WE ARE COMING TO THE END OF THE 2024 BUDGET CYCLE IN THE BEGINNING OF THE 2025 -- '25/'26 BUDGET CYCLE. WHAT IS HAPPENING AT THE STATE LEVEL THE GOVERNORS REVISE -- THE GOVERNORS REVISE CONTINUES TO PROPOSE UNDERFUNDING OF PROP 98 BY $1.3 MILLION . THERE IS A CALCULATION THAT DESCRIBES HOW MUCH SCHOOL DISTRICTS SHOULD BE FUNDED. THAT NUMBER SHOULD BE 118.9 BILLION , BUT THE GOVERNOR SETTING ASIDE 117 BILLION INSTEAD. AND BASICALLY AS EACH YEAR ENDS THERE ARE SADDLE UP FUNDS AND IF

THE STATE OVERFUNDED US , THAN THEY USUALLY DON'T TAKE THE MONEY BACK. BUT IF THEY UNDERFUNDED US, THEY OWES MONEY.THIS IS HIS WAY OF TRYING TO AVOID THE OVER FUNDING. NO OTHER GOVERNOR HAS HANDLED IT THIS WAY. COST-OF-LIVING ADJUSTMENT IS 2.2% THERE'S A DEFERRAL SO IT AMOUNTS TO US GETTING OUR MONEY ABOUT TWO WEEKS LATER. IT CROSSES OVER YEARS. THERE IS A REDUCTION -- THERE IS AN ADD-ON TO BRING THE CLASS SIZES DOWN TO 10 TO 1 TO 12 TO 1. IN JANUARY HE WAS PROPOSING -- 5005 45. AND SO THAT IS A LOWERING OF THE AMOUNT THAT THE LEGISLATURE AGREES WITH. STUDENT SUPPORT DISCRETIONARY BLOCK GRANT. THEY WERE PROPOSING $1.7 MILLION AND THAT WOULD BE FULLY DISCRETIONARY. AND IT DOES NOT FUND ETHNIC STUDIES. THE LAW ONLY TAKES EFFECT UPON APPROPRIATION AND HE DOES NOT APPROPRIATE ANY FUNDING . THE JOINT LEGISLATIVE BUDGET PROPOSAL I HAVE LISTED THE DIFFERENCES FROM THE GOVERNOR'S BUDGET . THE DEFERRALS THEY WOULD RATHER NOT REDUCE COMPLETELY THE 1.8 BILLION. MOVEMENT FROM JUNE TO JULY THEY CHANGED IT TO 846 MILLION AND CONTINUE TO DO FOR FOUR TWO MORE YEARS. STUDENT SUPPORT BLOCK GRANT THE GOVERNOR PROPOSED 1.7 BILLION AND THEY ARE ONLY PROPOSING 500 MILLION AND THAT IS A LOT LESS THAN WHAT WE WERE HOPING FOR. THE EXTENDED LEARNING OPPORTUNITIES GRANT IT DOESN'T IMPACT US. WE GET THE HIGHEST VALUE, THE HIGHEST AMOUNT AT THE RATE ONE AMOUNT BUT THE GOVERNOR IS PROPOSING THAT TAKE EFFECT IN JULY AND THE LEGISLATURE IS PROPOSING IT DOESN'T TAKE EFFECT UNTIL JANUARY OF 2026. THE LITERACY AND MATH COACHES THE LEGISLATION REDUCES THE GOVERNORS AMOUNT OF 455 MILLION TO 100 MILLION. THE HEATER STIPEND THE STUDENT-TEACHER STIPEND THE LEGISLATURE INCREASES THAT FROM 100 MILLION TO 600 MILLION. AND FOR REAL TECHNICAL EDUCATION THE LEGISLATURE BUDGET INCLUDES 150 MILLION IN ONE-TIME FUNDS FOR THAT IN THE GOVERNOR DID NOT -- THE ONE THING THEY AGREE ON IS ETHNIC STUDIES AND BECAUSE THE GOVERNOR'S PROPOSAL FOR THE LEGISLATURE PROPOSAL DOES NOT FUND THIS, THE RESULTS WOULD BE DELAYED IMPLEMENTATION OF THIS REQUIREMENT. WHAT IS HAPPENING AT THE FEDERAL LEVEL I HAVE LISTED HERE THE IMPACT OF REDUCTIONS AND POSSIBLE DEDUCTIONS FOR F USD. 1.7 MILLION IN TITLE III 375,000 IN GREER TECH EDUCATION. 222 MILLION IN -- AND 82,000 IN CHILD DEVELOPMENT. CURRENTLY FUNDING INFORMATION THAT WE HAVE HEARD AND THE PROPOSAL TO FUND TITLE I THE PRESIDENT'S PROPOSAL IS TO FUND TITLE I AT THE PREVIOUS PER STUDENT LEVEL.
