SPEAKERS. >> TO THE PODIUM. DR. LESLIE BARNES. ASSOCIATE SUPERINTENDENT OF BUSINESS SERVICES TO PROVIDE A BUDGET UPDATE FOR US.
[00:20:48]
FOR THE PRIOR YEAR, WE GET AUDITED. AND THEN, IN DECEMBER, WE HAVE THE FIRST INTERIM REPORT. WE USE THE GOVERNOR'S ADOPTED BUDGET TO MAKE ANY CHANGES. THAT OF HAPPENED SINCE THE STATE HAS ADOPTED THEIR BUDGET. AND IN JANUARY, THE GOVERNOR GIVES US A BUDGET PROPOSAL. AND THEN, USING THAT, WE CREATE THE SECOND INTERIM REPORT. AND THEN RIGHT NOW, WE'RE WAITING ON THE -- TO BEGIN BUDGET DEVELOPMENT AND THE END COUNT DEVELOPMENT AS WELL.INDISCERNIBLE - LOW VOLUME ] WHAT'S BEEN HAPPENING AT THE STATE LEVEL IS THE STORY REGARDING REVENUE. THE STATE EXTENDED THE DEADLINE TO FILE TAXES UNTIL OCTOBER.
NORMALLY, THEY HAVE AN IDEA. THEY ALREADY HAD A TAX RETURN PRIOR TO APRIL. WILL COME IN FOR THE CURRENT YEAR. THEY DIDN'T HAVE IT THIS YEAR. IN NOVEMBER, WE FOUND OUT THAT THE TAX RETURNS HAD COME IN 38 BILLION SHORT OF WHAT THEY WERE GOING TO. AND THAT IMPACTS THE PRIOR YEAR AS WELL AS THE CURRENT YEAR. WITH THE STATE TOLD US WAS, 2022 AND 2023, THE STATE-FUNDED EDUCATION , IF $1 BILLION WHAT THEY SHOULD'VE FUNDED US.
THEY OVER FUNDED US BY 2.5 BILLION. IN THE FIRST INTERIM REPORT, WE ADJUSTED THE COST OF LIVING ADJUSTMENT FOR 25.
TO 2%. AT THE TIME, THAT IS WHAT THE PROJECTION CLICK.
THAT'S WHAT'S GOING TO HAPPEN. THE GOVERNOR CAME OUT THE SPRINGBOARD BUDGET PROPOSAL. HE WAS FUNDING .7 HE WAS FUNDING .76 --. WE ARE IN MARCH. ANALYST OFFICE WAS THE OPPOSITE ACTUALLY SUPPORTS THE LEGISLATURE WITH THE RECOMMENDATION REGARDING REVENUES AND EXPENDITURES.
HAS, TOLD US THE SHORTFALL IS $73 BILLION , THE REVENUE SHORTFALL. SO, 24 AND 2025 THE RECOMMENDED IS. THEY WANT TO SLEEP SOME OF THE UNALLOCATED FUNDS IN RESPECT EXPANSION.
THEY WOULD PROVIDE DISTRICT REVENUE MEANING WHEN YOU GET PAID MONTHLY. FOR THE REVENUES FOR THE STATE YOU WANT TO DO FOR THOSE. WE HAVE TO BORROW MONEY TO BEAR THAT EXPENSE. WE ADJUSTED THE QUOTA FOR 2024 AND 2025 DOWN FROM THE TWO WE ADJUSTED THIS TO WHEN WE FIRST ENTERED IT DOWN. 25 AND 26 ALSO WENT DOWN FROM 3.29 ALSO WENT DOWN FROM 3.292 2.73. AND DOWN TO 3.19 AND 3.1. MARCH IS A TIME THAT WE RENEGOTIATE THE HEALTH AND WELFARE BENEFITS. WE ARE MADE AWARE OF THOSE RATES. MARCHES THE WAY OFF EXPERIENCE AND I KNOW MOST OF YOU KNOW THAT. NEXT THE BUDGET PROCESS IS THE --. WE ARE WAITING TO HEAR HOW WE CAN BALANCE THE $3 BILLION SHORTFALL. BASED ON THE FACT IT IS MUCH WORSE WHAT YOU THOUGHT IN JANUARY.
WHEN WE LOOK AT WHERE WE ARE AT RIGHT NOW, THE GOVERNMENT HAS TO BE BUILT AT $73 MILLION SHORT. THEY'VE COME OUT
[00:25:01]
AGAINST THE GOVERNOR'S PLAN TO -- THEY .1 BILLION.INDISCERNIBLE - LOW VOLUME ] . WE DON'T WANT IT BACK OUT OF THIS YEAR OR THE NEXT YEAR. THE GOVERNOR'S PLAN WAS TO HAVE THE STATE GENERAL FUND PICK THAT UP. THAT IS NOT LAWFUL UNDER PROP 98. THAT IS WHY THEY CAME OUT AGAINST IT.
WE DON'T KNOW THE IMPACT OF THE 2425 BUDGET. WE DON'T KNOW IF IT'LL CONTINUED TO DROP IN THE OUT YEARS. NOW IT IS AT ZERO. IT DROPPED FROM 3.2922173. THROUGH .19 TO 3.11. WITH THE LOSS OF ADDITIONAL $3 MILLION ONGOING.
