THE SUMMARY OF OUR ESTIMATED ACTUALS VERSUS ON UNAUDITED ACTUALS. AND WITH OUR REVENUE WE WERE BASED ON WHERE WE ESTIMATED OUR REVENUES TO BE AND WHERE THEY ACTUALLY ENDED UP, WE WERE ABOUT $1.3 MILLION GREATER, THE REVENUE WAS $1.3 MILLION GREATER THAN WE ANTICIPATED.

AND OUR EXPENDITURES ENDED UP BEING WOULD $1.9 MILLION LESS THAN WE ANTICIPATED OUR ENDING BALANCE INCREASED BY $3.3 MILLION. AND THAT'S OUR UNRESTRICTED GENERAL FUND. WHEN WE PUT OUR UNRESTRICTED AND RESTRICTED COMMON BUYBACKED, YOU CAN SEE -- COMBINED, YOU CAN SEE THAT OUR REVENUE WAS GREATLY UNDERESTIMATED AND WE HAVE A REASON FOR THAT.

OUR REVENUE WAS UNDERESTIMATED BY $21.7 MILLION AND OUR EXPENDITURES WERE UNDERESTIMATED BY $6.2 MILLION.

CREATING AN ENDING FUND BALANCE INCREASE FOR TOTAL COMBINED OF 27.9 MILLION. AND REALLY THE REASON FOR THE UNRESTRICTED DISCREPANCIES WERE REALLY THERE WAS ABOUT 1.3 MILLION DOLLARS IN INCREASED INTEREST INCOME.

AND THEN WE HAD AN INCREASED CONTRIBUTION TO SPECIAL ED BY $1.1 MILLION. OUR EXPENSES IN THE UNRESTRICTED GENERAL FUND WE DID NOT ALL THE PURCHASES FOR THE TEXTBOOKS WERE NOT MADE IN THE 22-23 SCHOOL YEAR AS ANTICIPATED.

SOME OF THEM CARRIED OVER AND WILL COME OUT OF THE 23-24 SCHOOL YEAR. SO THERE WAS A SAVINGS OF $1.5 MILLION THERE. AND THERE WAS A DECREASE IN SALARY AND BENEFITS FOR UNUSED ADDITIONAL ASSIGNMENTS AND OVERTIME. FOR THE RESTRICTED SIDE, THE REASON FOR THE CLOSE TO $21 MILLION REVENUE INCREASE WAS REALLY BASED ON THE FACT THAT AT THE TIME WE DID OUR ESTIMATED ACTUALS, THE GOVERNOR HAD PUT OUT HIS REVISED AND THE LEARNING RECOVERY BLOCK GRANT AND THE ARTS MUSIC AND DISCRETIONARY MATERIALS BLOCK GRANT WERE EXPECTED ANTICIPATED TO BE CUT QUITE DRASTICALLY. SO WE WERE NOT ALLOWED TO INCLUDE THAT REVENUE. ONCE THE GOVERNOR AND THE STATE HAD COME TO A BUDGET AGREEMENT, THEY DID ALLOW FOR THOSE -- THEY DIDN'T CUT IT AS MUCH. SO THEY WENT AHEAD AND WE RECOGNIZED 20.8 MILLION WORTH OF REVENUE THAT WAS NOT RECOGNIZED IN OUR ESTIMATED ACTUAL. WE ALSO WERE TOLD WE HAD GOTTEN A GRANT FOR $3.0 MILLION. OUR MEDICAL BILLING INCREASED AND WE ALSO GOT A SUPPLY CHAIN GRANT FOR $2.4 MILLION.

AND THEN, OF COURSE, ON THE RESTRICTED SIDE WHEN YOU MAKE A 1.1 MILLION DOLLAR INCREASE TO THE CONTRIBUTION THAT ALSO INCREASES REVENUE ON THE RESTRICTED SIDE.

AND SO THAT ACCOUNTS FOR THE CHANGES IN REVENUE IN THE EXPENSES WE DID SPEND -- WE DID HAVE SAVINGS FOR THE CAL SHAPE GRANT. SOME OF THE EXPENDITURES DID NOT END UP HAPPENING IN THE 2:30 OWE 22-23 SCHOOL YEAR SAME FOR THE POLICE CARS. THEY DID NOT ARRIVE.

SO THOSE WERE NOT EXPENSES WILL SHOW UP IN THE 23-24 SCHOOL YEAR. AND THEN ALSO THE DECREASE IN SALARY AND BENEFITS FOR UNUSED ADDITIONAL ASSIGNMENTS AND OVERTIME. SO WE'RE ONLY AS GOOD AS THE

[01:25:04]

ASSUMPTIONS WE MAKE WHEN WE DO OUR MULTIYEAR PROJECTIONS.

ONE OF THE THINGS WE DO IS THAT WE UPDATE OUR MULTIYEAR PROJECTION SO WE CAN SHOW THE ADDITIONAL REVENUES OR LACK OF EXPENSE TO UPDATE OUR MULTIYEAR PROJECTION.

SO SOME OF THE THINGS I WANTED TO HIGHLIGHT ON OUR ASSUMPTIONS IS WE'RE REALLY YOU CAN SEE THAT WE DO CONTINUE TO SHOW DECLINING ENROLLMENT THROUGHOUT OUR MULTIYEAR.

YOU CAN ALSO SEE IT UNDER THE STATUTORY COLA AND THAT IN 22-23 WE HAD A 13.2% COLA. IN 23-24 IT'S 8.2 AND YOU CAN SEE IT KIND OF BECOMES BETWEEN 3 AND 4.

FLATTENS OUT IN THE OUTYEARS. WE DO INCLUDE OUR STEP AND COLUMN INCREASES AND THEN ANOTHER THING I WOULD LIKE TO POINT OUT OUR PURSE EMPLOYMENT RATE.

EMPLOYER RATE FOR OUR EMPLOYEES RETIREMENT YOU CAN SEE THAT IN 27, 28 IT HITS 30% ON WHAT THAT MEANS IS THAT FOR EVERY CLASSIFIED EMPLOYEE WE HAVE TO SET ASIDE 30% OF THEIR TOTAL INCOME -- TOTAL SALARY TO PAY FOR THEIR RETIREMENT. SO YOU CAN SEE THAT IS AN AREA WHERE WE'RE HOPING TO GET RELIEF.

WHEN WE LOOK AT OUR MULTIYEAR PROJECTION ONCE WE PUT IN ALL OF OUR ASSUMPTIONS, YOU CAN SEE THAT WE DID NOT DEFICIT SPEND IN 22-23 AND WE ARE NOT ANTICIPATED TO DEFICIT SPEND UNTIL 25-26.

HOWEVER, YOU KNOW, THE 23-24 AND ONWARD DO NOT HAVE ADDITIONAL SALARY AND COMPENSATION INCREASES IN THOSE.

SO I WANTED TO MAKE SURE THAT YOU KNOW THAT.

WE ARE IN THE PROCESS OF NEGOTIATING WITH ALL THREE OF OUR BARGAINING GROUPS. THAT WILL HAVE AN IMPACT ON OUR MULTIYEAR PROJECTION. AND THAT OUR COMPONENTS OF FUND BALANCE, OUR COMBINED FUND BALANCE IS $326 MILLION.

YOU CAN SEE THE BREAKDOWN ON EACH OF THE UNRESTRICTED WAS $172 MILLION AND RESTRICTEDDED WAS 154.

FURTHER BREAK THAT DOWN BY THE UNRESTRICTED.

WITH OUR REVOLVING CASH STORES AND PREPAID EXPENSES THOSE ARE ALL ITEMS WE ARE REQUIRED TO KEEP AND THEN OUR CARRY OVER FUNDS WE HAVE SITE CARRY OVER OF 1.3.

SUPPLEMENTED TALL FUNDS THAT NEED TO GO BACK TO THAT PROGRAM AT ONE POINT 1.1 MILLION. AND OUR COMMITMENTS ARE AT 135 MILLION AND OUR WE MEET OUR RESERVE WITH 24.9 MILLION AND WE HAVE UNASSIGNED AT $5 MILLION. AND THIS IS THE BREAKDOWN OF THE 154 MILLION IN RESTRICTED FUND BALANCE.

AS YOU CAN SEE IT'S ALL BASED ON CARRY OVER FROM SPECIFIC PROGRAMS. AND THOSE ARE ALL RESTRICTED.

