SHE'S BELOW THE DAIS TODAY AT THE START ANYWAYS, AND SHE IS GOING TO LEAD US IN THE PLEDGE. SO JULIET GUTIERREZ IS IN THE AUDIENCE ALONG WITH ANDREA GUTIERREZ AND DAISY GUTIERREZ. ANDREA IS A WAYNE RUBLE WILDCATS STUDENT AND DOLORES HUERTA IS FOR DAISY. AND AS YOU KNOW, JULIET HAS BEEN A SUMMIT SKYHAWK. AND I HAVE TO TELL YOU THAT SHE WAS OUR VALEDICTORIAN. I SAW HER ON STAGE BEING OUR VALEDICTORIAN AND GIVING THAT SPEECH. AND ANOTHER TIDBIT THAT I KNOW ABOUT HER IS THAT SHE IS GOING TO STANFORD. AND WE HAVE BEEN SO HONORED TO HAVE YOU. BUT BEFORE I EVEN SAY ANYTHING, LET ME GET TO THE PLEDGE. JULIETTA GUTIERREZ FAMILY, CAN YOU LEAD US THROUGH THIS PLEDGE OF ALLEGIANCE? AND BEFORE THAT, LET ME REMIND YOU ALL. THE BOARD OF EDUCATION VOTED TO ADOPT THE STATEMENT OF WRITTEN CHARGES AND NOTICE OF IMMEDIATE SUSPENSION AND INTENTION TO DISMISS PERMANENT CERTIFICATED EMPLOYEE NUMBER 24488. MOTION WAS MADE BY MR. ARMENDARIZ ABSENT AND OUR SECOND REPORT OUT IN CLOSED SESSION WE APPROVED THE FOLLOWING CERTIFICATED EMPLOYMENT MANAGEMENT AS FOLLOWS. THIS IS FOR THE PRINCIPAL AT SUMMIT HIGH SCHOOL. EFFECTIVE DATE WILL BE TO BE DETERMINED. AND THE MOTION WAS MADE BY MR. PEREZ, SECONDED BY MISS SANDOVAL. CARRIED A40 VOTE WITH MR. ARMENDARIZ ABSENT. AND WE WANT TO CONGRATULATE DOCTOR JOHN D RICHMOND AS PRINCIPAL OF SUMMIT HIGH SCHOOL. MR. RICHMOND, IF YOU WOULD COME TO THE PODIUM AND WELCOME OR COME AND MAKE A STATEMENT TO WELCOME YOURSELF TO THE SUMMIT SKYHAWK FAMILY AND TO THE BIGGER FAMILY OF FONTANA UNIFIED SCHOOL DISTRICT. I WANT TO THANK YOU GUYS, FIRST AND FOREMOST FOR YOUR VOTE OF CONFIDENCE AND FOR MY FOR THE FUTURE OF SKYHAWK NATION. I'M SO EXCITED ABOUT DOING THAT. I WANT TO THANK SUPERINTENDENT ANYBODY AS WELL. AND IF I CAN INTRODUCE MY FAMILY, GO FROM THERE. I WANT TO THANK YOU GUYS ALSO, JUST FOR YOUR VOTE OF CONFIDENCE. YOUR QUESTIONS WERE AMAZING AND GAVE ME PERSPECTIVE. I THANK YOU SO MUCH FOR EVERYTHING. THANK YOU SO MUCH, DOCTOR RICHMOND, AND WELCOME TO THE FAMILY. THAT'S MY WIFE MARINA OVER THERE AND MY THREE YEAR OLD CHLOE. I WILL JUST SAY TO THE WIFEY, BE PREPARED FOR NOT SEEING HIM MUCH. ANYONE THAT'S A HIGH SCHOOL PRINCIPAL KNOWS THAT THAT'S NOT, YOU KNOW, A LIE. IT TAKES A LOT OF HOURS, A LOT OF DEDICATION. SO THANK YOU, MR. RICHMOND, FOR SELECTING FONTANA AS YOUR HOME. IN THIS PART OF YOUR CAREER, I WILL SAY THAT MR. SIR IS SITTING IN THE AUDIENCE. I CAN SAY THAT HE IS THE HIGHEST WORKING CHEER COACH, ASB GUY, AND EVERYTHING YOU GIVE HIM, HE'S HERE. SO YOU GOT SOME SKYHAWKS SITTING IN THE FRONT ROW IF YOU WANT TO INTRODUCE YOURSELF. ALL RIGHT. AND THAT'S ALL WE HAD IN CLOSED SESSION AS REPORTABLE ACTION. AT THIS TIME. WE ARE AT ITEM 3.5 AND THESE ARE RECOGNITIONS. AND WE ARE GOING TO RECOGNIZE OUR SPRING SPORTS SCHOLAR ATHLETES FOR OUR FIRST RECOGNITION. WE WOULD LIKE TO WELCOME DOCTOR KIMBERLY MCKENNEY, EXECUTIVE DIRECTOR OF HIGH SCHOOLS, TO THE PODIUM TO INTRODUCE THE TWO SPRING SPORTS SCHOLAR ATHLETES FROM EACH OF OUR SEVEN HIGH SCHOOLS. OUR MARKETING AND COMMUNICATIONS TEAM HAS PROVIDED PHOTOS OF EACH STUDENT IN THE EVENT THAT THEY WERE UNABLE TO ATTEND TONIGHT'S MEETING. I KNOW I SAW A LOT OF THEM HERE TODAY. EACH STUDENT WAS PRESENTED WITH A CERTIFICATE AND FONTANA UNIFIED'S DISTRICT PAN. AND SO, DOCTOR MCKENNEY, I'LL GIVE IT TO YOU. AND I DON'T KNOW IF THAT MIC IS ON. SO THERE WE GO. THERE WE GO. ALL RIGHT. THANK YOU SO MUCH. PRESIDENT SERNA. AND MEMBERS OF THE BOARD AND ALL OF OUR AUDIENCE MEMBERS GATHERED TONIGHT. IT IS MY PLEASURE TO CELEBRATE AND RECOGNIZE AND INTRODUCE THE TWO OUTSTANDING ATHLETES FOR EACH OF OUR SEVEN HIGH SCHOOLS. THESE ATHLETES ARE RECOGNIZED BY THEIR SCHOOLS FOR DEMONSTRATING EXCELLENCE IN THE AREAS OF LEADERSHIP, SERVICE, ACADEMICS, ATHLETIC SKILLS, AND SPORTSMANSHIP. SO WE HAVE TWO FROM EVERY SCHOOL THAT ARE BEING RECOGNIZED. OUR FIRST UP IS ALL RIGHT. FIRST UP, WE HAVE FROM ERIC BURCH HIGH SCHOOL, WE HAVE SEAN WILLIS AND CRUZ HUERTA. SANDOVAL. THEY ARE NOT ABLE TO BE HERE TONIGHT, BUT WE DO HAVE THEIR PHOTOS. NEXT FROM CITRUS HIGH SCHOOL. WE DON'T HAVE A PHOTO, BUT HE IS HERE. WE HAVE LIONEL GIVENS FOR THE SPORT OF BASKETBALL. LIONEL, COME ON UP. AND NOW FROM A.B. MILLER HIGH SCHOOL, WE HAVE KATRINA SEVILLA FOR TENNIS AND SOFTBALL AND IGNACIO QUEVEDO FOR CROSS COUNTRY AND TRACK. [00:10:06] AND NOW FOR FONTANA HIGH SCHOOL. WE HAVE MICAH WATSON AND DELILAH GARCIA. THEY BOTH WERE NOT ABLE TO MAKE IT TONIGHT, BUT WE DO HAVE THEIR PHOTOS. ALL RIGHT. AND NEXT UP WE HAVE JURUPA HILLS HIGH SCHOOL, JESSICA GUYTON FOR SOFTBALL AND ANTHONY SANCHEZ FOR TRACK. OKAY. AND NOW FOR HENRY J. KAISER HIGH SCHOOL. WE HAVE DANIEL INZUNZA FOR BASEBALL AND ANNALISE AGUILAR FOR SOFTBALL. AND LAST BUT NOT LEAST, FROM SUMMIT HIGH SCHOOL, WE HAVE ANDRE CISNEROS FOR BOYS TENNIS AND VANESSA TAMAYO FOR SOFTBALL. THANK YOU SO MUCH FOR THE OPPORTUNITY TO RECOGNIZE THEM AT THE BOARD. WE'RE THRILLED THAT THEY COULD ALL BE HERE. AND EVEN THOUGH THEY DON'T HAVE HOMEWORK TO GO AND DO, I WANT TO IF IT'S OKAY WITH THE BOARD, IF WE COULD GO AHEAD AND LET THEM GO SO THEY CAN ENJOY THEIR SUMMER BREAK. ALL RIGHT. THANK YOU SO MUCH. CONGRATULATIONS. DOCTOR MCKINNEY, THANK YOU SO MUCH FOR THAT PRESENTATION. BEFORE THE SCHOLAR ATHLETES LEAVE, WE JUST WANT TO CONGRATULATE YOU ON BEHALF OF THIS BOARD OF EDUCATION. THANK YOU FOR REPRESENTING NOT ONLY YOUR HIGH SCHOOLS, BUT FONTANA UNIFIED SCHOOL DISTRICT AS YOU WENT TO THE VARIOUS SPORTING EVENTS THAT YOU WENT TO, THAT YOU REPRESENTED YOUR HIGH SCHOOL VERY, VERY WELL. AND WE'RE VERY PROUD OF EACH AND EVERY ONE OF YOU. THANK YOU SO MUCH. KIMBERLY, I'M GOING TO PAUSE REAL QUICK. IF WE COULD HAVE THE STUDENT ATHLETES JUST STAY JUST FOR A QUICK SECOND, BECAUSE WE HAVE ANOTHER RECOGNITION OF ONE OF THEIR PEERS. AND I WOULD LOVE FOR THE PEERS TO SEE THIS AND THEN WE CAN LET THEM GO, IF THAT'S OKAY. I APPRECIATE YOU. YES. SO I'M GOING TO DO THIS FROM THE DAIS, BUT I'M ALSO GOING TO ASK MY COLLEAGUES, BECAUSE WHEN WE DO THIS, WE DID THIS COLLECTIVELY ON THE STAGE. AND WE'RE GOING TO DO IT COLLECTIVELY AGAIN TODAY. AND JULIETTA AND MIKKI, COULD YOU ALSO JOIN ME DOWN BELOW? SO I'M GLAD THAT THIS PICTURE WAS TAKEN AND THAT WE WERE ABLE TO DO THIS. JULIETTA HAS BEEN. A REPRESENTATIVE OF THE 34,000 STUDENTS OF THIS DISTRICT. AND, YOU KNOW, WE'VE BEEN VERY FORTUNATE. I KNOW I'VE BEEN ON THIS BOARD FOR SEVEN YEARS AND I'VE WORKED, I THINK, WITH EIGHT, MAYBE NINE STUDENT BOARD MEMBERS. I'M TRYING TO THINK OF THROUGHOUT THE TIME THAT WE'VE HAD A STUDENT BOARD MEMBER. BUT JULIETTA IN SOME WAYS INFORM HAS JUST REMARKABLY JUST IMPRESSED EVERY ONE OF US. WE WERE JUST REMINDING OURSELVES, AND JULIETTA WAS REMINDING ME THAT LAST MAY WE WERE DOING THE INTERVIEWS AND WE SELECTED HER. AND IT'S ALWAYS A TOUGH SELECTION, BECAUSE EVERY STUDENT THAT COMES FROM EVERY HIGH SCHOOL BRINGS SOME ASSETS TO THE TABLE THAT WERE LIKE, MAN, WHO ARE WE GOING TO HAVE SIT AT THE DAIS? RIGHT? BUT THIS YEAR WE THIS LAST YEAR WE PICKED JULIETTA AND YOU JUST DON'T KNOW. RIGHT. BUT AS AS JULIETTA SAT ON THAT DAIS AND REPRESENTED THE 34,000 STUDENTS, SHE DID IT WITH GRACE. SHE DID IT WITH HONOR. SHE KEPT A HIGH LEVEL OF ACADEMIC EXCELLENCE. AS I SAID EARLIER, SHE WAS A VALEDICTORIAN FOR SUMMIT HIGH SCHOOL. RIGHT. TO WATCH HER. YES. AND THAT'S. SO TO BE ABLE TO REPRESENT AS A STUDENT BOARD MEMBER, TO BE THE VALEDICTORIAN AND TO DO ALL THE OTHER THINGS THAT SHE HAD BEEN DOING IN HER, IN HER YOUNG LIFE IS INCREDIBLE. AND SO THIS BOARD COLLECTIVELY THANKS YOU, JULIETTA, FOR YOUR PRESENCE, YOUR, YOUR, YOUR WAY OF IF IF US FIVE. I'LL JUST SAY. AND JOE'S NOT HERE TODAY, BUT IF US FIVE WEREN'T ALWAYS IN AGREEMENT. SOMETIMES. RIGHT. AND THIS IS WHAT HAPPENS IN RELATIONSHIPS. WE WE MAY NOT AGREE, BUT WE ALWAYS ALLOWED JULIETTA TO GIVE STUDENT VOICE. AND JULIETTA WOULD DO ONE OF THOSE THINGS WHERE SHE WOULD GROUND US AND SAY, WELL, IF I WAS MAKING A DECISION, THIS WAS BE MY SUGGESTION, [00:15:04] AND I THINK THAT WAS IMPORTANT. AND IT'S GOING TO BE IMPORTANT FOR NOT ONLY JULIET'S ROLE THAT SHE WAS IN, BUT THE CONTINUANCE OF OUR STUDENT BOARD MEMBERS TO FOLLOW. RIGHT, IS THAT THEY GIVE VOICE. THEY GIVE TRUTH TO POWER. SOMETIMES, AS WE SAY, RIGHT. SHE SPEAKS TRUTH TO POWER, EVEN THOUGH SHE'S SAT UP THERE AND HAD THAT THAT POWER. AND I WILL TELL YOU THIS, I DON'T KNOW IF YOU ALL KNOW THIS IS NOT PART OF THE SCRIPT, BUT LEGISLATION ALLOWED CALIFORNIA EDUCATION SYSTEMS TO CHANGE AND ACTUALLY NOW BE ABLE TO COMPENSATE OUR STUDENT BOARD MEMBERS. AND SO I THINK IT DIDN'T HAPPEN UNTIL JANUARY. SO JULIETTA WAS ABLE TO, TO EARN A STIPEND, AS WE ALL DO FOR SITTING ON THE DAIS AND REPRESENTING A 34,000 STUDENTS. AND THOSE THAT COME AFTER HER WILL ALSO HAVE THAT. BUT WITH THAT BEING SAID, THE FONTANA FOUNDATION OF HOPE IS PRESENTING YOU WITH A LAUNCHING PAD, IS IT NOT? FONTANA? IT'S SORRY. THE SORRY THE PUBLIC, THE FONTANA PUBLIC SCHOOLS EDUCATION FOUNDATION, BECAUSE I GOT TO THINK THERE'S A COUPLE FOUNDATIONS. SO THE FONTANA PUBLIC SCHOOLS FOUNDATION IS GENEROUSLY GIVING YOU A SCHOLARSHIP SO THAT WHEN YOU GO TO STANFORD, YOU CAN BUY A BOOK. I'M JUST KIDDING. WE HOPE SEVERAL BOOKS WITH THIS, BUT $1,000 SCHOLARSHIP TO GET YOU STARTED AT STANFORD. SO CONGRATULATIONS. OH, WAIT. THAT'S NOT. AND MICKEY, DID YOU HAVE ANOTHER PRESENTATION OR YOU ALREADY DID IT? OH, YEAH. GOT IT. OKAY. ALL RIGHT. AND WE'RE ALL GOING TO GO BACK UP AGAIN. LET'S GIVE JULIET A BIG ROUND OF APPLAUSE. LEOTHA WILL LET YOU OPEN THAT LITTLE GIFT FROM THE BOARD OF EDUCATION, AND WE JUST WANT YOU TO KNOW HOW MUCH WE APPRECIATE YOU AND THIS LITTLE GIFT THAT YOU CAN EASILY OPEN BECAUSE THE BOX LIFTS IF YOU TAKE THE BOW OFF. WE WANT THIS LITTLE REMINDER FOR YOU AS AN ACKNOWLEDGMENT OF THE GREAT WORK THAT YOU'VE DONE HERE IN FONTANA. AND AS A REMINDER ALSO OF THAT WE BELIEVE IN YOUR BRIGHT FUTURE. YOU HAVE A LITTLE STICKER TO PUT IN YOUR DORM WALL. NO KIDDING. BEFORE I OPEN THIS, I JUST I KNOW I WROTE IT IN A LITTLE BIT FOR MY STUDENT BOARD COMMENTS, BUT I WANT TO SAY THANK YOU GUYS SO MUCH FOR THIS WORK. I AGREE, I GREATLY APPRECIATE BEING ON HERE AND FOR YOU GUYS WANTING TO LISTEN TO THE STUDENTS AND ACTUALLY TAKING ACTION NOT ONLY WHEN WE VOICE THINGS, BUT GENUINELY LISTENING AND TAKING ACTION. AND I IT'S WONDERFUL TO TO FEEL HEARD AND TO BE CARED FOR AND BE WELCOMED. SO I JUST WANT TO SAY THANK YOU GUYS SO MUCH FROM THE BOTTOM OF MY HEART. I'M GOING TO REMEMBER BEING THE BOARD MEMBER OR THE STUDENT BOARD REPRESENTATIVE AND SITTING HERE AND JUST FEELING SO WELCOMED AND SO LOVED AND BEING HEARD. SO I JUST WANT TO SAY THANK YOU GUYS SO MUCH FROM THE BOTTOM OF MY HEART. I'M REALLY GOING TO MISS THIS. SO YEAH, NOW I'M GOING TO OPEN THIS UP. SO THANK YOU GUYS. WELL, HE HAD A STUDENT BOARD MEMBER COMMENTS AS ITEM 3.8, WHICH IS NORMALLY AFTER PUBLIC COMMENT. I WOULD I'M GOING TO CALL A QUICK AUDIBLE HERE AND HAVE YOU GO AHEAD AND DO YOUR COMMENTS NOW, SINCE YOU'RE ON A ROLL, IF YOU WANT TO GO AHEAD AND ADDRESS THE PUBLIC AND DO YOUR THING OR AND THEN WE'LL DO PUBLIC COMMENT. HOW'S THAT SOUND? JUST PULL THAT UP BEFORE YOU START. YEAH. SORRY. ROWE. SEE? LOOK AT THAT. WEAR IT WITH PRIDE. PRE-MED. SO SINCE I'M MAKING MY STORYBOARD COMMENTS NOW, MY MY FINAL SET OF COMMENTS. SO GOOD AFTERNOON EVERYONE. AGAIN, AS I MENTIONED BEFORE, I WANT TO START OFF BY THANKING EVERYONE FOR THEIR SUPPORT WITH MY JOURNEY, AND I WANT TO TAKE THIS BOARD FOR DESIGNING ON MAY 2ND, 2023 DURING A SET OF INTERVIEWS OF A LOT OF CANDIDATES WHICH I STICK IN TOUCH TO REALLY GREAT SET OF FRIENDS. AND FOR SELECTING ME TO BE THE STUDENT BOARD REPRESENTATIVE FOR THIS PAST SCHOOL YEAR. [00:20:04] IT'S BEEN WONDERFUL DOING ALL THIS WORK AND WHETHER ATTENDING COMMITTEES, SPEAKING MY TRUTH HERE AT THE BOARD MEETINGS AND EVEN THE CONVERSATIONS I HAVE PRIOR TO THE BOARD MEETINGS, IT'S BEEN AMAZING GETTING TO KNOW ALL THESE PEOPLE AND ALL THEIR STORIES, AND IT HAS BEEN SUCH A GREAT HONOR TO SERVE AS A STUDENT BOARD REPRESENTATIVE WITH MY WORK PRIOR AND DURING BEING SWORN AS THE LIAISON. IT'S FUNNY BECAUSE AT FIRST I DIDN'T KNOW WHAT IT MEANT TO BE A LIAISON. AND THEN QUICKLY, IN MY GOVERNMENT CLASS, MY TEACHER WAS LIKE, JULIETTA, DO YOU KNOW YOU'RE A LIAISON? AND HE KIND OF EXPLAINED IT BECAUSE IT WAS PART OF THE UNIT, AND I WAS LIKE, OH MY GOSH, I'M A LIAISON. I REMEMBER SAYING THAT, BUT NOW I TRULY KNOW WHAT IT MEANS, AND IT MEANS TO REPRESENT A GROUP OF PEOPLE AND TO SERVE FOR THEM AND BASICALLY LAW, NOT LOBBY, BUT BE THERE AS A REPRESENTATIVE OF 34,000 STUDENTS, WHICH IS CRAZY TO THINK ABOUT HOW MANY STUDENTS WE HAVE AT MONTANA AND HOW MUCH EVERYONE IN THIS ROOM THAT YOU SEE IS SUPPORTING STAFF. BOARD MEMBERS ARE SUPERINTENDENT, CHIEF OF POLICE, SCHOOL POLICE, HOW EVERYBODY REALLY WANTS TO WELCOME STUDENTS AND MAKE THEM FEEL HEARD AND SEEN. AND IT'S SO WONDERFUL AND I APPRECIATE ALL THE SKILLS I'VE LEARNED. ALL THE PEOPLE I'VE MET, ALL THE TIMES I GOT TO SPEAK MY TRUTH AT MEETINGS AND ALL THE HELP I'VE RECEIVED. I'M FOREVER GRATEFUL FOR IT. AND AS MY LAST WORK, I'D LIKE TO MAKE ONE FINAL SUGGESTION AS A STUDENT BOARD MEMBER FOR FUTURE COURSES FOR STUDENTS. AND I KIND OF GIVE THIS THROUGH THE PERSPECTIVE OF I WAS FEELING A BUNCH OF FORMS FOR LIKE FINANCES AND FINANCIAL AID FOR COLLEGE AND ADULTHOOD. AS WE ALL KNOW, THERE'S A LOT OF FINANCES THAT GO ON IN OUR LIVES. AND I WAS THINKING I WAS LIKE, WOW, I'M SO LOST FILLING THESE OUT. OR SOMETIMES I WAS LIKE, WAIT, WHAT DOES THIS MEAN? AND I HAD TO DO A QUICK GOOGLE SEARCH OR ASK MY DAD. SO I WOULD LIKE TO GIVE A SUGGESTION OF OFFERING A CLASS ABOUT MANAGING PERSONAL FINANCES FOR HIGH SCHOOL STUDENTS IN THEIR SENIOR YEAR, MAYBE FOR LIKE A SEMESTER OR SO AT ALL THE HIGH SCHOOL. SO STUDENTS FEEL MORE PREPARED WHEN IT COMES TO MANAGING THEIR PERSONAL FINANCES. AND FURTHERMORE, AGAIN, I COULDN'T SAY THANK YOU ENOUGH TO THE BOARD MEMBERS, THE SUPERINTENDENT, THE SUPPORTING STAFF. I JUST WANT TO THANK EVERYONE FOR CARING ABOUT STUDENTS AND TRULY WANTING US TO PROSPER AND MAKING US FEEL WELCOMED. THANK YOU FOR EVERYTHING AND I WILL ALWAYS BELIEVE IN FUSD. THANK YOU ALL. ALWAYS THE WORDS OF WISDOM, I LOVE IT. THANK YOU, JULIETTA, FOR THAT. ALL RIGHT, LET'S MOVE RIGHT ALONG. TONIGHT'S AGENDA WE'RE GOING TO GO TO 3.6 NOW REPORTS. AND WE HAVE ONE PRESENTATION ON TONIGHT'S AGENDA. THE FLOOR IS TO MISS EMBODIES. OH YEAH. WE HAVE OUR STUDENTS. THAT CAN LEAVE. THANK YOU SO MUCH. BUT MISS ANYBODY. I'LL LET YOU INTRODUCE THE PRESENTATION AND OUR SPEAKERS FOR THIS EVENING. THANK YOU. AS YOU MAY HAVE HEARD IN THE NEWS, THE PROP 28 FUNDS THAT HAVE COME OUR WAY FOR ARTS