BEING IN A ROOM FULL OF PEOPLE AND STILL NO ONE IN THE ROOM KNOWING WHO I REALLY WAS. THIS CAMP IS A SPACE WHERE I FELT SAFE BECAUSE OF THIS SIMPLE REASON, I BELIEVE THIS DISTRICT SHOULD SUPPORT AND FUND MORE STUDENTS TO GO IN ATTENDANCE ON THIS UPCOMING TRIP TO SAN DIEGO STATE. I WAS UNREMARKABLY HAPPY UPON EXPERIENCING THE CAMP FOR THE DAYS I WAS THERE. FOR STARTERS, THIS CAMP MOTIVATED ME TO MEET NEW PEOPLE. I WAS ALONE FOR ABOUT AN HOUR OR TWO UNTIL I WAS BEING SHOWERED WITH KINDNESS AND LAUGHTER. THE REST OF THE DAY WITH PEOPLE I REALIZED WERE LIKE ME. PERSONALITY WISE, THIS CAMP HAS ALSO HELPED ME DEVELOP CHARACTERISTICALLY. NORMALLY, I AM A PERSON WHO STAYS WITH A CLOSE GROUP OF FRIENDS AND RARELY GRAVITATES OUTSIDE OF THAT. IN THIS CAMP, I BECAME MORE CONFIDENT, SOCIAL AND EXTROVERTED, AND WENT OUT OF MY WAY TO INCORPORATE PEOPLE WHO WERE STANDING ALONE INTO MY FRIEND GROUP. WE HAD THE OPPORTUNITY TO STAY IN COLLEGE DORMS ROOM WITH PEOPLE WHO WE MIGHT NOT HAVE CHOSEN AND DO ACTIVITIES THAT ORIENTED US INTO COLLEGE LIFE. THIS IS A SMALL GLIMPSE INTO THE THINGS THAT WE EXPERIENCE, WHICH OPENED MY EYES TO THE TYPE OF PEOPLE OR PERSONS YOU WOULD LIKE TO DORM WITH IN THE FUTURE, AND THE COLLEGE EXPERIENCE YOU WOULD LIKE TO HAVE AND OR GO TO. THE CAMP PROVIDED ME WITH THE OPPORTUNITY TO BE IN A GROUP OF PEOPLE WHO LOOK LIKE ME, ACT LIKE ME, AND TALK LIKE ME. SINCE WHEN I GO TO SCHOOL, THERE AREN'T LOTS OF PEOPLE WHO FULFILL THAT. AT MY SCHOOL, THERE IS ONLY A SMALL PERCENTAGE OF BLACK KIDS BEING 8.6%, AND HAS DECREASED OVER THE YEARS. THIS CAMP ALLOWED ME TO EXPERIENCE WHAT IT FEELS AND LOOKS LIKE TO BE AROUND OTHER AUTHENTIC, HIGH ACHIEVING, INTELLIGENT, LIKE MINDED AND DETERMINED AFRICAN AMERICAN STUDENTS. I MENTIONED THIS BECAUSE WE ARE LIVING IN A TIME WHERE THERE IS A LACK OF BLACK SPACES FOR BLACK STUDENTS, AND I BELIEVE YOU AS A SCHOOL BOARD, SHOULD UNDERSTAND THAT IT IS IMPORTANT FOR STUDENTS OF COLOR TO HAVE OPPORTUNITIES TO COME TOGETHER AND CONNECT IN EVENTS SUCH AS CAMP DIRECTLY AFFECT AFRICAN AMERICAN STUDENTS MENTALLY AND PSYCHOLOGICALLY. I FEEL THAT THIS CAMP SHARED A DIFFERENT PERSPECTIVE OF LIFE, ALLOWING US TO GO INTO OUR SCHOOL YEAR WITH A DIFFERENT OUTLOOK ON OUR CULTURE. IT GAVE ME TIME TO LIVE LIKE A COLLEGE STUDENT, AND GAVE ME AN EXCLUSIVE INSIGHT TO SEE HOW COLLEGE