GETTING US TO OUR TOTAL UNRESTRICTED AND RESTRICTED RESERVE OF 326 MILLION. OUR GENERAL FUND COMMITMENTS WE HAVE 22,000 FOR -- TWO 25,000.

225,000. WE HAVE MONEY SET ASIDE FOR OUR 25 MILLION FOR OUR MIDDLE SCHOOL OUR ELEMENTARY SCHOOL AT 72 MILLION. WE HAVE LOOKING AT AS WE TALKED ABOUT THOSE COLAS GETTING SMALLER, SO WE HAVE A RESERVE FOR LOSS OF FUNDING AND INCREASED OPERATIONAL COSTS IN THE OUT YEARS OF 6.8. AND OUR CBR ESTIMATE IS 29.6 MILLION. WE DO KNOW THAT IS PROBABLY NOT GOING TO COST ANYTHING NEAR THAT AND THAT WILL PROBABLY MOST LIKELY GO UP TO BE SPLIT EITHER BETWEEN OUR ELEMENTARY AND OUR MIDDLE SCHOOL. AND THAT IS OUR 135 MILLION DOLLARS IN COMMITTED. AND SO OUR NEXT STEPS WILL BE FOR OUR THE AUDIT OF OUR UNAUDITED ACTUALS AND THE NEXT REPORT WILL BE OUR FIRST INTERIM REPORT WE'LL REFLECT ON ALL

[01:30:03]

REVENUE -- IT WILL REFLECT ALL REVENUES INCLUDED IN THE STATE BUDGET. IT WILL HAVE ACTUAL EXPENDITURES THROUGH OCTOBER 31 OF 2023. AND ESTIMATED EXPENDITURES THROUGH JUNE 30TH OF 2024 INCLUDING ALL OF OUR COVID FUNDS AND THEN WE WILL UPDATE OUR MULTIYEAR PROJECTION AS WELL.

AND THAT IS IT IF YOU HAVE ANY QUESTIONS.

[6.7 Superintendent Office - Board Policy First Reading]

ITEM PASSES. ITEM 6.7 SUPERINTENDENT'S OFFICE BOARD POLICY FIRST READING FOR THE BOARD TO ACCEPT THE FIRST READING OF THE NEW POLICY 0415 EQUITY IS THERE A MOTION TO ACCEPT ITEM -- I THINK WE HAVE TWO PUBLIC

COMMENTS. >> WE'LL START WITH MATT SLOWICK. FOR THE MEMBERS OF THE PUBLIC HERE AND AT HOME THIS PROPOSED POLICY IS ENTITLED EQUITY.

FIRST THING TO SHARE IS EVERYBODY NEEDS TO HAVE A CLEAR UNDERSTANDING OF THE DIFFERENCE BETWEEN THE TWO WORDS, EQUALITY IS EQUAL OPPORTUNITY STARTING ON THE SAME PLAIN AT THE SAME POINT, THE SAME POSITION. DIFFERENTIATED FROM THAT IS EQUITY. THAT IS REGARDING OUTCOME.

HAVING THE OUTCOME THE SAME FOR ALL.

MAJOR, MAJOR IMPORTANT DIFFERENCE BETWEEN THOSE TWO.

THIS POLICY STATES QUOTE ACKNOWLEDGE THAT EDUCATIONAL EXCELLENCE REQUIRES A COMMITMENT TO EQUITY BOTH IN THE OPPORTUNITIES PROVIDED TO STUDENTS AND RESULTING OUTCOMES.

THAT ONE SENTENCE RIGHT THERE CONFLATES THE TWO SUBJECTS.

CONFLATES THE TWO WORDS. CREATES A LOST CONFUSION.

A LOT OF CONFUSION. AS I NOTE EDUCATIONAL EXCELLENCE AS OPPOSED TO REQUIRING EQUITY, EDUCATIONAL EXCELLENCE REQUIRES A COMMITMENT TO PERFORMANCE MEASURES.

CURRENT MAYOR PRO-TEM GARCIA AND I ADVOCATED FOR PROPOSED

[01:35:06]

MEASURES WHEN WE WERE ON THE SCHOOL BOARD.

MARY SANDOVAL AND HER DOWN TE PART OPPOSE PERFORMANCE MEASURES AND NOTHING'S CHANGED. READ THE POLICY IN OTHER SECTION IT STATES IN ORDER TO IRRADICATE AND HERE IS THE KEYWORD BOSTON HARBOR INSTITUTIONAL BIAS, IN ORDER TO IRRADICATE INSURANCE TOQUE ALIBI YEAHS THE DISTRICT SHALL IDENTIFY THE ACHIEVEMENT GAPS AND IMPEDE EQUAL ACCESS TO OPPORTUNITIES.

CONFLATED. THIS SUBJECT IS ABOUT EQUITY NOT EQUALITY. BUT THE KEY WITH THAT PARAGRAPH IS THE WORD INSTITUTIONAL. MISGUIDED PREMISE IN THIS POLICY. AND YOU WILL SEE WHY IN A MOMENT. THE THIRD PARAGRAPH OF THIS PROPOSED POLICY, THE BOARD IS CLEARLY STATING THAT YOUR ORGANIZATION HAS QUOTE A HISTORY OF EXCLUSION, DISCRIMINATION AND SEGREGATION UNQUOTE. WE ONLY NEED TO LOOK AT MARY SANDOVAL ACTION AT THE DAIS THAT I SHARED WITH YOU, YOU MIGHT REMEMBER MARY SANDOVAL PRACTICE OF AGE DISCRIMINATION WHEN WE WERE ATTEMPTING TO FILL A BOARD SEAT.

JUST A QUICK REMINDER SOME OF YOU MEMBERS HERE IN THE PUBLIC OR WATCHING AT HOME MAY NOT HAVE BEEN HERE BACK THEN.

AGAIN, THAT IS AN EXAMPLE OF INDIVIDUAL DISCRIMINATION NOT INSTITUTIONAL. DA JEAN AND HER DAUGHTER EXAMPLES HERE THIS EVENING EXAMPLES OF INDIVIDUAL DISCRIMINATION. YET YOU ARE WRITING A POLICY THAT IS GAUGED TOWARDS INSTITUTIONAL.

YOU LIST ABOUT SEVEN PROCEDURES TO AND AGAIN HERE IS THE KEYWORD, TO PROMOTE EQUITY. NOT TO INSURE, NOT TO RESULT IN, BUT TO PROMOTE EQUITY. SEVEN PROCEDURES.

TO PROMOTE EQUITY IN DISTRICT PROGRAMS AND ACTIVITIES.

A COUPLE OF THEM CAN BE CONSIDERED DISCRIMINATORY AND AS SUCH YOU MAY BE SUBJECTING THE DISTRICT TO A FUTURE LAWSUIT.

HOW DO YOU KNOW YOU'VE ACHIEVED EQUITY? ANYONE HAVE AN ANSWER? NO.

NO ONE WILL HAVE AN ANSWER. NOT NOW NOT WHEN YOU DO A SECOND READING NO ONE WILL HAVE AN ANSWER.

LET ME GIVE YOU A COUPLE OF EXAMPLES OF THIS SUBJECT EQUITY.

RANDOM EXAMPLES. 12 STUDENTS IN A MUSIC CLASS ALL STUDYING VIOLIN. 12 GRADE ONE OF THE STUDENTS BECOMES A VIRTUOSO ON THE VIOLIN.

WHAT ABOUT THE OTHER 11? NO EQUITY IF THE OTHER 11 AREN'T VIRTUOSOS. ANOTHER EXAMPLE 50 STUDENTS ON THE FOOTBALL TEAM GRADUATING THIS YEAR.

ONE RECEIVED A FULL RIDE SCHOLARSHIP TO STANFORD.

SO ACCORDING TO THIS EQUITY POLICY ALL 50 SHOULD HAVE THE SAME OUTCOME. I WILL ASK YOU THE QUESTION AGAIN HOW DO YOU ACHIEVE EQUITY? IN EITHER OF THESE TWO EXAMPLES YOU HAVE NO ANSWER. YOU WON'T HAVE ANY ANSWER.

I THINK THAT THIS PARTICULAR POLICY HAS -- A WHOLE LOT OF PROBLEMS AND YOU SHOULD PUT IT ASIDE.