EDUCATION IS WORK THAT WE HAVE BEEN STEPPING THROUGH AND PLANNING OUT FOR THIS NEXT YEAR. WHAT? OUR PLANS ARE IN FONTANA. SO TONIGHT WE HAVE DOCTOR BOURGEOIS, THE ASSOCIATE SUPERINTENDENT OF TEACHING AND LEARNING, AND DOCTOR ROY ROGERS, EXECUTIVE DIRECTOR OF SECONDARY SCHOOLS, TO PRESENT THE FONTANA ARTS EDUCATION PLAN. THANK YOU VERY MUCH FOR YOUR PLANNING. THANK YOU. GOOD EVENING. BOARD. SUPERINTENDENT IN-BODY AND AUDIENCE. WE ARE VERY EXCITED TO BE HERE TONIGHT TO SHARE WITH YOU THE THE PLAN THAT WE HAVE DEVELOPED WITH A COLLECTIVE EFFORT ACROSS THE SYSTEM. AND SO YOU'RE GOING TO HEAR FROM DOCTOR ROGERS WHO'S GOING TO REALLY ADDRESS ALL THE, THE WORK THAT WENT IN TO DEVELOP THIS PLAN AND ALSO TO HIGHLIGHT ALL OF THE PEOPLE THAT WERE INVOLVED IN THAT PROCESS. AND SO I'M GOING TO TURN IT OVER TO DOCTOR ROGERS. GOOD EVENING. SUPER.INIT SUPERINTENDENT AND BODY PRESIDENT. MARCIANA. ESTEEMED BOARD AND FAMILIES. I'M REALLY EXCITED TO SHARE WITH YOU THIS EVENING. AN OVERVIEW OF OUR FUZED ARTS EDUCATION PLAN. THIS PLAN WAS DEVELOPED BY A DIVERSE TEAM, INCLUDING ADMINISTRATORS, ARTS EDUCATORS FROM EACH GRADE LEVEL. AND WE HAD MULTIPLE DISCIPLINES THERE. ACTUALLY ALL FIVE. AS WELL AS DISTRICT LEADERS FROM OUR NPS DEPARTMENT AND EVEN SPECIAL EDUCATION. AND OUR PLAN REFLECTS OUR COMMITMENT TO THE ARTS. AND ENSURES WE BUILD AN ENGAGING AND COMPREHENSIVE ARTS EDUCATION PROGRAM FOR OUR STUDENTS BY LEVERAGING THE ADDITIONAL FUNDING TO SUPPORT MUSIC AND [00:25:02] ARTS EDUCATION. THE ADDITIONAL FUNDING COMES TO US FROM PROPOSITION 28, WHICH PROVIDES MINIMAL ANNUAL FUNDING FOR THE ARTS. AND THE PROPOSITION ALSO REQUIRES THAT DISTRICTS DEVELOP A PLAN TO ENHANCE THEIR ARTS EDUCATION PROGRAMS. AND FOR US, WE ESTABLISHED A COMMITTEE AND WE COLLABORATIVELY DEVELOPED A THREE YEAR ARTS EDUCATION PLAN. AND THIS PLAN ENSURES THAT THERE'S VERTICAL ARTICULATION OF FOCUS ON QUALITY, FIRST INSTRUCTION AND EFFECTIVE WAYS TO ENGAGE OUR EDUCATIONAL PARTNERS THROUGH ARTS EDUCATION. SO WE BEGAN OUR WORK FIRST BY THOROUGHLY ANALYZING THE PROPOSITION TO UNDERSTAND THE REQUIREMENTS IN ORDER TO BUILD AN EFFECTIVE ENHANCEMENT PLAN TO ENSURE OUR EXISTING PROGRAMS THRIVE. AND THIS EXERCISE REALLY HELPED US TO IDENTIFY OUR OWN CORE BELIEFS, VALUES, ATTITUDES, AS WELL AS OUR BEHAVIORS REGARDING ARTS EDUCATION. WITH THIS AS OUR FOUNDATION, WE CONDUCTED DATA ANALYSIS AND ALIGNED OUR WORK WITH OUR STATE PRIORITIES, SPECIFICALLY FOCUSING ON PRIORITY FOUR, FIVE, AND SEVEN. AND THEN WE FINALLY KIND OF WORKED TOGETHER TO REWORK OUR OWN ARTS EDUCATION VISION STATEMENT. AND AGAIN, WE WANTED TO ENSURE THAT IT ALIGNED WITH OUR DISTRICT'S VISION. SO OUR ARTS EDUCATION VISION STATEMENT IS FONTANA UNIFIED SCHOOL DISTRICT STANDS AS A DEDICATED COMMUNITY COMMITTED TO ENSURING THAT EACH SCHOLAR IS EQUIPPED FOR SUCCESS IN COLLEGE, CAREER, AND LIFE THROUGH THE TRANSFORMATIVE POWER OF ARTS EDUCATION. SO AS WE'RE LOOKING HERE, THIS IMAGE REALLY KIND OF CAPTURES THE ESSENCE OF ARTS EDUCATION. IF YOU'VE NOTICED THROUGHOUT THIS PRESENTATION, I'VE BEEN REFERRING TO WHAT WE TRADITIONALLY CALL BAPA AS ARTS EDUCATION. AND THIS IS PART OF US, OUR REBRANDING TO ENSURE THERE'S CLARITY AND WHAT WE MEAN BY ARTS EDUCATION, WHICH ENCOMPASSES THE FIVE DIFFERENT DISCIPLINES, BUT ALSO TO ALIGN OUR WORK WITH THE ARTS FRAMEWORK. AND SO THE FIVE DISCIPLINES THAT WE OFFER THAT THIS WILL BE THE FOCUS. MUSIC. OBVIOUSLY, STUDENTS CAN TAKE MUSIC ENSEMBLE, ORCHESTRA, MUSIC APPRECIATION DANCE COULD INCLUDE BALLET, HIP HOP, JAZZ. MODERN THEATER IS ANOTHER OPPORTUNITY, BUT MANY PEOPLE MAY NOT ASSOCIATE THAT. THEATER TECH AND STAGE DESIGN ARE ALSO COMPONENTS OF THEATER. WE HAVE OUR MEDIA ARTS, WHICH WOULD INCLUDE CODING, WHICH AGAIN, WE'VE BEEN TALKING ABOUT STEAM. THIS IS ANOTHER OPPORTUNITY FOR US TO KIND OF ALIGN THOSE PROGRAMS DIGITAL DIGITAL DESIGN AND ALSO WEBSITE DESIGN. AND THEN WE ALSO HAVE OUR NATURAL, OUR VISUAL ARTS, WHICH WE'RE KIND OF FAMILIAR WITH. BUT THAT WOULD ALSO BE THINGS LIKE SCULPTURE, CERAMICS AND PAINTING. AND SO PROPOSITION 28 GIVES US AN OPPORTUNITY TO ENHANCE OUR ALREADY EXISTING AMAZING PROGRAMS HERE AT FUSD. AND I ALSO WANT TO NOTE THAT FUSD HAS DONE A FANTASTIC JOB OF ENSURING WE HAVE REPUTABLE ARTS PROGRAMS THAT ARE REALLY SECOND TO NONE, SO I THINK IT'S KIND OF IMPORTANT. NOW WE NEED TO KIND OF GO IN A LITTLE BIT INTO THE DATA. SO AT OUR ELEMENTARY SCHOOL LEVEL OUR ARTS EDUCATION, WE OFFER OUT OF OUR 30 SCHOOLS, WE HAVE A PRETTY WIDE RANGE OF WHAT WE OFFER. WE HAVE A VERY STRONG MUSIC PROGRAM WHERE WE OFFER ORCHESTRA, BAND, CHOIR AND GENERAL MUSIC. AND MY TEACHERS ARE AWESOME. THE MUSIC, ITINERANT TEACHERS, WHAT THEY DO, THEY TRULY LOVE KIDS, AND IT'S FUN WATCHING THEM INTERACT WITH THE STUDENTS. BUT WHAT'S, YOU KNOW, REALLY KIND OF COOL. WE HAVE A VERY STRONG MUSIC PROGRAM, BUT WE DO HAVE SOME OPPORTUNITIES. OKAY. AND SO WITH OUR SEVEN MIDDLE SCHOOLS. WE HAVE AGAIN A ROBUST MUSIC PROGRAM. AND WE OFFER ORCHESTRA BAND TOO. WE HAVE FIVE WHO OFFER CHOIR, BUT AGAIN, WE DO HAVE SOME OPPORTUNITIES. BUT IT IS IMPORTANT TO NOTE THAT IF YOU NOTICE THE MIDDLE SCHOOL, THEY'RE STARTING TO INCREASE DIFFERENT OFFERINGS. AND AGAIN, WE'RE EXPANDING OR WHAT WE'RE DOING THERE. WHAT'S REALLY AWESOME WHEN WE'RE KIND OF LOOKING AT IT, WE HAVE OUR HIGH SCHOOL, OUR HIGH SCHOOLS HAVE A STRONG MUSIC PROGRAM. SO IF WE LOOK AT THE THROUGH LINE, MUSIC HAS A VERY STRONG VERTICAL ALIGNMENT, AND MANY OF OUR STUDENTS STAY WITH THE PROGRAM THROUGHOUT THE TIME THERE. SO THIS IS REALLY ANOTHER WAY OF LOOKING AT IT. BUT AGAIN, MUSIC VERY STRONG. [00:30:01] AND IF YOU LOOK AT OUR HIGH SCHOOLS, AGAIN, A STRONG VISUAL ARTS COMPONENT. SO OUR HIGH SCHOOLS OFFER A VARIETY OF PROGRAMS. AND THEN AGAIN, WE DO HAVE SOME AREAS OF OPPORTUNITY OF HOW WE CAN ENHANCE WHAT WE ALREADY ARE DOING OR HAVE IN PLACE. SO WITH THAT, AGAIN, USING THE DATA, OUR ARTS EDUCATION TEAM FOCUSED ON REVISING THE DRAFT PLAN FROM 2020 AND BUILDING ON THE WORK OF THE PREVIOUS COMMITTEE. IT WAS IMPORTANT TO BUILD ON THE WORK OF THE PREVIOUS COMMITTEE AND WHAT HAPPENED. WHAT MAKES THIS PLAN UNIQUE IS WE EMPHASIS. WE PLACED EMPHASIS ON DEVELOPING MEASURABLE OUTCOMES AND IDENTIFYING METRICS TO ASSESS OUR EFFECTIVENESS AND OUR DEVELOPMENT, AS WELL AS MAKING SURE WE HAD A PLAN THAT HAD ACTIONABLE SORRY THAT THERE HAD ACTIONABLE. ITEMS. WELL THANK YOU. SO SOMETIMES, YOU KNOW, YOU KIND OF GET THERE AND YOU GET LOOKING MOVING FORWARD. WHAT WAS ALSO GREAT ABOUT THIS PLAN IS OUR DRAFT PLAN, WHAT WE DID, IT FOCUSES ON SEVEN OVERARCHING GOALS, WHICH WE WANTED TO INCREASE ACCESS FOR OUR STUDENTS, QUALITY CURRICULUM AND FIRST BEST INSTRUCTION, HIRING AND RECRUITING OF STAFF, PROFESSIONAL DEVELOPMENT, A COMPREHENSIVE SYSTEM, AND THEN CULTURAL REPRESENTATION AND COMMUNITY ENGAGEMENT, AND FINALLY ESSENTIAL RESOURCES. SO FROM THAT PLAN, WE WANTED TO MAKE SURE THAT AGAIN, AS WE WERE LOOKING AT WHAT DO WE MEASURE AND WHAT WILL WE SEE ARE SOME OF OUR OUTCOMES THAT FIRST YEAR, OUR GOAL, YOU CAN EXPECT THAT WE WOULD HAVE ENHANCED ARTS EDUCATION, INFRASTRUCTURE AND ALIGNMENT, IMPROVED ASSESSMENT AND EVALUATION SYSTEMS, AND STRENGTHENED ENGAGEMENT WITH COMMUNITY AND EDUCATIONAL PARTNERS. SO WE WILL CONTINUE TO BUILD ON THAT FOUNDATION FOR YEARS TWO AND YEARS THREE AGAIN, WHAT WAS VERY INTERESTING. SO WE FOCUSED ON MAKING SURE THAT WE HAD EXPECTED OUTCOMES AND MEASURABLE METRICS. SO IF YOU SEE HERE PART OF OUR GOALS. GOAL TWO FOCUSES ON QUALITY TIER ONE INSTRUCTION. SO ONE OF OUR EXPECTED OUTCOMES WAS WE WANT TO SEE INCREASED OPPORTUNITIES FOR ARTS EDUCATORS TO ENGAGE IN PROFESSIONAL DEVELOPMENT RELATED TO THEIR DISCIPLINE. AND SO WITH THAT, SOME METRICS THAT WE'VE INCLUDED WOULD BE OBVIOUSLY PARTICIPATION RATES, SURVEY FEEDBACK FROM TEACHERS, OBSERVATIONS AND WALKTHROUGHS. AND THEN AS WELL, WHEN WE LOOKED AT OUR PROFESSIONAL DEVELOPMENT, WHICH WAS GOAL FOUR, WE HAD AN EXPECTED OUTCOME OF INCREASED COLLABORATION AND HORIZONTAL AND VERTICAL ALIGNMENT OF ARTS PROGRAMS. AND WE LOOKED AT LOOKING AT PLC MINUTES. PLC SCHEDULES. AND THEN AGAIN, WE WERE LOOKING AT MORE COLLABORATIVE OPPORTUNITIES BETWEEN OUR ARTS PROGRAMS TO DO SHOWCASES AND OTHER OPPORTUNITIES FOR THEM, FOR OUR COMMUNITY TO ENGAGE. ONE FINAL STEP WE DID WAS WE COLLABORATED WITH SAN BERNARDINO COUNTY SUPERINTENDENT OF SCHOOLS, AND THEY PROVIDED US WITH FEEDBACK. AND ONE OF THE AREAS, WHAT THEY SAID IS THAT OUR PLAN REALLY PROMISES ACADEMIC SUCCESS AND ENGAGEMENT WITH ACTIONABLE STEPS AND ARTS FOCUSED SUCCESS INDICATORS RELATED TO ARTS EDUCATION. SO WE WEREN'T FORCING YOU KNOW, ALIGNMENT, BUT WE REALLY TOOK THE TIME TO MAKE SURE WE SAW HOW WE COULD ENHANCE AND MEET THOSE STATE PRIORITIES. AND THROUGH PRE-ASSESSMENT AND PROGRAM ACCESS ACROSS THE DISTRICT, SHE WAS IMPRESSED THAT WE HAD A FOCUS ON MAKING SURE WE INCREASED ACCESS, AND WE ENHANCED THE PROGRAMS THAT WE ALREADY HAVE EXISTING. AND THEN FINALLY SHE WAS SHE SAID THAT ANOTHER OPPORTUNITY TO KIND OF HIGHLIGHT HOW FUSD REALLY ENCOURAGES AND EMBRACES ARTS EDUCATION. SHE WAS IMPRESSED THAT WE DID TWO FULL PULLOUT DAYS SO THAT WE CAN ENSURE THAT ALL OF US WORK COLLABORATIVELY TO DEVELOP. SO I'LL TURN IT OVER TO DOCTOR BOURGEOIS, WHO WILL CONTINUE IN THE PRESENTATION. THANK YOU, DOCTOR ROGERS. AND AGAIN, A BIG SHOUT OUT TO ALL OF THE WORK THAT HE HAS HELPED TO FACILITATE AND TO ALL OF THE MEMBERS OF THE COMMITTEE THAT REALLY SHARED THEIR VOICE AND THEIR PASSION AROUND ARTS EDUCATION TO ENSURE THAT WE HAVE A SOLID PLAN. AND SO YOU MIGHT BE ASKING, WHAT ARE OUR NEXT STEPS? SO OUR NEXT STEPS REALLY FOCUS AROUND BEGINNING AND DESIGNING THAT PROFESSIONAL DEVELOPMENT THAT WAS REFERENCED AS IT ALIGNS TO OUR TIER ONE INSTRUCTION, AND THAT DOES FIT INTO OUR OUR MTSS WORK IN THE ACADEMIC SIDE THAT WE HAVE BEEN WORKING ON ALL THROUGHOUT THIS PAST YEAR. IT ALSO IS OUR NEXT STEPS ARE TO WORK WITH SITES TO REALLY HONE IN AND DETERMINE WHAT WHAT IS THEIR DESIRE AS THEY WANT TO ENHANCE THEIR PROGRAMS, TO HAVE THE VOICE FROM THE SITES INDIVIDUALLY. AND THEN THE LAST THING IS WE WILL BE BRINGING FORWARD TO YOU THE BOARD A THE DEVELOPED EXPENDITURE PLAN, AS REQUIRED BY THE PROPOSITION TO SHARE HOW WE ARE INTENDING [00:35:06] TO SPEND THE MONEY, AND WE'RE BRINGING IT FORWARD TO YOU FOR APPROVAL AT A LATER DATE. AND SO THANK YOU SO MUCH. AND IF THERE ARE ANY QUESTIONS. ANY QUESTIONS? COLLEAGUES? DOCTOR QUESADA. OF COURSE. I HAVE A QUESTION. WELL, FIRST I'D LIKE. WELL, THANK YOU FOR THE PRESENTATION. I WOULD LIKE A COPY OF THE PLAN TO REVIEW, AND IS THE PLAN I DON'T WANT TO ASSUME. IS IT ALIGNED TO THE BOARD'S ARTS EDUCATION RESOLUTION THAT WE PASSED IN 2022? OKAY. MY NEXT PIECE ON THE SLIDES WHERE YOU DISCUSS OR SHARE THE INFORMATION ABOUT ELEMENTARY AND MIDDLE SCHOOL AND HIGH SCHOOL ARE ALL THOSE COURSES PROVIDED DURING THE SCHOOL DAY? YES. OKAY. WONDERFUL. AND THEN I REALLY WANT TO. A COUPLE, A COUPLE OF FOR MIDDLE SCHOOL, FOR THEATER. SOME OF THEM MAY BE DONE AFTER SCHOOL. OKAY. THAT'S WHAT I THOUGHT. OKAY. PERFECT. THANK YOU. WELL, NOT PERFECT, BUT AN OPPORTUNITY, LIKE YOU SAID IN THE SLIDES. I REALLY WANT TO EMPHASIZE SLIDE 14. THAT LAST BULLET. I REALLY I KNOW PART OF THE SPENDING FOR PROP 28 IS TO REALLY SUPPLEMENT, NOT SUPPLANT I'VE OTHER DISTRICTS. THEY'RE TRYING TO MOVE AROUND THAT, AND THEY'RE TRYING TO SUPPLANT THEIR EXISTING ARTS FUNDING WITH THE PROP 28. AND SO I JUST REALLY, REALLY, REALLY AM PUSHING THAT WE DO WHAT'S RIGHT BY THE LAW AND BY THE VOTERS. ON WHY WE CHOSE TO PASS PROP 28. SO I JUST WANT TO EMPHASIZE THAT. AND THEN REGARDING WHEN IT'S COMING BACK TO THE BOARD APPROXIMATELY LIKE, DO WE KNOW WHEN THIS I KNOW IT WILL BE BEFORE OCTOBER 1ST. OKAY. ALL RIGHT. THANK YOU. DOCTOR. THANK YOU, DOCTOR CASADO. MISS SANDOVAL. THANK YOU. I KNOW I ASKED IN THE PAST, WHAT ARE WE DOING? THE ELEMENTARY SCHOOL'S FIFTH VERSUS SIXTH. BECAUSE I BELIEVE THE FIFTH GRADERS ARE NOT GETTING THE MUSIC PROGRAM LIKE THE SIXTH GRADERS ARE. CURRENTLY. IT'S OKAY. CURRENTLY ALL FOURTH, FIFTH AND SIXTH GRADERS. THEY DO RECEIVE IT IF THEY'RE AT THE ELEMENTARY SCHOOL LEVEL. OUR MUSIC ITINERANTS HAVE A PRETTY ROBUST SCHEDULE WHERE THEY SUPPORT AND THEY GO IN. WE PROVIDE THEM WITH THE GENERAL MUSIC. THAT'S IT'S PART OF WHAT THEY. YEAH, IT'S IT'S IN PLACE. THEY ARE RECEIVING IT. IF THERE'S A SCHOOL THAT'S NOT. I MAY NEED TO KNOW. I'M WONDERING IF IT WAS SOMETHING THAT. I JUST WANT TO MAKE SURE THAT THEY'RE RECEIVING BAND, BECAUSE WHEN THEY GET INTO MIDDLE SCHOOL, THEY'LL BE ONE YEAR, ONE YEAR BEHIND A MARCHING BAND. I KNOW, I YOU KNOW, THAT'S I'M REALLY ADAMANT ABOUT THAT BECAUSE I KNOW I'VE ASKED IN THE PAST AND I'VE NEVER RECEIVED AN ANSWER ON THAT. AND I KNOW I BELIEVE THAT. I TALKED TO MARGARET VOLLMER AND, YOU KNOW, WE'RE BOTH CONCERNED ABOUT THAT. I DON'T KNOW IF MARGARET'S HERE TONIGHT, BUT I. OH, THERE SHE IS. HI, MARGARET. YOU KNOW, I WANTED TO MAKE SURE THAT THE STUDENTS IN THE ELEMENTARY SCHOOL THAT WERE IN FIFTH GRADE WERE NOT JUST RECEIVING CHOIR, BUT THEY WERE RECEIVING BAND. AND I WANTED TO MAKE SURE THAT THEY HAD THE INSTRUMENTS AND EVERYTHING THAT THEY NEEDED TO TO GET STARTED. I DON'T, I, I THINK THAT IT'S NOT RIGHT IF WE'RE NOT DOING THAT. AND FOR CLARITY A BAND STUDENTS WILL ELECT TO PARTICIPATE IN IT. SO WE OFFER A GENERAL MUSIC. SO IF A STUDENT WANTS TO TAKE BAND, THEY WOULD USUALLY THE TEACHER ASKS THEM THEY DO A REALLY GOOD JOB OF SENDING OUT LETTERS. I HAVE THEM TRANSLATED SO I KNOW THAT THE STUDENTS HAVE IT. SO IF A STUDENT WANTS TO DO IT FOR BAND, IT'S ELECT. THEY CAN ELECT TO DO IT OR VOLUNTEER. HEY, I'M INTERESTED IN DOING BAND. AND THEN FOR GENERAL MUSIC, THAT IS SOMETHING WE OFFER FOR ALL STUDENTS SO THAT THEY'RE AGAIN GETTING FAMILIAR WITH MUSIC. OKAY, CAN YOU LET ME KNOW WHICH ELEMENTARY SCHOOLS THAT ARE FIFTH GRADE VERSUS SIXTH GRADE ARE ARE THEY ARE THEY GETTING BAND OR NOT? I KNOW CHOIR IS FUN BECAUSE EVERYBODY LIKES TO SING. ANY OTHER QUESTIONS? BOARD PRESIDENT. SORRY. ONE MORE. SURE. SO AS YOU'VE SEEN ON ENJOIN, A LOT OF DISTRICTS ARE POSTING THEIR ARTS EDUCATOR POSITIONS. I JUST WANT TO MAKE SURE THAT WE'RE NOT GOING TO GET BEHIND IN HIRING OF ADDITIONAL TEACHERS. SO IS THERE A PLAN FOR THAT? AFTER WE CONSULT WITH THE WITH THE SITES TO FIRM UP WHAT THE DESIRE IS, WE'LL WORK WITH OUR PARTNERS IN HR AND WITH EXECUTIVE CABINET FOR THOSE NEXT STEPS. AND SO I DON'T HAVE A DATE, BUT I KNOW THAT IS PART OF WHAT WE NEED TO ENSURE BEFORE WE MAKE NEXT STEPS. OKAY. I JUST HOPE THERE'S A LITTLE BIT OF URGENCY IN THAT BECAUSE WE ARE APPROACHING JUNE AND WE'RE GOING TO LOSE CANDIDATES. OKAY. THANK YOU. ANY OTHER QUESTIONS? I JUST WANT TO MAKE A COMMENT ON YOUR PRESENTATION. I LOVED WHERE YOU'RE AT WITH THE STRENGTHS. THAT WAS NICE TO SEE THE GREEN AND THEN WHERE THE OPPORTUNITIES WERE. SO THANK YOU FOR VISUALLY SHOWING THAT, BECAUSE THAT THAT HELPED ME A LOT TO TO SEE WHERE WE CAN GROW IN IT. I THINK AS A BOARD, IF THE NEED IS FOR US TO HELP SUPPORT WITH ADDITIONAL RESOURCES, WHEREVER THAT MIGHT BE AND HOW THAT HAPPENS WITH A PLAN, OBVIOUSLY, BUT THAT SHOWS US [00:40:07] VISUALLY WHAT WE'RE TRYING TO WORK TOWARDS. SO THANK YOU FOR THAT. MISS ANYBODY. THANK YOU. I APPRECIATE YOUR PRESENTATION. THANK YOU. TEAM, I DO WANT TO REITERATE ON JUST JUST SO YOU KNOW, WE'VE LOOKED AT THE CREDENTIALS ACROSS OUR DISTRICT AND THE POTENTIAL THAT WE HAVE STAFF HERE IN FONTANA THAT CAN SERVE IN SOME OF THESE POTENTIAL POSITIONS THAT WILL COME UP IS GREAT. SO WE'RE EXCITED ABOUT THAT. THANK YOU. THANK YOU FOR THAT. ANY OTHER COMMENTS OR QUESTIONS? THANK YOU SO MUCH, TEAM, FOR THAT PRESENTATION. ALL RIGHT. NEXT ON THE AGENDA IS OUR OPPORTUNITY FOR PUBLIC COMMENT. AND THIS IS WHERE WE WELCOME. THE FONTANA HIGH SCHOOL DISTRICT WELCOMES COMMENTS FROM OUR COMMUNITY AND STAKEHOLDERS. INDIVIDUAL SPEAKERS WILL BE ALLOWED FIVE MINUTES TO ADDRESS THE BOARD ON AGENDA AND NON AGENDA ITEMS. GOVERNMENT CODE SECTION 54954.2 PROHIBITS THE GOVERNING BOARD FROM DISCUSSING OR ACTING ON ANY MATTER THAT'S NOT ON THE PUBLISHED AGENDA. BOARD MEMBERS MAY ASK QUESTIONS FOR CLARIFICATION OR COMMENTS MADE, AND, IF APPROPRIATE, MAY REFER THE MATTER TO THE SUPERINTENDENT OR HER DESIGNEE. HOW MANY PUBLIC COMMENT CARDS DO WE HAVE TODAY? THANK YOU, BOARD PRESIDENT. WE HAVE 14. OKAY. AND I'LL START WITH THREE THAT ARE PAPER CLIP TOGETHER. AND THAT'S EVELYN ARIAS, MARIA BARABINO, AND MARIA ARIAS. AND AS YOU'RE MAKING YOUR WAY UP IS THERE A NEED FOR INTERPRETATION TODAY? THERE WILL BE FOR ONE MRS ONE. ALL RIGHT. WE'LL WORK WITH HER IN A MINUTE, THEN. THANK YOU. I AM EVELYN ARIAS. PLEASE. HELP US. SPECIAL NEEDS. 