LIFE WOULD BE. THAT SUMMER WAS THE BEST SUMMER I'VE HAD IN A WHILE DURING MY SUMMER BREAK, SO I WOULD LOVE THE CHANCE TO ENJOY THAT FUN AGAIN THIS SUMMER AND MANY MORE TO COME. UNFORTUNATELY, THE SCHOOL I GO TO, I'M A PART OF THE I'M PART OF THE 4% OF BLACK STUDENTS, BUT THANKS TO THE CAMP, I DON'T GO TOTALLY UNNOTICED AND UNAPPRECIATED. THIS REALLY JUST SHOWS HOW MUCH REPRESENTATION MATTERS. ALTHOUGH I'VE NOTICED MY SCHOOL'S ATTEMPTS TO TRY TO ACKNOWLEDGE MY BLACK PEERS AND EYES OF ACADEMIC SUCCESS AND ACCELERATING OUR CULTURE, EVEN THOUGH IT IS MUCH APPRECIATED. AND I HOPE TO SEE THAT THIS SECOND TIME AROUND. THE POLICY PASSES BECAUSE I THINK THIS IS IMPORTANT FOR OUR WORK AS A DISTRICT AS WE MOVE FORWARD. AND I KNOW A LOT OF STUDENTS ARE VOICING THEIR CONCERNS ON HOW THEY FEEL A LACK OF PREPAREDNESS. AND THIS IS KIND OF REFLECTED ON LIKE MY OWN EXPERIENCES WITH THE SAT. I KNOW I WAS LUCKY ENOUGH THAT FOR MY APPLICATION PROCESS, IT WAS TEST OPTIONAL, BUT AS A STUDENT MYSELF, I FELT LIKE THE SCHOOLS DIDN'T NECESSARILY. LIKE ADVERTISE IT OR LIKE LET STUDENTS KNOW I KNOW. FOR ME, MY FRIEND'S AN AVID LIKE WE WERE IN CLASS AND THEY WERE TALKING ABOUT THE SAT AND EVERYTHING, AND I WAS LIKE, OH YEAH, I WONDER WHEN THE SIGNUPS DAY DAYS ARE. AND THEY WERE LIKE, JULIETTA, LIKE, IT'S TODAY. TODAY IS THE LAST DAY TO SIGN UP. AND I DIDN'T KNOW I HAD NO CLUE. AND AND TO ADD TO THAT, I FEEL LIKE A LOT OF STUDENTS FEEL THE LACK OF PREPAREDNESS DUE TO THE LACK OF RESOURCES FOR THE SAT. I KNOW FOR ME, I COULDN'T AFFORD BUYING THE NEWEST PRINCETON REVIEW BOOK. SO I WENT TO OUR SCHOOL LIBRARY AND I CHECKED ONE OUT. THAT WAS FROM 2016. NOW YOU CAN IMAGINE TAKING THAT SAT IN 2023. THE SAT HAD EVOLVED DRASTICALLY AND IT WASN'T NECESSARILY THE SAME TEST, AND ESPECIALLY NOW THAT IT'S MOVED DIGITAL, THERE'S A COMPLETELY NEW VERSION OF THE TEST. AND I THINK THAT WE DO NEED TO UPDATE OUR RESOURCES AND PROVIDE STUDENTS WITH TUTORING OUTSIDE SO THEY CAN FEEL PREPARED FOR THE SAT, BECAUSE I LOVE HOW OUR DISTRICT LIKE REDUCES THE FEES WHERE STUDENTS CAN TAKE THE SAT FOR FREE, AND THAT IS SUCH A RELIEF THAT YOU CAN TAKE THIS TEST FOR FREE. BUT ONE THING IS SIGNING UP FOR THE TEST, AND ANOTHER IS BEING PREPARED AND WALKING INTO THE EXAM ROOM FEELING CONFIDENT THAT YOU ARE GOING TO GET THE SCORE YOU WANT. AND THE COLLEGES