BECAUSE YOU HAVE NO ANSWERS. THANK YOU.

[APPLAUSE] >> NEXT WE HAVE [INAUDIBLE]

>> GOOD EVENING I'M HERE FOR THE EQUITY POLICY BEING PROPOSED AND I AGREE WITH MATT AND ALL HIS CONCERNS.

AS WELL. AND HE ASKED A LOT OF THE QUESTIONS BUT SOME OF THE QUESTIONS THAT I WAS HAVING IS WHAT DOES EQUITY REALLY MEAN? EXACTLY WHAT HE WAS TALKING ABOUT. DOES THIS GIVE WAY TO DISCRIMINATION AGAINST WHITE STUDENTS, PARENTS, AND THE COMMUNITY? BECAUSE I THINK IT WILL.

SUSPECTED'S THIS JUST -- ISN'T THIS JUST REVERSE RACISM AGAINST ANOTHER GROUP OF INDIVIDUALS? WOULD THIS SCHOOL DISTRICT NOW BE LOOKING AT SKIN COLOR, RACE AND ALL OF THESE OTHER EQUITY TERMINOLOGY IN THE EMPLOYMENT

[01:40:06]

PROCESS JUST TO MEET A DIVERSITY QUOTA INHE HAD STEAD OF BEING HIRING BASED ON MERIT AND QUALIFICATIONS.

WHY IS THIS BEING INTRODUCED OR ADDRESSED NOW? WHAT CHANGED, WHAT HAPPENED? ARE WE TEACHING STUDENTS TO LOOK AT SKIN COLOR INSTEAD OF CHARACTER WITH ALL THESE EQUITY AND DIVERSITY TERMINOLOGY BEING THROWN AROUND ALL THE TIME NOW.

ALL STUDENTS SHOULD EQUALLY SHOULD EQUALLY BE GIVEN ACCESS TO ALL ACADEMIC POSSIBLE. THAT'S ALL I HAVE.

THANK YOU. [APPLAUSE]

>> OK. ALL RIGHT.

THANK YOU. SO ITEM 6.7 IS THE BOARD POLICY FIRST READING FOR THE BOARD TO ACCEPT THE FIRST POLICY READING IS THERE A MOTION AND SECOND TO ACCEPT ITEM 6.7 AS CURRENTLY

WRITTEN? >> MOTION FOR DISCUSSION.

>> MOTION FOR DISCUSSION. IS THERE A SECOND?

I'LL SECOND FOR DISCUSSION. >> THANK YOU.

READING THROUGH THIS, SO I DO HAVE QUESTIONS.

WHY ARE WE BRINGING THIS TO THE BOARD? WHO'S INITIATIVE IS THIS SOMETHING FROM THE STATE OR IS THIS THAT'S THE NUMBER ONE QUESTION I HAVE?

>> YES, THIS IS A BOARD POLICY FROM CSBA ONE OF THEM.

THAT WE HAVE BROUGHT FORWARD IN ALIGNMENT WITH OUR DIRECTOR FOR EQUITY, DIVERSITY AND INCLUSION AND THE WORK THAT HAS BEEN STARTED WITH THE ADOPTION OF THE RESOLUTION BACK IN I THINK IT WAS MAY OF 2020. IN ALIGNMENT WITH THAT WORK.

AND SOME OF THE ONGOING WORK WE'RE DOING IN OUR DISTRICT.

>> OK. NUMBER -- I HAVE LIKE AN ISSUE WITH NUMBER FIVE PROMOTING RECRUITMENT OF EMPLOYMENT THAT REFLECTS THE STUDENTS' DEMOGRAPHICS IN THE COMMUNITY. WE SHOULD BE HIRING THE BEST

STAFF PERIOD. >> ABSOLUTELY CORRECT.

AND WHAT OUR HUMAN RESOURCES DIVISION IS WORKING ON IS NOT ONLY DO WE HIRE THE BEST CANDIDATE THAT'S AROUND THAT IS ABSOLUTELY OUR FIRST PRIORITY BUT ALSO GROWING OUR OWN.

WE KNOW WE HAVE STUDENTS WHO ARE HIGHLY CAPABLE, BRILLIANTED YOUNG PEOPLE WE WANT TO GROW OUR OWN WE HAVE STAFF JUST AS BRILLIANT AND QUALIFIED IF WE HAVE PROGRAMS TO GROW OUR OWN.

>> 100%. YOU LOOK AT OUR STAFF WE ARE ONE OF THE MOST DIVERSE STAFFS WE CAN'T SPEAK MORE HIGHLY THAN THE PEOPLE WE HAVE BY NOT ONLY THE BOARD BUT THE COMMUNITY AND YOURSELF INCLUDED. THAT IS WHY I JUST, I KNEW THIS WAS COMING WHEN WE WENT TO THE LAST CSBA CONFERENCE HOW MUCH IS MIRRORED FROM THE ACTUAL CSBA VERBIAGE VERSUS SOMETHING WE ARE

CREATING ON OUR OWN. >> IF YOU WOULD LIKE TO SEE THE

ORIGINAL IT'S SIMILAR. >> OK.

BOARD PRESIDENT? >> JUST TO CHAIRFY THIS IS NOT ANY STATE MANDATE THIS IS NOT ANY TYPE OF -- MY HONEST OPINION CSBA HAS BECOME VERY POLITICAL AND THEY ARE PUSHING THEIR OWN AGENDA. AND TO ME THIS WE'RE DOING A GREAT JOB WITH DIVERSITY AND INCLUSION THROUGHOUT OUR DISTRICT WE DON'T NEED A POLICY TO TELL US AND GOVERN HOW WE'RE GOING TO GET THERE. AND TO ME THIS IS JUST CSBA TRYING TO CRAM ANOTHER BOARD POLICY DOWN OUR THROAT TO WHERE EVERY DISTRICT THINKS THEY HAVE TO DO IT.

AND I GOT TO SAY ENOUGH'S ENOUGH.

RIGHT NOW I WANT TO MAKE A MOTION TO KILL THIS.

>> ANY OTHER -- >> WE CAN TALK A LITTLE BIT MORE

ON THISSISM I'M DONE WITH THIS. >> JUST I MEAN WE WENT TO CSBA LAST THIS LAST COMING MONTHS AND THERE WAS A FEW THINGS WHERE PEOPLE GOT UP AND WALKED OUT BECAUSE IT HAD NOTHING TO DO WITH EDUCATION AND MORE SO OF DIFFERENT SUBJECTS THAT WERE VERY PRESENT AT THE TIME. THERE WAS THAT ACTUALLY AT ONE POINT THERE WAS FEW PEOPLE LEFT IN THE ROOM WHEN THE PRESENTATION WAS GIVEN. SO I'M NOT DISAGREEING WITH MY COLLEAGUES THE FACT THAT CSBA THOUGH IT DID HAVE A LOT OF GREAT EDUCATIONAL THINGS IT IS STARTING TO PUSH -- IT SEEMS TO ME IT'S MORE FOCUSING LESS ON EDUCATION AND

[01:45:04]

MORE ON SOCIAL AGENDAS. AND THAT'S JUST EVIDENT FROM THE REST OF THE BOARD MEMBERS THAT ATTENDED THIS.

THAT'S ALL I HAD. I KNEW THIS WAS COMING LIKE I SAID. AND I SEE THE VERBIAGE IN IT AND EVEN RAISES A GREAT QUESTION EQUITY VERSUS EQUALITY FOR ALL.

>> BOARD PRESIDENT I HAVE ONE MORE STATEMENT?

>> I BELIEVE THAT AS A BOARD OF EDUCATION WE ARE A BOARD OF WHAT? EDUCATION.

WE FOCUS ON THE THAT. WE FOCUS ON IMPROVING THE EDUCATION, KEEPING A STRAIGHT LEVEL BAR AND RAISING ALL OF OUR STUDENTS TO THAT HIGHER EXPECTATION.

NOT SETTING THE BAR OR ADJUSTING IT SO THAT STUDENTS ARE MORE SUCCESSFUL AND SOME AREN'T. TO ME WHEN WE CREATE CRUTCHES FOR STUDENTS IN EDUCATION, WHAT WE DO IS WE CREATE OPPORTUNITIES FOR FAILURE. WE NEED TO GET AWAY FROM THAT.