200 AND FONTANA. PLEASE PROVIDE NEEDED SERVICES TO THE PUBLIC. PLEASE PRAY FOR US. SO THERE IS A. CHANGE IN SPECIAL EDUCATION. WE WANT TO BE ABLE TO BOARD. WE'D TO HAVE FUN. AND TO. LEARN. I WANT TO BE A POLICEWOMAN. THANK YOU. GOOD EVENING. BOARD MEMBERS, SUPERINTENDENT AND BODY MEMBERS OF THE PUBLIC. I WANT TO ALSO CONGRATULATE OUR STUDENT MEMBER. YOU WILL BE GREATLY MISSED. AND KEEP DOING WHAT YOU'RE DOING. SPEAK ON BEHALF OF OUR CHILDREN BECAUSE THAT'S WHAT I'M DOING HERE TODAY. I AM SPEAKING ON BEHALF OF THE SPECIAL EDUCATION CHILDREN IN MY CHILD THAT I BELIEVE HAS MISSED A LOT. AND BY JUST LOOKING AT THIS GREAT PRESENTATION, I CONTINUE NOT SEEING SPECIAL EDUCATION CHILDREN IN BANDS IN THE ARTS, AND THIS IS A GREAT OPPORTUNITY FOR THIS BOARD TO GROW IN THAT AREA. I VERY MUCH RECALL WHEN SUPERINTENDENT EMBODY JOINED THE FONTANA. YOU STATED VERY CLEARLY, I'M GOING TO STEP UP THE BAR. I ASK YOU, STEP UP THE BAR FOR OUR SPECIAL EDUCATION CHILDREN, BECAUSE WITHIN THE 18 YEARS THAT I'VE BEEN HERE, I HAVE NEVER BEEN OFFERED ANY ART PROGRAM FOR MY STUDENT, NOR ANY OPPORTUNITY FOR HER TO JOIN THE BAND MUSIC. AND SHE COULD VERY MUCH DO IT. AS YOU CAN SEE, SHE'S CAPABLE OF DOING IT, BUT SHE NEEDS TO HAVE THOSE OPPORTUNITIES AND THAT HAS BEEN DENIED FOR YEARS. SO AGAIN, I'M HERE TO SPEAK ON BEHALF OF OUR SPECIAL CHILDREN, EDUCATION CHILDREN WITHIN FUSD. I BELIEVE YOU HAVE ROUGHLY 4600 STUDENTS WITHIN KALPA, WITHIN USD, AND I HAVE REQUESTED MULTIPLE TIMES FOR USD TO LOOK INTO HAVING YOUR OWN IN-HOUSE LEGAL COUNSEL. WHY, YOU MAY ASK? BECAUSE I HAVE LEARNED THAT SOME OTHER DISTRICTS ARE DOING THIS, AND WHY ARE THEY DOING TO SAVE TAXPAYER FUNDS, TO TAKE TO ALSO REDUCE THE LITIGATION THAT IS GOING ON IN SPECIAL EDUCATION? [00:45:01] THANK YOU TO THE SUPERINTENDENT. I MET WITH HER TODAY OVER THE OVER TEAMS, AND I HAVE LEARNED THAT SHE HAS ALREADY CONTACTED MR. RICKY ELIAS, WHO HAPPENS TO BE A REPRESENTED AT THE WEST TALPA, WHO IS ACTUALLY WORKING WITH THE WITH THEIR OWN IN-HOUSE LEGAL COUNSEL AND HAVE SEEN GREAT BENEFITS. I WANT TO ENSURE THAT THAT INFORMATION THAT SHE OBTAINED FROM MR. ELIAS DOESN'T STAY THERE, BECAUSE I ASKED HER IF THE BOARD HAS BEEN INFORMED AND HAVE HAD ALL THIS INFORMATION, AND I BELIEVE YOU HAVEN'T. SO THE NEXT STEP WOULD WOULD BE I WOULD LIKE TO ASK FOR THE BOARD TO HOLD A MEETING TO DISCUSS WHAT WOULD IT TAKE FOR FUSD TO HAVE THEIR OWN LEGAL COUNSEL, BECAUSE WE ARE TRYING TO ENSURE THAT OUR CHILDREN ARE ALSO TAKING INTO ACCOUNT AND ARE ALSO PART OF THE EDUCATION THEY HAVE A RIGHT TO, TO GROW, TO READ, TO PARTICIPATE. BUT IT'S VERY SAD THAT WE DON'T SEE IT. AT LEAST I DON'T SEE IT. I HAVE BEEN AT THIS BOARD MANY, MANY FOR SEVERAL YEARS, AND I HAVE NOT SEEN THE PARTICIPATION THAT YOU ALL WANT EVERY OTHER KID TO BE. SO IF YOU WANT EQUITY, IF YOU WANT TO SEE YOUR CHILDREN SUCCEED, I WANT THE SAME FOR OUR SPECIAL EDUCATION CHILDREN. ON ANOTHER ON ANOTHER SUBJECT, I REQUESTED PUBLIC RECORD REQUEST RECORDS. AND I WAS TOLD THAT THERE WOULD BE A FEE. THANK GOODNESS FOR GOOGLE. I HAVE FOUND THAT THE CALIFORNIA SCHOOL BOARD ASSOCIATION CAME UP WITH A NEWSLETTER WHERE THEY CLARIFY THAT NO PUBLIC AGENCY CAN RECOVER CWPPRA COSTS. SO IF THAT'S THE CASE, VOILA! ALL YOU GOT TO DO IS JUST PROVIDE ELECTRONIC DOCUMENTS TO ME. AND I WANT TO ASK AGAIN FOR LIKE THE THIRD TIME, MISS SUPERINTENDENT. ANYBODY, PLEASE ENSURE FUSD FOLLOWS THE LAW AND COMPLIES WITH THE CALIFORNIA PUBLIC RECORDS ACT REQUEST. AND LAST BUT NOT LEAST I WANT TO ENSURE THAT ANY AND ALL CHILDREN WITHIN FONTANA SPECIAL EDUCATION ARE ALSO ABLE TO SUCCEED AND HAVE AN OPPORTUNITY. THAT'S ALL WE'RE ASKING FOR OPPORTUNITIES FOR THEM TO SUCCEED. AND YOU HAVE SEEN EVELYN GROW. YOU HAVE SEEN HER HERE MANY TIMES. AND YES, SHE HAS A DIFFICULTY READING. BUT WHEN WE STARTED SCHOOL, THEY TOLD ME THAT SHE WILL NOT BE ABLE TO. THANK GOODNESS SHE HAS A MOTHER THAT IS VERY PERSISTENT AND YES, THAT CAN BE VERY STUBBORN, BUT ALL MY EFFORTS ARE PAYING OFF AND I WANT THE SAME THING FOR ALL THE CHILDREN. SO I'M HERE ONCE AGAIN TO ASK YOU TO RAISE THE BAR FOR OUR SPECIAL ED KIDS WITHIN FONTANA. THANK YOU. BOARD PRESIDENT. YES. I JUST WANT TO ENSURE THAT I AM UNDER THE UNDERSTANDING THAT OUR SPECIAL EDUCATION STUDENTS, JUST LIKE ALL OF OUR STUDENTS, HAVE ACCESS TO OUR ARTS EDUCATION PROGRAMS. SO I JUST WANT TO EMPHASIZE THAT IF THAT'S NOT HAPPENING, JUST TO LET US KNOW, BUT I BELIEVE THAT WE ARE DOING THAT. BUT IF WE COULD STEP THAT UP EVEN MORE, THEN PUT THAT INTO YOUR HANDS. THANK YOU DOCTOR. MR.. MISS BARABINO RIGHT? POR FAVOR, QUANDO MASSA COMMUNICATE IN ESPANOL. SO TENEMOS INTERPRET AHI Y SI PUEDES QUANDO ARBOLES PUEDE SER PARA LA PERSONA PUEDEN INTERPRETAR BIEN AC NO TENEMOS INTERPRETAR EL ULTIMO SOMOS CONJUNTO. AND YOU HAVE SHE HAS PROVIDED THE. GOOD EVENING, BOARD MEMBERS. I REINSTATED A BROWN ACT COMPLAINT WITH USD ON MAY 1ST, 2024. I HAVE NOT RECEIVED A RESPONSE TO THIS REQUEST. I WANT TO LEARN IF USD IS REQUIRED TO RESPOND TO COMPLAINTS PER THEIR BOARD POLICY. WHY ARE YOU NOT RESPONDING TO MY COMPLAINT REQUEST? ARE YOU EXCLUDING ME OR IS MY COMPLAINT NOT IMPORTANT TO YOU? AT THE BOARD MEETING OF MAY 1ST, I ALSO RESUBMITTED A PUBLIC RECORD REQUEST. YOU HAVE NOT RESPONDED. I AM REQUESTING THE FOLLOWING INFORMATION. THE DATE WHEN BOARD MEMBER SANDOVAL BECAME A MEMBER OF SANDBAGS. THE DATE WHEN SHE STOPPED BEING A MEMBER OF SANDBAGS, AND WHY SHE TERMINATED HER MEMBERSHIP. ANY DOCUMENTS INDICATING HOW BOARD MEMBER SANDOVAL BECAME A SANDBAGS MEMBER. ANY EMAIL COMMUNICATION IN REGARDS TO SANDBAGS FROM JANUARY 1ST, 2020 THROUGH TODAY, I AM AN ELDERLY PERSON WITH INCOME LIMITATIONS, SO I AM ASKING FOR YOU TO WAIVE ANY CHARGES FOR PROVIDING RECORDS, MISS BARABINO. MEMBER OF THE YOUTUBE MOVEMENT. THANK YOU. NEXT WE HAVE YVONNE QUINTO. AND ON DECK IS NAYELI SALGADO. MY NAME IS YVONNE QUINTO AND I TEACH AT FONTANA MIDDLE SCHOOL. I'M STANDING BEFORE YOU TODAY TO ADDRESS THE CONCERNS ABOUT THE SAFETY OF STUDENTS AND STAFF MEMBERS AT FMS. FMS WAS BUILT IN 1927. THE SIZE OF THE L BUILDING CLASSROOMS WAS FIT FOR THE POPULATION AT THAT TIME. TODAY WE ARE EXPECTED TO TEACH AT A 35 TO 1 STUDENT TEACHER RATIO IN THE SAME CLASSROOMS. THIS HAS CAUSED CRAMPED ENVIRONMENTS FOR TEACHING AND LEARNING. THESE ROOMS HAVE LIMITED OUTLETS DUE TO THE OUTDATED ELECTRICAL SYSTEM, SO EXTENSION CORDS ARE STRUNG AROUND THE ROOM FOR STUDENTS TO CHARGE THEIR LAPTOPS. IN MAY 2022, A TEACHER IN L1 SUFFERED FROM A FALL IN THE CLASSROOM DUE TO THESE CRAMPED CONDITIONS. IN ADDITION, THIS BUILDING IS ALSO NOT ADA COMPLIANT. THE DOORS ARE TOO NARROW FOR A WHEELCHAIR TO FIT BETWEEN, AND THERE IS NO ELEVATOR FOR DISABLED PERSONS TO ACCESS UPSTAIRS. LET'S NOT EVEN MENTION THE ASBESTOS PRESENCE IN THE WALLS. LET'S MOVE ON TO THE LIFE THREATENING CONDITIONS THAT ARE PRESENT IN THE BUILDING TODAY. IN 2018, I MOVED TO L4, WHICH HAD A MUSTY CAT URINE STENCH. I BEGAN TO HAVE HEADACHES AND WEAK SPELLS IN WHICH I FELT I WAS GOING TO FAINT. I PLACED A WORK ORDER IN AUGUST 2018 TO CHECK FOR MOLD. IT WAS. IT WAS. I WAS PRESENT THE DAY THAT THE TEST WAS COMPLETED. I NEVER RECEIVED THE RESULTS. I INQUIRED ABOUT THE RESULTS. IN MAY 2019, LARRY WILKIE AND I TRIED TO MAKE A DATE TO MEET UP SO THAT WE COULD CONDUCT THE TEST BECAUSE THERE WAS NO RECORD OF THE FIRST TEST THAT WAS TAKEN, OUR TIMING NEVER MATCHED. INSTEAD, HE SAID HE WOULD COMPLETE THE TEST IN 2019. I REACHED OUT TWICE FOR RESULTS THAT SUMMER AND NEVER GOT A RESPONSE. TILL THIS DAY. I DO NOT KNOW WHAT THE TEST RESULTS WERE. IN AUGUST 2019, THE TEACHER ACROSS FROM ME AND L3 AND L5 PLACED WORK ORDERS ADDRESSING A SEWAGE ODOR FROM THE STAFF RESTROOM NEXT TO THE CLASSROOMS THAT WERE FILTERING INTO THE ROOMS. FAST FORWARD TO THIS PAST FRIDAY, MAY 24TH. IT WAS DISCOVERED THAT THERE IS IN FACT A SEWAGE SPILL UNDER THE L BUILDING HERE AT MS. THE SAME TEACHER THAT I MENTIONED EARLIER WHO WAS AN L3 OPENED AN ENTRANCE TO THE CRAWL SPACE UNDER THE BUILDING WHICH WAS LOCATED IN HER CLASSROOM CLOSET. TO HER SURPRISE, SHE FOUND SITTING WATER WHICH CONTAINED WHAT LOOKED LIKE TOILET PAPER, TRASH, TAMPONS, AND MOVING ORGANISMS RIGHT BENEATH HER CLASSROOM, A SPECIAL ED CLASSROOM. I HELPED HER TAKE PHOTOS AND VIDEO VIDEOS OF THIS DISTURBING SIGHT. I EVEN HAD HER FLUSH THE TOILET NEXT DOOR MULTIPLE TIMES TO CONFIRM THAT THE WATER WAS FLOWING FROM THE FLUSHING TOILET WATER. IF YOU VISIT THE L BUILDING, YOU WILL SEE THE SIDES OF THE BUILDING VENTS THAT AIR OUT THE CRAWL SPACE. [00:55:04] THESE ARE FACING OUR STUDENTS LUNCH AREA. WHO KNOWS HOW LONG THE SITTING WATER HAS BEEN THERE. BUT THE TRUTH IS, ALL STUDENTS AND STAFF HAVE BEEN BREATHING THIS TOXIC WASTE. COULD THIS BE THE REASON OUR STAFF AND THE L BUILDING HAS BEEN EXPERIENCING HEALTH ISSUES IN THE LAST FIVE YEARS? THE SEWAGE SPILL WAS REPORTED TO THE DISTRICT ON FRIDAY AND BARELY, BARELY ADDRESSED BY THE HELP OF ROY ROGERS. VISITING OUR SITE YESTERDAY. AND NOW ACTION IS BEING TAKEN PLACE TO THE WORK ON THIS CURRENT ISSUE. THE SAME TEACHER WHO DISCOVERED THE SPILL HAS ONGOING HEALTH ISSUES IN THE LAST THREE YEARS. HER MEDICAL RECORDS WILL SHOW THAT SHE HAS SEEN MULTIPLE SPECIALISTS TAKEN MULTIPLE TESTS TO FIND OUT WHAT IS CAUSING HER ONGOING AILMENTS, WHICH INCLUDE AND ARE NOT LIMITED TO INFLAMMATORY, NASAL AND GUT ISSUES, VERTIGO, FAINTING, BRAIN FOG, BURNING SENSATIONS ON HER SKIN, AND JOINT PAIN. SHE IS PRESENT TODAY AND I SPEAK FOR HER AND MY OTHER COLLEAGUES WHO HAVE HAD MAJOR HEALTH ISSUES IN THE LAST FIVE YEARS. LET ME SHARE A FEW. 2017 A TEACHER UPSTAIRS BEGAN TO HAVE UNEXPLAINABLE ASTHMA ATTACKS THAT SENT HER TO THE E.R. MULTIPLE TIMES. SHE HAS SINCE DEVELOPED SENSITIVITY TO FRAGRANCE AND CHEMICALS. IN 2022, SHE PASSED OUT AFTER A STUDENT SPRAY PERFUME AROUND HER, AND SHE NOW HAS PERMANENT DAMAGE IN HER NECK FROM BULGING DISC. SHE NEVER HAD AN AUTOIMMUNE DISEASE UNTIL SHE MOVED TO THIS L BUILDING IN 2022. TWO DIFFERENT TEACHERS DOWNSTAIRS WERE HOSPITALIZED FOR GUT RELATED HEALTH ISSUES. AT THE SAME TIME, IN 2023, I WAS EXPERIENCING THE SAME HEADACHES AND WEAK SPELLS IN MY RELOCATED ROOM IN THE A BUILDING LOCATED TO THE L NEXT TO THE L BUILDING. I SUFFERED ANAPHYLACTIC SHOCK THREE TIMES IN A YEAR. I AM NOW TAKING TWO ALLERGY MEDICINES AND I HAVE TO CARRY AN EPIPEN FOR UNEXPLAINED ALLERGIES. IS IT A COINCIDENCE THAT THESE ISSUES ARE OCCURRING TO THE TEACHERS LOCATED IN THE SAME LOCATION? FROM MY UNDERSTANDING, FMS WAS SUPPOSED TO BREAK GROUND FOR A NEW BUILDING LAST SUMMER. THE DATE WAS PUSHED TO APRIL 2024 AND STILL NO MOVEMENT. WE SEE A NEW MIDDLE SCHOOLS BEING BUILT IN NORTHERN FONTANA, WHILE STUDENTS AND TEACHERS AT FMS ARE LITERALLY TEACHING ABOVE SEWAGE SPILLS AND WRITING CLASSROOMS, I LEAVE. EXCUSE ME, I LEAVE YOU WITH THESE QUESTIONS. WILL YOU BE NOTIFYING THE COMMUNITY ABOUT THE SPILL, THE SEWAGE SPILL AT FMS? WHAT TEST WILL BE COMPLETED TO ENSURE THAT OUR STUDENTS AND STAFF ARE SAFE TO RETURN TO FMS NEXT SCHOOL YEAR? WHEN WILL FSDP TRANSPARENT WITH TEST RESULTS, WHETHER POSITIVE OR NEGATIVE, FOUND IN THE ENVIRONMENT AND WHY ARE THE RESULTS HIDDEN IF EVERYTHING IS OKAY? WHAT HAPPENED TO THE MONEY THAT WAS SET ASIDE FOR FMS? BE REBUILT AND WHY ARE OTHER PROJECTS THAT ARE NOT INSTRUCTION RELATED TAKING PRIORITY OVER OUR ROTTING BUILDING? WE WANT ANSWERS AND WE WILL ENSURE THAT THE PUBLIC KNOWS THAT THERE IS NOT AN IMMEDIATE RESPONSE TO THESE QUESTIONS. THANK YOU FOR LISTENING. I WILL ASSUME THAT STAFF IS WORKING ON THAT ISSUE AT FMS. YES. OKAY. BUT BOARD PRESIDENT. CAN I CAN I REQUEST THAT WE BE UPDATED AS THE BOARD AS WELL? BECAUSE I THINK WE NEED I WAS ALWAYS INFORMED THAT IT WAS MOVING ALONG. AND SO THE FACT THAT IT HAD TO COME TO A BOARD MEETING, THAT MEANS WE'RE NOT DOING WHAT WE'RE SUPPOSED TO BE DOING. SO WE NEED TO MOVE FASTER. YEAH, I APPRECIATE THAT. YEAH. WE'LL WORK ON THAT. THANK YOU. MICKEY. THANK YOU VERY MUCH. GOOD EVENING TO ALL THE BOARD MEMBERS, TO SUPERINTENDENT IN BODY AND TO THE FONTANA COMMUNITY. MY NAME IS NAYELI AND I'M A MEMBER OF THE CIVIL REVIEW BOARD. ANOTHER MONTH HAS COME AND GONE, AND STILL NO PARENTAL NOTIFICATION POLICY ON THE AGENDA OR DISCUSSION ITEM. 5145.3, ALSO KNOWN AS THE SECRECY POLICY THAT I KEEP BRINGING UP MONTH AFTER MONTH. A FEW MONTHS AGO, MONTHS BACK, I HAD BROUGHT TO YOUR ATTENTION A CASE WHERE TWO TEACHERS WON THEIR CASE AGAINST ESCONDIDO UNION SCHOOL DISTRICT CASE MARABOLI VERSUS OLSON. THEY EXPANDED THEIR LAWSUIT AND WENT AFTER THE CALIFORNIA GOVERNOR AND THE ATTORNEY GENERAL, ROB BONTA. ON APRIL 29TH, THE AG ROB BONTA ADMITTED IN FEDERAL COURT UNDER OATH THAT THERE IS NO SUCH LAW THAT REQUIRES SCHOOL DISTRICTS TO KEEP SECRETS. INFORMATION