I FIRST WOULD LIKE TO THANK GLOBAL STUDIES LED BY, HERE IN THE AUDIENCE THANK YOU FOR THE WORK YOU HAVE DONE TO HELP LEAD THIS WORK IN CONJUNCTION WITH DR. SO, WHENEVER THE STATE OR THE DISTRICT IS LOOKING TO MAKE A CHANGE IT TO GRADUATION REQUIREMENTS, THERE IS A PROCESS WE GO THROUGH SO WE WANT TO DO A QUICK LITTLE SUMMARY OF THAT PROCESS. WE GO THROUGH THE PROCESS TO MAKE SURE CHANGES HAVE BEEN THOROUGHLY CONSIDERED FOR THE IMPACT ON THE DISTRICT AND FOR OUR STUDENTS AS WELL. SO WE START WITH GATHERING ALL OF THE INFORMATION AS IT GOES THROUGH DISCUSSION AND EXPLORATION PHASE WHERE WE PULLED COMMITTEES TOGETHER. WE THEN GET INFORMATION THAT BECOMES PART OF THE INFORMATION THAT GOES TO SECONDARY ACADEMIC ADVISORY COMMITTEE WHERE THEY CONSIDER SOME OF THE LOGISTICAL PIECES AND LONG-TERM EFFECTS OF THESE CHANGES AND FROM ALL THAT WORK A RECOMMENDATION GOES FORWARD TO EXECUTIVE CABINET FOR ACTION TO BE CONSIDERED INCLUDING THE PROS AND CONS, THE IMPACT OF EDUCATION CODE AND A RECOMMENDATION COMES TO ALL OF YOU FOR THE BOARD APPROVAL. YOU ARE WHO MAKES ANY OF THOSE CHANGES FINAL WHEN WE IMPLEMENT ANYTHING, EVEN SOMETHING THE STATE DOES, IT IS THE LOCAL BOARD OF EDUCATION THAT MAKES APPROVAL OF THE PATH FORWARD. AND WHEN WE APPROACH THIS IMPORTANT WORK IT IS CRITICAL WE UNDERSTAND WHAT IS AT STAKE BECAUSE ULTIMATELY, IT IS ABOUT ENSURING ALL STUDENTS CAN SEE THEMSELVES AS PART OF THE PUZZLE AND THE STORY THAT IS OUR COUNTRY. FINDING THE MISSING PIECES THAT CREATE BELONGING ON CONTRIBUTIONS AND ELEVATE VOICES THAT HAVE TRADITIONALLY BEEN UNHEARD OR FORGOTTEN. SO TONIGHT, WE'RE GOING TO TALK ABOUT THE REQUIREMENTS AND UPDATE YOU ON THE PROCESS. AND ITS IMPACT ON FONTANA UNIFIED IN FOUR DIFFERENT LENSES. SO THE STATE OF CALIFORNIA HAS PROVIDED THIS DEFINITION OF ETHNIC STUDIES.

THE KEY PIECE IS THAT IT UNDERLINES VARIOUS SOCIAL, CULTURAL, HISTORICAL, POLITICAL AND ECONOMIC CONTEXT WHEN WE TALK ABOUT EVERYONE THAT MAKES UP THIS NATION. IN FACT OUR MODEL CURRICULUM PUT FORTH BY THE STATES GROUND ITSELF IN FOUR SPECIFIC DISCIPLINES, THIS IS RIGHT FOR THE MODEL CURRICULUM, THAT INCLUDES AFRICAN-AMERICAN, LATINO, NATIVE AMERICAN AND ASIAN-PACIFIC PACIFIC ISLANDER AND TELLING STORIES THAT HAVE OFTEN BEEN UNTOLD IN THE COURSES THAT ARE TAKING PLACE IN SCHOOLS ACROSS THE NATION.