THE DISTRICT IS EXPERIENCING A DECLINE IN ENROLLMENT. IT IS 894 STUDENTS LIST THEM CURRENT HERE. THE POTENTIAL LOSS OF THIS IS APPROXIMATELY $20 MILLION. ONGOING. THAT IS A THREE YEAR AVERAGING. WE ARE GROWING IN SOME AREAS OF THE DISTRICT. IN THE SOUTH AND MIDDLE OF THE DISTRICT.
DECLINING. THE NORTH END IS INCREASING. THEY HAVE NEIGHBORHOOD SCHOOLS THAT DON'T HAVE TO BE BUS DOWN.
LOOK AT THE COST OF LIVING ADJUSTMENTS. IN 23 AND 24.
THE FUNDING FORMULA. $357 MILLION. YOU GET A ZERO COLOR WITH LESS STUDENTS. IT IS ACTUALLY A CLIENT. AND POINTS
TO A DECLINE OF 3.2%. >> THAT IS ONGOING. AND WHAT WE KNOW NOW FOR THE EXPENDITURE? FOR STAFFING. SHOW STUDENTS NEED TO REBOUND FROM THE PANDEMIC. WE KNOW THE PANDEMIC FUNDS ARE ENDING IN SEPTEMBER. THEY NEED TO BE SPENT. BY JUNE 30, WE NEED TO KNOW. WERE ALL THE EXPENDITURES ARE. REPORT BACK TO THE STATE.
. WE ARE HOPING TO ADDRESS OF THE STUFF THAT WE MAY HAVE.
CURRENTLY, THE OVER RATIO STAFFING IS 13 POINT MILLION DOLLARS $13 MILLION. THE INCREASED BY 11.5%. GOING UP THIS CURRENT YEAR. AND ANOTHER 2%. CHARTS TO THE DISTRICT ABOVE THE STANDARD RATE INCREASE NEXT YEAR. IT'S GONE UP AT THE HMO PLAN, 3.64, PPO PLAN A .45. AND A .7. THE MAKES IT THE 11.55%. ON -- THE MONEY HAS BEEN COMMITTED TO PAY FOR THE -- WERE NOT ELIGIBLE FOR STATE FUNDING.
BECAUSE WE'RE OVERALL IS A DISTRICT DECLINING. THE UNRESTRICTED GENERAL FUND HOUSTON HUNDRED AND $22 MILLION SET ASIDE TO PAY FOR THE SCHOOLS. SINCE JULY 2023 AND MARCH 24. HAD A NET DECLINE OF AVAILABLE FUNDS AT 2024 AND 2025. MADE UP OF REVENUE TO CLIENT OF 17.4 MILLION DUE TO THE REDUCTIONS. DUE TO DECLINING ENROLLMENT. FOR THE
[00:30:03]
IMPACT OF OVER RATIO TEACHERS. IS THE IMPACT OVER AND ABOVE WHAT WE HAVE. THAT IS $44 MILLION. AND THAT IS IT IF YOUHAVE ANY QUESTIONS? >> ANY QUESTIONS FROM MY COLLEAGUES? THANK YOU, LESLIE FOR THE REPORT.
>> THANK YOU, DR. BARNES. >> ACTUALLY BOARD PRESIDENT, I
>> ALL THE NUMBERS HE DISCUSSED TODAY CAN BE FOUND ON THE WEBSITE ? WHERE WITH THE PUBLIC AND PEOPLE BE ABLE TO
VERIFY? OUT OF CURIOSITY? >> THROUGH THE CDE. AND THROUGH SCHOOL SERVICES OF CALIFORNIA, WITH THE NUMBERS
AVAILABLE. >> THE PARENTS AND COMMUNITY HAVE A POINT OF REFERENCE CASE OF ANY CASUALTY.
>> DO YOU HAVE ANY QUESTIONS? THANK YOU, DR. BURNS. THE PODIUM STILL YOURS. THE PRESENTATION ON THE BOND SURVEY RESULTS WITH DR. LESLIE BARNES, ASSOCIATE SUPERINTENDENT OF
SERVICES, AND MR. DEL SCOTT. >> DEL SCOTT COMPANY. THE BOARD THAT ALLOWS TO DO A SURVEY OF VOTERS ASKING WHETHER OR NOT PEOPLE ARE INTERESTED IN PUTTING THIS ON THE BALLOT FOR NOVEMBER, 2024 TO HELP US OUT WITH THE BUILDING OF THE TWO SCHOOLS AND RENOVATION OF --. MR. SCOTT IS HERE TO TELL
YOU ABOUT THE RESULTS. >> THAT EVENING. ON THE HEELS OF THAT VERY SOBERING REPORT. I HAVE SOME VERY GOOD NEWS FOR YOU. THE BOARD DIRECTED US A FEW MONTHS AGO TO GO OUT INTO SURVEY REGARDING THEIR ATTITUDES AND OPINIONS ON THE UPCOMING PRESIDENTIAL BALLOT. IT'S A REALLY LONG REPORT AND I'M GOING TO GIVE YOU HIGHLIGHTS AND IS A LOT OF DATA WITH WHAT I THINK IS MOST IMPORTANT. THIS IS A RANDOM SURVEY OF VOTERS. NOT SCHOOL BOARD MEMBERS OR SCHOOL HER PARENTS OR COMMUNITY MEMBERS. WITHIN YOUR DISTRICT.