FROM PARENTS. I PROVIDED A COPY TO YOUR SECRETARY OF HIS STATEMENTS, AND I WILL QUOTE HERE STARTING IN PAGE EIGHT, LINE 23, AND IT STATES ANY SPECIFICALLY AND SPECIFICALLY TO ANSWER YOUR QUESTION ABOUT WHO HAS ENFORCEABLE POWERS OVER THOSE GUIDELINES, THOSE ARE NOT ENFORCEABLE GUIDELINES. SO THERE'S NO ONE ON THE STATE WHO'S ACTUALLY GOING TO ENFORCE THOSE GUIDELINES. AND TO THE EXTENT THAT USDE BELIEVES THAT IT HAD TO FOLLOW THOSE GUIDELINES AS A MANDATE OF THE STATE LAW, THAT THAT IS JUST AN INCORRECT ASSUMPTION. SUPERINTENDENT EMBODY, DIDN'T YOU STATE TO ME THAT THERE WAS A STATE LAW THAT REQUIRED THE DISTRICT TO HAVE SUCH A REGULATION IN PLACE? THIS WAS AT YOUR COFFEE WITH THE SUPERINTENDENT EVENT. YOU SAID YOU WOULD PROVIDE ME THE LAW. YOU NEVER DID. YOU LIED. YOU LIED BECAUSE THERE IS NO SUCH LAW CURRENTLY REQUIRING SCHOOLS TO KEEP INFORMATION, KEEP SECRETS FROM PARENTS. THE DEMOCRATS IN SACRAMENTO TODAY PASSED A BILL AB 1955, TO ALLOW FOR SCHOOL DISTRICTS TO KEEP SECRETS FROM PARENTS AND TO TAKE AWAY THE [01:00:06] POWER OF LOCAL SCHOOL BOARDS TO MAKE LOCAL POLICIES IN REGARDS TO PARENTAL NOTIFICATION. KNOWING THAT CALIFORNIA HAS A SUPERMAJORITY OF DEMOCRATS, AB 1955 WILL MOST LIKELY PASS AND BE SIGNED INTO LAW BY THE GOVERNOR. BECAUSE DEMOCRATS ARE AGAINST PARENTS. THIS WILL BE THIS WILL GET CHALLENGED, OF COURSE, IN COURTS BECAUSE THESE LAWS ARE UNCONSTITUTIONAL. I'M HERE AGAIN TO FORMALLY REQUEST AN IMMEDIATE REPEAL OF R51 45.38. ROB BONTA HAS ADMITTED IN FEDERAL COURT THAT THESE ARE SIMPLY GUIDELINES. THERE IS CURRENTLY NO STATE LAW, AND ANY DISTRICT WHO HAS THESE POLICIES IN PLACE HAVE AN INCORRECT ASSUMPTION. THOSE ARE HIS WORDS. WE ARE DEMANDING IMMEDIATE REPEAL OF R51 45.3 AND FOR A PARENTAL NOTIFICATION POLICY, BE ADOPTED LIKE THAT OF CHINO VALLEY UNIFIED SCHOOL DISTRICT. IF THESE TWO REQUESTS ARE NOT MET IMMEDIATELY, THIS DISTRICT WILL BE IN VIOLATION OF 20 US CODE 1232 GA ONE A, WHICH STATES THAT NO FUNDS SHALL BE MADE AVAILABLE UNDER ANY APPLICABLE PROGRAM TO ANY EDUCATIONAL AGENCY OR INSTITUTION WHICH HAS A POLICY OF DENYING OR WHICH EFFECTIVELY PREVENTS THE PARENTS OF STUDENTS WHO ARE OR HAVE BEEN IN ATTENDANCE AT SCHOOL. THE RIGHT TO INSPECT AND REVIEW EDUCATIONAL RECORDS OF THEIR CHILDREN. OUR HOPE IS THAT OUR BOARD, THIS BOARD DOES THE RIGHT THING FOR PARENTS, THE FAMILY EDUCATION, RIGHTS AND PRIVACY ACT. FERPA PROVIDES RIGHTS TO PARENTS REGARDING THEIR CHILDREN'S EDUCATIONAL RECORDS. PURPA GIVES THESE RIGHTS TO CUSTODIAL, CUSTODIAL AND NON-CUSTODIAL PARENTS ALIKE. UNLESS THERE IS A COURT ORDER, LEGALLY BINDING DOCUMENT OR STATE LAW. THIS IS PROBABLY WHY CALIFORNIA DEMOCRATS ARE WORKING TO PASS AB 1955. IT IS VERY SAD TO SEE HOW THE DEMOCRATIC PARTY IS WORKING SO HARD TO TAKE AWAY PARENTAL RIGHTS AND EVENTUALLY TAKE AWAY SOMEONE'S CHILDREN FROM THEIR LOVING HOMES. I HOPE THIS COMMUNITY STARTS OPENING UP THEIR EYES TO THE DEMOCRATIC PARTY AND THEIR AGENDA, THEIR AGENDA OF RESTRICTING PARENTAL RIGHTS AND OF PUSHING THESE GENDER IDEOLOGY. POLICIES THAT GO AGAINST A PARENT'S PERSONAL AND RELIGIOUS BELIEFS. WHAT IS HAPPENING UP IN SACRAMENTO SHOULD CONCERN EVERY PARENT ACROSS THE STATE. THESE CHILD PREDATORS ARE TRULY COMING FOR OUR CHILDREN AND THE PUBLIC SCHOOLS ARE BECOMING GROOMING CAMPS FOR THESE PREDATORS. I TRULY HOPE THERE IS A GREAT PARENT REVOLT AND EXODUS FROM THESE PUBLIC SCHOOLS ACROSS THE STATE FOR PEOPLE DEFENDING THESE SECRECY POLICIES, CLAIMING THEY ARE OUTING THESE CHILDREN TO PARENTS, GOING ALONG WITH THE NOTION THAT IT IS PROTECTING THESE CHILDREN FROM ABUSE AT HOME. IT IS YOU, IN ACTUALITY, THE ONE WHO IS BREAKING THE LAW. LOOK UP PENAL CODE 11166, SECTION C TO PARAPHRASE. THANK YOU. THANK YOU. BOARD PRESIDENT, IF I MAY. I WANT TO MAKE SURE BECAUSE AFTER EVERY COFFEE WITH THE COMMUNITY, I ALWAYS PUT THE FAQS UP BASED ON QUESTIONS ASKED IN EVERY MEETING. SO WE'LL DOUBLE CHECK THAT INFORMATION THERE. THAT'S WHERE WE POST EVERYTHING. ALL RIGHT. THANK YOU SO MUCH FOR THAT. NEXT WE HAVE BEN PRATT. PRATT. THIS THING ON. YEAH. HOW ARE YOU GUYS DOING TONIGHT? I APPRECIATE THE CHANCE FOR Y'ALL LETTING ME COME SPEAK. I'M HERE BECAUSE I WANT TO SAY THANKS TO THE BOARD AND TO THIS DISTRICT AT CITRUS HIGH SCHOOL, THE IBEW, WHICH I'M THE VICE PRESIDENT OF. THAT'S THE ELECTRICIANS UNION HERE IN SAN BERNARDINO COUNTY. WE JUST HAD OUR FIRST PRE-APPRENTICESHIP GRADUATION AT CITRUS HIGH SCHOOL, AND IT WAS GREAT, MAN. THE FACILITIES WERE BEAUTIFUL. MR. PEREZ CAME ALL THE WAY FROM DESERT HOT SPRINGS TO ATTEND AND SUPPORT THESE YOUNG MEN AND WOMEN THAT ARE TRYING TO PURSUE A CAREER IN THE TRADES. AND THAT BRINGS ME TO MY NEXT POINT. I LOOK FORWARD TO HOPEFULLY BEING ABLE TO DISCUSS IN THE FUTURE WITH YOU GUYS PATHWAYS INTO THE BUILDING TRADES, YOU KNOW, WHETHER IT BE ELECTRICIANS PLUMBERS, IRONWORKERS, YOU NAME IT. FOR OUR NON COLLEGE BOUND KIDS, YOU KNOW, FOR PEOPLE FOR WHOM THAT'S JUST NOT AN AN OPTION, THERE'S GOT TO BE A BETTER WAY. WHAT WE OFFER THESE KIDS IS A FIVE YEAR EDUCATION, WHERE YOU GO TO SCHOOL TWICE A WEEK AT NIGHT AS YOU EARN MONEY AND GRADUALLY. [01:05:01] YOUR PAY RATE INCREASES OVER THAT FIVE YEAR PERIOD. AND WHEN YOU COMPLETE THE PROGRAM YOU'RE EARNING A SIX FIGURE INCOME. AND SO AGAIN, I DON'T WANT TO TAKE UP TOO MUCH OF EVERYBODY'S TIME TONIGHT, BUT I WOULD LIKE TO ENGAGE THE BOARD IN THE FUTURE ABOUT YOU KNOW, FURTHER DISCUSSION OF THESE PATHWAYS AND HOW WE CAN BUILD A PARTNERSHIP WITH FONTANA UNIFIED TO MAKE SURE THAT EVERYBODY HAS A CHANCE YOU KNOW, TO MAKE A GOOD LIVING IN THEIR OWN COMMUNITY, YOU KNOW, WITHOUT HAVING TO TRAVEL SOMEWHERE ELSE OR MOVE TO A DIFFERENT STATE. THAT'S ALL I GOT. I APPRECIATE THE TIME. THANK YOU. BILL. WE. BILL, WHAT? WHAT UNION ARE YOU FROM? I'M FROM IBEW LOCAL 477. THAT'S THE INTERNATIONAL BROTHERHOOD OF ELECTRICAL WORKERS, AND WE COVER ALL OF SAN BERNARDINO COUNTY AND JOHAN MONO COUNTIES. AND THAT'S A VERY OLD NAME. AND WE ARE VERY DIVERSE, AND WE HAVE A LOT OF SISTERS TO. AND I DON'T WANT THAT NAME TO BE MISLEADING. WE'RE WE HAVE A VERY ROBUST WOMEN'S CONFERENCE, AND PEOPLE FROM EVERY WALK OF LIFE. AND AGAIN, I, I LOOK FORWARD TO ANY OPPORTUNITY THAT I CAN TO HAVE WORK WITH YOU GUYS AND GIVE OUR KIDS A. A GOOD LIVING. ARE YOU PART OF THE UNION THAT WORKS WITH THE JOB CORPS AS WELL? NO, MA'AM. NO, THAT'S THAT'S A DIFFERENT. WE'RE OUR OWN SEPARATE ENTITY. GOT IT. THANK YOU. ANY OF OUR UNIONS OUT THERE? THE CARPENTERS UNION. THE LABORERS UNION. YOU KNOW, I THINK WE ALL DESERVE A SEAT AT THE TABLE. AND, YOU KNOW, AND I THINK ALL KIDS DESERVE A SLICE OF THE PIE, YOU KNOW? SO THEY DO. I'M NOT JUST TALKING ONLY FOR US. I'M TALKING FOR ALL THE TRADES. AND AGAIN, THE FACILITIES WERE BEAUTIFUL, AND AND I REALLY APPRECIATE YOU GUYS FOR PLACING SOME IMPORTANCE ON THE BUILDING TRADES AT THE HIGH SCHOOL LEVEL. YEP. THANK YOU SO MUCH. THANK YOU FOR YOUR PARTNERSHIP. NEXT WE HAVE. THANK YOU, IYANA BALOGUN. FORMER SCHOOL BOARD MEMBER. YES. THANK YOU FOR THAT. GOOD EVENING. BOARD PRESIDENT MARK SERNA AND CABINET SUPERINTENDENT MICKEY EMBODY FAMILY AND ONLINE COMMUNITY. MY NAME IS DOCTOR AYANA BALOGUN, AND I'VE BEEN A FAITHFUL, LOYAL RESIDENT OF FONTANA FOR OVER 20, OOH, 24 YEARS. SO TONIGHT I'M HERE AS A REPRESENTATIVE OF THE PRESIDENT OF IFC, WHICH IS AN AFFILIATE OF A NATIONAL ORGANIZATION. IFC STANDS FOR THE INLAND EMPIRE ALLIANCE OF BLACK SCHOOL EDUCATORS, AND THE NATIONAL ORGANIZATION IS THE NATIONAL ALLIANCE OF BLACK SCHOOL EDUCATORS. AND I'M HERE WITH SOME OF MY COLLEAGUES TONIGHT, AND WE JUST WANT TO GIVE YOU A COUPLE OF CONGRATULATIONS. I HAVE A COUPLE OF CONCERNS, BUT OF COURSE, WE THE CONGRATULATIONS OVERSHADOW THAT. SO I WANT OUR ORGANIZATION AWARDED A SCHOLARSHIP TO A YOUNG SCHOLAR BY THE NAME OF JEDEDIAH MARIE HENRY, WHO WANTS TO GO INTO EDUCATION. SHE'S GOING TO BE A FUTURE EDUCATOR. SO LAST WEEK OR LAST WAS A COUPLE WEEKS AGO. IT WAS A COUPLE OF WEEKS AGO THAT SOME OF OUR MEMBERS CAME OUT AND AWARDED HER AN 1000 $1,000 SCHOLARSHIP FOR BEING A FUTURE EDUCATOR, AND SHE GIVES THAT PRAISE TO HER HISTORY TEACHER AND OUR SCHOOLS AND A.B MILLER. SO YOU THOUGHT YOU GUYS SHOULD KNOW THAT? YES. I ALSO LIKE TO SEND A SPECIAL SHOUT OUT WE ARE HERE IN SUPPORT OF YOUR NEW HIRE! CONGRATULATIONS TO DOCTOR JOHN RICHMOND, WHO WILL BE THE NEW PRINCIPAL AT SUMMIT HIGH SCHOOL. YOU KNOW, SUMMIT HAS A VERY, VERY SPECIAL PLACE IN MY HEART THAT NONE OF NOT THAT THE OTHER SCHOOLS DON'T MATTER. BUT ALL MY BABIES WENT THROUGH SUMMIT. MY SON, MY NEPHEWS, MY DAUGHTER, AND WE'RE TAKING VERY GOOD CARE OF THAT SUMMIT. SO CONGRATULATIONS TO DOCTOR RICHMOND FOR THIS NEW VENTURE. WE ARE HERE TO SUPPORT YOU. ALSO, I LIKE TO SEND A BIG CONGRATULATIONS ON THE PASSING OF THE EQUITY POLICY FOR 15. THAT IS A BIG FEAT FOR YOUR DISTRICT, FOR OUR DISTRICT TO PASS SUCH A POLICY, BECAUSE WE KNOW HOW IMPORTANT EQUITY IS. SOME OF THE LANGUAGE FROM THE POLICY ENSURES THAT EQUITY AND INCLUSION ARE ESSENTIAL PRINCIPLES OF YOUR DISTRICT, AND THAT IT COMMITS TO ACHIEVING EQUITY AND EXCELLENCE FOR EACH AND EVERY STUDENT. I REALLY LIKE THAT LANGUAGE, EACH AND EVERY STUDENT AND NOT ALL STUDENT, BECAUSE WE'VE BEEN DOING ALL AND ALL HAS NOT WORKED FOR ALL OF OUR STUDENTS. SO I LOVE THAT LANGUAGE EACH AND EVERY STUDENT. AND FINALLY, VALUING THE THE THE DIVERSITY AMONGST THE DISTRICT'S COMMUNITY, STUDENTS, STAFF, FAMILIES. SO VERY, VERY, VERY SUPER EXCITED ABOUT THIS NEW POLICY THAT YOU GUYS ARE GOING TO HAVE AS A DISTRICT. I ALSO SPECIAL SHOUT OUT TO DOCTOR MARCY POOLE FOR MAKING SURE TAKING THE LEAD ON THAT. [01:10:01] AND WE'RE HERE TO SUPPORT THAT WORK AS WELL. I DO HAVE A COUPLE OF CONCERNS. THERE HAS BEEN SOME COMMENTS MADE ABOUT MTSS AND THE EFFECTIVENESS OF OUR MTSS AND THIS DISTRICT AND FONTANA BEING ONE OF THE FEW DISTRICTS THAT HAS AN MTSS DEPARTMENT. I'VE ALWAYS APPLAUDED AND SALUTED THIS EFFORT, BUT I THINK THERE MAY BE SOME MIS MIXED MESSAGING ABOUT THE WORK THAT MTSS DOES AS IT PERTAINS TO Y. MTS WAS A STATE INITIATIVE IN THE FIRST PLACE. WE KNOW THAT THERE'S A DISPROPORTIONATE NUMBER OF SPECIAL ED STUDENTS AND STUDENTS THAT ARE REFERRED FOR DISCIPLINE PROBLEMS. AND SO THE THE STATE TOOK A STANCE ON MAKING SURE PREVENTION AS WELL AS SUPPORTS ARE IN PLACE TO SUPPORT THAT FROM HAPPENING. SO I JUST WANT TO GIVE THAT BACKGROUND SO THAT WE KNOW WHY MTSS EXISTS. ANYWAY, IT JUST BOTHERS ME THAT THESE COMMENTS KEEP COMING UP WITH ONE OF YOUR FONTANA TEACHERS. AND SO I THINK THE MESSAGING HAS TO BE CLEAR WITH THAT TEACHER ABOUT THE PURPOSE OF MTSS AND HOW IT IS POSITIVELY AFFECTING STUDENTS AND THE PBIS, AS WELL AS RESTORATIVE PRACTICES AND HOW THEY'VE BEEN ADDRESSING THESE ISSUES TO MEET AT EACH AND EVERY NEED. I LIKE TO SEND A SPECIAL SHOUT OUT TO ASSOCIATE SUPERINTENDENT OF STUDENT SERVICES CRAIG BAKER, AND TO PETER DANIELS FOR BEING SO RESPONSIVE TO OUR FAMILIES AS WE NEED THEM AND BEING HANDS ON IN THE COMMUNITY. AND FINALLY, I DO HAVE ONE CONCERN. I SENT AN EMAIL ON MAY 15TH TO DOCTOR EMBODY. I'M WAITING FOR YOUR RESPONSE. AND THAT REQUEST WAS TO HAVE A MEETING WITH YOU. SO THANK YOU FOR YOUR TIME AND I APPRECIATE THE WORK THAT YOU'RE DOING. BOARD MEMBERS, I KNOW IT'S NOT EASY WORK. BUT I JUST THOUGHT THAT YOU NEEDED TO HEAR FROM US, AND WE APPRECIATE YOU. HAVE A GOOD EVENING. THANK YOU. NEXT WE HAVE ROBERT FEQUET. AND DOCTOR SHELLY C BRADFORD IS ON DECK. GOOD EVENING, SUPER INTENDED IN-BODY PRESIDENT MARK SERNA AND MEMBERS OF THE BOARD. I'M ROBERT FEQUET, A FONTANA RESIDENT, PARENT, GRANDPARENT AND MEMBER OF THE FONTANA CIVIL REVIEW. BOARD. PLEASE NOTE THAT PUBLIC SPEAKING IS NOT MY THING. HOWEVER, IT'S IMPORTANT THAT SOMEONE HOLD THIS BOARD TO ACCOUNT ON BEHALF OF OUR CHILDREN AND THE STUDENTS IN OUR DISTRICT. AND I'M HERE ONCE AGAIN TO ADDRESS BOARD POLICY 0415 EQUITY. AND SO I'D LIKE TO TAKE A TRIP DOWN MEMORY LANE. LAST OCTOBER THE POLICY WAS PRESENTED AND IT WAS TABLED IN THIS BOARD SHARED THAT IT WOULD INVOLVE THE COMMUNITY. IN THE FIRST MEETING, I TOOK NOTES AND THE CONSENSUS WAS FROM THE PARTICIPANTS, MOSTLY DISTRICT EMPLOYEES. IN FACT, ALL DISTRICT EMPLOYEES WAS THE SYSTEM NEEDED TO BE DISMANTLED. WELL, MY CAREER IN THE AIRLINE INDUSTRY AND IN THE COMPANY, THE SYSTEM WAS THE PEOPLE AND THE PEOPLE ARE THE SYSTEM. FOR MONTHS. FOR MONTHS WE STOOD AT THIS PODIUM AND ASKED HOW THE COMMUNITY COULD BE INVOLVED, HOW WE COULD BE INVOLVED, HOW WE COULD ASK TO BE INVOLVED. AND NONE OF YOU, NOT JENNIFER, NOT MARY, NOT ADAM, NOT MARS, NOT MICKEY HAD COME DOWN AND ASKED, IT SOUNDS LIKE YOU'RE INTERESTED IN CRAFTING. HELP ME CRAFT A POLICY OR WHAT HAVE YOU. CAN WE GET YOUR INFORMATION TO YOU? BE INVOLVED. IT NEVER HAPPENED. NOT SURE WHY. IT JUST TELLS ME YOU DON'T WANT PARTICIPATION. APPARENTLY. I ASKED NAYELI, I ASKED DEJEAN, I ASKED OTHER MEMBERS OF THE CIVIL REVIEW BOARD. WERE THEY ASKED TO BE INVOLVED? THEY WEREN'T. WE ASK THIS BOARD, WHY DON'T WE FIRST START BY EXPLAINING OR DEFINING WHAT EQUITY IS BEFORE PASSING A POLICY, BECAUSE WE FELT THAT WAS IMPORTANT. BUT ONCE AGAIN, WE WERE IGNORED. WE POINTED OUT THAT THE COMMUNITY THAT WAS INITIALLY CENTERED ON DIVERSITY WAS REVIVED TO HELP CRAFT THE EQUITY POLICY. AND THIS COMMUNITY COMMITTEE WASN'T EVEN FOLLOWING ITS OWN COMPOSITION GUIDELINES AND ADHERING TO THE STRUCTURE SET FORTH. WE SHARED THAT AT THESE BOARD MEETINGS, AND ONCE AGAIN, WE WERE IGNORED. AND THEN HERE'S THE CATCHER. SO DEJEAN COMES UP. SHE'S GOT A STUDENT, I BELIEVE, AT SUMMIT AMBERLY. AND SHE SHARED WITH YOU HOW SOME OF THESE SOCIAL JUSTICE PROGRAMS AND INITIATIVES THAT ARE BEING PROMOTED BY THE DISTRICT HAS CAUSED DISCRIMINATION AND HARM TO HER CHILD. AND AGAIN WE WERE IGNORED. AT OUR LAST BOARD MEETING, THIS BOARD ADOPTED THE EQUITY POLICY. [01:15:04] EVEN AFTER EVERYTHING STATED ABOVE, MICKEY SHARED THAT THIS WAS THE FIRST STEP IN THE PROCESS. I DISAGREE. I DISAGREE. DEFINING THE TERM WOULD BE THE FIRST STEP IN GETTING THE COMMUNITY INVOLVED WOULD BE THE SECOND. OUR DISTRICT HAS HIRED AN EQUITY DIRECTOR AND HASN'T EVEN DEFINED THE TERM EQUITY. IN FACT, I'VE WITNESSED THREE DIFFERENT DISTRICTS HIRE EQUITY DIRECTORS AND ALL HAVE BEEN BLACK FEMALES. WHERE'S THE EQUITY IN THAT? IS THAT A REQUIREMENT? SO WHAT ARE THE PARAMETERS, WHAT ARE THE METRICS AND HOW WILL THIS BE MEASURED? HOW IS THIS GOING TO HELP IMPROVE OUR OVERALL SCORES AND OUTCOMES? WE WANT TO KNOW BECAUSE WE'RE CONCERNED WITH THAT. SO WE'RE NOW SEEING EXAMPLES OF WHERE D AND I AND OTHER GENERAL AGENDAS LIKE THAT ARE BEING BANNED AND HOW IT DIVIDES, SEPARATES AND SEGREGATES OUR STUDENTS. I ASKED THIS BOARD TO PAY CLOSE ATTENTION. BEFORE I END, JULIET, I WANT TO SAY THANK