WHAT'S HAPPENING AT THE STATE, THE GOVERNOR'S JANUARY PROPOSAL IS DUE OUT JANUARY 10TH. IT'S ANTICIPATED THERE WILL BE NO REDUCTIONS ON THE EDUCATION SIDE OF THE BUDGET. THERE MAY BE ON OTHER ASPECTS OF THE STATE BUDGET, BUT WE HAVE BEEN ASSURED THE EDUCATION SIDE IS FAIRLY STABLE. THE COST OF LIVING ADJUSTMENT FOR '25/'26 WILL BE DECREASED FROM 2. 93% TO 2%. THAT'S AN ESTIMATE. THE DISTRICT DID USE A [01:40:01] MORE CONSERVATIVE 1. 8% FOR THE MULTI- YEAR PROJECTION, WHICH WAS RECOMMENDED BY THE FISCAL CRISIS MANAGEMENT TEAM. THE STATE OWES EDUCATION $8 BILLION DUE TO THE SUSPENSION OF PROP 98. IT'S ANTICIPATED THE STATE WILL BE ABLE TO PROVIDE ONE- TIME FUNDS IN THE UPCOMING BUDGET. WHAT SUN CLEAR IS UNCLEAR WHETHER IT WILL COME AS UNRESTRICTED OR RESTRICTED. I THINK A LOT OF THAT MIGHT DEPEND ON WHAT HAPPENS AT THE FEDERAL LEVEL. AT THE FEDERAL LEVEL, WE HAVE A NEW ADMINISTRATION COMING IN. THEY CAMPAIGNED ON ELIMINATING THE DEPARTMENT OF EDUCATION AND REDUCTIONS TO FEDERAL SPENDING OF $2 BILLION. THE IMPACT ON FEDERAL REVENUES TO EDUCATION IS UNKNOWN AT THIS TIME. CURRENT FEDERAL FUNDING FOR FONTANA UNIFIED SCHOOL DISTRICT IS $58. 2 MILLION OR 8% OF OUR TOTAL BUDGET -- TOTAL REVENUES. THESE INCLUDE TITLE 1, 2, 3 AND TITLE 4 FUNDING LEVELS. THOSE ARE FOR LOW- INCOME, ENGLISH LANGUAGE LEARNERS, SAFETY AND FOR STAFF DEVELOPMENT. SPECIAL EDUCATION FUNDING LEVELS ARE UNKNOWN AT THIS TIME. THE FEDERAL GOVERNMENT HAS ALWAYS PROMISED TO PROVIDE 40%. THEY USUALLY PROVIDE ABOUT 17%. IF THERE'S REDUCTIONS THERE, THAT WILL CAUSE AN IMPACT ON OUR UNRESTRICTED GENERAL FUND. WE WILL HAVE TO MAKE UP THE DIFFERENCE. WE HAVE OTHER FEDERAL GRANTS, CTE GRANTS AND OTHER FEDERAL PROGRAMS. OUR TOTAL GENERAL FUND REVENUE, THE BULK OF IT, 71% COMES IN FROM THE LOCAL CONTROL FUNDING FORMULA, THE STATE MECHANISM FOR FUNDING SCHOOL DISTRICTS. THE FEDERAL LEVEL AS I SAID, 58.2 MILLION, 8%. OTHER STATE REVENUE ARE 125 MILLION, 18%. LOCAL REVENUE SUCH AS INTEREST INCOME AND LEASES ON ANY OF OUR SCHOOL PROPERTIES IS $19 MILLION OR 3%. OUR TOTAL GENERAL FUND EXPENDITURES ARE MADE UP MOSTLY OF CERTIFICATE AND CLASSIFIED SALARIES AS WELL AS THE BENEFITS. WITH THE REST COMING OUT FOR BOOKS AND SUPPLIES, OTHER OPERATING EXPENDITURES AND CAPITAL OUTLAYS. SINCE THE ADOPTED BUDGET, WE HAVE HAVE HAD CHANGES ON THE POSITIVE SIDE. ONE IS WHEN WE CLOSED OUR BOOKS, THE FUND BALANCE WAS $9 MILLION HIGHER THAN WE HAD ANTICIPATED. THAT WILL MOVE INTO THE CURRENT YEAR. WE MADE ONGOING ADJUSTMENTS TO LCFF FACTORS SUCH AS PROPERTY TAX, UNDUPLICATED PUPIL PERCENTAGE WENT UP. ALSO CHARTER SCHOOL ADA WENT DOWN, WHICH INCREASES OUR -- OR DECREASES THE AMOUNT OF MONEY WE NEED TO SEND TO THE CHARTER. WE DID ONE- TIME ADJUSTMENT TO INCREASE INTEREST INCOME BY $8 MILLION. WE HAD OUR MEDICAL BILLING PROGRAM, WE RECEIVED $300,000 FOR THAT. FOR EXPENSES, WE HAD ONGOING ADJUSTMENTS. WE HAVE BEEN WORKING HARD IN CABINET TO IDENTIFY WHAT PEOPLE -- WHAT THEY ARE CURRENTLY WORKING ON AND CAN THEY BE FUNDED IN ANOTHER MANNER ON THAN THE UNRESTRICTED GENERAL FUND? WE DOVE DEEP INTO THAT. WE WERE ABLE TO MOVE SALARY AND HEALTH AND WELFARE BENEFITS IN THE AMOUNT OF $8. 