YOU PLAN ON VOTING IN THE NOVEMBER 2024 ELECTION. THE SURVEY WAS CONDUCTED BETWEEN THE MIDDLE OF FEBRUARY AND THE END OF FEBRUARY. THERE WERE 403 SURVEYS. HOW DO YOU GET THERE WITH ONLY 400 SURVEYS. THE SERVICE ARE SELECTED TO MAKE SURE THEY ARE REPRESENTATIVE OF THE DISTRICT IN TERMS OF AGE AND GENDER. AND THEY ARE BALANCED. THIS IS A LARGE SURVEY FRANKLY. UNLIKE WHAT YOU WOULD HAVE DONE FOR THE STATE OF CALIFORNIA. I CAME HERE LOOKING AT SOME OF THE SURVEYS WE DID IN 2020. WHAT WAS THE SURVEY AND WHEN WERE THE RESULTS? THESE ARE THE ONES THAT POPPED UP ON THE SCREEN. THE SURVEY SAID 53% AND I GOT 51%. THEY CAME UP WITH 71%. THE SURVEY SAID 59% AND 62%. THEY ARE NOT ALL PERFECT. I'M THE FIRST TO ADMIT THAT. 250 4 1/2%.
LET'S GO INTO THE SURVEY ITSELF. THE WAY THE SURVEY WORKS IS ONCE THE PERSON IS ON THE PHONE, ON THE COMPUTER, THERE ARE A FEW WARM-UP QUESTION'S SO THEY UNDERSTAND THEY'RE NOT TRYING TO BE SOLD SOME. THEY ASKED THEM A
[00:35:04]
QUESTION REGARDING THE BALLOT MEASURE RIGHT OFF. THERE'S A DEMOGRAPHIC INFORMATION THAT THEY ARE ASKED FOR WE MOVE IT UP FRONT BECAUSE WE THINK IT IS IMPORTANT FOR CONTEXT. WAS THE MAIN WAY WE RECEIVE INFORMATION ABOUT THE FONTANA UNIFIED SCHOOL DISTRICT. CLOSE TO 40% SAY THEY GET THEIR INFORMATION THROUGH FRIENDS AND FAMILY, DISTRICT COMMUNICATION AND DISTRICT SOCIAL MEDIA.THAT'S A STRONG AVENUE FOR THIS TYPE OF INFORMATION GO OUT. THE RESOURCES ARE LOWER THAN THEY USED TO BE IN THE PAST. THEY ARE LIKELY TO HAVE THE SLIDE UP FRONT. THEY THINK OF THEIR CONSTITUENTS'S PARENTS. IF HE HAD CHILDREN AND GRANDCHILDREN WHO ATTENDED --. FONTANA UNIFIED DISTRICT.
2% OF THE VOTERS SAID NO. THINK ABOUT THAT. OVER HALF OF THE VOTERS HAVE NEVER HAD CHILDREN GRANDCHILDREN AND SCHOOL DISTRICT. FRIENDS AND FAMILY DISTRICT MEASURES GET THEIR INFORMATION. THEY DON'T HAVE THAT KIND OF TOUCH. DO YOU AGREE OR DISAGREE? THEY ARE THE COMMUNITIES MOST IMPORTANT ASSETS TO BE THE NUMBER ONE PRIORITY. 99% SAID YES. CAN YOU THINK OF ANY ISSUE IN THE COMMUNITY FOR 92% OF THE VOTERS AGREE ON SOME. WE ALSO ASKED DO YOU AGREE OR DISAGREE CHILDREN IN THE SCHOOL SYSTEM.
. HE HAD ALMOST 80% IN SAN BERNARDINO COUNTY TOTAL. IF YOU ARE GOING TO PROCEED , THE PRESIDENTIAL ELECTION. FULLEST VIEW OF WHAT EVERYONE IN THE COMMUNITY WANTS. WE READ THEM WHAT THEY THINK ABOUT LANGUAGE WILL GO INTO THE POLE. I DON'T READ THE ENTIRE THING. FUNDS CANNOT BE TAKEN BY THE STATE AND SPENT ELSEWHERE. TO REPLACE VENTILATION, AIR CONDITION, --. TAX RATE IS $60 PER $100,000. AND THE QUESTION THEY VOTE YES OR NO. IF THEY SAY I DON'T KNOW WOULD GIVE THEM ANOTHER QUESTION. AND WE HAVE WITH THE ANSWER IS. 69% PLUS A PERCENT. 55% OF THE THRESHOLD FOR SUCCESS. WELL OVER THE THRESHOLD. WE HANDLED THE QUESTION WITH THE SPLIT SAMPLE. WE ASKED HALF THE PEOPLE THIS QUESTION. ASKED OF THE PEOPLE THE SECOND QUESTION. IT'S ALMOST THE SAME BUT WE
[00:40:02]