ARE GOING TO SEE THAT AND THEY'RE GOING TO LOVE IT. SO YEAH, IF THERE'S ANY WAY WE CAN, LIKE, PROVIDE FOR TUTORING FOR FUTURE STUDENTS YOU KNOW, IT COULD BE SOMETHING THAT'S COORDINATED AMONGST ALL THE HIGH SCHOOLS WHERE IT COULD BE LIKE A DAY WHERE ALL THE STUDENTS GO TO SUMMIT, ALL THE STUDENTS GO TO FO HIGH, AND WE HAVE A BUNCH OF EDUCATORS THERE TO SHARE TIPS AND TRICKS ON THE SAT SO STUDENTS CAN WALK INTO THE EXAM ROOM, FEEL CONFIDENT, AND OVERALL FACILITATE THEIR SUCCESSES IN THE FUTURE. A POSITIVE CERTIFICATION MEANS THAT THE DISTRICT CAN MEET ITS CURRENT YEAR OBLIGATIONS AND TO SUBSEQUENT YEARS WHILE AT THE SAME TIME MAINTAINING ITS REQUIRED RESERVE LEVELS. QUALIFIED WOULD MEAN THAT IN ONE OF THE TWO SUBSEQUENT YEARS, WE MAY NOT BE ABLE TO MEET OUR RESERVE REQUIREMENTS. AND NEGATIVE WOULD MEAN THAT YOU AREN'T ABLE TO MEET YOUR RESERVE REQUIREMENT IN THE CURRENT YEAR. SO TO UPDATE YOU WITH WHAT'S HAPPENING AT THE STATE LEVEL, THE GOVERNOR DID COME OUT WITH HIS JANUARY BUDGET PROPOSAL. AT THE TIME, HE HAD ESTIMATED THAT THERE WAS A $38 BILLION DEFICIT IN THE STATE BUDGET. HOWEVER, HE HE HAD INCLUDED IN HIS BUDGET PROPOSAL NO CURRENT YEAR CUTS TO EDUCATION, NO CUTS TO ANY ONGOING PROGRAMS AND NO DEFERRALS OF OUR REVENUES. AND HE WAS WILLING TO FULLY FUND A 0.76% COST OF LIVING ADJUSTMENT FOR SCHOOL DISTRICTS. HOWEVER, SINCE THEN, THE REVENUE ESTIMATES HAVE DECLINED. THE LEGISLATIVE ANALYST OFFICE BELIEVES THAT THE DEFICIT IN THE STATE BUDGET IS ACTUALLY $73 BILLION, AND THEY ARE ACTUALLY PROPOSING TO THE LEGISLATURE TO PULL BACK ON UNALLOCATED ONE TIME GRANTS FOR SCHOOL DISTRICTS. ADJUST OR REDUCE PROGRAM EXPANSIONS LIKE TC AND COMMUNITY SCHOOLS. THEY WOULD LIKE TO IMPLEMENT PAYMENT DEFERRALS AND ALSO ARE RECOMMENDING A ZERO COLA. AT THE DISTRICT LEVEL. WE'VE ALSO SEEN SOME INCREASES TO OUR BUDGET AS WELL. AND SO WITH EVERY WITH EVERY YEAR WE, WE LOOK AT SALARY AND BENEFITS. BUT IN PARTICULAR THIS YEAR WE HAD PREVIOUSLY A THREE YEAR AGREEMENT WHICH ENDS THIS JUNE 30TH. AND SO WE ARE ACTIVELY WORKING WITH OUR BARGAINING UNITS TO COME TO A SALARY PROPOSAL AND AGREEMENT FOR 2425. WE HAVE OUR PROPOSED HEALTH AND WELFARE INCREASES. THE DISTRICT DOES PAY FOR THOSE INCREASES IF IT'S NOT OTHERWISE NEGOTIATED, AND ANTHEM BLUE CROSS HAS COME IN AT [01:50:08] 8.8% INCREASE. KAISER ASTOUNDING 