HOW MANY PUBLIC COMMENTS DO WE HAVE? WE HAVE THREE, WOULD YOU LIKE ME TO CALL THEM UP? I KNOW YOUR VOICE NEEDS TO BE SAVED A LITTLE BIT. WE WILL CALL UP AND THEN THE HOLE. ALL RIGHT.

>> GOOD EVENING TO THE BOARD OF TRUSTEES, SUPERINTENDENT AND THE COMMUNITY. BY NAME IS AND I AM A MEMBER OF THE CIVIL REVIEW BOARD AS BEEN PASSED AND SIGNED. THIS WILL WAS PROPOSED BY THE CALIFORNIA ASSOCIATION AND OUR SCHOOL AND FORCING SCHOOLS TO HIDE GENDER DYSPHORIA FROM PARENTS THIS OF COURSE WILL NOT AFFECT SINCE WE HAVE THE POLICY IN PLACE UNDER THE FALSE PREMISE THAT THERE WAS ALREADY BACK IN 2013 BACK IN 20 1320 HOW MISLED THE BOARD WAS SINCE THERE WAS NO SUCH THING. NO SUCH LAW. AB 1955 IS VERY DANGEROUS AND NOT CONSTITUTIONAL THIS BILL WILL PREVENT DISTRICT FROM ENACTING POLICY AND REQUIRES AN EMPLOYEE TO DISCLOSE ANY INFORMATION RELATED TO SEXUAL ORIENTATION, GENDER IDENTITY OR GENDER EXPRESSION TO ANY OTHER PERSON WITHOUT CONSENT. WHY DOES THIS BOARD NOT EXPRESS ANY CONCERN FOR PARENTAL RIGHTS FOR THE PARENTS AND GRANDPARENTS OF THESE CHILDREN WHO ENTRUST THEIR CHILDREN BY SENDING THEM TO THE SCHOOLS? YOU ARE A BUNCH OF COWARDS INCAPABLE OF STANDING UP TO SACRAMENTAL POLITICIANS DO NOT REPRESENT PARENTS, WHO HATE PARENTS ADVOCATING FOR THE CHILDREN, WHO THINK THESE CHILDREN BELONG TO THEM, THE STATE, THE STATE AND THE STATE AND THE STATE IS GOING TO LOVE AND TAKE BETTER CARE OF THEM THAN THEIR OWN PARENTS. I TRULY ADMIRE FOR PARENTS AND THE RIGHTS THEY HAVE TO THE UPBRINGING OF THEIR CHILDREN. SHE IS A FIGHTER AND IS NOT AFRAID TO STAND UP AND SAY NO. TO SAY NO TO ALL THE UNLAWFUL UNCONSTITUTIONAL LAWS THAT TAKE AWAY THE RIGHT FROM WE THE PEOPLE. FUSD SHOULD BE EQUIPPING PARENTS ON THESE SENSITIVE TOPICS AND MAYBE GIVE PARENTS THE RESOURCES ON HOW TO HAVE SUCH A CONVERSATION WITH A CHILD. THAT IS NOT THE CASE, FUSD WOULD RATHER ALLOW A GROWN ADULT TO HAVE CONVERSATIONS ABOUT ADULT SUBJECTS WITH VULNERABLE , IMPRESSIONABLE CHILDREN AND LET THEM HAVE CONVERSATIONS THAT HAVE NOTHING TO DO WITH ACADEMICS. THESE MINOR CHILDREN DO NOT HAVE THE MATURITY TO COMPREHEND AT ALL.