CHANGED SOME OF THE PROJECTS. WE EXPAND SCIENCE TECHNOLOGY AND ENGINEERING AND --. AND EDUCATION CLASSROOMS AND PROGRAMS. FOR THE SECURITY SYSTEMS. VOLUME ] . IT'S BETTER. THESE ARE EXTRAORDINARILY STRONG NUMBERS. LET'S TAKE THEM AND IT'S USED TO ENSURE THE A.D.A. ACCESSIBILITY. THOSE QUESTIONS ARE RANDOMIZED.INDISCERNIBLE - LOW VOLUME ] WE GO BACK AND WE FOUND OUT THEY ALREADY SAID --. THEY EXPAND --. EXPAND CAREER TECH. MODERNIZE CLASSROOMS AND SCIENCE LABS TO ENSURE FUTURE ACCESSIBILITY. THEY SAID THEY WOULD BE MORE LIKELY. ON THE MEASURE. THEY GO ON AND I'M NOT GOING TO GO THROUGH EVERYONE. IT BEGINS TO FALL OFF SLOWLY. PROJECTS HAVE LESS CONNECTION TO EDUCATION. YOU LOOK ON PAGE 17. TO COMPLETE THE FOOTBALL STADIUM AT SUMMIT HIGH SCHOOL. PLUS HAVE ANOTHER 20% SAY THAT THEY ARE AT 70%. IT DOESN'T HAVE THE SAME SORT OF PASSION. WE ASK A HANDFUL OF QUESTIONS REGARDING TEACHER STAFF HOUSING. SOME DISTRICT AROUND THE STATE AND A LOT. THE GENERAL OBLIGATION AND OTHER FORMS OF DEBT TO MENTAL HOUSING FOR TEACHER AND STUFF. THERE IS A SIGNIFICANT SHORTAGE OF AVAILABLE AND AFFORDABLE MENTAL HOUSING. WE ASKED HIM THREE QUESTIONS. ON PAGE 20. IF ANY PROVIDING MENTAL HOUSING WILL MAKE THE DISTRICT MORE COMPETITIVE IN ATTRACTING HIGHLY QUALIFIED STAFF. ALMOST 70% SAID THEY WOULD BE MORE LIKELY TO VOTE FOR THAT. WE ASK A NUMBER OF QUESTIONS REGARDING TAXPAYER PROTECTIONS ON PAGE 22. WE ASKED VOTERS IF ANY OF THE FUNDS WOULD BE SPENT LOCALLY AND NOT TAKEN BY THE STATE AND SPENT ELSEWHERE. THEY WERE EVEN MORE LIKELY. THE REQUIREMENT WOULD BE SIGNIFICANT. WE ASKED THEM ABOUT THE TAX RATE SENSITIVITY.
WE ASKED VOTERS IF HE KNEW WOULD COST LESS THAN $45. $60 RANDOMIZED. IN BOTH TAX RATES ACTUALLY WORK. IT'S REALLY UNUSUAL. THEY GET THE QUESTION AND INFORMATION OF PROJECTS AND THE PRICE. AND THEY ASK FOR PROTECTIONS AND HOW THEY CAN
[00:45:03]
PUT THE INFORMATION. WE ASKED IT TWO WAYS. THE FIRST WAY WAS THE EXPANSION OF THE SCHOOL AND CARE PROJECTS. I'M NOT SURE WHAT TO MAKE OF IT. I'VE NEVER SEEN A MOVE THAT MUCH.I'LL TAKE IT WITH A GRAIN OF SALT. TYPICALLY A NO VOTE. NO DIFFERENCE, 11% SLIGHT. IF IT BE INTERESTED SEEING THE QUESTION BEING BROKEN DOWN BY THE TRUSTEE. THERE'S A LITTLE BIT OF DIFFERENCE . STRONG SUPPORT OVER THE 55% LEVEL.
THAT IS A CASE BOTH QUESTIONS. REGARDING NEXT STEPS. THE BOARD WANTS TO PROCEED. THERE IS A REQUIREMENT THAT THE BOARD PASSES A RESOLUTION AND A CUTOFF DATE. IN LATE JULY, EARLY AUGUST. BUT THE RESOLUTION HAS TO BE PASSED BY THE BOARD. IF THAT'S THE DIRECTION OF THE BOARD. TO THE RESOLUTION. THE PAST INFORMATION AT THE TIME. I WANT TO CONGRATULATE YOU AND I DON'T KNOW EXACTLY WHAT YOU ARE DOING. REGARDING THE MESSAGE YOU GET OUT
INDISCERNIBLE - LOW VOLUME ] . >> I UNDERSTAND WE FOCUSED ON VOTERS. WHAT ABOUT THE OTHER MEMBERS IN THE COMMUNITY? THE ONES THAT DON'T FOODS AND GRANDMAS AND GRANDPAS IN THE HOMELESS POPULATION. HOW DO WE GET INPUT FROM THEM. 50% DON'T COME TO OUR SCHOOL. HOW DO WE GET THE INPUT OF THE OTHER 50% WHO DON'T HAVE STUDENTS IN OUR DISTRICT?
>> THIS INCLUDES PEOPLE WHO HAVE CHILDREN AND DON'T CHILDREN. AND THE INTENT IS TO FIND OUT WHAT THE POTENTIAL IS TO SUCCEED. ON THE NOVEMBER 24 BALLOT. IT'S A LITTLE MORE DIFFICULT. YOU HAVE TO GO OUT OF FIGURE OUT A WAY TO ACCESS IT. THERE ARE WAYS TO DO THAT. THAT'S NOT THE INTENT OF THE SURVEY. DO YOU WANT TO PUT IT ON THE BALLOT?
>> WE KNOW THE INFORMATION WAS REQUESTED WHEN WE STARTED THIS.
IT'LL AFFECT EVERY PERSON IN FONTANA NOT JUST THE VOTERS.