AS A DISTRICT AS A BOARD, I PUT MY CONFIDENCE IN OUR NEW SUPERINTENDENT TO RAISE THE BAR. TO MAKE US AS GREAT AS SOME OF OUR SURROUNDING DISTRICTS IN EDUCATION AND WHAT YOU WILL SEE IS CONSISTENT WITH THOSE DISTRICTS THEY DO NOT ALLOW FAILURE. THEY CREATE COMMUNITY ENGAGEMENT THEY CREATE PARENTAL INVOLVEMENT.

BUT THEY DO NOT CREATE CRUTCHES. TO ME THIS POLICY IS A WAY OF US CREATING CRUTCHES AND THAT IS SOMETHING THAT I TRULY BELIEVE WE NEED TO STAY AWAY FROM AND THAT IS WHY I FEEL WE DO NOT NEED TO ENTERTAIN THIS. IF IT'S NOT BEING PUSHED DOWN FROM THE STATE AS A MANDATE I DON'T SEE WHY WE'RE ENTERTAINING IT BECAUSE WE'RE DOING AN AMAZING JOB WITH CREATING OUR OWN INCLUSIVE ENVIRONMENT WITHIN OUR DISTRICT AND WE'RE PUTTING POSITION THAT DESERVES THE POSITIONS IN THE POSITIONS.

AND THAT'S THE WAY WE NEED TO CONTINUE TO DO THAT.

IF WE START CREATING AN OPPORTUNITY TO STAY WELL BECAUSE OF THIS AND THIS AND THAT, THAT'S WHY THIS PERSON IS GOING TO GET THE JOB EVEN THOUGH WE HAVE A MORE QUALIFIED INDIVIDUAL, IT'S JUST NOT FAIR. WE NEED TO GET THE BEST OF THE BEST WITH OUR DISTRICT AND WE NEED NOT CREATE POLICIES THAT WILL HINDER US. I DO STILL BELIEVE I HAVE A MOTION ON THE TABLE. AFTER I WOULD LIKE TO SEE IF I

CAN GET A SECOND. >> MR. ARMENDAREZ CAN YOU

RESTATE YOUR MOTION. >> I'D LIKE TO MOTION TO JUST KILL THIS POLICY RIGHT NOW. NOT EVEN TO HAVE A SECOND READING OF IT. AND JUST TO REITERATE TO MY FELLOW BOARD MEMBERS THIS IS NOT SOMETHING COMING DOWN FROM THE STATE AND THIS IS A POLICY THAT IS IN MY OPINION PURELY POLITICAL. HAS NOTHING TO DO WITH

EDUCATION. >> CAN I MAKE A QUICK RECOMMENDATION RATHER THAN A MOTION TO KILL THE POLICY, MOTION TO REJECT THE POLICY. DIFFERENT LANGUAGE.

>> I REALLY WANT TO KILL IT. I WANT TO KILL IT.

NO, I'LL MAKE A MOTION TO REJECT THIS POLICY.

>> THERE IS A MOTION ON THE FLOOR TO REJECT THE POLICY.

IS THERE A SECOND? IS THERE A SECOND?

>> MR. ARMENDAREZ CAN YOU WITHDRAW SO WE CAN TABLE IT AND HAVE A MORE IN-DEPTH DISCUSSION BECAUSE I FEEL THIS ISN'T JUST ABOUT A VOTE, AMONGST US SINCE I THINK WE NEED TO HAVE AN ACTUAL OPPORTUNITY TO EXPRESS OUR OWN OPINIONS ON THIS AND MAYBE THERE MIGHT BE A DIFFERENT WAY TO ADDRESS THIS WITH VERBIAGE THAT WE ALL AGREE WITH. IN ADDITION TO THE NEW POSITION THAT WE HAVE THERE'S NO TIMELINE ON IT, SO I WOULD RATHER US HAVE AS A BOARD HAVE AN IN-DEPTH DISCUSSION REGARDING THIS POLICY IN MORE OF A CLOSED SESSION MANNER.

>> I WOULD BE OPEN TO THAT ONLY IF WE MAKE SURE THAT WE CREATE COMMUNITY ENGAGEMENT SO THE COMMUNITY CAN COME OUT AND VOICE THEIR OPINION AS WELL SO THAT WE DO THIS AS A WHOLELISTIC VIEW VERSUS WHAT WE ARE GETTING FROM CSBA, BELIEVE IT OR NOT I'VE HAD A LOT OF INDIVIDUALS REACH OUT TO ME ON THIS PARTICULAR RESOLUTION OR BY LAW BECAUSE OF THE VERBIAGE FOR ONE AND TWO, HOW IT REALLY DOESN'T SUPPORT EDUCATION.

[01:50:02]

HONESTLY, IF YOU GUYS WANT TO TABLE IT, I'D RATHER GO THROUGH THE VOTE OF NOT KILLING IT AND SOMEBODY ELSE CAN MAKE A MOTION TO TABLE IT. I NEED TO STAND FAST HOW I FEEL AND I FEEL IT DOES NOT GO FURTHER.

IF I CAN'T GET A SECOND THEN -- >> MS. INBODY WOULD LIKE TO MAKE

A STATEMENT. >> I DON'T WANT TO DRAG IT OUT I WOULD RATHER VOTE AND THAT IS MY OPINION.

>> I APPRECIATE THAT. I WANTED TO REITERATE WHERE THIS IS COMING FROM. LAST YEAR WE SPENT A SIGNIFICANT AMOUNT OF MONEY AND A SIGNIFICANT AMOUNT OF TIME ON THE STUDY TO IDENTIFY WHAT IS HAPPENING ACROSS OUR DISTRICT IN OUR SCHOOLS AND OUR STUDENTS. AND MUCH OF THE FIND BUILDING FROM THAT WHICH IS PART OF OUR NEXT BOARD STUDY SESSION IS THE FINDINGS AROUND OUTCOMES FOR STUDENTS THAT AREN'T EQUITABLE.

OUR STUDENT SUCCESS ACROSS OUR DISTRICT ARE IN POCKETS AND THERE ARE AREAS TO IMPROVE THAT ALL STUDENTS HAVE ACCESS TO OPPORTUNITIES AND ACCESS TO SUCCESS.

BECAUSE THIS STUDY HIGHLIGHTED WHERE OUR GAPS ARE FOR VARIOUS GROUPS OF STUDENTS WHERE OUR GAPS ARE IN INSTRUCTION AND GAPS HOW WE MEASURE SUCCESS FOR OUR STUDENTS.

IT DEMONSTRATES THE VARIOUS GAPS WE HAVE ACROSS OUR DISTRICT.

SO THIS POLICY WAS TO HELP REINFORCE ALSO THAT STUDY THE WORK OF OUR DIRECTOR AND THE WORK OF THE RESOLUTION THAT WAS PASSED A COUPLE YEARS AGO, THREE NOW, TO CONTINUE THAT WORK TO INSURE THAT OUR SYSTEM SUPPORTS OUR STUDENTS ALL OF THEM AND THEIR POSITIVE OUTCOMES IN ACADEMICS AND BEHAVIOR.

IT WASN'T A POLICY TO INSURE THAT WE'RE HIRING STAFF IN PARTICULAR, BUT IT DOESN'T HURT IF STAFF IS QUALIFIED AND THEY RESEMBLE OUR COMMUNITY. OTHER THAN THAT, AROUND THE OUTCOMES FOR OUR STUDENTS IS WHAT IS MOST CRITICAL.

THAT IS WHAT WE'RE AIMING FOR, EQUITABLE OUTCOMES FOR ALL OF

OUR STUDENTS. >> BOARD PRESIDENT?

>> MR. ARMENDAREZ. >> I WANT TO CLARIFY.

SO AM I BEING TOLD OR IS THE BOARD BEING TOLD IF WE DON'T ADOPT THIS POLICY YOUR STUDY IS POINTLESS? AM I BEING TOLD THAT BECAUSE OF THE AREN DA STUDY THAT WE DID THAT WE CANNOT UTILIZE THAT SAME INFORMATION INSTILL MACK MOVEMENTS TOWARDS OUR STUDENTS' EDUCATION? TO ME, THIS POLICY DOES NOT DICTATE WHAT WE DO AS A BOARD TO IMPROVE AND RAISE THE BAR FOR OUR STUDENTS.