YOU. CONGRATULATIONS. WE'VE WE'VE WITNESSED YOUR GRACE AND AND YOUR INPUT ON THIS BOARD, AND IT'S A SPECIAL THING. SO CONGRATULATIONS ON YOUR ENDEAVORS. THAT'S THAT'S IMPORTANT. SO AND YOUR SUCCESS AND BEING THE VOICE OF THE STUDENTS, IT'S ALSO IMPORTANT. AND I ALSO JUST WANT TO SHARE THAT I SUPPORT THE USE OF LEGAL COUNSEL FOR OUR SPECIAL SERVICE SPECIAL NEEDS STUDENTS, IF IT WARRANTS IT. THANK YOU. GOOD EVENING, BOARD PRESIDENT LARSEN. GOOD EVENING. SUPERINTENDENT EMBODYING. EVERYONE ELSE. FIRST I WANT TO SAY I DID GET THE MESSAGE. PRESIDENT SARNO AND MY SON WAS IN THE HOSPITAL. YOUR CONCERN ABOUT HIM. I DO APPRECIATE THAT. I DIDN'T GET IT FROM ANYONE ELSE. MY SON WAS RUSHED TO THE HOSPITAL THROWING UP BLOOD AND WASN'T ABLE TO BREATHE, AND WAS IN THE HOSPITAL SEVERAL DAYS AND HAD HIS 39TH PROCEDURE JUST TO, FYI. BUT YOUR ONE DEPARTMENT THAT STEPPED UP WAS YOUR EMTS DEPARTMENT. THEY REACHED OUT, THEY CHECKED ON THEM ALL THE REST OF THAT. I'M HERE BECAUSE I WANT TO THANK. MR. BAKER AND HIS THAT WHOLE TEAM, MISS BROOKS. BECAUSE BEING THAT MY SON HAS BEEN A SPECIAL NEEDS STUDENT THROUGHOUT. HE JUST GRADUATED FROM SUMMIT. SO. YES, I HEARD YOUR SPEECH, AND I THOUGHT IT WAS VERY WELL SPOKEN, SO I WANTED TO SAY THANK YOU FOR YOUR WORDS. BUT MY SON HAD A ROCKY EDUCATION CAREER HERE IN FONTANA AS A SPECIAL NEEDS STUDENT. HE'S BEEN BULLIED BY STUDENTS. HE'S BEEN BULLIED BY TEACHERS. YOU KNOW, HE WENT THROUGH ALL OF THAT HERE. AND HAD IT NOT BEEN FOR THE MTSS DEPARTMENT THAT I CAN CALL BECAUSE THE SPECIAL ED DEPARTMENT OFFICE HERE DIDN'T HELP OTHER PEOPLE DIDN'T HELP. BUT I CAN CALL NO MATTER. EVEN BEFORE MR. BAKER GOT THERE, WHEN WHEN HIS PREDECESSOR WAS THERE, I WAS ALWAYS ABLE TO CALL THAT DEPARTMENT AND SAY, THIS IS WHAT'S GOING ON. WHEN MY SON WROTE HIS SUICIDE LETTER, IT WAS THAT DEPARTMENT THAT I WAS ABLE TO GO TO. SO IT WAS VERY DISHEARTENING TO ME TO HEAR ONE HOW THAT DEPARTMENT IS BEING HANDLED RIGHT NOW. I DID HEAR ABOUT THAT. MISS BROOKS NEEDED TO STEP DOWN, AND I UNDERSTOOD WHY SHE SAID SHE DID, AND I WOULD HAVE DONE THE SAME THING. I DON'T AGREE WITH THE PERSON. THAT WAS PUT OVER IT. JUST BECAUSE A PERSON'S BLACK DOESN'T MEAN THAT THEY SPEAK FOR ALL. I MEAN, COME ON, WE HAVE BEN CARSON AND WE HAVE CLARENCE THOMAS, AND WE ALL KNOW THEY'RE ALL JUST YES PEOPLE FOR OTHER PEOPLE. THEY DON'T REPRESENT US. AND TO HAVE SOMEBODY TAKE OVER THAT, WHEN YOU HAD CAPABLE PEOPLE WITHIN THAT OFFICE, THAT PROBABLY SHOULD HAVE BEEN PROMOTED BECAUSE WE'VE SEEN THEM. EVEN YOUR TOE. THAT WAS AT WAYNE RUBLE WHO SHE SHE STEPPED IN LATINO WOMAN STEPPED UP, WAS HELPING ALL THE STUDENTS. IT DIDN'T MATTER IF THEY WERE GAY, IF THEY WERE BLACK, IF THEY WERE LATINO. SHE'S HELPED THEM ALL. THAT DEPARTMENT HAS HELPED PEOPLE IN SO MANY DIFFERENT WAYS. I DON'T THINK MAKING A DEAN. [01:20:04] THE ANSWER, BECAUSE I USED TO HELP THE DEAN'S OFFICE IN LA UNIFY. I THINK THE WAY THAT THEY HAVE BEEN DOING IT, THEY JUST NEEDED THE SUPPORT. AND SO I SUPPORT THE MTSS DEPARTMENT IN THAT I WAS DUE TO THE FACT THAT MY DAUGHTER RUNS TRACK, PLAYS BASKETBALL. SHE SHE'S BEEN SO ACTIVE, I HAVEN'T BEEN ABLE TO BE AT BOARD MEETINGS, BUT I WATCH THEM. AND TO HAVE A SPECIAL ED TEACHER FROM AN ELEMENTARY SCHOOL CONSTANTLY COME UP HERE AND MAKE COMMENTS AGAINST THE EQUITY POLICY. SO IF YOU DON'T UNDERSTAND THE DEFINITION OF EQUITY. EQUITY MEANS THIS IT IS NOT EQUALITY. EQUALITY WILL TRY TO GIVE STUDENTS ALL THE SAME THINGS, BUT ALL STUDENTS DON'T NEED THE SAME THINGS. OKAY, EVERY STUDENT NEEDS MAYBE SOMETHING A LITTLE DIFFERENT. SO WITH EQUITY, EQUITY MEANS THAT YOU ARE OFFERING THINGS THAT A STUDENT NEEDS BASED ON THEIR NEED, NO MATTER WHICH CATEGORY THEY FALL INTO. AND SO YOU HAVE TO UNDERSTAND THAT'S EQUITY. HAVING AN EQUITY DEPARTMENT IS CRUCIAL BECAUSE A LOT OF DISTRICTS ARE NOT BEING EQUITABLE. IF THAT'S THE CASE, YOU WOULDN'T HAVE A SPECIAL ED TEACHER UP HERE MAKING COMMENTS AGAINST THE GSA, MAKING COMMENTS AGAINST EVEN THE THE BLACKS THAT ARE BEING HIRED. IF YOU LOOK AT THE FACT THAT HOW MANY BLACKS ARE BEING HIRED IN CERTAIN POSITIONS, THE NUMBERS ARE STILL SMALL. SO YOU MAY NOT LIKE THE FACT THAT MAYBE THREE BLACK WOMEN GOT HIRED SOMEWHERE. LET'S GO AHEAD AND LOOK AT THE OVERALL, I THANK YOU FOR THE FACT THAT WE DO HAVE A NEW PRINCIPAL UP THERE. I KNOW THAT THIS IS THE END, BUT TO KNOW THIS EQUITY MEANS EVERYBODY. AND WE NEED TO LOOK OUT FOR ALL STUDENTS, ALL EDUCATORS, BECAUSE YOUR NUMBERS HERE IN FONTANA UNIFIED DOES NOT SIGNIFY THAT BLACKS ARE ALWAYS WELCOME IN DIFFERENT POSITIONS. THANK YOU. NEXT WE HAVE ITALY. ALVARADO. IF I PRONOUNCE THAT CORRECTLY. BOARD PRESIDENT. DOCTOR. CASADO. DOCTOR. BRADFORD. WE WERE NOT AWARE OF YOUR SON'S ILLNESS, SO I REALLY HOPE A SPEEDY RECOVERY. AND I DID SEE HIM AT GRADUATION, AND IT WAS NICE TO BE ABLE TO SHAKE HIS HAND AND CELEBRATE WITH HIM. BUT IF I WOULD HAVE KNOWN, I WOULD HAVE REACHED OUT. SO I DO APOLOGIZE. I APPRECIATE THAT BECAUSE A LOT OF PEOPLE DON'T. UNDERSTAND THAT VOICE WAS NOT SUPPOSED TO LIVE LONG. SO WHEN YOU HAVE A CHILD, THAT'S 17. 39 PROCEDURES. CANCER SCARE. A MONTH AGO. DOCTOR BRADFORD, CAN YOU COME UP AND FINISH YOUR THAT CLARIFICATION TO DOCTOR CASADA SO THAT THANK YOU ITALY FOR AND I'M SORRY I'M GOING TO YOU HAVE TO UNDERSTAND, WHEN THIS WOMAN WAS TALKING ABOUT HER SPECIAL ED CHILD. I KNOW HOW THAT FEELS IN THIS DISTRICT. I KNOW HOW THAT FEELS. TO NOT BE SUPPORTED. BUT YES, THE DOCTORS HAD SAID MY SON WOULD NEVER SEE. HIS GRADUATION DAY. HE WASN'T SUPPOSED TO SEE IT. HE ALSO WASN'T SUPPOSED TO WALK. HE WASN'T SUPPOSED TO TALK. BUT I CAN SAY THIS THE ONE GOOD THING. AND SHE'S A TEACHER. HER NAME IS RENEE. I CAN'T THINK OF HER LAST NAME. SHE'S ONE OF YOUR TEACHERS THAT DO THE PRE-K AT JUNIPER ELEMENTARY. THAT WAS HIS FIRST TEACHER FOR FONTANA UNIFIED. AND I THANK HER BECAUSE WHEN HE WAS STRUGGLING FOR LIFE, SHE WAS AN AWESOME TEACHER. AND SHE HELPED SO MUCH. AND JUST GETTING HIM TO WALK, TO TALK, TO DO THOSE SPECIAL THINGS. WHEN THE REGIONAL CENTER HANDED HIM OVER. SO TO HAVE A SON WALK ACROSS THAT STAGE THAT WAS SET UP LAST WEEK. YOU GUYS DON'T UNDERSTAND. THAT WAS A MIRACLE THAT WALKED ACROSS THE STAGE. AND I KNOW MY SON IS NOT YOUR ONLY MIRACLE. SO WHEN YOU HAVE A DEPARTMENT THAT PAYS ATTENTION, THAT TALKS WITH THE COMMUNITY, SEE THE EMTS DEPARTMENT TALKS WITH THE COMMUNITY. THAT'S WHAT YOU GUYS NEED HERE. SO ONE OF THEM ACTUALLY SPOKE, AND SHE HAPPENED TO BEEN SPEAKING WITH PRESIDENT SERNA. THAT'S HOW HE FOUND OUT. AND RIGHT OFF THE BAT, WHEN SHE CAME INTO THE HOSPITAL, SHE SAID PRESIDENT SERNA SAID HE HE SENDS HIS REGARD. YOU LET HIM KNOW IF ANYTHING HAPPENED. I DIDN'T KNOW IF THE REST OF YOU GUYS WERE TOLD OR NOT. SO I APPRECIATE THAT. BUT KNOW THAT YOU GUYS HAVE SO MANY SPECIAL STUDENTS OF ALL TYPES. [01:25:01] I MEAN, GRANTED, HE DIDN'T GRADUATE AS VALEDICTORIAN. I'M JUST GLAD HE GRADUATED. YOU GET WHAT I'M SAYING. SO I APPRECIATE YOUR COMMENT. BUT YES, WATCHING HIM WALK ACROSS THAT STAGE, THERE'S FAMILY THAT CAME IN FROM ALL OVER. SO THANK YOU VERY MUCH FOR THAT. I STILL GOT ONE DAUGHTER, SO NO PRINCIPAL. I'M ONE OF YOUR TEACHERS. ONE OF YOUR PARENTS I'M GOING TO BE AROUND. SO IF YOU NEED BACKUP, I GOT YOU. THANK YOU, DOCTOR BRADFORD. THANK YOU. GOOD EVENING. SUPERINTENDENT, SCHOOL BOARD AND GALLERY. MY NAME IS ITALY ALVARADO AND I AM A FOUR YEAR MEMBER OF SUMMIT SUMMIT'S ASB AND THE 2024 2025 ASB PRESIDENT. I WANT TO THANK ERIC, OUR OUTGOING PRESIDENT, FOR HIS OUTSTANDING WORK AND DEDICATION. A KEY FOCUS THIS YEAR WILL BE CONTINUING OUR PARTNERSHIP WITH THE SCHOOL BOARD, ESPECIALLY TO GET UPDATED ABOUT THE BOND MEASURE IN ORDER TO UPDATE FONTANA UNIFIED FACILITIES. I AM COMMITTED TO STAYING INFORMED ABOUT THE BOND MEASURE AND ENSURING THAT WE, AS STUDENT LEADERS, EFFECTIVELY EDUCATE OUR PEERS AND THE COMMUNITY ABOUT ITS IMPORTANCE. TOGETHER, WE CAN BUILD THE SUPPORT NEEDED FOR ITS SUCCESS. THANK YOU. ITALY. THANK YOU FOR YOUR COURAGE. AND I ALSO WANT TO SAY REAL QUICK. ITALY! DON'T LEAVE. COME BACK, COME BACK, COME BACK, COME BACK, COME BACK! I MET YOU AT GRADUATION LAST WEEK. YEAH, AND I KNOW YOU'RE A FORMER STUDENT OF DOCTOR CASSADA AS WELL, SO THAT'S A LITTLE TIDBIT. I JUST WANT TO THANK YOU FOR YOUR COURAGE. BUT I ALSO WANT TO THANK YOUR PRIOR LEADERSHIP WITH ERIC, BECAUSE ONE OF THE THINGS I ALWAYS TALK ABOUT IS HOW DO WE CREATE SUCCESSION, EVEN IF THERE'S A DISAGREEMENTS OR AGREEMENTS, BUT THE SUCCESSION OF THAT. AND SO YOU TO CONTINUE THE TORCH OF WHAT ERIC WAS DOING LAST YEAR TO HERE, I COMMEND YOU FOR THAT. SO I JUST WANT TO LET YOU KNOW THAT AND THANK YOU FOR CARRYING ON THE TORCH. THANK YOU. NEXT WE HAVE SPARKLE WILLIAMSON, AND ON DECK IS MARK SCHULTE. I'M GLAD JOHN HAS STUCK AROUND THIS LONG TO GET TO SEE WHAT HE'S GETTING HIMSELF INTO. CAN I DOUBLE CHECK HIS SPARKLE HERE? NO, NOT ANY LONGER. OKAY. SO. OKAY, MARK, COME ON UP. GOOD EVENING. BOARD PRESIDENT SERNA ONORABLE. BOARD MEMBERS, SUPERINTENDENT IN BODY. THE AUDIENCE HERE AND THE AUDIENCE OUT THERE. LAST MAY 1ST, I HAD THE PRIVILEGE OF COMING UP AND TELLING A LOT OF PERSONAL STORIES OF OUR EDUCATIONAL PARTNERS. NOT JUST THE TEACHERS, BUT THE INSTRUCTIONAL AIDES, THE BILINGUAL AIDES, THE TRANSLATORS, INTERPRETERS, INTERVENTION PEOPLE, CUSTODIAL STAFF, THE PEOPLE THAT FEED OUR CHILDREN. BUT. AND THE SOS DISTRICT SECURITY OFFICERS. BUT I LEFT OUT. I LEFT OUT ONE GROUP, OUR POLICE OFFICERS. I'VE WORKED FOR MANY OF THEM FOR DECADES AND THEY ARE THE HIGHEST CALIBER PEOPLE. THEIR MISSION IS TO KEEP THE STUDENTS AND STAFF SAFE, AND THEY PUT THEIR LIVES ON THE LINE IF NECESSARY TO DO THAT. SO I APOLOGIZE FOR FOR GETTING YOU TO MEET YOU LAST MAY 1ST, BUT I SAID I WOULD BE UP HERE TO RIGHT THAT OMISSION. SO THANK YOU VERY MUCH. THANK YOU. THE THANK YOU. THE REST ARE UNDER CONSENT OR UNDER 4.3 AND 4.9. OKAY. SO THEY CAN SPEAK AT FOUR. THANK YOU, MICKEY, FOR FACILITATING THAT AT THIS TIME. SINCE YOU'RE TALKING, WE'RE AT 3.9. SUPERINTENDENT COMMENTS. THANK YOU. AND AGAIN, CONGRATULATIONS, JULIET. WE'RE SO PROUD OF YOU. WE'RE GOING TO MISS YOU GREATLY. AND I HAVE THE CLICKER COMING UP RIGHT NOW. THE FIRST PERSON I WANTED TO SHARE IN THE SUPERINTENDENT'S REPORT IS SOMEONE THAT WE RECOGNIZED. BOARD PRESIDENT SERNA WAS THERE AS WELL. LET'S SEE HERE. MULTIPLE THINGS TO DO. OKAY. HER NAME IS NAYELI SALIBA FROM VIRGINIA PRIMROSE ELEMENTARY SCHOOL, AND SHE RECEIVED THE HUNGER AWARD FROM THE NO KID HUNGRY. THIS AWARD IS GIVEN TO EMPLOYEES WHO HAVE RALLIED AGAINST CHILD HUNGER AND HAVE CHAMPIONED FOR SCHOOL MEALS IN THE CLASSROOM AND BEYOND. NAYELI STEADFAST COMMITMENT TO SUPPORTING SCHOOL MEALS, DISTINGUISHERS DISTINGUISHES HER FROM AS BEING AN INVALUABLE ASSET TO OUR DISTRICT BUT SHE ALSO TAKES TIME TO CULTIVATE NUTRITIOUS MEALS AND TAKES CARE IN DOING THAT. SO WE'RE SO HAPPY THAT OUR MAYOR, ACQUANETTA WARREN, WAS THERE AS WELL, TO HELP CONGRATULATE HER FOR HER SUCCESSFUL RECOGNITION WITH THE HUNGER HERO AWARD. NEXT, WE WANT TO RECOGNIZE A FONTANA UNIFIED SCHOOL DISTRICT'S SECONDARY SCHOOL MUSIC PROGRAMS. YOU HEARD A LITTLE BIT ABOUT THAT FROM DOCTOR ROGERS. WELL, LET ME TELL YOU, IT'S GOING STRONG OUT THERE. [01:30:03] WE'VE DEMONSTRATED THEIR TALENTS AT THE SOUTHERN CALIFORNIA SCHOOL BAND AND ORCHESTRA ASSOCIATION BAND AND ORCHESTRA FESTIVAL, WITH FIVE SCHOOL GROUPS EARNING SUPERIOR RATINGS FOR THEIR TALENTS. I'LL START WITH HERE YOU'LL SEE A PICTURE OF SOME OF THEM, BUT WE HAVE WAYNE RUBLE MIDDLE SCHOOL'S ORCHESTRA SECURED A UNANIMOUS SUPERIOR RATING, WHILE ITS BAND WAS ALSO JUDGED SUPERIOR. THREE SUMMIT HIGH SCHOOL GROUPS THE PREP, THE ORCHESTRA, ETC. ALL RECEIVED SUPERIOR RATINGS, AND ALMERIA MIDDLE SCHOOL'S ORCHESTRA RECEIVED A SUPERIOR RATING AS WELL. SO I'LL MARRY A MIDDLE SCHOOL BAND, SOUTHRIDGE MIDDLE SCHOOL ORCHESTRA, AND MIDDLE SCHOOL BAND AND ORCHESTRA, AND SUMMIT HIGH WIND ENSEMBLE ALL RECEIVED EXCELLENT RATINGS. NEXT. HERE. LOOK AT THAT FACE. LOOK AT THAT SMILE. THAT SUMMIT HIGH SCHOOL JUNIOR HALEY ARIA. SHE WAS THE LUCKY GRAND PRIZE WINNER RECENTLY WHEN SHE WON THE 2024 CHEVROLET TRAX LHS AT THE ANNUAL PERFECT ATTENDANCE SPELL SUCCESS EVENT. THAT'S THE PAST EVENT. IT'S HELD FOR ALL HIGH SCHOOL STUDENTS, WHO QUALIFY FOR HAVING A 94% ATTENDANCE RATE AND A GPA OF 2.7 OR HIGHER, AND HAVE NOT RECEIVED ANY SUSPENSION OUT OF SCHOOL SUSPENSION. SO THE DISTRICT'S GOAL IS TO TAKE THIS OPPORTUNITY TO CELEBRATE OUR STUDENTS COMMITMENT TO THEIR EDUCATION AND HIGHLIGHT THE IMPORTANCE OF ATTENDING SCHOOL EVERY DAY. SO A GREAT BIG THANK YOU TO MIKE CAPEZIO FROM ROTOLO CHEVROLET. AND THE EVENT WAS ALSO SUPPORTED BY LEONARD AND ROSA DOMINGUEZ. AGAIN, THANK YOU FOR THEIR CONTINUED SUPPORT. EVERY YEAR WITH PASS 64 SUMMIT HIGH SCHOOL STUDENTS WERE SHOWCASED AT. THEY SHOWCASED A WIDE ARRAY OF THEIR WORKFORCE SKILLS AT THE 57TH CALIFORNIA STATE SKILLS USA LEADERSHIP AND SKILLS CONFERENCE, 18 SUMMIT HIGH SCHOOL STUDENTS QUALIFIED FOR MEDALIST HONORS, INCLUDING THREE GOLDS, AT THE ANNUAL SKILLSUSA CHAMPIONSHIP HERE IN CALIFORNIA, SO A TOTAL OF FIVE SUMMIT HIGH SCHOOL STUDENTS COMBINED WIN THE THREE GOLD MEDALS AT THE STATE, WHICH EARNS THEM A PLACE AT THE NATIONAL COMPETITION COMING UP IN JUNE 19TH THROUGH THE 23RD IN ATLANTA. SO CONGRATULATIONS TO THEM AND THE GREAT WORK THEY'VE BEEN DOING. NEXT, WE HAD AN ALMOST 3000 STUDENTS THAT WE RECOGNIZED LAST WEEK FOR GRADUATING FROM THE FONTANA UNIFIED SCHOOL DISTRICT, THE CLASS OF 2024. THEY COMMEMORATE THEIR MILESTONE AS THEY WALKED ACROSS THE CAMPUS, JUST AS WE HEARD FROM ONE OF OUR SPEAKERS. OVER THREE DAYS, FONTANA HIGH SCHOOL HOSTED EIGHT GRADUATIONS FOR ITS SEVEN HIGH SCHOOLS AND THE ADULT SCHOOL, AS WELL AT THE ONTARIO CONVENTION CENTER AND THE TOYOTA ARENA. AND EACH CEREMONY HAD BEAUTIFUL SPEECHES, INCLUDING OUR STUDENT BOARD MEMBERS SPEECH WITH A DIVERSE AND AND GROUP OF FOLKS WHO WERE SPEAKING AT THE PODIUM THAT THOSE EVENINGS. SO THE DISTRICT'S NEWEST CLASS OF GRADUATES, GRADUATES INCLUDES HIGH, HIGH ACHIEVING STUDENTS WHO WILL FURTHER THEIR EDUCATION AT SOME OF THE MOST PRESTIGIOUS COLLEGES AND UNIVERSITIES ACROSS THE COUNTRY FROM UCLA, CAL BERKELEY, STANFORD, UC IRVINE, RIVERSIDE, LONG, LONG BEACH STATE, ETC. AND SO MUCH MORE. SO OTHERS WILL GO ON AND JOIN THE ARMED SERVICES OR ENTER THE WORKFORCE OR PURSUE THEIR CAREERS OF CHOICE. SO WE WISH THEM ALL THE BEST. AND THANKFUL FOR ALL THE 34 ROBUST CTE PATHWAYS THAT HAVE PROVIDED NUMEROUS OPPORTUNITIES FOR OUR YOUNG SCHOLARS AS THEY GRADUATE FROM FONTANA. AND THAT'S THE END OF MY REPORT. THANK YOU. THANK YOU. MICKEY. ANY QUESTIONS FOR MY COLLEAGUES? ALL RIGHT. DID WE NEED A BREAK, COLLEAGUES OR I KNOW. I KNOW WE'RE AT PUBLIC HEARING TIME. I'M GOING TO PAUSE AT THIS TIME AND TAKE A FIVE MINUTE BREAK, AND THEN WE'LL GET TO THE PUBLIC HEARING, WHICH IS ITEM 310. ALL RIGHT. SO FIVE MINUTES. LET'S COME BACK HERE AT 820, PLEASE. I'M SORRY. 