BOARD MEMBERS. AMID ADVOCATE FOR A STUDENT WITH SPECIAL EDUCATION AND ASK YOU TO NOT DELAY THE INDEPENDENT EVALUATION. I'M CONCERNED THAT IT HAS TAKEN 12 MONTHS TO COMPLETE THE EVALUATION BECAUSE THE DISTRICT HAS FILLED MY STUDENTS. AN INDEPENDENT EVALUATION ON SEPTEMBER 19 BECAUSE THE DISTRICT HAS FILLED MY STUDENTS. AN INDEPENDENT EVALUATION ON SEPTEMBER 19, 2020 STATED VISION THERAPY WAS NECESSARY FOR THE STUDENT IN THE DISTRICT. I ASKED THE VISION PEAS BUT HAVE BEEN COMPLETELY IGNORED DURING THE IEP. THE DISTRICT DELIBERATELY DELAYS COMPLETING THE IEEE IN THE END THEY DID NOT THE RECOMMENDATION AND IGNORE THE PARENTS. THIS IN AND OF ITSELF IS A VIOLATION OF THE PARENTS IN THE RIGHT TO PARTICIPATE AS MEMBERS OF THE IEP. FOR MANY REASONS DURING THE IEP MEETING, I ASKED FOR THE VISION THERAPY BUT I'M IGNORED AS AN IP MEMBER. I HAVE VIDEOS OF HOW MY SWORD -- MY SON READS FROM RIGHT TO LEFT, SKIPS LETTERS AND IS KNOW WHEN TO START READING THE WORD. HE NEEDS VISION THERAPY TO HELP HIM LEARN TO READ AND I BELIEVE THE DISTRICT HAS FILLED MY STUDENT. I ASK YOU DON'T VIOLATE MY SON'S RIGHTS BECAUSE HE IS NOT RECEIVING THE APPROPRIATE EDUCATION. I HAVE 11 COMPLAINTS OF NONCOMPLIANCE THAT I HAVE SUBMITTED FOR THE SPECIAL EDUCATION DEPARTMENT.IT ALL RESULTED IN MY FAVOR. THIS INDICATES TO ME THAT THEY ARE FAILING IN VIOLATING MY STUDENTS RIGHTS. I KNOW WE HAVE A NEW ADMINISTRATION, BUT THE SAME VIOLATIONS CONTINUE TO OCCUR. MY HUSBAND AND I HAVE PARTIALLY CONSENTED TO THE IEP DOCUMENT ON GENERATE 26, 2024. THE DISTRICT WILL TO US REQUIRES BEAUTIFUL CONSENT TO THE IEP. THIS IS INTIMIDATION.
I UNDERSTAND TO GET PARTIAL CONSENT TO SOME THINGS AND NOT OTHERS. I ASKED THE SCHOOL DISTRICT AND FEDERAL LAWS. WE TRANSLATED THE TRANSLATION INTO SPANISH. 2024. AND ALSO THE PAGES ARE NUMBERED SEVERAL PAGES ARE MISSING FROM THE DOCUMENT. I ASKED THE COMPLETE DOCUMENT BE SENT TO ME SINCE IT
[01:00:03]
IS A LEGAL DOCUMENT. ONCE AGAIN ANOTHER VIOLATION OF MY RIGHTS TO PARTICIPATE AS A MEMBER OF THE IEP. WE CAN GIVE CONSENT FOR THE END OF THE DISTRICT TO NOT TAKES TOO LONG TO SEND THEM. THANK YOU SO MUCH FOR YOUR ATTENTION.>> I WOULD LIKE TO ADD SOMETHING ELSE.

I WANT TO REQUEST THEM ON A MORE FORMAL MATTER. SOME QUESTIONS REMAINED AN ANSWER. ON THE MIDDLE SCHOOL. WHICH I ASKED WITH ITEMIZATION OF THE BREAKDOWN. I'M LOOKING FOR ALL THE SUBCONTRACTOR BIDS. IT TELLS US EXACTLY WHAT WE'RE PAYING FOR. WHAT TYPE OF AWARD ARE THEY PUTTING OUT THERE FOR THE VENDORS TO PIDDLE ON? IT IS PRETTY MUCH OPEN RIGHT NOW. THE DOCUMENT ADVERTISING THEY PUT OUT THERE. I WOULD LOVE TO SEE ALL OF THAT. I WANT TO GET AN ITEM FOR PURCHASING. WHO WAS INVOLVED. ALL THE PACKAGES WE RECEIVED FROM EVERY SINGLE VENDOR THAT SUBMITTED A BID FOR THE PROJECTS. THE SALARY SCHEDULE. THEY DID AN ANALYSIS. I'M HOPING THE OFFICE HAS DONE BUT THEY HAVE NEED TO DO, THEIR DUE DILIGENCE TO SEE WHAT IT MEETS. I'M NOT SURE WHAT THEY ARE THINKING ABOUT. THEY'VE BEEN WORKING UNDER A CERTAIN AMOUNT FOR A LONG TIME. I THINK THEY DESERVE THE SALARY INCREASE.
THAT IS ONE PART. THE SECOND PART IS WE ARE STILL NEGOTIATING WITH EVERYONE. INCLUDING THESE HIGHLIGHTED.