BUT WHAT IT DOES DO IT CREATES CRUTCHES.

AND THAT IS WHY I WANT TO VOTE ON IT, TO ME REGARDLESS WE CAN BE IMPACTFUL WITH WHATEVER WE WANT TO DO AS A BOARD.

WE DON'T NEED A BY LAU TO SAY THAT.

WE HAD A DIVERSITY AND COLLUSION ROUNDTABLE THAT STARTED TWO YEARS AGO OUT OF NOWHERE THE MEETINGS WENT AWAY.

MYSELF AND CAROLINE WERE ON IT. NO MORE DIVERSITY AND INCLUSION, NO MORE COMMUNITY ENGAGEMENT THEY JUST WENT AWAY.

SO I MEAN, TO SIT HERE LET'S PUT A POLICY NOW? WE ARE BEING PRO-ACTIVE AS A DISTRICT MAYBE WE SHOULD TAKE THE SMALL STEPS AND GET BACK TO THOSE THINGS TO MAKE SURE WE ARE ACTUALLY DOING IT RIGHT INSTEAD OF FOLLOWING VERBIAGE FROM A POLITICALLY DRIVEN ORGANIZATION. AND TRYING TO MOVE FORWARD LIKE THAT. WE CAN BE IMPACTFUL WHETHER WE HAVE THIS POLICY IN PLACE OR NOT.

THIS POLICY DOES CREATE A CRUTCH FOR US.

>> [APPLAUSE] >> MS. SANDOVAL?

>> THANK YOU, I'M NOT THE MOST POPULAR BOARD MEMBER BUT I DO SPEAK MY PEACE. I WANT TO SAY A FEW YEARS BACK THE BOARD WAS DIFFERENT. AND WE ALSO SETUP A COMMITTEE I WANT TO SAY WHEN THE BLACK LIVES MATTER CAME FORWARD, POLICE SERVICES WAS CALLED OUT EQUITY WAS ALSO CALLED OUT.

AND YOU KNOW I SEMI AGREE WITH THIS POLICY.

THE POLICIES ARE NORMALLY WRITTEN TO PROTECT THE SCHOOLS FROM BEING SUED THAT IS WHAT THE POLICIES ARE FOR.

THAT IS WHAT SOMETIMES WE DON'T AGREE TOGETHER BUT I AGREE THAT WITH THE OTHER COLLEAGUES THAT WE SHOULD SPEAK FRANKLY BEHIND CLOSED DOORS. BECAUSE A LOT OF TIMES WE DO SAY THINGS UP HERE THAT PEOPLE DON'T UNDERSTAND.

AND OTHER THINGS HAPPEN. SO I WOULD SAY FOR US TO TABLE THIS ITEM HAVE FRANK DECISIONS BEHIND CLOSED DOORS.

I DO BELIEVE THAT THE STUDY WE DID SPEND A LOT OF MONEY TO SEE WHERE WE WERE LACKING. JUST LIKE THIS CHILD HERE.

I AGREE YOU KNOW THAT THERE IS BULLYING OUT THERE.

I AGREE THAT WE HAVE TO DO SOMETHING DIFFERENT.

WE HAVE TO PROTECT OUR CHILDREN. I HAVE A CHILD THAT COMES HOME

[01:55:05]

EVERYDAY DEPRESSED FOR WHAT IS GOING ON.

HE IS A SMART KID BUT HE GETS CALLED OUT ALL THE TIME.

AND YOU KNOW, THOSE KIDS SOMETIMES DON'T FIT IN WITH WHAT WE HAVE AT OUR SCHOOLS. BUT IT'S OUR DISTRICT OFFICIALS THAT ARE OUT THERE. THEY ARE IN THE BACK ROW, I NOTICED THEM. HR IS ALWAYS HERE SO I GUESS THEY DON'T GET ALONG SO WELL THAT IS JUST THE WAY IT GOES.

BUT WE HAVE FABULOUS EMPLOYEES HERE THAT WHEN WE BRING ITEMS UP THEY GET BACK WITH US AND WE DO HEAR THEIR SIDE.

THAT'S WHY A LOT OF TIMES I AGREE WITH THEM.

SO I THINK THAT WE NEED TO GO BACK AND LOOK AT THIS.

PUBLIC HAS SPOKEN I THINK THE BOARD NEEDS TO GO AND TALK ABOUT THIS ITEM JUST LIKE WE DO EVERYTHING ELSE.

WE MIGHT NOT UNITED BUT WE DO TALK ABOUT A LOT OF STUFF.

SO I AGREE THAT WE NEED TO GO BACK AND REVISIT THIS.

THOSE ARE MY COMMENTS. >> I MEAN, MY MOTION STILL ON THE TABLE. AND THE ONE THING I WANT TO REMIND MY COLLEAGUES THIS DOES NOT HINDER THE GREAT WORK WE CAN DO AS A DISTRICT, THIS IS NOT ADOPTING A POLICY.

CAN I GET A SECOND? OTHERWISE.

>> I WAS TRYING TO GET THERE MR. ARMENDAREZ I CALLED TWICE FOR A SECOND AND MR. PEREZ JUMPED IN AND SAID MR. ARMENDAREZ COULD YOU PLEASE RETRACT YOUR MOTION AND THEN WE LED INTO A DIFFERENT DISCUSSION. I WILL GO BACK TO THE ORIGINAL MOTION AND ASK FOR A SECOND. IS THERE A SECOND? IS THERE A SECOND? AND IS THERE A SECOND? THAT IS MY THIRD CALL THAT MOTION DIES.

I'M GOING TO SAY THIS. I LOVE THIS DISCUSSION AND I WILL TELL YOU WHY. I'VE BEEN DOING EQUITY WORK 38 PLUS YEARS OF MY LIFE. AND I'VE SEEN IT ALL.

BECAUSE AS A INC. STRUCKER OF A CULTURAL PROFICIENCY AND ALSO HAVING EDUCATORS UNDERSTAND THE NEW ANSWERS -- NUANCES ACROSS CULTURAL COMMUNICATION WITH DO THAT WITH OUR PUBLIC, OUR STUDENTS DAILY. ONE OF OUR PUBLIC COMMENT FOLKS TALKED ABOUT INDIVIDUAL ISSUES, THERE'S ALSO THE ISSUE OF INTERPERSONAL AND ITCH YOU'VE OF INSTITUTIONAL AND STRUCTURAL PIECE TO THIS WORK. AND THE MORE YOU DO THIS WORK YOU MORE YOU DIG DEEP NEAR ALL THE NUANCES.

IT'S NOT AS EASY AS A POLICY. IT IS REALLY ONCE YOU AS A BOARD HERE WE DECIDE WHICH WITH WAY WE'RE GOING TO GO WITH THIS IF WE GO THAT DIRECTION IS IN WHAT WILL THE TEAM OF FONTANA UNIFIED DO FOR 34,000 SCHOLARS THAT ARE DIVERSE.

WE HAD A STUDENT AND MOTHER TALK TO US ABOUT BULLYING AND NO CHILD SHOULD BE BULLYING. EQUITY IS ABOUT THAT.

IT'S NOT JUST ABOUT RACE. WE GET SO CONNECTED AROUND RACE THAT IT'S NOT ABOUT RACE ALL THE TIME.

THERE IS A VARIETY OF FACTORS. THIS IS NOT COMPLICATED.

THIS IS ACTUALLY COMPLEX WORK. AND SO HAVING A POLICY HERE IN FONTANA WILL HELP SUPPORT HOW WE GUIDE INSTRUCTIONAL ACADEMIC ACHIEVEMENT FOR 34,000 STUDENTS OF THIS DISTRICT.

LOOK I WILL TELL YOU THIS AND PEOPLE MAY NOT LIKE THIS, DATA IF YOU LOOK AT DATA AND IF YOU ARE A DATA PERSON I KNOW DR.

QUEZADA IS A DATA NERD YOU WILL NOTICE TRENDS.

AND STUDENTS OF POVERTY DON'T DO WELL.

AND THAT HITS EVERY RACE. OK.

BUT YOU'LL FIND THAT LATINO AND AFRICAN-AMERICAN STUDENTS IT HITS THEM HARDER BECAUSE THEY ARE THE ONES MOSTLY IMPOVERISHED. BUT WE HAVE OUR WHITE BROTHERS AND SISTERS THAT ARE IMPOVERISHED.