I KNOW TALKING TO THIS BOARD IS LIKE TALKING TO A WALL , YET MONTH AFTER MONTH, HERE WE ARE BRINGING INTO LIGHT ALL THAT IS TAKING PLACE BEHIND CLOSED DOORS AND BEHIND POLICY THAT THESE BOARDS ADOPT. WE GAIN NOTHING FROM BEING HERE, WE'RE JUST CONCERNED RESIDENTS OF FONTANA, WE UNDERSTAND PARENTS ARE HARD-WORKING PEOPLE AND CANNOT COME TO THESE MEETINGS ALL THE TIME. WE ARE HERE FOR THEM. WE HAVE BEEN GOING OUT TO THE COMMUNITY AND TALKING TO THE COMMUNITY AND THEY DON'T LIKE WHAT IS HAPPENING IN PUBLIC SCHOOLS, THEY SEE WHAT IS TAKING PLACE AND THEY'RE LOOKING FOR ALTERNATIVES. AND THERE ARE SO MANY NOW. I DON'T HAVE ANY CHILDREN ENROLLED IN FUSD AND I NEVER WILL , WE ARE HERE TO EXPOSE AND PROVIDE RESOURCES FOR THOSE PARENTS WHO WANT, SO PLEASE REACH OUT TO US, TO THE CIVIL REVIEW BOARD, HELP US IN EFFORTS TO PUSH BACK ON THESE ELECTED TRUSTEES THAT DO NOT HAVE THE BEST INTEREST OF YOU , THE PARENT. HELP US BUILD A COALITION OF PARENTS, A PARENT UNION WHERE MAYBE THEN WE WILL BE HEARD AND HAVE A SEAT AT THE TABLE. LIKE I HAVE SAID IN THE PAST IT'S TIME FOR AN EXODUS FROM PUBLIC INDOCTRINATION CAMPS WHICH IS WHAT THE SCHOOLS HAVE BECOME, MAYBE THEN THE BOARD WILL START LISTENING TO THE COMMUNITY THAT THEY ARE ELECTED IN. THIS BOARD WILL NOT ACT UNTIL IT STARTS AFFECTING THEM FINANCIALLY.

THEY FORGET THEY RECEIVED FUNDING BASED ON THE NUMBER OF

[00:10:02]

CHILDREN ATTENDING THEIR SCHOOLS AROUND 23,000 PER CHILD. WE HAVE A CHANCE THIS NOVEMBER TO ELECT BOARD MEMBERS THAT WILL LISTEN TO THE COMMUNITY MEMBERS AND BRING CHANGE TO FUSD. WE WILL WORK HARD TO BRING IT TO PASS, THANK YOU.

>> ALL RIGHT, SUPERINTENDENT, AND THE REST OF THE BOARD WITH THE TWO ABSENT NONETHELESS I WILL STILL CONTINUE. FOR MONTHS, WE ASKED FOR THIS BOARD TO PUT A PARENTAL POLICY ON THE AGENDA.

WE ASKED THAT YOU DO SO JUST TO BE DISCUSSED. I RECENTLY GOT A LETTER BACK, GIVING YOUR EXCUSES AND I RESPECTFULLY DISAGREE, ONE WAS A VOLATILE SITUATION AND THAT IT WAS GOING TO THE JURISDICTION. HOWEVER, WE HAVE GIVEN YOU A REVISED POLICY THAT CHINO PASSED. SINCE THEN THE GOVERNOR HAS SIGNED INTO LAW A BE 1955 TAKING AWAY LOCAL CONTROL. WE WANT THE COMMUNITY TO KNOW, NO LONGER CAN YOU MANAGE YOUR COMMUNITY AT THE LOCAL LEVEL WITH WHAT THE COMMUNITY WANTS TO DO. YOU HAVE SACRAMENTO DICTATING WHAT WE CAN AND CANNOT DO. I WILL SHARE WITH YOU, TOMORROW NIGHT CHINO VALLEY AS A PROPOSAL THEY PLAN ON PASSING THAT IS IN RESPONSE TO THIS AB 1955. THAT BOARD HAS SHOWN COURAGE AND LEADERSHIP. AND THIS BOARD HAS SHOWN NEITHER OF THOSE. SECONDLY, THE CIVIL REVIEW BOARD HAS BEEN IN FRONT OF YOU FOR ALMOST A YEAR NOW AND WE HAVE BEEN INVOLVED IN THE PROCESS. WHAT WE ARE ASKING FOR , FROM EACH OF YOU TONIGHT IS THAT WE HAVE A SEAT AT THE TABLE. THAT WE ARE ABLE TO BE INVOLVED. WE HEAR TIME AFTER TIME THAT WE WANT COMMUNITY ENGAGEMENT AND INVOLVEMENT. WE ARE HERE TO PARTICIPATE. YOU HAVE OUR INFORMATION AND WE HOPE YOU WILL INVITE US TO THE TABLE PLEASE. THE LAST THING I WANT TO ADDRESS IS THE LAST BOARD MEETING THERE WAS AN INCREASE FOR THE SUPER INTENDANT . AS I BELIEVE IT WAS A 10 STEP INCREASE BUT I WANT TO POINT OUT A COUPLE THINGS.