>> ADDRESS THEM AS WELL AND I WANT TO START OFF BY SAYING THAT. I GUESS IT CAN BE PERCEIVED AS A RAISE BUT IT'S NOT A RAISE. WE'VE BEEN DOING STUDY ON OUR SALARIES AND WE STARTED AND WE CAME IN ABOUT A YEAR AGO. ANALYZING SALARIES AND DOING THE DUE DILIGENCE TO SEE IF WE ARE COMPETITIVE TO ATTRACT AND RETAIN QUALITY EMPLOYEES. WE DO THE SAME THING WITH THE CLASSIFIED STAFF RIGHT NOW. IN THIS CASE WITH POSITIONS, MY UNDERSTANDING IS WE DID NOT GO DEEP. WE DID MORE FACT-FINDING AROUND POSITIONS. SOME OF IT IT CAME UP WE WERE BELOW THE 60TH PERCENTILE AND THE COMPARISON DISTRICT. SOME POSITIONS NEEDED TO BE ADJUSTED AND NOT ALL OF THEM BUT SOME OF THEM. THEY ANALYZE AROUND QUITE A
FEW POSITIONS AND WE CONTINUED. >> THE ANALYSIS WAS DOWN THE POSITIONS. WE FOUND THE ONES HIGHLIGHTED WITH SIGNIFICANT THE TARGET LEVEL THAT WE IDENTIFY. THERE MAY BE ONE OR TWO POSITIONS TIED TO RECLASSIFICATION. DUTIES AND RESPONSIBILITIES HAVE CHANGED FOR THOSE POSITIONS.
>> I HAVE A QUESTION. IS THE HIGHLIGHTED ONES ONLY? THE REST OF ALREADY BEEN APPROVED IN A PRIOR TIME? IT IS THE HIGHLIGHTED ONES THAT ARE ACTUALLY TAKING A DEEP DIVING.
[01:50:13]
THEY LET THEM STAND WITH THE COMPETITIVE DATA. THOSE ARE THE ONLY ONES THAT WERE. THE POSITIONS THAT WE ARE. THE POSITIONS ALREADY ALLOCATED? WERE THEY ALLOCATING A SIGNIFICANT REASON JUNE AS STATED?>> NO. >> THEY HAD NO RAISE IN JUNE? SLIGHTLY. IN THAT INITIAL AND LAST CONSULTATION.
>> WHAT WILL IT TAKE ? WILL IT TAKE YOU A WHILE TO GET WHAT THE ACTUAL INCREASE WAS? MY CONCERN IS, SAYING WHAT IT IS, IF THERE IS A POSITION WHERE WE SEE 16% INCREASE , MAYBE IN JUNE WHEN WE APPROVED IT. THAT'S A 26% INCREASE.
INFORMATION I THINK WHAT DUTIES WERE ADDED WITH A 25% INCREASE. DO WE HAVE THAT INFORMATION?
>> IT WAS AFFECTED SPECIFICALLY BY THE RECLASSIFICATION PROVIDED FOR YOU. AS WELL AS INFORMATION ABOUT THE OTHERS THAT WERE IMPACTED DURING THE LAST FEW CLASSIFICATIONS.
>> DID YOU HAVE ANY ADDITIONAL QUESTION MARK OKAY, ALL RIGHT.
>> SURE. >> AT THIS TIME, IT IS SENDING THE WRONG MESSAGE. WE HAD A ROOM FULL OF OUR STAFF AND BARGAINING PARTNERS THE ONES RUNNING THE SCHOOLS AND FACE-TO-FACE WITH OUR STUDENTS IN THE TRENCHES. HERE WE ARE FOCUSING ON MANAGING AND GIVING THEM A RAISE AND NOT FOCUSING ON THE PEOPLE THAT ARE IN FRONT OF US. WE CAN COME BACK TO THIS AND BRING IT FORWARD ONCE WE SETTLE WITH OUR PARTNERS.
AND THAT IS WHERE I STAND. >> ANY OTHER COMMENTS OR
CONCERNS? >> YES. WE LOOKED AT THEM. IT IS NOT THEIR FAULT THEY ARE IN THAT POSITION. I LOOK AT EVERYBODY AND AN EQUITABLE LENS. WE ARE MOVING ONTO THE NEXT INCREASES. HOPEFULLY FTA. WE ARE ABLE TO MEET THEM.
THAT IS WHERE THEY WERE COMING FROM. WE ARE HEADING IN THIS DIRECTION AND I SAID IT ONCE AGO. IT IS NOT A HAPPY WORD IN THIS ROOM TONIGHT. BUT I HEARD IT MONTHS AGO AND I KNEW WAS COMING. THE OLD LADY THAT ATTENDS THE MEETINGS DOES NOT KNOW SHE IS TALKING ABOUT BUT I HEARD IT THERE. I HEARD IT WAS COMING TO THE DISTRICTS ACROSS CALIFORNIA. WE ARE NOT THE ONLY ONES FACING THIS AND I KNEW IT AND I HEARD IT. I'M NOT GOING TO BEAT THAT DRUM. YOU HEARD IT AND I TALK TO YOU PUBLICLY ONE AT A TIME. AND I SHARED IT WITH MY COLLEAGUE NEXT TO ME I DO SHARE WITH THEM. THIS IS WHAT WE FOUND IN OUR STUDY AND THAT'LL COMPLETE ALL MANAGEMENTS. MANAGEMENT HAS BEEN LOOKED AT AND THEY ARE WHERE THEY NEED TO BE. WE SHOULD NOT SEE IT ANYMORE. THAT IS WHERE I'M COMING FROM.