WE HAVE ASIAN-AMERICANS THAT ARE IMPOVERISHED.

BUT THEN YOU CAN LOOK AT IT FROM A SALARY PERSPECTIVE.

WOMEN AND MEN. IF YOU LOOK AT STUDIES ACROSS THE NATION YOU WILL SEE WOMEN MAKE LESS MONEY THAN MEN DO.

THAT IS AN ISSUE OF EQUITY. SO WHEN WE TALK ABOUT EQUITY WE ARE NOT JUST TALKING ABOUT ONE ISSUE.

IT'S COMPLEX. SO I WOULD JUST CHALLENGE MY COLLEAGUES TO SAY LET'S LOOK AT THIS.

EVEN IF WE WERE TO TABLE THIS TONIGHT WHICH I THINK THIS IS GOOD CONVERSATION. AND COLLECTIVELY COME TOGETHER WITH MAYBE A POLICY THAT WORKS FOR US FIVE THAT WORKS FOR OUR COMMUNITY. WE MAY NEED TO HAVE TO HAVE A COMMUNITY ENGAGEMENT PROCESS TO SAY WHAT DOES EQUITY LOOK LIKE SOUND LIKE, FEEL LIKE, AND WHAT WOULD YOU LIKE TO SEE IN IT TO BRING FONTANA FORWARD TO HELP SUPPORT OUR ACADEMIC ACHIEVEMENT OF OUR STUDENTS. AND I WASN'T PREPARED TO MAKE A STATEMENT THIS IS COMING FROM MY HEART TONIGHT.

[02:00:03]

I THOUGHT WE WOULD BE UNITED AND KEEP MOVING AND THIS BROUGHT UP THIS CONVERSATION. SO I WOULD SUGGEST THAT WE DON'T JUST REJECT THE POLICY. I THINK THAT WE NEED TO COME TOGETHER AS A GROUP AND WORK ON A POLICY TOGETHER THAT WILL FIT THIS COMMUNITY. AND IF MY COLLEAGUES ARE OK WITH THAT, I WOULD LOVE TO SIT WITH THE TEAM AS AN EQUITY WARRIOR AND SIT WITH MICKEY AND HER TEAM AND MAYBE CONSTRUCT A POLICY THAT WOULD SERVE AND MAYBE HAVE COMMUNITY MEMBERS AND MAYBE BRING BACK THAT COMMITTEE YOU SAID THAT DIDN'T COME TOGETHER AND HAVE THEM GIVE US INPUT BECAUSE WE HAVE A BODY OF PEOPLE THAT HAVE BEEN IDENTIFIED TO BE A PART OF THAT, TO REPRESENT US.

AND HELP US MOVE THIS FORWARD. THAT IS MY SUGGESTION.

I DON'T NEED A MOTION YOU I'M GIVING A SUGGESTION.

PUT IT OUT THERE FOR MY COLLEAGUES TO THINK ABOUT.

THAT IS ALL I'VE GOT TO SAY. AND SOMETIMES IT TAKES THOSE BEING AFFECTED THE MOST THAT ARE SITTING IN SEATS, LEADING FROM THE SCHOLAR SEAT TO SAY THINGS. JULIETA GUTIERREZ-MARTIN I WILL

TURN IT OVER TO YOU. >> FROM MY PERSPECTIVE AS A STUDENT I UNDERSTAND THAT A POLICY GOES FORTH LONG-TERM AND THIS DISTRICT IS BEING PRO-ACTIVE CURRENTLY TO PROMOTE DIVERSITY BETWEEN STUDENTS AND ALSO HIRING THE BEST STAFF POSSIBLE AND PROMOTING EQUITY. BUT I ALSO THINK THAT HAVING A POLICY COULD SECURE THIS PRO-ACTIVE MOVEMENT TO PROMOTE DIVERSITY LONG-TERM WHICH WILL STAND WITHIN OUR DISTRICT FOR YEARS BEYOND AND I THINK IT'S IMPORTANT TO ADDRESS THIS FACTOR, OUR BOARD PRESIDENT SAID THAT DIVERSITY IS A VERY COMPLEX ISSUE AND IT IS A NUANCED AND WE NEED TO ADDRESS IT.

BECAUSE, YES, THERE'S POVERTY BEYOND RACES.

THIS IS NOT JUST SPECIFICALLY TARGETING LATINO AND BLACK STUDENTS. YES, THERE HAS BEEN GENERATIONS WHERE POVERTY HAS BEEN PROMOTED AND THESE GROUPS AND THE SENSE THAT THEY HAVE NOT HAD LIKE THE SAME LEVEL OF EDUCATION THROUGHOUT GENERATIONS. AND THAT'S ITEM STUDENTS ARE BEING AFFECTED THE MOST BECAUSE OF LIKE GENERATIONAL POINTS.

AND SETBACKS THAT HAVE BEEN PROMOTED THROUGHOUT THE YEARS.

HAVING A POLICY LONG-TERM CAN PROMOTE THE DIVERSITY THAT HAS LACKED IN PREVIOUS GENERATIONS. [APPLAUSE]

>> THANK YOU. MR. ARMENDAREZ?

>> SO IF WE DECIDE TO MOVE FORWARD WITH CREATING A POLICY WE'RE NOT GOING OFF OF THIS POLICY, WE ARE GOING TO CREATE

OUR OWN EQUITY POLICY? >> I MEAN WE CAN LOOK AT LANGUAGE THAT IS THERE ALREADY THAT MIGHT FIT.

WE CAN CREATE SOME OF OUR OWN LANGUAGE THAT FITS OUR COMMUNITY IS ALL I'M SAYING IF YOU DON'T LIKE CSBA'S POLICY, RIGHT? YOU MENTIONED EARLIER IT IS NOT A MANDATE IT IS A RECOMMENDATION TO US TO ADOPT. I FEEL LIKE THIS IS FONTANA.

WE DO THINGS SOMETIMES DIFFERENTLY THAN OTHERS.

AND SOMETIMES BETTER THAN OTHERS.

I DON'T MEAN TO BRAG BUT I FEEL SOMETIMES WE DO BETTER THAN OTHERS. SO MAYBE WE CREATE ONE THAT FITS US. WE HAVE SO MANY PEOPLE THAT HAVE SO MANY DIVERSE PERSPECTIVES EXPERIENCES, OPINIONS, THAT THIS MIGHT BE ONE OF THOSE THINGS THAT UNITE US ALL AS A COMMUNITY. WE'VE DONE SO MUCH AND I KNOW MATT WILL TELL ME THIS AND I'M PUTTING IT OUT THERE, AND WE WERE COLLEAGUE AND ON THIS DAIS THE POLARIZATION OF OUR WORK WE CAN'T CONTINUE TO STAY ONE SIDE IS 100% WRONG WE HAVE TO MEET IN THE MIDDLE SO THAT WE CAN MOVE AN ORGANIZATION FORWARD.

THAT IS WHY I SAID IT'S COMPLEX IT'S NOT COMPLICATED IT IS COMPLEX THIS IS A PEOPLE ORIENTED SYSTEM.

AND BECAUSE IT'S PEOPLE ORIENTED IT'S NOT LIKE MAKING CARS.

YOU BUILD A CAR AND ALL CARS LOOK THE SAME ALMOST.

YOU CAN MASSAGE THE SHAPE BUT IT IS A CAR.

THIS IS EDUCATIONAL INSTITUTION. AND SO WHO RUNS THE EDUCATIONAL INSTITUTION? WE DO.

PEOPLE DO. THAT'S WHY TEACHERS SIT AT THE FRONT OF THE ROOM OR WALK AROUND.

THEY ARE THE LEADERS OF THEIR SCHOOL SYSTEM AND THEY ARE A PIECE OF BIGGER PUZZLE. WE ARE LEADERSHIP.

WE GOVERN TO MAKE SURE THAT THE PEOPLE THAT ARE SITTING IN THE SEATS THEY LEAD FROM CAN DO THEIR JOBS.

OUR ROLE IS TO DO POLICY WHICH WE'RE DOING AND GIVE THEM THE RESOURCES TO DO THE WORK. AND AGAIN, THIS MY SOAPBOX I'M SPEAKING FROM THE HEART TONIGHT. SORRY.

