BUT I ALSO SUPPORT THE IMPLEMENTATION OF INCLUSION AND EQUITABLE EDUCATIONAL STRATEGIES AND POLICIES. THESE ARE THE NEW BUZZ WORDS OF TODAY. WHAT DO THEY REALLY MEAN? HOW IS HAVING A PARENTAL NOTIFICATION POLICY HINDER THIS EQUITABLE AND INCLUSION STUFF? PRESIDENT SERNA WENT ON TO SAY HOW INCLUSIVE EDUCATION THAT ALL INDIVIDUALS, REGARDLESS OF THEIR BACKGROUND, ABILITY, DISABILITY, HAVE EQUAL ACCESS TO HIGH QUALITY EDUCATION OPPORTUNITIES. THAT EQUITY ACTIVELY WORKS TO ADDRESS DISPARITIES. CAN YOU ANSWER HOW, EXACTLY IT WOULD DO THIS? I'M SORRY, BUT IF THIS BOARD IS NOT ALREADY PROVIDING OPPORTUNITIES EQUALLY TO EVERYONE, THIS IS A FAILURE OF YOU AND ON THIS BOARD. SO EXPLAIN HOW WE CAN BE MORE DIVERSE, MORE INCLUSIVE OF OTHER BACKGROUNDS, WHEN WE DO NOT HAVE THE POPULATION TO SUPPORT IT. WHEN IT COMES TO THE CHILDREN, DO YOU REALLY THINK THAT PARENTS WILL CAUSE HARM TO THEIR OWN CHILD WHEN THEY COME OUT? MAYBE YOU SHOULD STOP TELLING THESE KIDS SUCH LIE. HOW DO YOU KNOW IT'S NOT SIMPLY PEER PRESSURE AND BROUGHT ON BY PEERS, ACTIVIST TEACHERS, OR SOCIAL MEDIA? KIDS ARE VERY IMPRESSIONABLE. PARENTS HAVE AN UNCONDITIONAL LOVE FOR THEIR CHILDREN. PLEASE STOP LYING AND SPREADING MISINFORMATION. SUPERINTENDENT AND BODY AND ALSO TRIED TO EXPLAIN EQUITY. IT WENT SOMETHING LIKE THIS. THE STATE REVENUES CAN BE DESCRIBED AS THE PERFECT STORM RIGHT NOW. THE STATE IN THE CURRENT YEAR FULLY FUNDED THE 8.22% IN ORDER TO DO SO, THEY NEEDED TO USE ONE-TIME FUNDS FOR ONGOING EXPENSES. SOMETHING THAT THE FISCAL HOUSE WAS TOLD NOT TO DO. AND ALSO USING ONE TIME FUNDS. THE LEGISLATURE AND GOVERNOR WHEN THEY ENACTED THE BUDGET ELIMINATED $4.2 BILLION IN BUDGET REDUCTIONS INCLUDING THE GOVERNOR'S THAT MAY REVISE AND REMEMBER THAT NUMBER BECAUSE IT WILL COME UP AGAIN. THEY ALSO POSTPONED THE '22 INCOME TAX FILINGS. SOME WERE DUE IN OCTOBER. OTHERS IN NOVEMBER. THIS REALLY PUT THE STATE BEHIND BY NOT KNOWING, NOT HAVING EARLY TAX RETURNS IN ORDER TO SEE IF THE REVENUE WAS COMING AS PROJECTED. SO THE RESULT OF ALL OF THIS IS A REVENUE SHORTFALL ESTIMATED AT $68 BILLION AT THE STATE LEVEL. AND IT DOES SEEM LIKE AT TIMES THEY ARE HOPING TO MAYBE USE THE RAINY DAY FUNDS THAT THEY'VE BEEN BUILDING. THE IMPACT OF THE 22 TAX REVENUES ON THE EDUCATION FUNDING, THE MINIMUM GUARANTEE FOR THE PRIOR YEAR, K-12 EDUCATION, K-14 WILL COVER A PERIOD OF THREE FISCAL YEARS. THE STATE IS CONSTANTLY LOOKING AT THREE YEARS, THE SAME AS THE DISTRICT. THE MINIMUM GUARANTEE FOR THE PRIOR YEAR AND THE CURRENT FISCAL YEAR IS ADJUSTED AS A PART OF THE ANNUAL BUDGET. SO NOW THAT THE STATE IS LOOKING AT THEIR ANNUAL BUDGET FOR NEXT YEAR AND THEY HAVE THE TAX RETURNS, THEY HAVE TO GO BACK AND ADJUST THE PRIOR YEAR AND THE CURRENT