>> IT IS OUR JOB TO SOLVE IT AT THE DISTRICT. THAT IS OUR ROLE AS A GOVERNING BOARD. IF WE GOT THE GROOM REPORT, EVERY NICKEL AND DIME AND PENNY IS ON MY WATCH. THAT'S WHAT
WE'RE FACING RIGHT NOW. >> I HAVE A QUESTION FOR STAFF.
BASED ON THE SALARY SCHEDULE RIGHT NOW BEFORE US. IT'LL BE A MOTION TO PULL AT THIS MOMENT. WHAT IS IT DO FOR THE PROGRAM MANAGER AND THE COORDINATOR POSITION FOR EXPANDED LEARNING IF IT DOESN'T GO THERE? ARE THERE
[01:55:03]
SALARY SCHEDULES THAT ARE ALREADY ATTACHED TO THIS NOW? OR IS IT PART OF THE APPROVAL PROCESS THAT WE WOULD DO WITHTHE SALARY SCHEDULE? >> IT IS PART OF THE APPROVAL PROCESS. IF THE SALARY SCHEDULE, THE CHALLENGE WILL BE THAT THE JOB DESCRIPTION AND DUTIES WILL CHANGE. BUT --.
>> YES? >> I GUESS IT IS MORE FOR LEGAL. CAN WE MOTION TO KEEP THOSE TWO POSITIONS? WE ARE
CHANGING THE JOB DESCRIPTION. >> THERE IS A MOTION ON THE FLOOR. DEPENDING ON HOW IT COMES OUT. YOU CAN DO ANOTHER

COMMENT ON THE ITEM. >> NO FURTHER COMMENTS -- I

DISTRICT? >> LEVEL ONE. WHICH IS A CLOSE
SETTING. >> WE ARE AT LEVEL ONE? I JUST WANT TO CLARIFY WE ARE AT LEVEL ONE. SO WE ARE CURRENTLY AT
LEVEL ONE? OKAY. >> ANY OF THE QUESTIONS? ALL RIGHT. I'M SORRY. NOW THAT THE HEARING HAS BEEN HURT, I'M DECLARING THE PUBLIC HEARING IS NOW CLOSED. THE TIME IS 8:40 4 PM. AIDS: 40 4 PM THE CONSENT CALENDAR. THIS IS THE SINGLE MOTION AND ABODE. TO IMPROVE CONSENT CALENDAR
AGENDA ITEM .2 TO 4.22. >> I WANT TO MOTION ALL ITEMS WITH THE EXCESS -- IS CHANGED THE CLASS MANAGEMENT SCHEDULE AND I THINK IT SENDS THE WRONG MESSAGE TO THE PARTNERS. A MOTION TO APPROVE ALL ITEMS EXCEPT FOR THE ITEM FOR .7, 35 AND 36. PROPOSED CLASSIFIED MANAGEMENT CHANGES. IF WE APPROVE IT TONIGHT, IT SENDS THE WRONG MESSAGE TO THE
BARGAINING PARTNERS. >> WE ARE REMOVING THE , WHAT?
THE PDF ITEM. >> I NEED ACCESS.
>> WE CAN PULL THE ITEM FOR SEPARATE DISCUSSION.
>> I HAVE A MOTION. CAN I FIRST APPROVE? BEEN SEPARATED? LET US MOTION , ITEM 4.1. IF THERE ANY ITEMS TO BE PULLED, PULLED HIM OFF THE CONSENT FIRST.
>> AUDIT. >> WILL THE ENTIRE AGENDA ITEM STAND BY WHILE RECONNECTING ] WE NEED A MOTION IN THE SECOND TO APPROVE. THIS IS 4.2 TO 4.6 AND 4.8 TO 4.22. DO WE HAVE A
MOTION AND A SECOND? >> HAVE A MOTION TO APPROVE THE
ITEMS. >> THERE A SECOND? FOR ANY DISCUSSION ON THOSE ITEMS? HEARING NONE, HAVE A MOTION AND A SECOND. PLEASE CAST YOUR VOTE. THE MOTION PASSES, 5-0.
LET US GO BACK TO ITEM 4.7. PULLED BY DR. --. YOU HAVE THE
[02:45:01]
COLLEAGUES. I HAVE NO PROBLEMS WITH THE REST OF THE ITEM.THERE'S A LOT OF PAYMENT OF THE PERSONNEL ON THE ITEM AND I WANT TO BE COGNIZANT OF THAT. EVEN WHEN REVIEWING IT I UNDERSTAND THE QUALIFICATION STUDY AND PROPOSE CHANGES LAST JUNE. I'M NOT AGAINST THE PROPOSED SALARY INCREASES. BUT I THINK THE TIMING IS NOT VERY CORDIAL TO OUR BARGAINING PARTNERS. SO I DEFINITELY DO NOT THINK IT IS THE RIGHT PLACE AND THE RIGHT TIME AND THE RIGHT MESSAGE TO THE STAFF.
>> SO DR. APPEARED TO UNDERSTAND, THE ENTIRE REPORT ON 4.7. SO PROVE PAGES 35 AND 36 OF THIS REPORT?
>> CORRECT. HOW DO YOU WANT TO MOVE IT FORWARD?
>> AND I MOTION A CERTAIN WAY AND CAN RECEIVE IT PASSES?