ONE, STUDENT ENROLLMENT IS DOWN IN THIS DISTRICT. SECONDLY, THE DISTRICT IS IN A HUGE DEFICIT, THE STATE OF CALIFORNIA HAS A DEFICIT WHICH IS PASSED ON TO THE DISTRICT, NOW THE DISTRICT IS ASKING THAT THE COMMUNITY AND THE PROPERTY OWNERS POTENTIALLY PAY MORE TO MAKE UP FOR THE DEFICIT. LASTLY, THE SCORES IN OUR DISTRICT COMPARED TO OTHER DISTRICTS , WE ARE AT THE 50% MARK, NOT EVEN ACHIEVING. SO AN INCREASE DOES NOT SOUND LIKE THE WAY TO GO AT THIS TIME WHEN YOU HAVE ALL THESE THINGS I JUST MENTIONED. I WILL SHARE MARY WAS THE ONLY ONE ON THE BOARD, SHE'S NOT HERE TONIGHT BUT I PLANNED ON RECOGNIZING HER AND TAKING BACK HER, FOR BEING THE ONLY ONE THAT VOTED FOR NOT HAVING THE INCREASE AT THIS TIME. THANK YOU.

>> MR. RUDY CASTRO.

>> AND EVENING BOARD, PRESIDENT, SUPERINTENDENT AND BODY. I OFTEN HEAR PEOPLE COMMENT, HOW DID WE GET TO THIS PLACE WHERE KIDS ARE BEING SHOWN PORNOGRAPHY IN SCHOOL OR RACIALLY DIVISIVE IDEAS LIKE CRT OR DDI, A LITTLE HISTORY, THE GOVERNMENT'S CREEPY LONG-TERM GOAL HAS BEEN TO CLAIM OWNERSHIP OVER CHILDREN AND THAT'S A FACT. IN THE 90S A PLAN CALLED GOALS 2000 FOR TAOS OUTCOME-BASED EDUCATION WAS DEVELOPED BY BILL AND HILLARY CLINTON AND OTHER EDUCATORS, UNDER THESE EDUCATIONAL MODELS THE FAMILY CEASES TO RETAIN ITS FUNDAMENTAL ROLE IN SOCIETY.

INSTEAD PLACED BY THE FEDERAL OR DISPLACED BY THE FEDERALLY CONTROLLED PUBLIC SCHOOLS. AT THE SAME TIME INTERNATIONAL CHILDREN'S RIGHTS GROUPS HAVE WORKED DILIGENTLY TO REDUCE THE SCOPE OF INFLUENCE THAT PARENTS HAVE WITHIN THEIR FAMILIES. THE INTENTIONS ARE CLEAR WITH THE INTERNATIONAL TREATY BACK THEN IN THE 90S CALLED THE UNITED NATIONS CONVENTION ON THE RIGHTS OF THE CHILD. UNDER THAT, PARENTS COULD ACTUALLY BE

[00:15:06]