[02:05:01]

I'M GOING 0 SAY THIS NOW. I MAKE A MOTION THAT WE TABLE THE FIRST READING OF THIS POLICY AND I WILL BE HAPPY AS BOARD PRESIDENT TO WORK WITH MIKI INBODY OR MADAM SUPERINTENDENT MS. INBODY TO COME UP AND DRAFT SOMETHING AND SEE WHERE WE CAN HAVE A STARTING POINT. I'M NOT SAYING THAT IS THE END ALL BUT CREATE A STARTING POINT THIS IS A STARTING POINT BECAUSE IT STARTED THE CONVERSATION. A COURAGEOUS CONVERSATION AND SOMETIMES WE'RE GOING TO FEEL UNEASY ABOUT THE CONVERSATIONS BUT THAT IS OK. AND THEN ONCE I START WITH HER, MAYBE WE CAN HAVE A BROADER VIEW OF THIS, A 10,000 FOOT ELEVATION OR OUR COMMUNITY COMES IN AND STAFF, OUR UNION PARTNERS AND WE CREATE SOMETHING THAT WILL FIT. I MAKE A MOTION TO TABLE THIS TONIGHT TO HAVE FURTHER CLARITY AND FURTHER CONVERSATIONS AS WE

MOVE THIS FORWARD. >> I TABLED IT.

>> DID MR. PEREZ YOU SAID LET'S TABLE IT.

I WILL SECOND YOUR TABLE. >> BOARD PRESIDENT.

>> NOW WE HAVE DISCUSSION? >> SO THE ONE QUESTION I'D LIKE TO ASK IS ARE EITHER OF YOU OPEN TO REPHRASING YOUR MOTION TO ACTUALLY CREATE OUR OWN EQUITY POLICY VERSUS THIS BEING A FIRST READING. IF THIS IS CONSIDERED THE FIRST READING AND APPROVED ARE WE GOING TO COME BACK WITH A --

MOTION PASS 5-0. 71., BOARD COMMENTS.

I WILL START WITH MR. ARMENDAREZ TO MY RIGHT.

>> I WANT TO THANK EVERYBODY WHO DID STICK AROUND AND COME OUT AND I WANT TO THANK STAFF FOR I DON'T KNOW IF YOU ARE FORCED TO COME HERE BUT YOU ARE ALL SHOWING UP SO IT'S COOL SO SEE YOU GUYS. IT MAKES US FEEL LIKE WE HAVE AN AUDIENCE THANK YOU FOR TAKING THE TIME AWAY FROM YOUR FAMILIES AND BEING HERE TO SUPPORT THE GREAT WORK THAT WE'RE DOING HERE IN FONTANA. THANK YOU ALL OF YOU FOR COMING OUT. I THANK OUR CABINET AND ALL OF OUR EXECUTIVES FOR ALL THE HARD WORK AND DEDICATION THEY PUT IN DAY IN AND DAY OUT YOU DON'T GET THANKED ENOUGH FOR THE HARD WORK THAT YOU GUYS DO AND PEOPLE DON'T SEE A LOT OF WORK THAT IS GETTING DONE BEHIND THE SCENES AND HOW STRESSFUL IT IS.

AND I KNOW THAT AS A COLLECTIVE UNIT TOGETHER, YOU ALL NOT US, YOU ALL ARE THE ONES DOING GREAT THINGS HERE IN FONTANA.

AGAIN THANK YOU FOR ALL YOU DO. AND EVERYTHING YOU DO FOR EVERY STUDENT THAT WE IMPACT HERE. SECONDLY, I JUST WANT TO REITERATE I LOVE THE FACT THAT OUR STUDENT BOARD MEMBER IS BEING SO VOCAL IN THE THINGS SHE WANTS TO SEE DONE AND LIKE TO SHARE. I WOULD ASK THAT SUPERINTENDENT IF YOU WOULD PLEASE REACH OUT TO OTHER SITES AND PROMOTE THE COFFEE CART PROGRAM AND SEEING HOW IT CAN HELP OUR SPECIAL NEEDS STUDENTS BECAUSE I THINK IT'S HUGE IN BEING THE GRANDFATHER OF TWO SPECIAL NEEDS CHILDREN MYSELF I KNOW HOW IMPACTFUL THAT BRIDGING THAT GAP OF COMMUNICATION WITH BEING MORE COMFORTABLE AND BEING AROUND PEOPLE CAN REALLY AFFECT A SPECIAL NEEDS STUDENT WITH THAT BEING SAID I DON'T WANT US TO LOSE SIGHT OF MAKING SURE IF WE START AN ELEMENTARY BY HIGH SCHOOL WE SHOULD BE FOCUSED ON LIVING WAGE JOBS.

NOT WORKING AT A TACO SHOP AND THINKING THAT IS GOOD FOR THEM BECAUSE OUR SPECIAL NEEDS STUDENTS DESERVE BETTER AND I WILL BE AN ADVOCATE FOR SPECIAL NEEDS AND I LOVE THE FACT WE'RE STARTING YOUNG AND I JUST WANT TO GIVE KUDOS TO PRIMROSE ELEMENTARY FOR BEING PRO-ACTIVE IN ACTUALLY FOCUSING ON OUR SPECIAL NEEDS KIDS AND DOING SOMETHING THAT IMPACTS THEM.

LASTLY, I WANT TO SAY THAT POLICIES DO NOT DICTATE THE WAY FONTANA UNIFIED SCHOOL DISTRICT EDUCATES.

THEY DON'T DICTATE HOW WE APPROACH THE EDUCATION OF OUR STUDENTS. CREATING ACCOUNTABILITY AND OWNERSHIP DOWN THE LINE AND FOCUSING ON EDUCATION.

IS WHAT IMPACTS OUR STUDENTS. SO I LOOK FORWARD TO THAT COURAGEOUS CONVERSATION. MARS I WOULD LOVE TO BE PART OF THE SESSION WITH YOU GUYS WHEN WE LOOK AT DRAWING UP A FIRST DRAFT. IF YOU GUYS WILL ALLOW ME AND I REALLY LOOK FORWARD TO SEEING IF WE CAN PUT THE DIVERSITY COMMITTEE BACK TOGETHER SO THAT WE CAN ACTUALLY START THE WOKE

[02:15:01]

THAT WE ORIGINALLY STARTED WITH THAT.

AND NOT TO SAY THAT I WILL BE HERE AS IT CONTINUES, BECAUSE AS WE KNOW, THIS WILL BE MY LAST YEAR.

BUT AS FAR AS WHO KNOWS IF I WILL BE REELECTED AGAIN.

BUT ACTUALLY FOCUSING ON GETTING THAT STARTED AGAIN SO THAT WE CAN CONTINUE TO FOCUS ON ADDRESSING THOSE ISSUES THAT ARE NEAR AND DEAR TO THE COMMUNITY MEMBERS AS WELL AS OUR STAKEHOLDERS AND OUR ADMINISTRATORS AND OUR BOARD.

SO LET'S JUST REALLY JUST BRING IT BACK TO FOCUSING ON EDUCATION. WITH THAT BEING SAID, I WISH EVERYBODY A GREAT MONTH. MAY GOD BLESS YOU AND YOUR

FAMILIES AND HAVE A GREAT DAY. >> THANK YOU.

DR. QUEZADA. >> THANK YOU.

I WANTED TO APOLOGIZE FOR MISSING THE YEARS OF SERVICE CEREMONY I WAS SO SICK I WANTED TO ATTEND AND I WOULD HAVE BEEN THERE I WANT TO RECOGNIZE EVERYONE.

I LOOKED AT THE LIST AND IT WAS NICE TO SEE FAMILIAR NAMES CONGRATULATIONS AND WE'RE GRATEFUL THAT YOU ARE CHOOSING TO STAY IN FONTANA. SOME OF YOU ARE 35 YEARS IT'S INCREDIBLE. I THANK SUMMIT MR. SERNA WAS WITH ME ON TUESDAY FOR SUMMIT'S 17TH BIRTHDAY.

I DID NOT EAT A CUPCAKE, NO, BE GOOD BUT IT WAS NICE.

THE BAND PERFORMED. CHEER PERFORMED.