>> YOU CAN MAKE THE MOTION TO APPROVE THE REPORT FOR THE EXCEPTION OF THOSE PAGES IS AN EXAMPLE.
>> A MOTION TO APPROVE ITEM 4.7 WITH THE EXCEPTION OF 35
AND 36. TO YOUR MOTION. >> IS THERE A SECOND ON THAT?
>> IT IS THE PDF FILE. SEND THAT INFORMATION OUT, YES. I MOTION ON THE FLOOR RIGHT NOW TO APPROVE THE ENTIRE ITEM WITH THE EXCEPTION OF PAGES 35 AND 36. IS THERE A SECOND? AGAIN, A MOTION ON THE FLOOR TO APPROVE THE ITEM AS IS. WITH THE EXCEPTIONS OF PAGES 35 AND 36. IS THERE A SECOND?
>> I WILL SECOND. NOW WE HAVE A SECOND.
>> IS A DISCUSSION ON THE ITEM NOW THAT WE ARE THERE?
>> HIM CAN ASK A QUESTION. MAYBE YOU CAN HELP ME. WE SEE ITEMS THAT ARE HIGHLIGHTED.
THEY ANALYZE AROUND QUITE A FEW POSITIONS AND WE CONTINUED.
>> THE ANALYSIS WAS DOWN THE POSITIONS. WE FOUND THE ONES HIGHLIGHTED WITH SIGNIFICANT THE TARGET LEVEL THAT WE IDENTIFY. THERE MAY BE ONE OR TWO POSITIONS TIED TO RECLASSIFICATION. DUTIES AND RESPONSIBILITIES HAVE CHANGED
FOR THOSE POSITIONS. >> I HAVE A QUESTION. IS THE HIGHLIGHTED ONES ONLY? THE REST OF ALREADY BEEN APPROVED IN A PRIOR TIME? IT IS THE HIGHLIGHTED ONES THAT ARE ACTUALLY TAKING A DEEP DIVING. THEY LET THEM STAND WITH THE
[02:50:15]
COMPETITIVE DATA. THOSE ARE THE ONLY ONES THAT WERE. THE POSITIONS THAT WE ARE. THE POSITIONS ALREADY ALLOCATED? WERE THEY ALLOCATING A SIGNIFICANT REASON JUNE AS>> THEY WERE IMPACTED MAYBE SLIGHTLY. IN THAT INITIAL AND
LAST CONSULTATION.
DO WE HAVE THAT
INFORMATION? >> IT WAS AFFECTED SPECIFICALLY BY THE RECLASSIFICATION PROVIDED FOR YOU. AS WELL AS INFORMATION ABOUT THE OTHERS THAT WERE IMPACTED DURING THE
LAST FEW CLASSIFICATIONS. >> DID YOU HAVE ANY ADDITIONAL QUESTION MARK OKAY, ALL RIGHT.
>> ANY OTHER COMMENTS OR CONCERNS?
THAT
IS WHERE I'M COMING FROM. >> IT IS OUR JOB TO SOLVE IT AT THE DISTRICT. THAT IS OUR ROLE AS A GOVERNING BOARD. IF WE GOT THE GROOM REPORT, EVERY NICKEL AND DIME AND PENNY IS ON MY WATCH. THAT'S WHAT WE'RE FACING RIGHT NOW.
>> I HAVE A QUESTION FOR STAFF. BASED ON THE SALARY SCHEDULE RIGHT NOW BEFORE US. IT'LL BE A MOTION TO PULL AT THIS MOMENT. WHAT IS IT DO FOR THE PROGRAM MANAGER AND THE COORDINATOR POSITION FOR EXPANDED LEARNING IF IT
[02:55:01]
DOESN'T GO THERE? ARE THERE SALARY SCHEDULES THAT ARE ALREADY ATTACHED TO THIS NOW? OR IS IT PART OF THE APPROVAL PROCESS THAT WE WOULD DO WITH THE SALARY SCHEDULE?>> IT IS PART OF THE APPROVAL PROCESS. IF THE SALARY SCHEDULE, THE CHALLENGE WILL BE THAT THE JOB DESCRIPTION AND DUTIES WILL CHANGE. BUT --.
>> FOR THOSE TWO POSITIONS? >> YES.
>> I GUESS IT IS MORE FOR LEGAL. CAN WE MOTION TO KEEP THOSE TWO POSITIONS? WE ARE CHANGING THE JOB DESCRIPTION.
>> THERE IS A MOTION ON THE FLOOR. DEPENDING ON HOW IT COMES OUT. YOU CAN DO ANOTHER MOTION.
>> SO, WE CAN MOTION TO KEEP THE POSITION'S. YOU CAN MAKE ANOTHER MOTION. TWO ADOPT THE CHARTS WITH CHANGES.
>> I WILL LIKE TO SAY. AND MY FELLOW BOARD MEMBER CAN SEE HOW HARD IT IS. WITHOUT US BEING TRANSPARENT WITH THE COMMUNITY AND WE SHOWED THAT INFORMATION WITH THEM WHERE WE ARE STANDING AS A DISTRICT TO END UP AS A DISTRICT. TO APPROVE CERTAIN RAISES FOR THE MANAGEMENT. CANNOT BE COMPLETELY DONE WITH WORKING ON HOW WE ARE WORKING WITH THE COLLECTIVE BARGAINING TEAM. I CAN SEE HOW