PROSECUTED FOR KEEPING VIOLENT OR SEXUAL MATERIAL AWAY FROM THEIR CHILDREN. THAT WAS ARTICLE 13 IN THE TREATY. IT GIVES MINORS THE RIGHT TO RECEIVE INFORMATION, IDEAS OF ALL KINDS. ORALLY, IN WRITING OR PRINT IN THE FORM OF ART OR THROUGH ANY OTHER MEDIA. WENT INTO FORCE IN 1990, 196 COUNTRIES SIGNED ON TO IT, THE U.S. DID NOT SIGN IT, BUT THEY ARE PURSUING IT JUST ABOUT COMPLETELY. THE PRESENTATION IN AMERICA TODAY LIKE IT OR NOT, FIRST FOR THE POOR, BUT INCREASINGLY FOR ALL OF US. IS THAT CHILDREN BELONG TO THE STATE. THE STATE ALLOWS THOSE CHILDREN TO REMAIN OUT ON LOAN TO THE NATURAL BIRTH PARENTS ONLY SO LONG AS YOU MEET THE GOVERNMENT 'S REQUIREMENTS. EVERY VACCINATION RECOMMENDED BY MAJOR PHARMACEUTICAL FIRMS NO MATTER HOW DANGEROUS OR STATISTICALLY USELESS. THAT'S ONE OF THE REQUIREMENTS. UNDER REAGAN IN 1983 A REPORT ON THE EDUCATIONAL SYSTEM WAS COMMISSION. A NATION AT RISK THE STATE OF AFFAIRS BACK THEN EVEN WAS DESCRIBED IN THIS CONCLUSION. THE EDUCATIONAL FOUNDATIONS OF SOCIETY ARE PRESENTLY BEING ERODED BY A RISING TIDE OF MEDIOCRITY THAT THREATENS OUR FUTURE AS A NATION AND A PEOPLE. 40 YEARS AFTER THIS REPORT THINGS HAVE ONLY GOTTEN WORSE. IT IS GROSSLY DISHONEST FOR THE BIG EDUCATION LORDS TO BOAST ABOUT UNPRECEDENTED GRADUATION RATES WHEN HIGH SCHOOL DIPLOMAS FOR THE MOST PART ARE WORTHLESS. AT BEST THEY CERTIFY ATTENDANTS, EVEN GREATER FRAUD OCCURS HIGHER UP THE EDUCATIONAL LEVEL AT COLLEGES AND UNIVERSITIES WITH A MARXIST PROPAGANDA AND HATE RUN DEEP. ON THE OTHER HAND PRIVATE SCHOOL SITES TYPICALLY LIST MORE PARENTAL INVOLVEMENT. THE MIRACLE OF HOMESCHOOLING ILLUSTRATES WHAT CAN HAPPEN WHEN PARENTS TAKE A MORE ACTIVE ROLE AND MINIMIZE THE INFLUENCE OF THE STATE ON EDUCATION. IN TERMS OF ACADEMIC ACHIEVEMENT, STUDIES HAVE SHOWN HOMESCHOOL CHILDREN FAR OUTPERFORM THEIR PUBLIC SCHOOL COUNTERPARTS. THE BOTTOM LINE IS WHEN PARENTS WILLINGLY ACCEPT RESPONSIBILITY FOR THE NURTURING OF THEIR CHILDREN, SOCIETY IS ENHANCED AND COMMUNITIES ARE SAFER. THIS FUNDAMENTAL POSSIBLE HAS WITHSTOOD THE TEST OF TIME TRANSCENDING GEOGRAPHY, CULTURE AND HISTORY. THOMAS JEFFERSON ONCE DECLARED THE GOVERNMENT YOU ELECT IS THE GOVERNMENT YOU DESERVE. THE SAME GOES FOR A SCHOOL SYSTEM I THINK. ANCIENT GREEK PHILOSOPHER PLATO ONCE SAID THE PENALTY GOOD MEN PAY FOR INDIFFERENCE FOR PUBLIC AFFAIRS IS TO BE RULED BY EVIL MEN. ALBERT EINSTEIN PUT IT THIS WAY, THE WORLD IS IN GREATER PERIL FROM THOSE WHO TOLERATE OR ENCOURAGE EVIL THAN FROM THOSE WHO ACTUALLY COMMIT IT. IN EDUCATION WE HAVE A STARTLING AMOUNT OF TOLERATING AND ENCOURAGING. THE ONLY SOLUTION IS FOR PARENTS TO FIGHT BACK AND GET INVOLVED. MANY HOMES HAVE TWO PARENT WORKERS AND THEY GET HOME, THEY ARE TIRED, AND THIS IS WHERE THEY HAVE GOT US. WE GOT TO ASK FOR MORE INVOLVEMENT FROM THE PUBLIC AND FROM THE PARENTS. IF A PUBLIC SCHOOL DOES NOT RESPOND THERE IS A PRIVATE SCHOOL OR HOMESCHOOLING ALTERNATIVE. THERE IS NO REASON TO KEEP OUR CHILDREN IN A SYSTEM WHICH USES THEM FOR SOCIAL EXPERIMENTATION WHILE ON LOAN TO US. THANK YOU.