TO FUND SPECIAL EDUCATION AT THE PREVIOUS LEVEL AS WELL. AND THEN TO TAKE MOST OF THE OTHER FEDERAL GRANTS AND CREATE A $2 BILLION CONSOLIDATED FORMULA AND COMPETITIVE BLOCK GRANTS. THAT IS NOT SOMETHING WE DON'T HAVE A LIST OF WHAT THOSE 18 WOULD BE , BUT WE ARE WAITING TO HEAR ABOUT THAT. THE PROPOSAL DOES ELIMINATE TITLE III FUNDING ALTOGETHER AN ADULT ED FUNDING.
AND CALIFORNIA SPECIFIC RIGHT NOW THE FEDERAL GOVERNMENT HAS COME UP AGAINST THE STATE OF MAINE IN EARLY TWO STATES THAT HAVE A TRANSGENDER LAW FOR TRANSGENDER STUDENTS TO BE IN SPORTS. CALIFORNIA AND MAINE. MAINE IS IN THE PROCESS OF SUING THE FEDERAL GOVERNMENT AND WHATEVER HAPPENS THEY ARE IF THEY LOSE THAT FIGHT, THEN THAT WILL ALSO IMPACT CALIFORNIA.
THAT IS MORE COMMON THAT WOULD BE THE LOSS OF ALL FEDERAL FUNDS. THE RISK TO PROP 98 IN EDUCATION FUNDING IS THE

SO IF THE ECONOMY DETERIORATES FROM WHERE THE GOVERNOR BELIEVES IT IS RIGHT NOW, THEN THAT FUNDING, SOME OF THE FUNDING THAT WE ARE EXPECTING MAY NOT MATERIALIZE.THE IMPACT OF TARIFFS IS EXPECTED TO HIT CALIFORNIA BECAUSE OF OUR LARGE PORTS. WE DELAYED TAXES AND TAX REVENUES FOR LA COUNTY AND IT'S THE LARGEST COUNTY IN CALIFORNIA.
THE PRESIDENT'S EXECUTIVE ORDERS FOR IMMIGRATION MAY IMPACT SOME OF OUR CHILDREN COMING TO SCHOOL AND ALSO AGAIN STUDENT SUPPORT. THOSE ARE THINGS THAT COULD IMPACT THE BUDGET . THE GOVERNORS AND LEGISLATIVE BUDGET PROPOSES USING SOME OF THEIR OLD TOOLS AND DEFERRALS AND THAT SOMETHING WE'VE SEEN IN THE PAST. IT DOESN'T SOLVE THE PROBLEM. IT JUST KICKS THE CAN DOWN THE ROAD AND CALLING A PSYCHIC SAID LET.