16.94% INCREASE. AND THAT WOULD EQUATE TO ABOUT $8.5 MILLION INCREASE JUST FOR OUR DISTRICT. WE HAVE ABOUT 80% OF OUR PARTICIPATING EMPLOYEES IN THE KAISER PROGRAM. OUR PRESCRIPTIONS ARE ALSO SUPPOSED TO GO UP BETWEEN 6 AND 8%. AND. SO WE'RE WE'RE ALSO LOOKING AT THE SUBSTANTIAL GROWTH THAT WE HAVE IN OUR DISTRICT ARE THE GROWTH IS ON THE NORTH SIDE. WE'RE WE'RE IN A PREDICAMENT IN THE FACT THAT OVERALL WE'RE DECLINING. BUT IN AREAS WE ARE WE ARE INCREASING. AND SO WE FIND OURSELVES, ALTHOUGH WE'RE OVERALL DECLINING IN THE NEED FOR ADDITIONAL SCHOOLS. AND SO WE NEED AN ADDITIONAL ELEMENTARY AND MIDDLE SCHOOL IN OUR NORTH END OF THE DISTRICT. AND OUR MEASURE C BONDS ARE FULLY OBLIGATED AT THIS POINT, SOME OF WHICH WILL HELP TO PAY FOR THOSE SCHOOLS. BUT WE DO HAVE APPROXIMATELY 100 MILLION COMMITTED IN OUR UNRESTRICTED FUND BALANCE TO HELP US PAY FOR THESE SCHOOLS. THE RISK FACTORS RELATED TO THE DISTRICT'S BUDGET ARE DECLINING ENROLLMENT THAT WE TALKED ABOUT. EXPIRING COVID FUNDS. ALL OF OUR COVID FUNDS WILL BE EXPIRED. AS OF SEPTEMBER 30TH. WE WILL HAVE 18 MONTHS TO MAKE PAYMENTS TO VENDORS PAST THAT POINT. BUT EVERYTHING HAS TO BE OBLIGATED BY SEPTEMBER 30TH OF 2024. THE GOVERNOR, WHILE WE WERE COMING OUT OF COVID, HAD GIVEN US SOME ADA PROTECTION LAWS. THOSE ARE THOSE ARE COMING TO END. WE WILL NOW BE SEEING WE WILL NOW BE PAID ON OUR ACTUAL ADA AND THEN COMPENSATION COST PRESSURES. AS I'VE SAID, WE'RE WORKING ON A NEW AGREEMENT, THE STATE BUDGET DEFICIT WE'RE STILL WAITING TO HEAR. WITH THE GOVERNOR'S MAY REVISE WHAT THAT MIGHT LOOK LIKE FOR US AND THEN GOING FORWARD FLAT OR ZERO COLAS. SO THE PAST IN 2223 AND 2324. YOU CAN SEE THAT THE BLUE LINE ON THIS ON THIS SLIDE IS ARE FUNDED ADA. YOU CAN SEE THAT THAT'S ACTUALLY HIGHER THAN OUR IT'S ACTUALLY HIGHER THAN OUR ACTUAL ADA AND OUR ENROLLMENT. AND THAT'S THOSE WERE SOME OF THOSE PROTECTIONS THAT THE STATE PUT IN. AND LET US USE A THREE YEAR AVERAGING. WHEN YOU LOOK AT THE 2425, YOU SEE THAT THE BLUE LINE GOES WELL PAST THE GRAY LINE WHICH IS WHERE WE'RE LOSING THAT PROTECTION. AND SO OUR FUNDED ADA IS GOING TO DROP BY 1138 STUDENTS. AND SO THAT'S SORT OF WE'VE BEEN TALKING ABOUT AN ADA CLIFF FOR QUITE A WHILE. AND SO WE'RE FINALLY THERE. SO ALTHOUGH WE'VE WE HAVE BUILT UP THE FUND BALANCE BASED ON THE FACT THAT WE HAD WE WERE RECEIVING FUNDING