WHY DOES THIS MATTER? WE KNOW THAT STUDENTS DO BEST WHEN THEY FEEL CONNECTED TO THE LEARNING AND THEY FEEL LIKE THEY BELONG IN THEIR SCHOOL SETTING AND CLASSROOMS. HOW DO WE KNOW ETHNIC STUDIES CAN HELP WITH THIS? RIGHT HERE WE PULLED A SNAPSHOT OF SOME OF THE DATA DONE , STANFORD UNIVERSITY CONDUCTED A STUDY WHERE THEY WENT THROUGH AND FOLLOWED A DISTRICT WORTH OF NINTH GRADERS UP NORTH IN A LARGE URBAN DISTRICT AND THEY FOUND STUDENTS THAT WERE ENROLLED AS ETHNIC STUDIES AS NINTH GRADERS, INCREASED GP OVER THE COURSE OF FOUR YEARS BY 1.4 POINTS COMPARED TO STUDENTS WHO DID NOT TAKE THE CLASS. THEY ATTENDED SCHOOL 18 MORE DAYS PER YEAR ALMOST A WHOLE MONTH MORE PASSING SIX MORE CLASSES OVER FOUR YEARS ALMOST A WHOLE SEMESTER. THEY GRADUATED AT A RATE OF 90% COMPARED TO 75% FOR THOSE WHO DID NOT TAKE THE

COURSE AND THEY WERE 15% MORE LIKELY TO GO TO COLLEGE WITHIN SIX YEARS AFTER THEY GRADUATED. THE STUDENTS HAVE NOT GRADUATED YET SO I DON'T KNOW BUT THE FINAL DATA IS, IF THEY GRADUATE FROM COLLEGE BUT THEY ARE MORE LIKELY TO GO SO WE KNOW THERE IS A POSITIVE IMPACT IN BUILDING THAT CONNECTION AND LOTS OF RESEARCH BUT THIS IS ONE OF THOSE THAT WE PULLED.

OVER THE COURSE OF TIME THERE HAS BEEN A LOT OF DISCUSSION ABOUT WHAT ETHNIC STUDIES IS NOT AND WHAT IT IS. SO WE WANT TO BREAK THIS DOWN IN TERMS OF MAKING SURE WE ARE ALL ON THE SAME PAGE, ETHNIC STUDIES IS NOT A COURSE THAT IS JUST A THROW AWAY LET'S TALK ABOUT FEELINGS OR LIVED EXPERIENCES.

IT IS NOT A COURSE JUST REGULAR CURRICULUM BUT WITH CULTURALLY RELEVANT RESPONSIVE TEACHING PEDAGOGY NOT FOCUSED SOLELY ON RACE. WHAT WE KNOW ETHNIC STUDIES COURSES DO IS THEY BUILD CRITICAL THINKING SKILLS THEY BUILD COMMUNICATION SKILLS, THEY BUILT STUDENT ABILITY TO ENGAGE IN CIVIL DISCOURSE AS WELL AS TO THINK CREATIVELY AND TO USE RESEARCH AND WELL-ROUNDED RESEARCH AND WHAT THEY ARE DOING.

WE KNOW CALIFORNIA IS A VERY DIVERSE STATE AND IT IS IMPERATIVE IN CALIFORNIA HISTORY THAT WE MAKE SURE WE'RE TELLING THE STORIES OF ALL THE GROUPS OF PEOPLE THAT HAVE LIVED HERE THROUGHOUT TIME. WE KNOW LOCALLY, FONTANA HAS A VERY UNIQUE STORY WHEN IT COMES TO THE STORIES AS WELL. AFTER A DECADE-LONG BATTLE MARKING A PIVOTAL STEP FORWARD TOWARD HEALING AND CREATING A MORE INCLUSIVE CALIFORNIA THAT CELEBRATES CONTRIBUTIONS OF ITS PEOPLE AND FONTANA WILL BENEFIT FROM THIS, AS WELL. SO, LOOKING AT THE LAW, THE LAW WAS SIGNED IN 2021 AND IT CREATES A HIGH SCHOOL GRADUATION REQUIREMENT THAT WILL TAKE IN EFFECT FOR THE CLASS OF 2030. SO WE ARE A FEW YEARS AWAY BUT IT'S COMING. WITH THAT IT TRIGGERS THE CHANGE OF CALIFORNIA EDUCATION CODE TO INCLUDE THIS LINE OF COMMENCING WITH THE PEOPLE GRADUATING IN THE 29-30 SCHOOL YEAR INCLUDING FOR PEOPLE ENROLLED IN A CHARTER SCHOOL A ONE SEMESTER COURSE IN ETHNIC STUDIES. WHILE THERE IS MUCH WORK AHEAD, FONTANA IS ACTUALLY , HAS A LONG HISTORY OF BEING OUT IN FRONT WHEN IT COMES TO ETHNIC STUDIES. OVER THE COURSE OF OUR 70 YEAR HISTORY OF EXISTENCE AS A UNIFIED DISTRICT THE 1950S WAS THE ONLY YEAR FONTANA UNIFIED HAS NOT OFFERED SOME FORM OF ETHNIC STUDIES IN ITS SCHOOLS. COURSES BEGAN IN THE 1960S AND THEY CONTINUED UNTIL 1982. THEY RETURNED IN THE LATE 90S AFTER DEMAND FROM STUDENTS AND RETURNED AS THE CLASSES OF LATINO STUDIES AND MULTICULTURAL STUDIES. AND IN THE 2000'S AFRICAN-AMERICAN STUDIES WAS CREATED, WOMEN'S STUDIES AND CHICANO LITERATURE AND 2016 OUR FIRST ETHNIC STUDIES CLASS WAS ADDED TO FONTANA UNIFIED.