825. THANK YOU SO MUCH. 825 WILL BE BACK AT THE PODIUM. ALL RIGHT. WE'RE GOING TO GET STARTED. AND WE'RE ON ITEM 3.10. THIS IS OUR STUDENT SERVICES PUBLIC HEARING, SPECIAL EDUCATION LOCAL PLAN AREA OR KNOWN AS SOPA. GOVERNANCE AND ADMINISTRATION. THE CALIFORNIA DEPARTMENT OF EDUCATION REQUIRES EACH SPECIAL EDUCATION LOCAL PLAN AREA, OR SOPA, TO HOLD A PUBLIC HEARING ON ITS ANNUAL SERVICE PLAN AND BUDGET PRIOR TO THE PLANS BEING ADOPTED AND BEING SUBMITTED TO THE STATE. SO NOW IS THE TIME AND PLACE FOR THAT PUBLIC HEARING ON SPECIAL EDUCATION, LOCAL PLAN AREA, OR SOPA GOVERNANCE IS IT AND ADMINISTRATION? I DECLARE THE HEARING IS NOW OPEN AND THE TIME IS 8:30 P.M.. AND DO WE HAVE ANY PUBLIC COMMENTS? BOARD PRESIDENT THERE WERE ZERO PUBLIC COMMENTS RECEIVED. ALL RIGHT. THEN WITH THAT BEING SAID, OUR HEARING IS NOW CLOSED AND THE TIME IS 830. [01:35:07] WE ARE NOW ON ITEM 4.1, OUR CONSENT CALENDAR, AND I UNDERSTAND WE HAVE PUBLIC COMMENT ON A COUPLE OF ITEMS ON THE CONSENT CALENDAR. [4. Consent Calendar Section] SO MICKEY, CAN YOU PLEASE FACILITATE THAT? WE HAVE NAYELI SALGADO TO SPEAK ON 4.3 AND 4.9. AND I HAVE A QUESTION AFTER THEY'RE DONE WITH THAT ONE. MISS SANDOVAL WILL FACILITATE THAT AFTER THAT. THANK YOU. SO ALL THAT I WANT TO SAY ON 4.3, AND I JUST WANT TO READ SOME OF THE BACKGROUND FOR PUBLIC AWARENESS, BECAUSE IT DOESN'T REALLY SAY MUCH UP THERE. SO IT SAYS ON THE BACKGROUND ON MAY 3RD, 2023, RFP NUMBER 22 SLASH 23 DASH 1621 FOR FRESH PIZZA AND DELIVERY WAS RENEWED FOR THE SECOND YEAR, WITH PAPA JOHN'S PIZZA AND DELIVERY FOR AN ESTIMATED AMOUNT OF $450,000 AS A RESULT OF ASSEMBLY BILL 1228, WHICH INCREASED THE MINIMUM WAGE FOR FAST FOOD WORKERS TO $20 AN HOUR EFFECTIVE APRIL 1ST. PAPA JOHN'S PIZZA RAISED THE PRICE OF THEIR 14 INCH PIZZA FROM $8.89 EACH TO $10.14. CONSEQUENTLY, IT IS NECESSARY TO ADJUST THE ESTIMATED TOTAL AMOUNT TO 600 AND $650,000. THE RECOMMENDED ACTION IS TO APPROVE AN INCREASE OF 200,000 FOR FRESH PEAKS AND DELIVERY. UNDER THIS RFP. NUMBER 22 SLASH 23 DASH 1621. MY QUESTION HERE IS WITH THE STATE OF CALIFORNIA GOING THROUGH A MAJOR BUDGET DEFICIT AND EVERY SCHOOL DISTRICT FACING A VERY TIGHT BUDGET, SHOULD USD REALLY BE OUTSOURCING FOR FRESH PIZZA AND DELIVERY TO PAPA JOHN'S? WAS THIS BIDDED OUT TO OTHER PIZZA AND DELIVERY RESTAURANTS? HOW MUCH COST OR SAVINGS WOULD THERE BE IF FRESH PIZZA? WAS DONE IN HOUSE IN OUR LOCAL SCHOOL SCHOOL'S CAFETERIA. WILL THIS BE A CONTINUE RENEWAL WITH PAPA JOHN'S FOR THE FOLLOWING YEAR? IT JUST SEEMS LIKE AN AWFUL LOT OF MONEY. $650,000 FOR PIZZA. WHEN MONTH AFTER MONTH STUDENTS HAVE COME HERE DEMANDING SCHOOL IMPROVEMENTS, WHICH I THINK HAVE A MORE LASTING IMPACT THAN A SLICE OR TWO OF PIZZA. FOUR, FOUR FOUR, 4.3 AND 44.9. IT HAS COME TO OUR ATTENTION THAT FSD LIKES TO BURY THEIR PAYMENTS FOR SPECIAL ED LITIGATION UNDER BUSINESS SERVICE, GIVING THEM A PURCHASE ORDER AND JUST LISTING THEM LIKE THEY ARE LISTED HERE IN 4.9. AND I PRINTED OUT THE DETAILS AND IT'S ABOUT ALMOST THREE PAGES LONG. SO WHAT I'M ASKING HERE IS TO PLEASE BE DILIGENT. AND ASK IF WHAT YOU ARE BLINDLY APPROVING IS PAYING FOR LITIGATION AGAINST PARENTS ADVOCATING FOR THEIR SPECIAL ED CHILDREN. AND WHY IS THAT? THANK YOU. WAS THAT THE ONLY COMMENT? OKAY. ALL RIGHT. SO THE MOTION HERE WOULD BE TO APPROVE CONSENT CALENDAR ITEMS 4.2 TO 4.20. YOU HAD A COMMENT. I'M SO SORRY, MR. MAYOR, I HAVEN'T FINISHED. I'M JUST THERE. SO NOW WE ARE AT THE POINT WHERE DO YOU WANT TO ASK THE MOTION AFTER WE APPROVE HAVING A DISCUSSION OR HOW DO YOU WANT TO COULD WE HAVE WE HAVE TO HAVE A. OKAY. I WANT TO ASK BEFORE WE MOTION AND APPROVE. PLEASE. OKAY. YOU HAVE A QUESTION FOR STAFF? I DO. OKAY. ON 4.3. THANK YOU. NATALIE, BECAUSE I WAS THINKING THE SAME THING. I, I SEE THAT THE PRICE INCREASED, AND I WOULD LIKE FOR US. I KNOW IT'S IT'S A LITTLE LATE IN THE GAME BECAUSE I KNOW OUR CHILDREN LOVE PAPA JOHN'S, BUT I WOULD LIKE FOR US TO GO OUT AND LOOK FOR EITHER ANOTHER VENDOR OR CONSIDER IN-HOUSE. OKAY. THANK YOU. THANK YOU, MISS SANDOVAL. ALL RIGHT, SO NOW WE ARE AT THE APPROVAL OR CONSENT CALENDAR OF THOSE ITEMS FROM 4.2 TO 4.20. IS THERE A MOTION AND A SECOND TO APPROVE CONSENT CALENDAR ITEMS PROVIDED. SO MOVED. THANK YOU. MR. PEREZ. IS THERE A SECOND? OUR SECOND. ANY DISCUSSION, ANY FURTHER DISCUSSION OR QUESTIONS? BOARD PRESIDENT. JUST TO BUILD ON MY COLLEAGUE'S COMMENT, BECAUSE IF THIS DOES PASS 4.3, WILL THE DISTRICT STILL CONSIDER [01:40:05] LOOKING INTO ALTERNATIVE OPTIONS OR THIS IS FINALIZED? NO, WE'RE JUST MOVING FORWARD WITH THE CURRENT RFP SO WE CAN EASILY GO OUT FOR ANOTHER RFP IN THE NEXT ITERATION. RIGHT NOW WE'RE UNDER CONTRACT, SO WE'RE FOLLOWING THROUGH ON THE ORIGINAL RFP. BUT I'VE ALREADY TALKED TO DOCTOR BARNES ABOUT MAKING SURE WE GO THROUGH THAT CYCLE AGAIN. OKAY. THANK YOU. AND I MUST SAY, I HAD A LOT OF QUESTIONS ON CONSENT, AND I DID RECEIVE MY RESPONSES. THANK YOU. THANK YOU, MISS SANDOVAL. ANY OTHER COMMENTS OR QUESTIONS? HEARING NONE. I HAVE A MOTION BY MR. PEREZ AND A SECOND BY MYSELF. PLEASE CAST YOUR VOTE. MOTION PASSES FOR ZERO. ITEM 5.1 IS BUSINESS SERVICES AND THIS IS BID AWARD. [5. Discussion/Action Section] OAK VIEW CONSTRUCTION INCORPORATED THIS ITEMS FOR THE BOARD TO AWARD TO. FOR THE BOARD TO AWARD BID NUMBER 23. DASH 24 DASH 1679 PALMETTO. ADMINISTRATION, EXPANSION AND APPROVE ENTRY IN AGREEMENT WITH OAK VIEW CONTRACTORS, INCORPORATED. IS THERE A MOTION AND A SECOND TO AWARD ITEM 5.1? SO MOVED. THANK YOU, MR. PEREZ. IS THERE A SECOND? OUT YOU. SECONDLY, MISS. I'LL SECOND WITH A QUESTION. THANK YOU, MISS SANDOVAL. GO RIGHT AHEAD WITH THE QUESTION. ALL RIGHT. SINCE MY COMPUTER IS WORKING VERY SLOWLY TONIGHT I WOULD LIKE TO KNOW WHERE IS THIS BUSINESS LOCATED? DOCTOR BARNES ASKING WHERE THE CONSTRUCTION COMPANY IS LOCATED. YES, MA'AM. I CAN'T PULL IT UP. SORRY. I HAVE IT AS CALIMESA, CALIFORNIA. OKAY. THANK YOU. THAT'S ALL I NEEDED. ALL RIGHT. BOARD PRESIDENT. DOCTOR. I'M JUST CURIOUS ON WHY IT WAS DELAYED FROM MY UNDERSTANDING. YOU KNOW, THEY WERE SUPPOSED TO START THIS PROJECT. YOU KNOW, THE BUILDING. WHOEVER WAS IN THERE MOVED, AND THEY'RE ASKED TO MOVE BACK, LIKE I'M JUST. WHY WAS IT SO DELAYED? IT WAS IT WENT OUT TO BID LAST YEAR AND IT WAS DELAYED. AND THE BIDS CAME IN OVER OUR ESTIMATED COST. AND SO WE REJECTED ALL BIDS AND WE BID IT AGAIN THIS SUMMER. SO IT CAME IN WITHIN OUR RANGE. SO. OKAY, NOW IT'S WITHIN OUR RANGE. YEAH. OKAY. ANY OTHER QUESTIONS? I'LL SHARE MY THOUGHTS LATER, BUT OKAY. THANK YOU. OKAY. ALL RIGHT. I HAVE A MOTION ON THE TABLE BY MR. PEREZ, A SECOND BY MISS SANDOVAL. IF THERE'S NO FURTHER DISCUSSION, PLEASE CAST YOUR VOTE. MOTION PASSES FOR ZERO. NEXT ITEM IS 5.2 BUSINESS SERVICES BET AWARD RIGHT WAY ROOF CORPORATION. THIS ITEM IS FOR THE BOARD TO AWARD BID NUMBER 23. SLASH 24 DASH 1674. UNIT PRICE CONSTRUCTION RELATED SERVICES FOR ROOF SYSTEM REPLACEMENT AND REPAIR VARIOUS SITES AND APPROVE ENTERING INTO AGREEMENT WITH RIGHT OF WAY ROOF CORPORATION. AND IS THERE A MOTION AND A SECOND TO ADOPT THIS AGENDA ITEM? MOTION TO APPROVE. THANK YOU, MISS SANDOVAL. IS THERE A SECOND SECOND WITH THE QUESTION? THANK YOU, MR. PEREZ. PLEASE ASK YOUR QUESTION. THANK YOU. BOARD PRESIDENT. WITH THE ROOFING, I'VE BEEN CONTACTED BY A FEW ROOFERS THAT WOULD LIKE TO THEIR LOCAL ROOFERS. BUT I'M TO UNDERSTAND THAT THERE'S A CERTAIN LICENSE THAT IT'S EXTREMELY, VERY DIFFICULT TO GET. AND EVEN THOUGH THEY'VE BIDDED, THEY'VE BEEN REJECTED BECAUSE OF SOME I. AND IT'S JUST A LICENSE THAT THEY CAN OBTAIN WITHOUT. IT'S KIND OF LIKE MUST HAVE EXPERIENCE, BUT YOU CAN'T GET THE EXPERIENCE WITHOUT ACTUALLY GETTING THE JOB KIND OF THING. SO I'M JUST KIND OF WONDERING IS THERE WAYS I DON'T I KNOW THE PEOPLE WHO ARE ASKING. THEY DO EXTREMELY QUALITY WORK. THEY'VE DONE WORK IN THE CITY ON, ON VARIOUS OTHER PROJECTS, BUT FOR SCHOOL DISTRICT, IT JUST ADDS A COUPLE MORE LAYERS OF, OF LICENSES, WHICH I UNDERSTAND. BUT IS THERE ANY WAY THAT WE CAN THE PEOPLE WHO DO CONTACT US, WHO ARE TRYING TO DO ROOFING AT A CHEAPER PRICE, THAT OUR LOCAL. IS THERE A WAY WE CAN WORK WITH THEM TO GET THEM THAT LICENSE SO THAT THEY CAN PREPARE THE SCHOOL FOR THE ROOFS THAT WE NEED SO DESPERATELY. I CAN CHECK WITH THE COUNTY AND SEE IF WE HAVE SOME LEEWAY ON THE LICENSING. OKAY. AND I HAVE A I HAVE A CONTACT FOR YOU, FOR SOMEBODY WHO IS. SO THAT WAY HE CAN GET THE WORD OUT, BECAUSE THERE ARE A LOT OF LOCAL CONSTRUCTION PEOPLE THAT WOULD LIKE TO WORK FOR US OR WORK WITH US. SO I'LL MAKE SURE TO GIVE MISS EMBODY THE THE INFORMATION. OKAY. THANK YOU. MAY I BOARD PRESIDENT, MISS SANDOVAL, PLEASE? IN THE PAST, THE PERSON THAT SAT IN YOUR SEAT SAID THERE IS A PROCESS THAT THE SCHOOL DISTRICT CAN REFER THEM TO. WHERE TO GET THAT LICENSE THAT THEY NEED. AND I THINK THAT'S WHERE YOU'RE HEADING. SO I KNOW THAT THERE IS SOMETHING IN THAT, IN THAT REGARD, BECAUSE I ASKED THE SAME THING AS FAR AS WHY DON'T WE HAVE ANY VENDORS HERE IN FONTANA? [01:45:06] WE HAVE A LOT OF CONSTRUCTION CREWS, BUSINESSES CONSTRUCTION BUSINESSES THAT THAT A LOT OF TIMES THEY GO OUTSIDE OF FONTANA OR OUTSIDE OF OUR COUNTY TO GO TO WORK. AND MR. DIGIULIO SAID THERE IS SOMETHING OUT THERE, BUT WE NEVER WE NEVER HEARD OF IT. AND ALSO THE PRIOR SUPERINTENDENT SAID THAT AS FAR AS THE BOND THAT THEY HAVE TO HOLD, THERE IS SOMETHING THAT ISN'T AS QUITE AS MUCH AS WHAT THE DISTRICTS ARE REQUIRING. SO I DID INFORM I DID, YOU KNOW, TRY TO GET INFORMATION BECAUSE I DO HEAR FROM DIFFERENT CONTRACTORS AND I LIKE ANYTHING ELSE. I WOULD LIKE FOR US TO HIRE WITHIN FONTANA TO KEEP OUR, OUR MEN AND WOMEN WORKING CLOSER TO HOME. OKAY. I'LL GET YOU THAT INFORMATION. ANY OTHER COMMENTS? ALL RIGHT. SO I HAVE A MOTION BY MISS SANDOVAL AND A SECOND BY MR. PEREZ FOR PLEASE CAST YOUR VOTE. MOTION PASSES FOR ZERO. ITEM 5.3 HUMAN SERVICES OR HUMAN RESOURCES? I DON'T KNOW WHY I SAY HUMAN SERVICES OUT OF MY HEAD. HUMAN RESOURCES. THIS IS A RATIFIED AGREEMENT FROM THE FONTANA SCHOOL POLICE OFFICERS ASSOCIATION. THIS ITEM IS FOR THE BOARD TO RATIFY THE TENTATIVE AGREEMENT BETWEEN THE FONTANA UNIFIED SCHOOL DISTRICT AND THE FONTANA SCHOOL POLICE OFFICERS ASSOCIATION FOR THE 2324 SCHOOL YEAR. IS THERE A MOTION AND A SECOND TO RATIFY ITEM 5.3? THANK YOU, MR. PEREZ AND MISS SANDOVAL. SECOND, IS THERE ANY DISCUSSION? I DID HAVE A QUESTION EARLIER, BUT IT WAS ALSO ANSWERED MY MY QUESTION WAS IS WHEN WHEN DO THE INCREASES COME INTO EFFECT? AND I WAS TOLD SHORTLY, AS SOON AS WE VOTE. I'M HAPPY ABOUT THAT. THANK YOU, MISS SANDOVAL. ANY OTHER DISCUSSION? HEARING NONE. I HAVE A MOTION BY MR. PEREZ AND A SECOND BY MISS SANDOVAL. PLEASE CAST YOUR VOTE. MOTION PASSES FOR ZERO. ITEM 5.4 HUMAN RESOURCES RATIFIED AGREEMENT WITH THE FONTANA TEACHERS ASSOCIATION. THIS ITEM IS FOR THE BOARD TO RATIFY THE AGREEMENT BETWEEN THE FONTANA UNIFIED SCHOOL DISTRICT AND THE FONTANA TEACHERS ASSOCIATION FOR THE 2324 FISCAL YEAR. MOTION TO APPROVE. IS THERE A MOTION AND A SECOND? THANK YOU, MISS SANDOVAL. SECOND, IS THERE A SECOND BY MR. PEREZ? ANY DISCUSSION? HEARING NONE. I HAVE A MOTION BY MISS SANDOVAL AND A SECOND BY MR. PEREZ. PLEASE CAST YOUR VOTE. MOTION PASSES FOR ZERO. ITEM 5.5 HUMAN RESOURCES RATIFIED AGREEMENT WITH THE UNITED STEELWORKERS LOCAL 8599. THIS ITEM IS FOR THE BOARD TO RATIFY THE AGREEMENT BETWEEN THE FONTANA FIGHT SCHOOL DISTRICT AND THE UNITED STEELWORKERS LOCAL 8599, FOR THE 20 2324 SCHOOL YEAR. IS THERE A MOTION TO RATIFY ITEM 5.5 MOVED? THANK YOU, MR. PEREZ. IS THERE A SECOND? SECOND? THANK YOU, MISS SANDOVAL. ANY DISCUSSION? HEARING NONE. PLEASE CAST YOUR VOTE. MOTION PASSES FOR ZERO. 5.6. HUMAN RESOURCES BOARD POLICY 4119.1 AND 4219.1 AND 4319.1. THE CIVIL AND LEGAL RIGHTS FIRST READING THIS ITEM IS FOR THE BOARD TO ACCEPT THE FIRST READING OF THE REVISED BOARD. POLICY, CIVIL RIGHTS AND LEGAL RIGHTS. IS THERE A MOTION AND A SECOND TO ACCEPT? ITEM 5.6? WE BOARD PRESIDENT. WE'RE GOING TO DISCUSS IT. OR IS IT JUST JUST ACCEPT THE FIRST WE CAN MOTION FOR DISCUSSION, IF YOU LIKE, AND THEN WE CAN GO THERE, CAN WE? A MOTION WITH THE DISCUSSION, PLEASE. OKAY. MOTION FOR DISCUSSION BY MR. PEREZ. IS THERE A SECOND WITH A DISCUSSION? THANK YOU, MISS SANDOVAL. GO AHEAD. THANK YOU. BOARD PRESIDENT. I SEE SOME OF THE LANGUAGE THAT'S BEEN CHANGED, BUT THERE'S A COUPLE OF THINGS I THINK I WOULD LIKE LEGAL TO OR MISS ANYBODY IF WE CAN HAVE LEGAL LOOK INTO RECENTLY. I KNOW IT'S FREEDOM OF SPEECH AND FREEDOM R AND RIGHTS AND SO FORTH, BUT THERE ARE SOME TIMES WHERE EMPLOYEES WHERE OUR SCHOOL DISTRICT AND REPRESENT THEMSELVES AS SCHOOL BOARD, AS SCHOOL EMPLOYEES FROM SPECIFIC SCHOOLS WHEN TALKING IN POLITICAL ATMOSPHERES. AND THAT'S A TO THE PUBLIC, IT LOOKS THAT THEY'RE REPRESENTING US AND THEY'RE NOT. THERE WAS AN INCIDENT WHERE EVEN POLICE WERE CALLED ON TWO SEPARATE OCCASIONS WHERE THEY IDENTIFIED THEMSELVES AS FONTANA UNIFIED AND GAVE A SCHOOL. AND THEN SHORTLY AFTER NUMEROUS OR NUMEROUS PEOPLE WERE ACTUALLY ARRESTED. [01:50:02] SO I THINK THAT I'M SEEING IF WE CAN GET SOME LANGUAGE IN THERE, I DON'T, YOU KNOW, THEY CAN GO ATTEND WHATEVER THEY WANT. THAT'S COMPLETELY FINE. I'M ALL FOR FREEDOM OF SPEECH. BUT I DO HAVE A CONCERN WHEN THEY SAY THAT THEY'RE FROM US AND, AND IN, IN THE IN AN ATTEMPT TO APPEAR LIKE, AS IF THEY'RE REPRESENTING US. SO THAT'S ONE CONCERN I DO HAVE REGARDING THIS ONE. ALL RIGHT. MY QUESTION IS ON THIS BOARD POLICY. ON THIS POLICY IS A STUDENT PROTECTED AGAINST A TEACHER? ENCOURAGE THEM TO PRAY. I BELIEVE THAT ONCE YOU DO THAT, YOU KNOW, STUDENTS LOOK UP TO THEIR TEACHERS. YOU KNOW, IF THEY ASK THEM TO DO SOMETHING, THEY'RE GOING TO DO IT, YOU KNOW, AND BECAUSE THEY DON'T KNOW ANY BETTER. SO I WANT TO MAKE SURE THAT MY STUDENT IS PROTECTED. I KNOW THERE WAS A A STATEMENT MADE AT ONE OF THE BOARD MEETINGS AND THAT TEACHER WAS GOING TO HAVE PRAYER AT THE POLE. WE DIDN'T AGREE TO THAT. I DON'T KNOW THAT ANY OTHER SCHOOL DID THAT, BUT THIS TEACHER TOOK IT UPON HERSELF. YES, I BELIEVE IN GOD. BUT YOU. ONCE YOU START SAYING THAT, THEN YOU'RE OPENING IT UP FOR OTHER RELIGIONS AS WELL. SO WE NEED TO BE VERY CAREFUL ON WHAT WE DO AND WHAT WE SAY. AND I WANT TO KNOW, DOES THIS POLICY COVER OUR STUDENTS OR IS IT JUST LOOKING AT THE EMPLOYEES RIGHTS? MARK, ARE YOU ABLE TO GIVE SOME, SOME BACKGROUND ON THAT? YES. THANK YOU, MR. PRESIDENT. IN RESPONSE TO MRS. SANDOVAL'S QUESTION THE POLICY STARTS OUT BY TALKING ABOUT EMPLOYEES RIGHTS, BUT IT