AND I WAS TALKING TO THE BAND DIRECTOR AND HE SAID I BELIEVE THEY ARE GOING TO NEW ORLEANS THIS YEAR IT IS AMAZING THE OPPORTUNITIES AND THE STUDENTS WERE EXCITED EVERYONE IS WEARING NAVY BLUE. I WANT TO THANK TODAY I ATTENDED THE BARBARA CHAVEZ INTERNATIONAL FIESTA I ATTENDED WITH MY PARENTS SO THAT WAS SWEET THEY HAD NEVER SEEN THE CAMPUS THEY WERE MESMERIZED AND I THANK THE PRINCIPAL AND THE STAFF THAT HOSTED US AND THERE'S PERFORMANCES, FAMILIES EVERYONE WAS HAPPY. THERE'S BOOTHS OF DIFFERENT COUNTRIES AND IT WAS A LIVELY AND BEAUTIFUL EVENT JUST PARTAKING IN THAT COMMUNITY. AND THEN LASTLY, I WANT TO SAY THANK YOU HAPPY EARLY BIRTHDAY TO MY MOM HER BIRTHDAY IS LATER THIS MONTH. AND SHE WATCHES EVERY BOARD MEETING. THANK YOU AND HAVE A GOOD NIGHT.

>> THANK YOU. MRS. SANDOVAL.

>> HELLO EVERYONE THANK YOU FOR ATTENDING TONIGHT'S BOARD MEETING. I WAS REALLY LOOK AT MS. AMBER LYNN YOU ARE VERY BRAVE FOR BEING HERE TONIGHT AND THANK YOU AND YOUR MOM, TOO. SHE COMES MORE OFTEN WHICH IS GOOD, I LIKE TO SEE CHILDREN HERE AND STUDENTS BECAUSE THE WORK WE DO IS REALLY FOR YOU. AND THANK YOU AGAIN FOR BEING SO BRAVE. I ATTENDED BIRCH HIGH SCHOOL BACK TO SCHOOL NIGHT. IT WAS NICE TO BE THERE AND TO SEE THE CAMPUS. WE NEED TO DO A LITTLE SOMETHING FOR THAT SPECIAL ED CLASS THAT IS THERE THAT THEY ARE THRIVING THEY ARE DOING REALLY GOOD. HOWEVER, WHEN THE STUDENTS ARE COOKING, IT IS A LITTLE JAMMED BECAUSE THEY HAVE ONE STOVE.

THEY DON'T HAVE A GARBAGE DISPOSAL.

THEIR WASHER AND DRYER WILL NOT BE REPLACED UNTIL IT BREAKS DOWN. SO THE KIDS ARE LEARNING A LOT OF THINGS IN THERE AND I'M SO IMPRESSED THAT THEY GO OUT AND DO WORKOUT IN THE COMMUNITY. AND WITH THAT SAID, I HOPE THAT MR. BENTON GETS WELL HE IS OUT FOR A LITTLE BIT.

SO I HOPE THAT HE COMES BACK SOON.

I KNOW HIS STUDENTS MISS HIM. AND ANOTHER THING THAT I WOULD LIKE TO EXPRESS HAPPY BHIRT DAY TO FRANCIS IT WILL BE FRIDAY AND WE WILL BE TAKING HIM TO DISNEYLAND AND HE ALREADY KNOWS THAT SO HE WATCHES THE MEETING AS WELL.

HE GETS ANGRY SOMETIMES ON THINGS THAT HAPPEN BUT I SAID IT'S JUST PEOPLE LIKE HE ALWAYS TELLS ME.

IT'S JUST PEOPLE GRANDMA. DON'T WORRY ABOUT IT.

SO I DON'T. AND A FEW OF MY FAMILY MEMBERS PASSED AWAY. AND I WOULD LIKE TO HONOR TOMMY MARTINEZ HE WAS A VETERAN THAT WAS IN VIETNAM.

AND THEN OF COURSE MY UNCLE. HE PASSED AWAY AS WELL.

SO I WOULD LIKE TO YOU KNOW, EXPRESS CONDOLENCES TO OUR FAMILY. THANK YOU EVERYONE.

THE STAFF FOR BEING HERE. I LOVE SEEING YOU BECAUSE I KNOW THAT IF THERE IS A PROBLEM, THEY GET ON IT.

AND SO I APPRECIATE THEM VERY MUCH.

AGAIN, YOU KNOW THE CABINET I KNOW THEY WORK REALLY HARD.

A LOT OF TIMES WE HAVE QUESTIONS SOMETIMES AT THE LAST-MINUTE.

SO I'LL MEET WITH MIKI INBODY AND MY COMMENTS EVERYTHING THAT I ASK I GET AN ANSWER FOR. I AM POSITIVE THAT I CAN VOTE

[02:20:01]

FOR THAT ITEM. SO THANK YOU GUYS AGAIN.

YOU BE SAFE GOING HOME. THANK YOU, GOOD NIGHT.

>> THANK YOU. VICE-PRESIDENT PEREZ?

>> THANK YOU BOARD PRESIDENT. I THANK MS. INBODY AND STAFF THIS IS THE FIRST YEAR I'VE HEARD ONLY THE POSITIVE RESULTS REGARDING OUR SCHOOL RESTARTING. I'VE TALKED TO A LOT OF PEOPLE AND THEY WERE OVERWHELMED HOW EASY, SMOOTH AND TRANSITION WAS.

MOVING FORWARD, AND SINCE WE HAVE A NEW BOARD OR NEW SUPERINTENDENT WITH NEW STAFF MEMBERS, AND READING THE WRITING ON THE WALL, I WAS WONDERING IF WE CAN START LOOKING INTO HAVING DISCUSSIONS WITH OUR UNIONS REGARDING JUST IN CASE THE STATE DECIDES TO IMPLEMENT COVID RESTRICTIONS OR COVID POLICIES, THAT WE CAN START HAVING THE CONVERSATIONS NOW AND A PLAN MOVING FORWARD FOR EDUCATION. SOMETHING WE ALL AGREE ON AND HOPEFULLY THAT PROPOSAL CAN BE BROUGHT TO THE BOARD.

I DON'T KNOW IF WE NEED ONE OR THREE, I WOULD RATHER GET SOMETHING IN PLACE AS SOON AS POSSIBLE AS IT GETS CLOSER TO THE END OF THE YEAR OR THE ELECTION THAT WE HAVE SOMETHING IN PLACE. IN ADDITION, THERE'S AN ISSUE THAT SEEMS TO BE ON A LOT OF CAMPUSES WITH THE STORM DRAINS.

TALKING TO A COUPLE OF MAINTENANCE PEOPLE SOME PEOPLE THERE'S A LOT OF FLOODS ON A LOT OF PARTS OF DIFFERENT CAMPUSES AND YOU TALK TO ONE PERSON THEY SAID THEY CANNOT PUT A WORK ORDER IN UNTIL IT FLOODED AND IT'S SO MIXED UP IT DOESN'T MAKE SENSE WE NEED TO HAVE MORE INSPECTIONS PRIOR TO FINDING OUT IT'S CLOGGED. ON SOME OF THE CAMPUSES, I GUESS IT'S STUDENTS AND STAFF ARE HAVING TO WALK IN ANKLE DEEP WATER TO GET TO THE CLASSROOM. SO I THINK THAT IS A HUGE SAFETY HAZARD AND I THINK WE NEED TO ADDRESS IT ON ALL CAMPUSES.

IN ADDITION TO OLD PARKING LOTS THAT COULD POSSIBLY BE REDESIGNED TO HAVE TRAFFIC FLOW AND IN OUT.

I DON'T THINK IT WOULD BE THAT EXPENSIVE BUT REDESIGN THE PARKING STALLS AND SO FORTH. AND THERE IS ANOTHER THING I WAS GOING TO TALK ABOUT BUT I WOULD RATHER TALK TO STAFF PRIOR TO ANNOUNCING IT. WITH THAT BEING SAID THANK YOU

EVERYBODY, AND GOOD NIGHT. >> THANK YOU VICE-PRESIDENT PEREZ. I TRY TO KEEP MINE SHORT I CONGRATULATE ONE OF OUR SCHOOLS THAT DOESN'T ALTHOUGH GET A LOT OF PUBLICITY BUT DOES GREAT WORK WITH OUR ADULT LEARNERS AND THAT IS OUR ADULT EDUCATION SCHOOL.