>> YOU SEE WE HAVE A BREAK FROM 18-21. THERE WAS AN EXTENSIVE AMOUNT OF WORK DONE IN THAT TIME, FROM 2017 UNTIL 2020, AND THE BOARD WAS POSITIONING US TO CONTINUE TO BE OUT IN FRONT OF WHAT ETHNIC STUDIES WOULD LOOK LIKE. IN MARCH OF 2020 WE HAD TO PAUSE, SHIFT GEARS, FOCUS ON STUDENTS, FAMILIES, AND STAFF.

DISTANCE LEARNING, MENTAL HIRTH, ECONOMIC UNCERTAINTY, ALL THE PIECES OF WHAT WOULD HAPPEN. THERE WAS A PAUSE BETWEEN 2018 AND 2021. IN 2021 THE BOARD TOOK ACTION TO CREATE THE GLOBAL STUDIES DEPARTMENT. WE NEED THE WORK WOULD NOT STOP FOREVER AND WE WERE READY TO PICK IT BACK UP. THE DEPARTMENT WAS CREATED AT THAT TIME. IT STARTED WITH EXPLORATION, BUT ALSO GOING THROUGH AND MAKING SURE WE HAD A SOCIAL STUDIES ADOPTION THAT ALIGNED TO THE CURRENT FRAMEWORK AND THE FAIR ACT. OUR TEXT BACK TO THAT -- THE TEXTBOOKS AT THAT TIME WERE OUT OF DATE. THE CYCLE IS UP IN TIME WAS UP. THAT WAS IN 2021.

IN 2022-23, DEPARTMENTS BEGAN HAVING A COLLABORATIVE PROCESS WITH TEACHERS, WHERE THEY WOULD BEGIN TO OUTLINE THE POTENTIAL ETHNIC STUDIES PROGRAM FOR FUSD MOVING FORWARD. TALKING ABOUT GAINING KNOWLEDGE IN THE FOUR AREAS AND WHAT THIS COULD LOOK LIKE AS A K-12 PROGRAM, NOT JUST A HIGH SCHOOL CLASS TO MEET A REQUIREMENT. HOW DO WE MAKE SURE WE ARE SERVING ALL STUDENTS? SO, WHERE ARE WE NOW? AFTER WE HAD THAT LITTLE HISTORY LESSON? THANK YOU FOR HUMAN IN -- HUMORING ME. NOW IT IS THE PATH GOING FORWARD. IT IS HOW WE BECOME COMPLIANT WITH THE CHANGE IN ED CODE. AND SO, TO BRING YOU THROUGH THIS PROCESS, AN INVITE WENT OUT TO DISTRICT ADMINISTRATION AND VARIOUS DEPARTMENTS, INCLUDING -- IT INCLUDED TEACHING AND LEARNING, AND INCLUDED MEMBERS FROM THE FACE TEAM, AS WELL AS EQUITY, DIVERSITY, AND INCLUSION GROUPS. THE GROUP FORMED OUR STEERING COMMITTEE. THE GOAL WAS TO PROVIDE GUIDANCE. THE PIECE WAS TO GUIDE THE WORK THAT WOULD THEN HAPPENED ON HOW WE WOULD MAKE A DECISION. WE KNEW WE NEEDED TO GET THE TEACHERS IN THE ROOM, THE TEACHERS NEEDED TO HAVE A SAY IN WHAT THIS LOOKED LIKE. WE INVITED ALL ENGLISH AND SOCIAL STUDIES TEACHERS FROM THE HIGH SCHOOL LEVEL TO JOIN THE COMMITTEE. EACH SCHOOL SENT 2 TO 3 REPRESENTATIVES AND NOBODY WAS TURNED AWAY WHO WAS INTERESTED IN DOING THIS WORK.