LIMITS EMPLOYEES RIGHTS TO EXERCISE THEIR RELIGIOUS, POLITICAL, CULTURAL, SOCIAL, OR OTHER BELIEFS OR ACTIVITIES DURING THEIR PERSONAL TIME, INCLUDING WHEN THEY'RE NOT ON DUTY OR ENGAGED IN THE SUPERINTENDENT SUPERVISION OR INSTRUCTION OF STUDENTS. SO THE POLICY IS REWRITTEN TO FOCUS A LITTLE BIT MORE ON EMPLOYEE RIGHTS, BUT IT STILL CONTAINS THE APPROPRIATE CARVE OUT SO THAT THOSE RIGHTS ARE EXERCISED NOT WHEN ENGAGED IN INSTRUCTION OR SUPERVISION OF STUDENTS. SO THAT GOES TO YOUR QUESTION, MISS SANDOVAL I BELIEVE. I UNDERSTAND AS FAR AS WHEN THEY'RE IN THE CLASSROOM, THEY'RE WORKING, WHEN THEY'RE ON THE SCHOOL SITE, THEY'RE WORKING. BUT WHEN IT'S A BREAK TIME, IT'S THE CHILD'S. LET'S SAY IT'S THE RECESS TIME AND THEY GO OUT. YOU KNOW, I BELIEVE THE PRAYER AT THE POLE IS OUTSIDE THE SCHOOL. IT'S ON THE PROPERTY, BUT IT'S OUTSIDE THE SCHOOL GATE WHERE THEY ARE SAFE. SO THAT'S WHAT I WANT TO KNOW. MISS ANYBODY? YEAH. THANK YOU. BOARD MEMBER SANDOVAL. IT'S MY UNDERSTANDING SOMETIMES WHEN TEACHERS OR THE ADULTS HAVE PRAYER AT THE POLE, IT'S SOMETHING THAT'S DONE BEFORE THEIR WORK HOURS THAT THEY GATHER AROUND THE POLE FOR PRAYER, IF THAT'S WHAT THEY CHOOSE. BUT IT'S BEFORE THE WORKDAY. IT'S NOT DURING THE WORKDAY. OKAY. I JUST WANT TO MAKE SURE. I MEAN, I'M NOT AGAINST, YOU KNOW, TEACHERS OR TEACHERS, BUT, YOU KNOW, THE PARENTS NEED TO BE LET KNOWN THAT THAT IS HAPPENING. AND IF THEY'RE ALLOWING THEIR STUDENT OUT THERE. AND PRESIDENT SERNA. YES, PLEASE. MARK, I DIDN'T ANSWER. SANDOVAL'S ADAM'S QUESTION. YEAH. THAT'S SOMETHING I'M GONNA HAVE TO LOOK INTO A LITTLE BIT MORE. IT'S A FACTUAL SCENARIO THAT YOU'RE YOU'RE PRESENTING THERE. THERE IS NO FIRST AMENDMENT RIGHT FOR SOMEBODY TO MISREPRESENT THEMSELVES AS A REPRESENTATIVE OF THE SCHOOL DISTRICT. BUT THAT'S NOT THE KIND OF THING THAT I BELIEVE IS COVERED IN THIS POLICY. BUT I CAN LOOK INTO THAT AND I'LL PROVIDE SOME FEEDBACK TO THE BOARD MEMBERS AFTER STUDY. THANK YOU. THERE'S ONE MORE. THERE IS. THERE WAS AN INCIDENT WAS WELL, IT'S ACTUALLY A COUPLE INCIDENTS THAT I'VE BEEN MADE AWARE OF WHERE THERE ARE SOME EMPLOYEES WHO ARE WEARING DISTRICT OR SCHOOL. ATTIRE, AND THEN ARE AT ESTABLISHMENTS AND ARE ACTING EXTREMELY INAPPROPRIATE TO THE PART WHERE THEY ARE REMOVED OR ASKED TO LEAVE THE THE ESTABLISHMENT WHILE REPRESENTING US. SO I'M NOT SURE WHAT I MEAN. THIS IS KIND OF GOING OUT OF THE SCOPE, BUT IT'S STILL SOMETHING THAT'S CONCERNED WHERE AGAIN, THEY'RE WEARING OUR DISTRICT COLORS AND OUR DISTRICT REPRESENTATION. BUT IT'S IT'S STILL CONCERNING TO ME REGARDING INAPPROPRIATE BEHAVIOR WHILE REPRESENTING OUR. OUR OUR DISTRICT. WELL, ACTUALLY, I DO BELIEVE THAT IS WITHIN SCOPE. SO I THINK THAT'S A FAIR QUESTION. THIS AGAIN, THIS POLICY HAS TO DO WITH RIGHTS OF EMPLOYEES TO ENGAGE IN, YOU KNOW, THE PERSONAL BELIEFS AND SO FORTH AND HAVE THEIR PERSONAL LIFE. BUT THERE IS A DIVIDING LINE HERE. FOR WHEN THEY'RE PERFORMING THEIR DUTIES OR PERHAPS EVEN APPEAR TO BE PERFORMING THEIR DUTIES. SO IT IS A CONCERN WHEN A DISTRICT OR A DISTRICT EMPLOYEE APPEARS TO BE OUT IN THE WORLD REPRESENTING THE DISTRICT'S INTERESTS. [01:55:06] THERE'S PRECEDENT FOR DISCIPLINARY ACTION AGAINST EMPLOYEES FOR DOING THAT. BUT IT'S A LONG ANALYSIS. IT REQUIRES A REAL STRONG NEXUS BETWEEN WHAT THEY'RE DOING AND THEIR DISTRICT RESPONSIBILITIES. SO NO, WE CAN'T PROHIBIT EMPLOYEES FROM LIVING THEIR LIVES AND DOING THEIR THING. AND WE CAN'T DISCIPLINE EMPLOYEES FOR, YOU KNOW, ENGAGING IN, YOU KNOW, MISBEHAVIOR OUTSIDE OF, OUTSIDE OF THEIR JOBS. BUT IF THERE IS A CONNECTION BETWEEN THE DISTRICT AND WHAT THE EMPLOYEE IS DOING, THEN THERE'S AN ANALYSIS THAT NEEDS TO BE DONE. SO THERE'S A LOT OF NUANCE INVOLVED THERE. THIS POLICY DOESN'T REALLY CLEARLY DEFINE THOSE LINES. THIS POLICY SAYS THAT FROM STARTING POINT, THE GOVERNING BOARD BELIEVES THAT PEOPLE ARE ENTITLED TO THEIR PERSONAL LIVES AS LONG AS THOSE THOSE ACTIVITIES ARE SEPARATED FROM THEIR PROFESSIONAL DUTIES AT THE DISTRICT. SO. I DON'T KNOW HOW WELL THAT ANSWERS YOUR QUESTION, BUT I THINK THE POLICY IT SUPPORTS THE IDEA THAT DISTRICT'S REPUTATION IS STILL IMPORTANT FOR FOR DISTRICT EMPLOYEES CONDUCT OUTSIDE OF THE OUTSIDE OF THE. WORKDAY. MISS SANDOVAL, YOU HAVE A QUESTION? YES. IN REGARDS TO THAT POLICY, DOES THAT ALSO INCLUDE BOARD MEMBERS AND A LITTLE BIT OF WHAT MR. PEREZ OR MR. PEREZ? YEAH. MR. PEREZ, SORRY, I WAS TALKING ABOUT AS A BOARD MEMBER, IF YOU'RE OUT THERE MISBEHAVING AND YOU HAVE A FONTANA SHIRT, I MEAN, THAT IS ALSO SOMETHING THAT CAN BE LOOKED AT BECAUSE I KNOW BOARD MEMBERS, YOU KNOW, SOMETIMES THEY'RE OUT THERE DOING THINGS THEY SHOULDN'T BE DOING, BUT. SO DOES THAT ALSO REFLECT AS US OR ARE WE CONSIDERED? UNFORTUNATELY, THE ANSWER IS NO. BUT IT'S NO BECAUSE THESE POLICIES APPLY TO EMPLOYEES, AND BOARD MEMBERS ARE NOT EMPLOYEES OF THE DISTRICT. THEY'RE EMPLOYEES OF THE COMMUNITY. THEY'RE ELECTED OFFICIALS. YOUR YOUR BOARD BYLAWS, WHICH ARE SEPARATE FROM THESE POLICIES, THOSE DIRECT AND ADVISE ON BOARD MEMBER CONDUCT. SO THERE WILL BE BOARD BYLAWS THAT TALK ABOUT BOARD MEMBER DUTIES, RESPONSIBILITIES, LIMITATIONS THAT TOUCH ON SOME OF THE ISSUES YOU'RE TALKING ABOUT. BUT IT'S NOT IN THIS POLICY. SO PERHAPS ON OUR BOARD AS FAR AS AROUND ABOUT THE BOARD, MAYBE THERE SHOULD BE A SOMETHING ADDED TO WHATEVER POLICY THAT IS. I DON'T KNOW WHAT IT IS, BUT YOUR CONDUCT IS IMPORTANT AND ALSO INCLUDES WHEN YOU'RE OUT THERE AT A RESTAURANT DRINKING. YOU SHOULDN'T BE DOING THAT, ESPECIALLY IF YOU HAVE A FONTANA SHIRT ON. PRESIDENT, SIR. IF DESIRED, I CAN I CAN WRITE UP A QUICK SUMMARY OF THOSE KINDS OF ISSUES THAT APPEAR IN YOUR BYLAWS AND SUBMIT THAT BACK TO THE BOARD. ALL RIGHT. THANK YOU. MARK. OKAY. BOARD PRESIDENT DOCTOR. SO, MARK, CORRECT ME IF I'M WRONG, BUT I BELIEVE THIS CHANGE OF POLICY CAME ABOUT BECAUSE OF A COURT CASE REGARDING PRAYER OF A COACH ON A FOOTBALL FIELD. IS THAT CORRECT? YOU KNOW, THAT'S INTERESTING. I DON'T KNOW WHERE THIS CAME FROM. WE'RE ALL VERY FAMILIAR WITH THE CASE. AND THAT YOU'RE TALKING ABOUT THIS IS AN AMENDMENT TO BOTH A FEDERAL STATUTE AND STATE STATUTE. THE LANGUAGE HERE IS MORE OR LESS CONSISTENT WITH THOSE THOSE AMENDMENTS. IF YOU LOOK AT THE POLICY, PARTICULARLY UNDER AT THE BOTTOM OF THE FIRST PAGE, UNDER PROTECTION AGAINST LIABILITY, IT REFERS TO 20 US CODE 7946. IT'S MOSTLY CONSISTENT WITH THAT LANGUAGE. I ASSUME CSBA WROTE THIS AND SO. I'LL SAY IT'S NOT VERBATIM, BUT IT'S MOSTLY CONSISTENT WITH THAT. THAT PART TALKS ABOUT PROTECTING WELL, THE STATUTE TALKS ABOUT PROTECTING TEACHERS FROM LIABILITY. YOUR POLICY TALKS ABOUT PROTECTING EMPLOYEES FROM LIABILITY UNDER ALL OF THESE CONDITIONS. THE SECTION ABOVE THAT COMES FROM THE EDCO, THE WHISTLEBLOWER PROTECTION. AND SO THAT PART IS NOT RELATED TO THE COLORADO CASE, THE, THE FREE SPEECH CASE THAT YOU'RE REFERRING TO. BUT THE PART AT THE VERY TOP WHERE THE LANGUAGE WAS CHANGED TO ALLOW DISTRICT EMPLOYEES TO ENGAGE IN, YOU KNOW, PERSONAL BELIEFS AND SO FORTH. THAT IS RELATED TO THOSE SAME FREE SPEECH ISSUES THAT WERE RAISED IN THE COLORADO CASE THAT YOU'RE TALKING ABOUT. YEAH. THE REASON I ASKED THAT IS BECAUSE THE LANGUAGE IS A LITTLE MURKY WHEN EMPLOYEES ARE NOT ON DUTY. I UNDERSTAND, YOU KNOW, SUPERVISING INSTRUCTION, THAT THAT'S CLEAR, BUT NOT ON DUTY, BECAUSE MY CONCERN IS OBVIOUSLY ALL, YOU KNOW, ALL FOR FREEDOM OF SPEECH, 100%. ABSOLUTELY. THIS IS WONDERFUL ABOUT OUR COUNTRY. BUT MY CONCERN IS, LET'S SAY YOU KNOW, A COACH GREETS THE STUDENTS IN THE LOCKER ROOM CHEERING THEM, MOTIVATING THEM, AND THEN THEY STEP ONTO THE FIELD. THEY ALREADY STARTED THEIR DUTY, QUOTE UNQUOTE, BECAUSE THEY GREETED THE STUDENTS, BUT NOW THEY'RE PRAYING ON FIELD. [02:00:03] I JUST IT'S LIKE IT'S REALLY MURKY. I DON'T KNOW IF THERE'S A WAY THAT WE COULD ADD SOME CLARITY TO OUR LANGUAGE. BUT THAT THAT'S JUST MY STANCE WHILE STILL PROTECTING, OF COURSE, OUR EMPLOYEES RIGHTS. IT'S A VERY FAIR QUESTION. THE PROBLEM WITH THE KENNEDY V BREMERTON CASE WAS IT WAS VERY SPECIFIC AS TO THE FACTS. IT WAS THE COACH THAT ENGAGED IN PRAYER RIGHT AFTER THE END OF THE FOOTBALL GAME. AND WE COULD ALL ARGUE FOR AN EXTENDED PERIOD OF TIME, IF YOU WANTED TO, ABOUT WHETHER THAT CONSTITUTED PERSONAL PRAYER OR PUBLIC PRAYER. WAS HE STILL ON DUTY? WAS HE OFF DUTY? ALL THAT REALLY MATTERS FOR OUR DISCUSSIONS AT THE SUPREME COURT DECIDED THAT THAT WAS A PERSONAL MOMENT OF PRAYER, AND IT SHOULD NOT BE COUNTED AGAINST HIM, HELD AGAINST HIM UNDER THOSE VERY SPECIFIC FACTUAL CIRCUMSTANCES. I AGREE THIS THIS LEAVES SOME FLEXIBILITY FOR INTERPRETATION. BUT IT'S VERY IT'S PROBABLY IMPOSSIBLE TO HAVE A THOROUGHLY DRAFTED POLICY THAT COVERS EVERY FACTUAL SCENARIO. SO THE THE THEORY HERE IS TO PUT IN THE POLICY WHAT WE KNOW FOR SURE. WE CAN'T ENGAGE IN THOSE PERSONAL THINGS WHILE WE'RE SUPERVISING STUDENTS, WHILE WE'RE, YOU KNOW, AN INSTRUCTIONAL SETTING OR WHILE WE'RE ON DUTY. IF THEY'RE NOT CONSISTENT WITH, YOU KNOW, THE DIRECTIVES OF THE DISTRICT. SO THAT'S ABOUT THE THE MOST SPECIFIC CARVE OUT THAT COULD BE CREATED HERE. AND THAT'S WHY THE POLICY HAS BEEN FRAMED THIS WAY. ALL RIGHT. DID. DID YOUR MICKEY DID YOUR STAFF WANT TO ADD IT TO ANYTHING OR IS THERE ANYTHING ELSE TO ADD? DO YOU COVER IT? HE ALREADY COVERED IT. OKAY, THANKS. ALL RIGHT. ANY OTHER DISCUSSION ON THIS ITEM? ALL RIGHT. SO THERE IS A RECOMMENDATION TO ACCEPT THE ITEM AS A FIRST READING. BUT WE WANT TO MOVE IN THAT DIRECTION AS A MOTION AND A SECOND WITH THAT. SO YEAH. OKAY. MR. PEREZ, IS THERE A SECOND? OUR SECOND. ANY FURTHER DISCUSSION OR A MOTION BY MR. PEREZ. SECOND BY MYSELF. BOARD PRESIDENT. WITH THE I DON'T KNOW HOW ADVERTISEMENTS GOING, BUT I DO KNOW THAT THERE ARE SOME COMPANIES THAT DO SUPPORT US. SO I'M WONDERING IF ARE WE OPEN TO HAVING A ADVERTISEMENTS ON THE FIELD AS LONG WITH A CERTAIN AMOUNT GIVEN TO THE BOOSTER CLUB TO HELP THE ORGANIZATION? OH, YEAH. NO, I MEAN, LIKE, THERE'S, LIKE PAPA JOHN'S. THERE'S I MEAN, THERE'S CONSTRUCTION. I MEAN, THERE'S ORGANIZATIONS. I GUESS I WOULD HAVE TO SAY WITH BOARD APPROVAL, DISCRETION OF BOARD APPROVED ORGANIZATIONS, I DON'T KNOW. YEAH. THANK YOU FOR YOUR QUESTION. I WAS JUST LOOKING AT DOCTOR MCKINNEY, WHO CAN PROBABLY WEIGH IN ON THAT. THANK YOU FOR YOUR QUESTION. INQUIRY. PLEASE COME TO THE PODIUM. SEE, I KNOW. NO. ALL RIGHT. [02:05:01] NOW YOU ARE. NO, I THINK HE TURNED IT BACK OFF. OKAY, LET'S TRY ONE MORE TIME. ALL RIGHT. I WON'T TOUCH IT ANYMORE. YES, THEY CAN PUT ADVERTISEMENTS. IN FACT, MANY OF OUR FIELDS ALREADY HAVE ADVERTISEMENTS. THEY GO THROUGH THE ISPS TO PUT THOSE ADVERTISEMENTS ON OUR FIELDS AND ON OUR GYMS. THERE IS A REVIEW PROCESS TO MAKE SURE THAT WHATEVER IS BEING ADVERTISED IS FALLS IN LINE WITH THINGS THAT ARE APPROPRIATE FOR THE GRADE LEVEL AND FOR THE SERVICES OR THE PRODUCT THAT THEY'RE ADVERTISING. BUT THAT HAPPENS CURRENTLY. OKAY. IS THERE A WAY WE CAN KIND OF GET THAT MESSAGE OUT THERE A LITTLE BIT BETTER VIA SOCIAL MEDIA OR SOMETHING? BECAUSE, SURE, I DIDN'T EVEN KNOW ABOUT IT. I MEAN, I SEE SOME SIGNS AND BUT I GIVE TO THE LOCAL ORGANIZATIONS THE BOOST LIKE THE OUTSIDE SCHOOL BECAUSE UNLESS YOU ASK ME, I'M NOT GOING TO, YOU KNOW, BE MADE AWARE OF IT. YES, WE DEFINITELY CAN DO A BETTER JOB. MOST OF OUR ISPS AND CLUBS AND OUR BOOSTER CLUBS DO GO OUT AND SOLICIT DONATIONS FOR EITHER THEIR PROGRAMS OR SIGNS OR VARIOUS THINGS. AND SO WE CAN EXPAND WHAT THAT SOLICITATION LOOKS LIKE. OKAY. TAKES OFF. MISS SANDOVAL, MAY I? OKAY. WHAT I WANTED TO KNOW ARE THERE REQUIREMENTS ACROSS THE BOARD AT ALL SCHOOLS? AND THE TRAINING THAT THE BOOSTERS RECEIVE? IS THAT ALSO REQUIRED OF ALL SCHOOLS? YES. THAT IS A NEW ADDITION. LET ME CLARIFY THE APPLICATION PROCESS THAT IS NOT NEW, AND SHOWING ALL OF THE DOCUMENTATION AND SIGNING OFF THAT EVERYTHING WILL BE CORRECT AND THEY'LL SUBMIT IT AND THAT THEY'LL FOLLOW THOSE RULES. THOSE THINGS AREN'T NEW, BUT ONE OF THE PIECES THAT WE ADDED FOR THIS THAT YOU'LL SEE ON ALL OF OUR FUTURE BOOSTER CLUB APPLICATIONS IS THERE IS A MANDATORY ORIENTATION THAT MEMBERS OF THE BOOSTER CLUB MUST ATTEND, AND THEN A MANDATORY TRAINING THAT THEY ALL MUST COMPLETE. AND THEY AFTER COMPLETING THE TRAINING, THEY GET A LITTLE CERTIFICATE AND THAT CERTIFICATE GETS SUBMITTED AS PART OF THEIR PAPERWORK. AND WE AUDIT AND MAKE SURE ALL THEIR OFFICERS HAVE COMPLETED THAT TRAINING BEFORE WE SUBMIT THE PAPERWORK TO YOU. AND THEN WE'LL DO THAT EVERY YEAR FOR ALL RENEWALS AND FOR ALL NEW BOOSTER CLUBS. SEE, THAT'S WHY WE HIRED YOU. YOU'RE AMAZING. THANK YOU, THANK YOU. ALL RIGHT. ANY OTHER QUESTIONS ON ITEM 5.9? HEARING NONE. I HAVE A MOTION BY MISS SANDOVAL AND A SECOND BY MR. PEREZ. Comments] I'M GOING TO START WITH OUR OUTGOING STUDENT BOARD MEMBER. IF SHE HAS ANYTHING THAT SHE WANTS TO SAY BEFORE THE CLOSE OF THE NIGHT, I'M GOING TO START WITH HER. I KNOW THIS IS MY LAST MEETING AND I KNOW I HAD THE PROXY VOTE, BUT I'D NEVER REALLY VOTED BECAUSE I WAS LIKE, OH, LIKE, IT'S GOING ON, IT'S GOING, IT'S GOING, GOING. AND I JUST LET IT FLOW. BUT JUST KNOW WITH LIKE MAJORITY OF THE AGENDA ITEMS, I WAS LIKE, I IN MY IN MY MIND, I WAS DOING MY OWN PROXY VOTE. WHAT ABOUT THOSE THAT YOU WERE NEON? DID YOU EVER WANT TO SPEAK OUT ON THOSE? I USUALLY MADE A COMMENT LIKE BEFORE MY BOARD, I JUST WANT TO CHECK. BUT YEAH, IT'S BEEN A PLEASURE TO BE ON THIS BOARD AND I'M VERY THANKFUL FOR ALL MY EXPERIENCES. JUST SO YOU GUYS KNOW THE STIPEND MONEY, IT'S ALL. IT'S ALL GOING TO MY COLLEGE FUND. SO IT'S GOING OFF TO PAY COLLEGE. I'M VERY GRATEFUL FOR MY SCHOLARSHIPS, AND I'M VERY GRATEFUL FOR MY TIME HERE. IT'S MY LAST MEETING. SO. YEAH, I JUST WANTED TO LET EVERYONE KNOW THAT I'M SO THANKFUL. AND I'M GOING TO REALLY MISS ALL OF YOU GUYS AND ALL MY CONVERSATIONS. AND I KNOW WHEN I'M AT STANFORD, I'M GOING TO BE THINKING ABOUT THE FIRST WEDNESDAY OF EVERY MONTH AND HOW IT'S USUALLY A BOARD MEETING. SO YEAH, THANK YOU GUYS ALL FOR EVERYTHING. AND YEAH, SO THIS MEETING. SO I HOPE YOU GUYS ALL HAVE A WONDERFUL NIGHT AND ENJOY THE HOT SUMMERS IN CALIFORNIA OR WHEREVER YOU GUYS TRAVEL FOR VACATION. SO YEAH. THANK YOU GUYS. THANK YOU. JULIETTA I'LL GO TO MY RIGHT DOCTOR CASADA. THANK YOU. FIRST I WANT TO THANK STAFF FOR ANSWERING. PROBABLY MORE THAN YOU WANTED TO SEE. MY QUESTIONS THAT I HAD FOR TONIGHT, BUT IT MAKES OUR BOARD MEETING SHORTER, SO I'M SURE EVERYONE'S EXCITED ABOUT THAT. SO THANK YOU FOR TAKING THE TIME TO ANSWER MY QUESTIONS. I WANT TO GIVE KUDOS TO KAISER HIGH SCHOOL'S THEATER DEPARTMENT. THEY EARNED THE EDUCATIONAL THEATER ASSOCIATION PREMIER DISTINCTION DESIGNATION, SO I DEFINITELY HOPE THAT THEY RECEIVE THEIR BANNER. I KNOW WENDY WAS