>> ALL RIGHT, THANK YOU. WE ARE NOW AT SUPERINTENDENT COMMENTS 3.6 AND WE HAVE A MEMBER OF THE CABINET THIS EVENING WHO WILL BE SHARING A REPORT, I'M GIVING THE FLOOR TO

I SOUGHT PRESENTATION ON ETHNIC STUDIES. I SENT THIS INFORMATION TO THE SUPERINTENDENT. I WANT THE PUBLIC TO BE INFORMED. THE BOARD CONSIDER MODIFYING THE LANGUAGE IN SECTION 7 OF THE NEWLY ADDED POLICY REQUIREMENT.

WE HAVE AN ETHNIC STUDIES COURSE TAUGHT AS PART OF A COURSE THAT'S BEEN APPROVED -- AND I BELIEVE THAT'S THE COMPONENT FOR THE EMBEDDED COURSES WE HAVE ENGLISH, THAT COULD ALSO BE AN ETHNIC STUDIES REQUIREMENT TO THE EMBEDDED

[00:45:02]

MODEL. THE BILL STATES THAT WOULD PROHIBIT A COURSE THAT DOES NOT USE ETHNIC STUDIES CONTENT AS THE PRIMARY CONTENT THROUGH WITH EACH THE SUBJECT IS TAUGHT . I THINK IT WOULD BE GREAT IF THEY CONSIDER MODIFYING -- COURSE BEEN APPROVED AS MEETING REQUIREMENTS OF THE SYSTEM WITH ETHNIC STUDIES AS THE PRIMARY CONTENT. I KNOW THIS IS EARLY ON. LET'S SAY WE HAVE ARE WE SUPPLEMENTING OR WILL WE CONSIDER HE AND ETHICS STUDIES TEXTBOOK? I HAVE CONCERNS WITH BOTH. I'M SAYING THIS BECAUSE I'M GONE IN DECEMBER. IT IS ETHNIC STUDIES CENTERED. I THINK WE ARE DOING JUSTICE TO THE CONTENT BUT WE ARE LOSING OUR COMMON CORE STATE STANDARDS FOCUS. AND THEY WILL HAVE THE BENCHMARKS GOING. THAT CONCERNS ME -- BUT THEN YOU FLIP IT AROUND AND ONLY THE DISTRICT APPROVED CURRICULUM THAT'S ALSO A HEAVY LEFT TRYING TO SPIRAL AND I DON'T HAVE THE ANSWER, BUT I WOULD LIKE TO PUSH FONTANA TO DO ETHNIC STUDIES BECAUSE I'M CONCERNED

ABOUT THE EMBEDDED MODEL. >> I PROVIDE SOME COMMENTS AT THE LAST MEETING THAT I WROTE AND SENT . YOU SHOULD GET IT COPY OF THAT. ANY OTHER DISCUSSION? I HAVE A MOTION AND