8 MILLION INTO RESTRICTED PROGRAMS. ONE- TIME ADJUSTMENTS. WE NORMALLY DON'T HAVE AT THE TIME OF OUR BUDGET UTILITIES OR INSURANCE PREMIUMS. THOSE WERE ESTIMATED. CAPITAL OUTLAY WAS ANTICIPATED TO BE $10 MILLION IN TOTAL. FOR ONE OF THE THINGS I WANTED TO POINT OUT, THE CALIFORNIA CONSUMER PRICE INDEX IS WHAT OUR VENDORS USE TO INCREASE THEIR PRODUCTS AND SERVICES TO US. YOU CAN SEE THAT WITH THE COST OF LIVING ADJUSTMENT OF 1. 08, THAT'S THE NEW MONEY WE'RE GETTING IN '25/'26 AS OPPOSED TO EXPENDITURES THAT MIGHT GO UP BY 3.58. WE BELIEVE WE WILL END AT $181. 89 MILLION. AS WE GO OUT, OUR FINANCIAL REPORT REQUIRED BY THE STATE AND COUNTY IS FISCAL YEAR '24/'25 AND TWO PROJECTED YEARS OUT. ONE ISSUE THAT WAS BROUGHT UP AT CSBA WAS TRANSITION FROM GAS TO ELECTRIC BUSES. THERE'S INITIATIVE. THE GOVERNOR WILL HAVE ELECTRIC BUSES BY 2035. TO DATE, ONLY 55% OF THE SCHOOLS HAVE NOT APPLIED FOR THE GRANT OR BUSES. THERE ARE MANY ISSUES THAT WILL NEED TO BE ADDRESSED TO INCLUDE THE INFRASTRUCTURE AND MAINTENANCE OF THE BUSES. I KNOW THE CURRENT BUSES ARE UNDER WARRANTY. I WOULD LIKE TO GET MORE INFORMATION REGARDING REPLACEMENT, MAINTENANCE AND OTHER ISSUES THAT AREN'T CURRENTLY COVERED BY GRANTS AND WHAT -- HOW THAT WILL AFFECT OUR BUDGET IN THE MOUNTAIN AREAS. THERE WERE DISCUSSIONS THAT THEY ARE NOT -- THEY ARE UNABLE TO GO FROM ELECTRIC TO GAS BECAUSE THE BUS WILL NOT BE ABLE TO TRANSPORT BOTH WAYS. IT'S INTERESTING HOW WE MOVE FORWARD. I WOULD LIKE TO LEARN HOW WE HELP OUR FUSD STAFF MEMBERS ADVANCING THEIR CAREERS AND PROMOTE WITHIN THE DISTRICT BY INVESTING IN OUR CURRENT STAFF. WE NOT ONLY STRENGTHEN THE WORKFORCE BUT DEMONSTRATE OUR COMMITMENT TO THOSE THAT HAVE DEDICATED TO SERVING OUR STUDENTS AND COMMUNITY. WITH THE RECENT APPROVAL OF THE BOND MEASURE, IT'S ESSENTIAL WE MAINTAIN TRANSPARENCY AND ACCOUNTABILITY. I WOULD LIKE TO RECOMMEND THAT WE HOLD A SPECIAL WORK SESSION TO DISCUSS THE COMMUNITY -- TO DISCUSS HOW THE COMMUNITY WILL BE UPDATED, HOW OUR LOCAL WORKERS AND BUSINESSES CAN PARTICIPATE, AND WE WILL HEAR VOICES REGARDING IES. I WOULD LIKE MORE INFORMATION ABOUT THE AI SYSTEM. I SAW PRESENTATIONS REGARDING THE DISTRICT USING AI AND HOW HELPFUL THEY ARE TO NOT ONLY THE STAFF BUT ALSO WITH STAFF CREATING PROGRAMS, BUT ALSO HOW IT HELPS STUDENTS IN THEIR EDUCATIONAL PROGRAM NEED FOR ASSISTANCE AND FOCUS DIRECTLY ON TUTORING. ONE PROGRAM THAT I SAW THAT APPEARED TO BE EFFECTIVE WAS EKADENCE, USED BY SANTA ANA SCHOOL DISTRICT. THE PRESENTATION WAS EXTREMELY GOOD. IT SHOWED HOUSE ED HOW IT FOCUSED ON STUDENTS HAVING DIRECT ISSUES. IT CUT OUT A LOT OF THE -- IT HAD A LOT OF THE TEACHERS TO FOCUS ON ISSUES THEY WERE HAVING REGARDLESS IF IT WAS MATH, ENGLISH, WHATEVER. NEXT, WHEN A FUNDING IS DENIED -- WHEN A TRIP OR FUNDING FOR A TRIP OR WHATEVER IS BEING DENIED WITHIN REQUEST WITHIN THE DISTRICT, I WOULD LIKE TO SEE IT ON THE BOARD REPORT. ONLY REASON IS BECAUSE THERE'S SEVERAL TIMES WITHIN -- WHILE WE ARE OUT IN THE COMMUNITY SOMEBODY SAYS THIS TRIP WAS DENIED. I DON'T KNOW ABOUT IT BECAUSE IT'S GETTING TOO MUCH IN THE WEEDS.