REACHING OUT TO THE PRINT DEPARTMENT TO GET THAT BANNER. SO IF WE COULD FOLLOW UP WITH THEM TO MAKE SURE THAT THEY HAVE THAT. AND I THINK SOMEBODY TALKED ABOUT MAYBE A RECOGNITION IN THE FUTURE FOR THAT. SO I JUST REALLY WANTED TO APPLAUD THAT DISTINCTION, BECAUSE IT'S VERY DIFFICULT TO GET THAT. AND ONE OF OUR OWN IN OUR COMMUNITY HAS RECEIVED THIS INCREDIBLE THEATER DISTINCTION TO BUILD ON OUR ARTS EDUCATION PLAN THAT WAS RECOGNIZED THIS EVENING. I REALLY WANT TO GRACIOUSLY THANK THE NEGOTIATIONS THEME TEAM FOR COMING TO THE RATIFIED AGREEMENTS THAT ALL WERE APPROVED THIS EVENING. I THINK THIS IS WONDERFUL. THAT WAY THAT OUR, OUR PARTNERS CAN ENJOY THEIR SUMMER JUST REALLY FEELING AT EASE. AND I APPLAUD OUR DISTRICT BECAUSE THERE ARE A LOT OF DISTRICTS THAT HAVE NOT SETTLED WITH THEIR UNION PARTNERS. AND SO I REALLY THANK OUR TEAMS FOR SENDING OUR STAFF OFF INTO THE SUMMER, JUST REALLY JUST KIND OF JUST AT EASE TO KNOW THAT WE HAVE SETTLED SO THAT THAT IS REALLY WONDERFUL. I REALLY WANT TO THANK AGAIN, STAFF AND MY COLLEAGUES. IT WAS WONDERFUL TO SEE, AT LEAST IN MY FIRST TERM, ALL OF US PRESENT AT OUR BOARD GRADUATIONS OUR BOARD GRADUATIONS, OUR HIGH SCHOOL SENIOR GRADUATION. WE DIDN'T GRADUATE, OUR HIGH SCHOOL SENIOR GRADUATIONS, ALL EIGHT OF THEM. I THINK IT'S JUST REALLY WONDERFUL. AND I TOLD DOCTOR MCKINNEY THAT IT WAS REALLY IT'S REALLY NICE TO SEE HOW EVERYTHING FLOWS SO SEAMLESSLY. AND I THINK SOMETIMES PEOPLE FAIL TO RECOGNIZE THAT THE WORK THAT REALLY GOES INTO IT WHEN EVERYTHING IS SEAMLESSLY RAN, WHEN YOU KNOW THINGS FUMBLE AND STUMBLE, THAT'S WHEN WE LIKE POINT FINGERS, RIGHT? BUT WHEN THINGS FLOW SO SEAMLESSLY, LIKE THEY DID AT ALL OF THE GRADUATIONS, I THINK WE NEED TO RECOGNIZE THAT WORK EVEN MORE THAN WHEN, YOU KNOW, TIMES MAYBE SOMETHING HAPPENS. SO I THINK IT WAS JUST BEAUTIFUL. IT WAS MY LAST SET OF GRADUATIONS AS A BOARD MEMBER. AND SO YEAH, I JUST CHERISH AS THE STREAMERS FLEW INTO THE AIR ONE LAST TIME. SO I'M GOING TO MISS ALL OF THOSE MOMENTS THAT WE SHARED AS A BOARD. AND I WAS SO NICE TO SHARE THOSE MOMENTS COLLECTIVELY. JULIETTA, AS I'VE SAID BEFORE, I'M SO PROUD OF YOU. AND YEAH. OH MY GOSH. LIKE, AT GRADUATION, I WAS JUST, LIKE, BEAMING. AND SO I COULD IMAGINE HOW YOUR FAMILY FELT AS YOU WERE SPEAKING, YOU KNOW, WORDS OF WISDOM. AND I REALLY AM EXCITED FOR THIS NEXT STEP. AND LIKE I WROTE IN THE CARD, THIS IS ONLY THE BEGINNING. AND I KNOW A LOT OF OUR STUDENTS MOVING AWAY FROM HOME IS VERY, VERY DIFFICULT. BUT JUST STAY STRONG, WHICH I KNOW YOU WILL, AND YOUR SISTERS LIKE HAVE SUCH A ROLE MODEL TO LOOK UP TO. AND SO JUST LIKE I SAID, STAY STRONG. AND YOU KNOW, FONTANA IS ALWAYS YOUR HOME, BUT IT'S OKAY TO GO AWAY. DON'T BE LIKE ME AND STAY HERE FOREVER. SO GO AWAY AND YOU CAN ALWAYS COME BACK, OKAY? SO JUST STAY STRONG AND YOU'RE GOING TO HAVE AN INCREDIBLE COLLEGE EXPERIENCE. AND I CAN'T WAIT. AND I BELIEVE YOU WANT TO BE A PEDIATRICIAN. CORRECT. YES, I WANT TO BECOME A PEDIATRICIAN AND SERVE ALL MY SPANISH ONLY SPEAKING PATIENTS, BECAUSE THAT'S WHY IT'S MY PASSION. [02:15:07] BECAUSE I NEVER HAD A DOCTOR WHO SPOKE SPANISH. SO I WANTED TO BECOME THE DOCTOR THAT SPOKE SPANISH. SO MY PATIENTS DIDN'T FEEL THAT LINGUISTIC BARRIER. SO YEAH, I LOVE THAT. YEAH, WE HAVE TO STAY IN CONTACT AND I HOPE THROUGH, YOU KNOW, MISS ANYBODY THAT YOU JUST AGAIN JUST TELL US OF ALL OF YOUR FUTURE SUCCESS BECAUSE. THANK YOU. THIS IS ONLY THE ONLY THE BEGINNING. YES. THANK YOU. AND I WANTED TO ADD I SAW THE CARD AND I BEGAN TO READ IT, BUT I ALMOST STARTED TEARING UP. SO I WAS LIKE, I'M GONNA SAY THIS FOR WHEN I'M AT HOME SO I CAN CRY LATER AND MISS IT ALL. SO THANK YOU GUYS ALL FOR WRITING IN MY CARD. ABSOLUTELY. AND I KNOW WE HAVE MANY STAFF MEMBERS THAT ARE WORKING DURING THE SUMMER, SO THANK YOU FOR, YOU KNOW, TAKING TIME OUT OF YOUR PRECIOUS PERSONAL TIME TO, TO DEVOTE TO THE SCHOOL DISTRICT DURING THE SUMMER. AND I HOPE EVERYONE HAS A WONDERFUL SUMMER BREAK AND A STEP AWAY. SHUT OFF THE COMPUTER, WALK AWAY, AND JUST ENJOY YOUR PERSONAL FAMILY TIME WITH YOUR LOVED ONES. BECAUSE LIKE I SAID, YOU NEVER KNOW WHEN'S YOUR LAST BREATH ON THIS EARTH. AND SO ALWAYS HUG AND THANK EVERYONE, EVEN WHEN THEY, LIKE, MAYBE MAKE YOU REALLY ANGRY AND YOU WANT TO LIKE, BUT JUST KNOW YOU STILL LOVE THEM AND SAY THAT ON A DAILY BASIS. SO THANK YOU EVERYONE. THANK YOU, DOCTOR CASADA. MISS SANDOVAL. THANK YOU. MAY WAS SO BUSY, I WASN'T ANY BUSIER THAN YOU ALL OUT THERE, BECAUSE EVERY DAY THERE WAS SOMETHING GOING ON. BUT YOU KNOW WHAT? IT WAS ALL IN ALL GOOD. BECAUSE, YOU KNOW, FROM MICKEY'S STATE OF THE DISTRICT, THE PRINTING DEPARTMENT WAS JUST OFF THE HOOK. THEIR PRINTING WAS JUST AMAZING. THE STUFF ON THE GROUND, THE STUFF HANGING UP, YOU KNOW MICKEY'S SPEECHES AND AND TALKING ABOUT THE DIRECTION WE'RE GOING. BUT YOU KNOW WHAT? EACH AND EVERY ONE OF YOU HAVE SOMETHING TO DO WITH THAT. EVERY SINGLE EMPLOYEE, THE UNIONS, THE TEACHERS UNION, US. THE POPE. FOR EVERY SINGLE ONE OF YOU HAVE SOMETHING TO DO WITH EVERYTHING THAT GOES ON, INCLUDING THOSE GRADUATIONS. THEY WERE JUST SO BEAUTIFUL. THE STUDENTS, THEIR SPEECHES, HOW THANKFUL THEY WERE OF THEIR TEACHERS AND THEIR COUNSELORS. I'M THANKFUL TO THEM TOO, BECAUSE YOU KNOW WHAT? WITHOUT THEM, WE DON'T HAVE YOU OR YOU. MAKING IT, WALKING ACROSS THAT STAGE, GOING TO THOSE IVY LEAGUE SCHOOLS, WHETHER IT'S LOCAL, WHETHER IT'S AWAY, IT DOESN'T MATTER WHERE YOU START, IT'S WHERE YOU FINISH. THAT'S REALLY WHAT MATTERS. AND I LOOK FORWARD TO SEEING YOU AT A HOSPITAL. WHO KNOWS? YOU KNOW, MAYBE MY GREAT GRANDKIDS WILL HAVE CHILDREN AND YOU'LL BE THEIR DOCTOR, YOU KNOW? SO THAT'S THAT'S JUST AMAZING. AND I WANT TO THANK EVERYBODY FOR EVERYTHING THAT THEY DO. YES. ENJOY SUMMER. I'M SO PROUD OF MY NIECES AND NEPHEWS THAT GRADUATED THIS YEAR. I HAD FIVE FIVE KIDS FROM DIFFERENT SCHOOLS, AMAZING ONES GOING INTO THE MILITARY. THE OTHER ONE IS GOING ON TO FURTHER HER EDUCATION. AND THE OTHER THREE, I DON'T KNOW WHAT THEY'RE GOING TO DO, BUT THEY'RE GOING TO DO SOMETHING BECAUSE WE'RE NOT GOING TO LET THEM JUST SIT AT HOME AND AND NOT DO ANYTHING. THEY GOT TO WORK. THEY'RE OLD ENOUGH TO GO OUT AND WORK AND PAY FOR OUR SOCIAL SECURITY GUYS. SO ANYWAYS, YOU GUYS HAVE A WONDERFUL NIGHT. HAVE A WONDERFUL SUMMER. THOSE OF YOU THAT ARE WORKING THE 12 MONTHS, ENJOY, ENJOY THAT TIME. TAKE SOME TIME OFF BECAUSE YOUR FAMILY DESERVES A VACATION. THANK YOU AND HAVE A WONDERFUL NIGHT. THANK YOU, MISS SANDOVAL. VICE PRESIDENT PEREZ. THANK YOU, BOARD PRESIDENT. CONGRATULATIONS AGAIN. JULIET, TO YOU QUESTION. WHO'S MY WRITING IS, IT'S THE ONE IN ALL CAPITAL LETTERS, STRAIGHT LINES. SO CONGRATULATIONS. YOU GAVE A WONDERFUL SPEECH AND CAN'T WAIT TO SEE YOU COME BACK AND SEE WHAT YOU HAVE. YOU'RE GOING TO DO MOVING FORWARD A FEW THINGS. ONE, I WAS ABLE TO ATTEND THE IBEW AT CITRUS COLLEGE OR AT CITRUS HIGH SCHOOL. THE SPECIAL PART ABOUT THAT WAS THAT'S A CONNECTION. I WAS ABLE TO GET TO OUR DISTRICT ABOUT A YEAR AGO, AND TO SEE 25 STUDENTS GRADUATE FROM IT IS AMAZING. THEY'RE ACTUALLY STARTING THEIR APPRENTICESHIP PROGRAM, STARTING ABOUT I THINK IT WAS LIKE $30 AN HOUR BENEFITS, AND THEY'RE GOING TO GO ON THEIR WAY TO THEIR JOURNEY SHIP. IN ADDITION TO THAT, THE CARPENTER UNION THEY'VE ACTUALLY THAT WAS ANOTHER PROGRAM. I WAS I WAS LUCKY ENOUGH TO CONNECT WITH AND BRING TO THEIR DISTRICT, AND THEY'RE GRADUATING ANOTHER 25. SO I KNOW THIS PROGRAM IS GROWING AND IT'S EXPANDING AND IT'S GETTING MORE KIDS AN OPPORTUNITY AFTER AFTER THEY GRADUATE. WITH THAT BEING SAID, AS THE AS THE PROGRAM CONTINUES TO GROW, I WAS WONDERING IF WE CAN EXPAND OUR SASHES TO HAVING OUR APPRENTICESHIP PROGRAMS. I'M GOING TO START WITH THE CARPENTERS AND IBEW TO SEE IF WE CAN ESTABLISH THAT. IT WAS GREAT TO SEE ALL THE PEOPLE THAT ARE GOING INTO THE MILITARY DURING THE GRADUATION. [02:20:03] I'M REALLY PROUD BECAUSE REGARDLESS, THEY'RE NOT GOING TO COLLEGE. THEY ARE GOING TO A FUTURE THAT IS IS GOING TO BE BRIGHT. SO IT WAS REALLY GREAT TO SEE THAT HAD THE OPPORTUNITY TO GO TO CSBA TWO WEEKS AGO. AND THAT WAS I'M NOT TRYING TO END ON A BAD NOTE, BUT IT'S IT'S REALLY SCARY ON WHAT'S GOING TO BE HAPPENING IN THE NEXT YEAR OR SO. CBOS IN OUR DISTRICT, IN EVERY DISTRICT, HAVE TO SEND UP APPROXIMATELY SIX REPORTS TO THE STATE DEPARTMENT OF EDUCATION IN THE STATE DEPARTMENT OF EDUCATION. NONE OF THE SIX REPORTS ARE REVIEWED BY ANY OF THE OTHER DEPARTMENTS. SO THERE'S A BIG QUESTION TO BUDGETARY AND AND HOW MONEY IS BEING SPENT. THERE WAS ANOTHER ISSUE REGARDING COUNTY BOARD OF SUPERVISORS OR COUNTY BOARD ELECT, BUT FOR EDUCATION. BUT THAT REALLY DIDN'T THAT THAT WAS NOT HERE, THERE FOR OUR DISTRICT. SO WITH THAT BEING SAID, MISS, MISS OR SORRY MISS. SORRY, MICKEY. MISS, ANYBODY CAN WITH OTHER INFORMATION I WAS ABLE TO GET IN SACRAMENTO. CAN WE AT LEAST GET A PRESENTATION ON IF THE BOND DOESN'T PASS? THERE THERE ARE SOME INDICATIONS THAT IT MAY NOT PASS. SO I JUST WANT THE BOARD AND THE PUBLIC TO HAVE IT, TO KNOW THE INFORMATION AND TO TO BE PREPARED FOR THAT JUST IN CASE, BECAUSE I THINK IT'S GOING TO BE A CLOSE ONE. PARDON ME. YOU'RE LOOKING FOR A PRESENTATION ON HOW THE BOND. WHAT? FILL IN THE BLANK IF IT DOESN'T PASS. SO IF THE BOND DOESN'T PASS. YEAH. AND WHAT HOW WE'RE GOING TO ADJUST THE BUDGET OR WHAT THE NEXT STEPS ARE JUST IN CASE. AND I THINK. I MEAN, IT WAS IT'S BEEN LIKE SANDOVAL SAID, IT'S BEEN A IT'S BEEN A BUSY MONTH FOR ME AND I LOOK FORWARD TO STARTING NEXT YEAR. SO WITH THAT. OH, AND ONE LAST THING. SORRY, MISS ANYBODY. SO I WAS ABLE TO TALK TO A ONE OF OUR TEACHERS THAT WAS THAT WAS OUT ON WORKMAN'S CART, HAD A WORKMAN'S COMP INJURY. AND I KNOW IT'S NOT OUR FAULT. I KNOW THERE'S A LEGAL PROCESS WITH WORKMAN'S COMP AND GETTING APPROVALS FOR SO FORTH. SO I WAS ABLE TO MAKE SOME CONNECTIONS AND AND LOOK INTO IT A LITTLE BIT FURTHER. I WOULD LIKE US TO IT'S IT'S GOING TO BE REVOLUTIONAL. NOBODY'S GOING TO BE DOING THIS, SO BUT I DO HAVE A A. THERE IS PEOPLE OUT THERE THAT ARE STARTING NEW WAYS OF GETTING PRE-APPROVED MRIS, X RAYS AND SO FORTH. IN ADDITION TO SENDING A LIAISON. THE MOMENT THAT THE PERSON IS IDENTIFIED AS A WORKMAN OR A WORK INJURY, AND MAKING SURE THAT THE RESOURCES ARE THERE. I'M GOING TO CONNECT YOU. I'M GOING TO GIVE YOU SOME INFORMATION. WE CAN HAVE OUR TEAM REACH OUT. IT'S NOT JUST GOING TO BE OUR DISTRICT, IT'S GOING TO HAVE TO POSSIBLY BE MULTI DISTRICTS. BUT I THINK THE FASTER WE CAN GET PEOPLE MRIS AND THE MEDICAL ATTENTION THAT THEY NEED, I THINK WILL BE WAY BETTER OFF. I KNOW THAT THERE IS A LEGAL PROCESS, BUT IT SEEMS TO BE THAT THERE ARE SOME LOOPHOLES THAT I THINK WE, WE, WE CAN CAPITALIZE ON AND ENSURE THAT OUR STAFF IS GETTING THE BEST TREATMENT POSSIBLE. SO WITH THAT BEING SAID, I'M GOING TO WISH EVERYBODY A GOOD NIGHT. THANK YOU, VICE PRESIDENT PEREZ. I'LL TRY TO KEEP MINE SHORT. I THINK MY COLLEAGUES HAVE MENTIONED A LOT OF WHAT WE HAD DONE THROUGHOUT THE MONTH OF MAY, SO THANK YOU. BUT THE CULMINATION OF EIGHT GRADUATIONS WAS AN AMAZING THING TO WITNESS. SO AGAIN, THANK YOU, STAFF. I THOROUGHLY ENJOYED IT. AND AS DOCTOR QUESADA SAID, TO HAVE ALL FIVE OF US COLLECTIVELY ON THE STAGE TOGETHER WAS WAS GREAT TO SEE. SO THANK YOU COLLEAGUES, FOR FOR MAKING THAT HAPPEN FOR OUR STUDENTS. I DO WANT TO MENTION THAT SO I BELONG TO AN ORGANIZATION CALLED JELLY SUNSHINE PROJECT. IT WAS STARTED AFTER MY GODDAUGHTER. YOU MIGHT ALL MY COLLEAGUES KNOW THAT SHE PASSED AWAY IN A TRAGIC CAR ACCIDENT. AND SO IN A WAY, TO KEEP HER HER MEMORY ALIVE, WE STARTED JELLY SUNSHINE PROJECT. IT'S A NONPROFIT 500 1C3. AND IN THE PAST SEVERAL YEARS, WE'VE WE'VE GIVEN SCHOLARSHIPS IN THE AMOUNT OF BETWEEN 5 AND $7000 TO TO SUMMIT HIGH SCHOOL STUDENTS BECAUSE SHE GRADUATED FROM SUMMIT AND WE SPECIFICALLY WERE TARGETING THOSE THAT WERE GOING INTO THE HEALTH CARE PROFESSIONS. WE'VE CONTINUED THAT LEGACY OVER AT SUMMIT THIS YEAR. WE GAVE OUT $7,000 AND WE EXPANDED TO FONTANA HIGH SCHOOL, WHICH HAPPENS TO BE THE HEALTH CARE PATHWAY WITH ANOTHER $6,000. SO $13,000 TOTAL FROM JUST FUNDS THAT GET RAISED FROM DONATIONS. AND ONE OF THE MAJOR FUNDRAISERS THAT DRISANA AND CHRIS CAMPOS, WHO HAPPEN TO BE THEIR PARENTS, HAVE A LITTLE WHAT'S CALLED FUNKOS. BUT THESE LITTLE POP BUSINESSES THAT THEY DO AND THEY THEY AUCTION THEM OUT TWICE A WEEK THROUGH AN ONLINE AUCTION. AND SO THE PROCEEDS OF THAT GOES BACK INTO THE NONPROFIT. THAT'S HOW IT'S BEEN GENERALLY FUNDED. SO I JUST WANTED THE COMMUNITY TO KNOW THAT $13,000 GOING OUT INTO HEALTH CARE PROFESSIONS, I THINK, IS A IS A BIG FEAT FOR A SMALL BUT MIGHTY ORGANIZATION THAT JUST STARTED FROM THE DEATH OF A, OF A OF A YOUNG LADY WHO HAD EVERYTHING GOING FOR HER. SHE WAS GOING TO WORK AND WAS REAR ENDED ON THE 215 FREEWAY IN RIVERSIDE, GOING TO RIVERSIDE COMMUNITY HOSPITAL AS A LABOR AND DELIVERY NURSE. [02:25:07] SO I SAY THAT TO SAY THAT I WANT THAT TO CONTINUE IN OUR COMMUNITY. SO IF ANYONE WANTS TO EVER GO TO JELLY SUNSHINE PROJECT AND SEE WHAT THAT'S ABOUT, AND IF YOUR HEART DESIRES TO DO SOMETHING WITH THAT NEXT YEAR, OUR GOAL IS TO CONTINUE TO DO THAT AT FOHAI AND AT SUMMIT AND TO CONTINUE IF WE CAN, IF THE CAPACITY GROWS TO, TO BE ABLE TO EXPAND AT THE OTHER HIGH SCHOOLS FOR KIDS THAT MAY WANT TO GO INTO THE HEALTH CARE PROFESSION. SO I JUST WANTED TO PUT THAT LITTLE PLUG IN REAL QUICK AND TO SAY AGAIN, THANK YOU FOR ALL THAT EVERYONE DOES, AND I'M HONORED TO BE ABLE TO SIT ON THIS DAIS AND REPRESENT OUR COMMUNITY AND HAVE A GOOD NIGHT. MISS MICKEY. HAVE ANYTHING? ANY FINAL WORDS? YOU KNOW, THE ONLY THING I WANT TO SAY, JUST BECAUSE I HEAR THE RECOGNITION OF THIS LAST WEEK OF GRADUATIONS IS JUST A PHENOMENAL EXPERIENCE. BUT ONE THING THAT STANDS OUT ABOUT LAST WEEK'S EXPERIENCE WAS WHEN OUR SENIORS WENT DOWN THEIR ELEMENTARY SCHOOLS TO LET THEIR ELEMENTARY TEACHERS KNOW. THANK YOU FOR WHAT YOU DID. LOOK AT ME, I MADE IT. I MEAN, THAT IS JUST THAT JUST EXPRESSES THAT ALL THE EXCITEMENT AT THE HIGH SCHOOL. BUT OUR ELEMENTARY AND MIDDLE SCHOOL TEACHERS AND EDUCATORS HAD A HAND IN THIS GREAT WORK, AND THEY'RE AWESOME STUDENTS THAT WE STAND UP HERE, SIT UP HERE WITH. SO I JUST WANT TO THANK OUR ENTIRE COMMUNITY FOR THEIR WORK IN THE GRADUATES THAT WE CELEBRATED THIS PAST WEEK. THANK YOU. ABSOLUTELY. ALL RIGHT. WELL, WE'RE AT ITEM 8.1 ADJOURNMENT. IS THERE A MOTION A SECOND TO ADJOURN THIS MEETING TONIGHT? LASTLY, MISS SANDOVAL, YOU BETTER STOP IT. IS THERE A SECOND? I'LL SECOND. ANY DISCUSSION? HEARING NONE. PLEASE CAST YOUR VOTE. WE'RE ADJOURNED AT 9:22 P.M.. HAVE A GOOD NIGHT, EVERYBODY. * This transcript was compiled from uncorrected Closed Captioning.