A SECOND. >> 3-0 WITH 2 ABSENT. THIS IS A REQUEST FOR TRAINING . IT WAS REQUESTED BY MY COLLEAGUE. THIS IS IS ITEM. I WOULD LIKE TO TABLE THIS , IF YOU ARE OKAY WITH THAT. ARE WE GOOD WITH THAT? SO A MOTION TO TABLE AND MR. PEREZ WILL SECOND THAT AND

I WILL CALL FOR THE VOTE. >> 3-0 WITH 2 ABSENT. AS I GET TO 5.16 THIS IS A REQUEST BY HIM AND I WOULD REQUEST A MOTION TO TABLE THAT WHEN HE IS HERE TO HAVE THAT DISCUSSION. ARE YOU AN AGREEMENT WITH THAT AS WELL?

>> I WILL SECOND THAT. ANY DISCUSSION ON THAT?

>>

[6. Comments]

I LOVE YOU SO MUCH. I WILL BE QUICK. I'M HERE BECAUSE OF THE FONTANA HERALD THAT I SAW IN JULY 2020 AT THEIR HOUSE AND I TOLD MY FATHER, I'VE ALWAYS TALKED ABOUT RUNNING, BUT WHEN I WAS OLDER. I SAID , I'M GOING TO RUN AND I WAS JUST JOKING. AND HE SAID , DO IT. AND I TOOK THE NEWSPAPER HOME AND I HAD NO IDEA WHAT A COMMITTEE WAS. I

[00:50:05]

DIDN'T KNOW ANYTHING AND WHEN I WENT TO FILL UP MY PAPERWORK THEY SAID, DO YOU WANT TO COME BACK? I WANT TO THANK YOU BECAUSE HE WAS MY MANAGER. AND I HAD $1200 AND THE SUPPORT OF THE WONDERFUL UNIONS. IT'S BECAUSE OF THEM AND THE SUPPORT OF THE COMMUNITY AND I'M FOREVER GRATEFUL BECAUSE I DON'T THE GUY WOULD BE EXPERIENCING THIS. I THANK YOU FOR HEARING THAT. I WANT TO THANK THE DISTRICT FOR ANSWERING MY QUESTIONS BECAUSE I KNOW IT PUSH ABOUT PROP 28.

THANK YOU FOR LOOKING INTO THOSE QUESTIONS.

>> THANK YOU. >> I HAVE TWO THINGS. I BROUGHT THIS UP ABOUT TWO YEARS AGO REGARDING THERAPY DOGS FOR ELEMENTARY STUDENTS. I WOULD LIKE FOR US TO REVISIT THAT.

WANT TO FOCUS ON THE MENTAL HEALTH OF ELEMENTARY AND MIDDLE SCHOOLS. I KNOW AFFORDABILITY WILL BE AN ISSUE. IF IT'S WITHIN THE BUDGET GREAT, AND IF NOT, LET ME KNOW BECAUSE THE ORGANIZATIONS THAT WOULD LIKE TO SUPPLEMENT THE STUDIES OF DOGS AND MENTAL HEALTH . CALIFORNIA IS OVERPRODUCING SOLAR. IN POWER SAN FRANCISCO FOR YOUR. AND THEY SAID INDUSTRY IS HURTING AS WELL. THE NEW WAY TO GO IS CAN BE LITHIUM BATTERIES I WANT TO PUT IT OUT THERE AND KEEP AN EYE OPEN FOR OPPORTUNITIES THAT WE CAN LOOK TO INVEST IN KEEPING SOLAR AND REDUCING COSTS AND SAVING THE DISTRICT MONEY. I KNOW IT WILL BE COSTLY BUT AT THE END IT WILL BE HELPFUL.

WITH THAT, I WISH YOU ALL A GOOD NIGHT.

>> I DON'T HAVE ANY MORE COMMENTS. ANYTHING ELSE? I'M ASKING FOR MOTION TO ADJOURN THIS MEETING. ANY DISCUSSION? MOTION PASSES.