AND HE'S HOLDING THAT MONEY BACK RATHER THAN GRANTING IT TO US LATER. THAT IS SOMETHING THAT -- RELIANCE ON ONE-TIME RESOURCES AND ALSO CURRENTLY THE CALIFORNIA BUDGET IS ON THE NON-PROP 98 SIDE IN THE PROCESS OF CUTTING ABOUT 8%. THERE MAY BE PRESSURE ON THE LEGISLATURE AND THE GOVERNOR CAN TAKE AN EDUCATION TAKE PART OF THAT A PERCENT. WE HOPE.WE DO HAVE A GUARANTEE OF OUR FUNDING BUT ONE NEVER KNOWS. I WILL GO OVER THE BUDGET. OF THAT $483 MILLION -- I'M SORRY. 497 MILLION , 132 MILLION OF THAT IS ACTUALLY SET ASIDE FOR TARGETING STUDENTS ACROSS THE ENGLISH LANGUAGE LEARNERS. ARE TOTAL EXPENDITURES IN THE BUDGET ARE 719 MILLION 216 MILLION IS BUDGETED FOR LCAP PURPOSES. AND THEN WE HAVE FROM OUR PRIOR YEAR WE HAVE BUDGETED 133 MILLION FOR EXPENDITURES IN THE LCAP AND WE SPENT 127 MILLION AND THAT AMOUNT STILL 272,000 ABOVE WITH THE REQUIRED EXPENDITURE LIMIT WAS. 'S ALTHOUGH WE DID NOT SPEND EVERYTHING IN THE BUDGET WE DID SPEND WHAT OUR REQUIRED AMOUNT WAS. AND NOW ONTO THE ADOPTED BUDGET. AS PART OF THE ADOPTED BUDGET WE DO WHAT WE CALL ESTIMATED ACTUALS. AS WE CLOSE OUT 2024 AND 2025 THE UNRESTRICTED DEFICIT SPENDING IS DOWN TO ABOUT 4.5 MILLION IT WAS MUCH HIGHER WHEN WE BEGAN. AND IN TOTAL RESTRICTED FUNDS -- UNRESTRICTED SIDE DEFICIT SPENDING IS NOT AS BAD. YOUR NORMALLY SPENDING DOWN YOUR CARRYOVER WHICH IS COMPLETELY ALLOWABLE AND IN TOTAL THE DEFICIT SPENDING IS 23.3 BUT ONLY 4.5 THAT IS THE UNRESTRICTED GENERAL FUND. FOR THE '25/'26 DEFICIT SPENDING GOES UP ALTHOUGH AS WE'VE SEEN THROUGHOUT THIS YEAR THIS IS USUALLY THE HIGHEST AMOUNT BECAUSE WE BUDGET ALL OF THE VACANCIES. WE BUDGET FOR EVERYTHING -- EVERYBODY SINCE INTO US. AND NORMALLY THERE VACANCIES . THEIR EXPENDITURES THAT DON'T GET FUNDED OR USED. AND WE WILL SEE AS THE INTERIM REPORTS COME THROUGH WE WILL SEE THAT NUMBER DECLINE. THE GENERAL FUND REVENUES THE SOURCE IS THE LARGEST SOURCE AT 74%. THE FEDERAL FUNDS RIGHT NOW IN THE UNRESTRICTED GENERAL FUND ARE ABOUT 5%. WE DO HAVE A LARGE AMOUNT OF THE 13 WHICH IS CHILD NUTRITION. SO WHAT IS THE DIFFERENCE BETWEEN THE ESTIMATED ACTUALS IN THE PROPOSED BUDGET. IN THE PROPOSED BUDGET THE REVENUES INCREASE BY THE L CFF BYTE 2.2 MILLION BUT THE LOCAL AND STATE DECLINE BY -- IS ABOUT 5.2 MILLION LESS REVENUE BUT WE

MOST OF THE UNRESTRICTED GENERAL FUND GOES TO SALARY AND BENEFITS. FOR THE '24/'25 EXPENDITURE CHANGES MOST OF THEM ARE INCREASING. THE INCREASE IN INDIRECT COST IS A BENEFIT TO US AND IT ACTUALLY REDUCES IT. THE EXPENDITURES ARE ABOUT 24.5 MILLION AND, LIKE I SAID, A LOT OF IT HAS TO DO WITH BUDGETING EVERYTHING THAT IS ON OUR BOOKS.THE MULTI-YEAR PROJECTIONS , IF YOU LOOK AT THE FIRST COLUMN, YOU CAN SEE WHAT WE ARE ANTICIPATING IN COST-OF-LIVING ADJUSTMENTS. THIS YEAR'S 2.3. ALL THE WAY THROUGH 2030 AND 2031 WE DON'T SEE ANYTHING HIGHER THAN 3% AND WE WILL SEE THAT ACTUALLY MATERIALIZES. HIGHEST OVER THE NEXT FIVE YEARS IS ABOUT 27.8% AND STARTS DECLINING AFTER THAT. ONE OF THE THINGS I WANTED TO POINT OUT IS THE CALIFORNIA PRICE INDEX IS ABOUT 3.42% SO THE PURCHASING POWER IS LESS . JUST AS AN EARLY WARNING SIGN FOR US TO MAKE ANY CORRECTIONS THAT WE MAY NEED TO.