WE ALSO INCLUDED A COUPLE HIGH SCHOOL ADMINISTRATORS AND COUNSELORS AS WELL. THIS GROUP WOULD THEN GO THROUGH AND DID THE RESEARCH, HAD THE DISCUSSIONS, LOOKING AT WHAT WOULD IMPLEMENTATION LOOK LIKE FOR FONTANA UNIFIED, AND WHAT WOULD BE THE BEST COURSE FORWARD FOR OUR STUDENTS. IN BOTH GROUPS THE DISCUSSION WAS LIVELY, PASSIONATE, AND GOT HEATED AT TIMES. THE MOST IMPORTANT PART WAS IT WAS ALWAYS STUDENT CENTERED AND CREATING THE BEST OPPORTUNITIES FOR OUR STUDENTS. IT WAS FUN TO BE A PART OF. BOTH TEAMS CAME TOGETHER. BOTH TEAMS WENT THROUGH A PROCESS IN APRIL AND MAY AND THEN GAVE A RECOMMENDATION FORWARD TO THE SECONDARY ACADEMIC ADVISORY COMMITTEE, THAT YOU WILL SEE IN JUST A MOMENT. WE ALSO MADE SURE THAT WE DID A CHECK IN WITH THE HIGH SCHOOL ADMINISTRATORS FROM THE STANDPOINT OF WHAT WOULD THE IMPACT BE ON LOGISTICS, ON STAFFING, ON OFFERING THESE COURSES? HOW WOULD WE MAKE SURE THAT WHATEVER WE CAME UP WITH WOULD BE IMPLEMENTED AND OUR STUDENTS WOULD BE ABLE TO ACCESS IT. WE ALSO IN INVOLVED OUR SUPERINTENDENT ADVISORY COMMITTEE. ALTHOUGH IT WILL IMPACT THE KIDS IN THE ROOM, IT WILL IMPACT THE KIDS AND WE NEEDED TO HEAR FROM THEM. THESE TWO GROUPS WORKED THROUGH A RECOMMENDATION FOR COMMON LANGUAGE OF THREE POSSIBLE PATHS. THE FIRST WAS A STANDALONE MODEL, WHERE THERE WAS A DESIGNATED ONE CLASS, EVERYONE TAKES DURING THE COURSE OF THE YEAR. THIS IS ALL A COURSE THAT IS CONTENT NOT EXPLICITLY TAUGHT IN ANY COURSES THAT ARE OFFERED THAT ARE NOT ETHNIC STUDIES. THAT WAS THE FIRST MODEL. THE SECOND MODEL WE LOOKED AT WAS SOMETHING CALLED AN EMBEDDED MODEL. THIS WAS THE IDEA THAT WE WOULD EMBED THE ETHNIC STUDIES STANDARDS AND FRAMEWORK INTO COURSES THAT CURRENTLY EXIST. AND HAVE THE INTERDISCIPLINARY APPROACH TO THE COURSES, WHERE THEY ALSO LOOK AT IT THROUGH THE LENS OF ETHNIC STUDIES. AND THEN OUR THIRD MODEL IS THE BLENDED MODEL. IT TAKES BOTH THE STANDALONE OPTION AN EMBEDDED OPTION. WE HAVE THE MOST INCLUSIVE, WELL-ROUNDED, FLEXIBLE OPTION FOR THE STUDENTS. THOSE WERE THE THREE MODELS THE GROUPS WORKED THROUGH. THIS IS JUST A PIECE OF THE FEEDBACK FROM THE STEERING COMMITTEE. THE STEERING COMMITTEE WAS VERY PASSIONATE ABOUT MAKING SURE THE SUPPORT OF WHATEVER MODEL WE CHOSE WAS GOING TO BE EFFECTIVE. AND THEN WE HAVE OUR TASK FORCE , THAT IS MADE UP OF OUR TEACHERS. AND I THINK THE FIRST QUOTE REALLY CAPTURES THE FEELING , A STANDALONE COURSE IS NEEDED. IT PROVIDES A