THAT WE WEREN'T TECHNICALLY EARNING, YOU KNOW, SO BECAUSE WE DIDN'T HAVE THE STUDENT POPULATION FROM NOW ON, THAT WON'T BE THE CASE. AND SO IT'S IT'S UNFORTUNATE THAT IT'S HAPPENING AT A TIME WHERE THE STATE'S ALSO HAVING PROBLEMS AND CAN'T HELP US OUT IN THAT AREA. I WANTED TO TALK ABOUT THE DECLINING THE. THE IMPACT OF DECLINING ENROLLMENT ON THE COST OF LIVING ADJUSTMENT. WHEN A DISTRICT GETS A COST OF LIVING ADJUSTMENT, YOU RECEIVE THAT ON THE NUMBER OF STUDENTS THAT YOU'RE ANTICIPATING HAVING FOR THE COMING YEAR. SO ALTHOUGH IN 22, 23, WE RECEIVED $340 MILLION THROUGH OUR LCFF PROGRAM, IN 23, 24, WE WERE SUPPOSED TO GET 8.22% COST OF LIVING INCREASE, BUT WE GOT 8.22% INCREASE ON FEWER STUDENTS. AND SO THAT EQUATED TO $357 MILLION, WHICH WAS A DOLLAR INCREASE OF 17.2 MILLION. BUT A YEAR OVER YEAR PERCENTAGE INCREASE OF 5.8. SO YOU DON'T ALWAYS SEE WHEN YOU'RE IN A DECLINING ENROLLMENT STATUS, YOU DON'T ALWAYS SEE THAT FULL AMOUNT OF THE COST OF LIVING ADJUSTMENT. AND THE SAME FOR THIS COMING YEAR. WHEN YOU LOOK AT 2324 GOING INTO 2425, WITH AN ESTIMATE OF THE 0.76 COLA THAT THE GOVERNOR HAS SAID HE WILL FUND, IT REALLY EQUATES TO A -2.58. SO ACTUALLY A REDUCTION IN REVENUE FOR THE DISTRICT. AND IF IT TURNS OUT TO BE A ZERO COLA, THAT NEGATIVE WILL INCREASE. WE DO HAVE CHANGES SINCE OUR FIRST INTERIM REPORT. HOWEVER, THE FUND BALANCE WAS NOT AFFECTED BY TOO MUCH. IT WAS ONLY ABOUT $240,000. OUR GENERAL FUND REVENUES. AS YOU CAN SEE, THE BULK OF IT COMES FROM OUR LOCAL CONTROL FUNDING FORMULA. [01:55:04] ALMOST $500 MILLION COMES FROM THAT 71%. AND THEN OUR FEDERAL PROGRAMS AND OUR OTHER STATE AND LOCAL REVENUES. OUR TOTAL EXPENDITURES 75 OR 76.5% OF ALL OF OUR EXPENDITURES GO TO SALARY AND BENEFITS. THE OTHER BIGGEST PART WOULD BE OTHER EXPENDITURES AND OPERATING EXPENSES. WITH SMALL AMOUNTS. THE REASON THAT THE BOOKS AND SUPPLIES LOOK SMALL IS BECAUSE THOSE ARE PAID FOR OUT OF CATEGORICAL PROGRAMS, AND THAT'S NOT LISTED HERE. SO. OUR MULTI YEAR PROJECTION. TOP 30%, WHICH MEANS WE PAY 30% OF THEIR SALARY GOES TO THEIR THE RETIREMENT PLAN. SO THE DISTRICT PAYS PART OF THAT AND THE EMPLOYEE PAYS PART OF THAT. OUR HEALTH AND WELFARE INCREASES. I'M JUST HOPING THAT WE HAVE OUR OWN TABLES WHERE THEY CAN PRACTICE, BECAUSE I THINK THAT REALLY MAKES A DIFFERENCE WHERE THEY LEARN HOW TO DO THAT.