BASED ON THE MULTI-YEAR PROJECTION AND THE ASSUMPTIONS THAT WE MADE IN THE EXPENDITURE TRENDS , IN 2029 AND 2030 WE WOULD BE SHORT AND IN 2031 WE WOULD NEED ABOUT $60 MILLION IN ORDER TO RESTORE CERTAINLY AS WE GET CLOSER THOSE NUMBERS THEY CHANGE FOR THE FARTHER THEY GO OUT THE HARDER IT IS. THE ENDING FUND BALANCE WE HAVE COMMITMENTS OF 78 MILLION -- 78,500,000 AND THE BREAKDOWN IS 5 MILLION TO 218. THOSE ARE LIABILITY CASES AND THEN THE COUNTY IS RECOMMENDING THAT YOU SET ASIDE ALL OF YOUR FEDERAL FUNDS JUST IN CASE THEY DON'T MATERIALIZE. YOU KNOW, TRYING TO BE COGNIZANT OF HOW WE'RE SPENDING OUR FUNDS, BEING GOOD STEWARDS OF THAT, AND ALSO BEING REALISTIC AND PRACTICAL IN HOW WE'RE OPERATING HERE. THEY WENT OUT TO THE CAR AND THE MAN WAS GONE. THE CAR WAS STILL THERE. I FOUND OUT WHEN THE GRANDMOTHER, BY THE NAME OF TERRY MILLER, POSTED THIS INCIDENT ON NEIGHBOR. THE CAR WAS SEEN THE NEXT DAY IN A DIFFERENT SPOT. THERE HAS BEEN CONSTRUCTION GOING ON AT THE SCHOOL FOR A YEAR OR MAYBE MORE. I GAVE TERRY MY NAME AND PHONE NUMBER VIA THE NEIGHBOR APP AND SHE CALLED ME. SHE WAS VERY UPSET AT THE CAR'S PRESENCE THE DAY AFTER REPORTING THE INCIDENT. I CALLED THE PRINCIPAL'S OFFICE OR THE SCHOOL OFFICE, AND THEY TOLD ME THE POLICE HAD APPREHENDED THE INDIVIDUAL LATER THE NEXT DAY AND TOWED THE CAR AWAY. I WAS ALSO TOLD SINCE THE POLICE ARE INVESTIGATING, I COULD NOT OBTAIN ANY INFORMATION ABOUT THE MATTER. IT IS MY IMPRESSION THIS IS A CONSTRUCTION EMPLOYEE. I'D LIKE TO KNOW WHAT THE VETTING IS FOR EMPLOYEES AND ANY OTHER THIRD PARTIES WHO MAY ENTER SCHOOL PROPERTY. ARE THEY FINGERPRINTED, BONDED, AND BACKGROUND CHECKED? HIRING A CONTRACTOR SHOULD BE INCUMBENT UPON THIS PROCESS. THE SUBJECT OF VISITATION BY SOMEONE WHO IS A REGISTERED SEX OFFENDER HAS COME UP BEFORE. JUST AN AMAZING PERSONAL MOMENT FOR ME, ESPECIALLY AT FONTANA HIGH SCHOOL'S GRADUATION. I REMEMBER GRADUATING AS A STUDENT. WE WERE BACK IN THE STADIUM, WAY BACK THEN. BUT TO BE ABLE TO BE THERE AND BE A PART OF THE BOARD OF EDUCATION TO CONGRATULATE OUR STUDENTS. THESE ARE OUR FUTURE LEADERS, OUR FUTURE WORK FORCE. THEY'LL BE TAKING CARE OF US WHEN WE GET OLDER, YOU GUYS. THIS IS OUR FUTURE, SO IT WAS GREAT TO JUST SEND THEM OFF AND BE A PART OF THE CORE MEMORY FOR THEM, FOR THEIR GRADUATION. MR. I KNOW THEY'RE NOT AS FAMOUS AS HIM, BUT THAT WAS PRETTY COOL TO BE ABLE TO MEET HIM. I WANT TO GIVE A CONGRATULATIONS TO LAST YEAR'S STUDENT BOARD MEMBER. WE JUST HAD MS. FONTANA LAST SATURDAY.