STRATEGIC APPROACH TO RACE ETHNICITY AND SOCIAL JUSTICE, WHILE CREATING ADDITIONAL OPPORTUNITIES FOR COMMUNITY INVOLVEMENT AND GUEST SPEAKERS. AND I THINK THAT WAS A GOOD EXAMPLE OF FEEDBACK THAT CAME OUT OF THE TASK FORCE. THEN WE HAVE FEEDBACK FROM THE HIGH SCHOOL. THE HIGH SCHOOL ADMINISTRATORS WERE FAIRLY NEUTRAL , THEY LOOKED AT, THEY WERE GOING TO MAKE WHATEVER DECISION THE BOARD MADE, THEY WERE GOING TO MAKE IT WORK. THEY SAW PLUS AND MINUSES TO EACH OF THE THREE MODELS. AND THEY REALLY TOOK THE ASSET APPROACH OF POSSIBILITY OF WHAT THE MODELS COULD LOOK LIKE. THE MOST FUN GROUP TO WORK WITH OF COURSE WAS THE STUDENTS. THE STUDENTS WERE EXCITED ABOUT THE CONCEPT OF THE CLASS, A LITTLE SAD THEY WOULD NOT HAVE THE EDUCATION REQUIREMENT. THEY WERE EXCITED FOR YOUNGER SIBLINGS AND COUSINS THAT WOULD. THE BEST PART WAS HOW THOUGHTFUL THEY WERE, NOT JUST OF WHAT THEY THOUGHT ABOUT THE IDEA OF HAVING THE COURSE. AT HOW MATURE AND FORWARD INKING THEY WERE, IN RECOGNIZING THE CHALLENGES THAT WILL COME WITH A COURSE LIKE THIS. SO WHAT THAT MEANS IS NO MATTER WHAT WE OFFER, WE KNOW THAT WE ARE GOING TO HAVE TO HAVE HIGH QUALITY, PROFESSIONAL LEARNING, TOP-NOTCH PROFESSIONAL RESOURCES, A SELECTION OF STAFF AND CONTINUOUS SUPPORT IN THIS MODEL. AND IN JULY YOU WILL SEE A BOARD POLICY COME FORWARD, 614.41, THE HIGH SCHOOL GRADUATION REQUIREMENTS THAT WILL ADD THIS LINE. BEGINNING WITH THE CLASS OF 29-30. IT ALSO ALLOWS FOR STUDENTS TO TRANSFER FROM OTHER DISTRICTS WHO MAY HAVE MET THE ETHNIC STUDIES REQUIREMENT IN THAT DISTRICT, THEY WILL NOT BE AND HOLD OR PENALIZED FOR COMING INTO OUR DISTRICT WITH A NEW, SPECIFIC REQUIREMENT. DOWN THE ROAD IT IS ALSO THE HOPE OF THE TEAM THAT FONTANA WOULD CREATE A SIGNATURE PROGRAM WITH A PATHWAY OF CIVIC LEADERSHIP. THIS WOULD ALSO INCLUDE CIVIC ENGAGEMENT. THIS WILL ALSO MEAN THAT THERE WILL BE SEVERAL PROJECTS HAPPENING SIMULTANEOUSLY AS WE GO THROUGH THOSE DESIGNS. HOW DO WE MAKE IT WORK? AGAIN PROFESSIONAL LEARNING, AS WELL AS INSTRUCTIONAL MATERIALS. 26-27, THAT IS WHEN THE GRADUATING CLASS THIS EFFECTS WILL START AS NINTH GRADERS.