YEAR FOR THOSE TAX RECEIPTS. SO WHAT'S HAPPENED IS IN '22 AND '23, THE STATE FUNDED EDUCATION AT $106 BILLION, BUT THE REVISED MINIMUM IS $93 BILLION, SO THEY BASICALLY OVERFUNDED EDUCATION BY $7.7 BILLION. IN '23 AND '24, WE WERE FUNDED AT $162 BILLION. AND IT WILL COME FROM THE EDUCATION SIDE OF THE HOUSE. SO THAT IS THE $16.7 THAT WE'RE HOPING THE GOVERNOR WILL GIVE US SOME INDICATION SHORTLY ABOUT HOW HE'S GOING TO DEAL WITH IT. SOME OF THE OPTIONS THAT THE STATE HAS IS TO USE THE $8.1 BILLION PROP 98 RESERVE. IF THEY WERE TO DO SO, IT WOULD ELIMINATE THE '22/'23 $7 BILLION DEFICIT. IT WOULD REDUCE THE '23/'24 DEFICIT. THEY COULD THEN REDUCE ONE TIME OR TEMPORARY SPENDING IN THE CURRENT YEAR. FOR EXAMPLE BY PULLING BACK FUNDS THAT HAVEN'T BEEN SPENT BY SCHOOL DISTRICTS OR HAVE NOT YET BEEN ALLOCATED. THEY CAN ALSO DO COST SHIFTS. WHAT THEY HAVE DONE ARE CASH DEFERRALS. THAT'LL ALLOW THEM TO LOWER WHAT WAS PAID OUT IN THE CURRENT YEAR AS WELL. OTHER SPENDING REDUCTIONS WOULD BE TO CUT SERVICES OUTSIDE OF THE PROP 98 GUARANTEE. SO WE ARE HOPING THAT THE GOVERNOR'S JANUARY BUDGET PROPOSAL, WHICH WILL BE OUT IN ROUGHLY ABOUT A MONTH WILL HELP US TO UNDERSTAND HOW HE PLANS ON ADDRESSING THESE BUDGET DEFICITS. I PROPOSED THESE RISK RELATED FACTORS TO THE BOARD WHEN I, WHEN WE DID ADOPT A BUDGET. ONE OF THEM IS DECLINING ENROLLMENT AS WE KNOW WE CONTINUE TO DECLINE. WE HAVE BEEN GIVEN ADA PROTECTION LAWS. BUT THAT'S '24/'25 IS WHEN WE WILL REALLY SEE THAT THREE YEAR AVERAGING THAT THEY ALLOWED US TO THE AFFECT OF THAT TO ACTUALLY WEAR OFF. SO WE ARE STILL FUNDED HIGHER THAN THE ACTUAL ADA, BUT IT DROPS QUITE A BIT. BECAUSE CURRENTLY WE ARE ACTUALLY FUNDED HIGHER THAN OUR ENROLLMENT. THAT'S ONGOING FUNDING AND THAT IS BASED ON THE FACT THAT OUR PERCENTAGE HAS INCREASED THIS YEAR, OVER WHAT WE HAD IN ADOPTION AND ALSO OUR DUPLICATED PUPIL COUNT HAS ALSO INCREASED. ONE TIME FUNDING THAT WE HAVE ADDED IS INTEREST INCOME. THAT'S A LITTLE BIT HARD TO GAUGE. WE DID PUT IT INTO THE GENERAL -- OR PUT IT INTO THE BUDGET, BUT A MUCH MORE CONSERVATIVE RATE. AND ALSO OUR MEDICARE REIMBURSEMENTS WITH SOME FUNDING. AND THAT IS $8.91 MILLION. WE DO HAVE SAVINGS IN OUR EXPENDITURE AREA. WE HAVE SAVINGS FOR VACANCY ADJUSTMENTS OF $2.16. THAT WE'LL HAVE TO PAY OUT OF $2 MILLION AND THAT WE RECEIVED INDIRECT FUNDS FROM EXPENDITURES FROM THE FUNDS, WHICH WILL INCREASE OR DECREASE OUR EXPENDITURES BY .252. WE ALSO HAVE SOME CARRYOVER AND SPECIAL ED CONTRIBUTIONS THAT ADDED TO OUR EXPENDITURES. SO THE TOTAL CONTRIBUTIONS, THEY'RE DOWN BY $3.98. THE TOTAL ADJUSTMENT IS $19.77 MILLION, WHICH IS REALLY GOOD THAT WE'RE BUILDING OUR FUND BALANCE IN A TIME WHEN WE KNOW WE'RE HEADED INTO SOME ROUGH WATERS.
