AT ITS JANUARY MEETING, THE SECOND DISTRICT BOARD OF SUPERVISORS APPROVED FUNDING IN THE AMOUNT OF 418,500 TO SUPPORT THE IMPLEMENTATION OF A CRISIS ALERT PLATFORM PROGRAM IN FONTANA UNIFIED. THIS INVESTMENT WILL SURELY STRENGTHEN SCHOOL SAFETY INFRASTRUCTURE AND ENHANCE COORDINATION WITH LOCAL LAW ENFORCEMENT AND SUPPORT FASTER, MORE RELIABLE RESPONSES TO BOTH ROUTINE INCIDENTS AND LARGE SCALE EMERGENCIES. AND WHAT THAT MEANS TO THE SCHOOLS IS IT MEANS THAT WITH THE IMPLEMENTATION OF THIS PROGRAM, ALL SCHOOL SITES WILL HAVE ACCESS TO THIS EMERGENCY SERVICE AND OUR PUBLIC, OUR PUBLIC SAFETY OFFICERS AND OUR PERSONNEL WILL BE NOTIFIED IMMEDIATELY ALONG WITH OUR FAMILIES THAT WILL BE MADE AWARE AND STUDENTS AND OUR STAFF. AND THE WHOLE PURPOSE OF THIS IS TO KEEP EVERYONE SAFE. IT IS MY UNDERSTANDING THAT ONCE THIS IS COME TO FRUITION WE WILL BE ONE OF THE FIRST, I BELIEVE, ACROSS THE STATE. WHEN WE'RE TRYING TO MAKE KIDS FEEL WELCOME, WE GIVE A TOUR OF THE SCHOOL, LIKE WHILE WE'RE WALKING TO THEIR CLASSROOM AND WE KIND OF SHOW THEM, LIKE WE ASK THEM QUESTIONS LIKE, WHAT'S YOUR FAVORITE COLOR? WHAT'S YOUR NAME? BASIC THINGS LIKE THAT TO SHOW THEM THAT THEY ARE A PART OF THIS SCHOOL AND THEY ARE GOING TO BE A PART OF THIS SCHOOL. IT'S IMPORTANT TO ME FROM BEING A LEADER. I HAVE SIBLINGS LIKE I HAVE THREE SIBLINGS AND I'M THE OLDEST, SO I HAVE TO I'M USED TO BEING AN EXAMPLE. SO JUST TO SEE THAT AND TRANSLATE THAT INTO SCHOOL IS REALLY COOL. DURING KINDNESS WEEK, WHERE WE WOULD GO OUT TO RECESS AND PLAY WITH THE LITTLE KIDS, LITTLE KINDNESS GAMES, AND JUST SEEING THEM RUN AROUND ALL HAPPY. GIVING THEM KIND COMPLIMENTS AND GETTING A THANK YOU BACK WAS VERY EXCITING. SOMETIMES THEY WOULD COME UP TO US AND COMPLIMENT US. IT MADE ME FEEL REALLY HAPPY INSIDE TO SEE THAT THEY WERE ACTUALLY LEARNING SOMETHING FROM WHAT WE WERE DOING. SO OUR BIGGEST PRIORITY IS MAKING SURE THAT THEY HAVE THOSE SKILLS OF BEING RESPONSIBLE, BEING SAFE AND BEING KIND, BEING RESPECTFUL. ONE OF THE WAYS THAT WE DO THAT IS THROUGH OUR AVID TECHNIQUES. SO WE ARE FOLLOWING THE WICKR STRATEGIES. THE WRITING INQUIRY, COLLABORATION ORGANIZATION AND READING ORGANIZATION REALLY HELPS, ESPECIALLY BECAUSE MIDDLE SCHOOL, YOU DON'T HAVE LIKE, LIKE YOU CAN'T LEAVE YOUR STUFF IN A DESK. AND OUR BINDERS, WE HAVE THESE BINDERS THAT WE PUT ALL OUR STUFF IN AND IT HELPS US KEEPS OUR CLASSES ORGANIZED. OUR PTA IS ONE OF THE BEST THAT I'VE EVER SEEN. THEY DO SUCH A GOOD JOB AT TAKING PRIDE IN OUR EVENTS. WE'VE HAD SNOW DAY. WE'VE HAD IN AND OUT AFTER SCHOOL. WE'VE HAD AMAZING DONUTS WITH A LOVED ONE. OUR PTA IS PHENOMENAL AND WE HAVE OPPORTUNITIES WHERE PTA PROVIDES OUR COMMUNITY MEMBERS AND FAMILIES TO VOLUNTEER THEIR TIME. AS FAR AS WHETHER THEY'RE CHAPERONS, WHETHER THEY COME TO RECESS EVENTS OR ANY TYPE OF AFTER SCHOOL ACTIVITY. THERE ARE SO MANY OPPORTUNITIES WHERE PARENTS CAN VOLUNTEER THROUGH OUR PTA. WHEN THEY SEE THEIR PARENTS VOLUNTEERING, IF IT'S TEN MINUTES, 30 MINUTES, AN HOUR, THEY GET REALLY HAPPY. YOU KNOW, WHEN THEY SEE, OH, MY PARENTS HERE OR MY GRANDMA'S HERE. YOU COULD JUST SEE IT IN THEIR FACES OR EVEN LIKE FOR SNOW DAY, IT'S, YOU KNOW, IT'S REALLY NICE. AND TO SEE AND HEAR SOME KIDS HAVE NEVER BEEN UP TO THE MOUNTAINS TO SEE SNOW. SO THAT'S LIKE A REALLY LIKE HAPPY MOMENT FOR US. AND OUR STUDENTS HERE HAVE GRAD WALKS. AS MENTIONED ALREADY KAISER AND SUMMIT CULINARY PROGRAMS WERE ABLE TO PARTICIPATE IN A REAL WORLD EXPERIENCE WITH ADULTS AND BUSINESS FOLKS WITHIN THE ROOM TO BE ABLE TO PRESENT ALL OF THEIR HARD WORK AND YUMMY, DELIGHTFUL THINGS THAT THEY MADE. MANY OF THOSE APPETIZERS WERE PASSED ON TRAY, SO THEY GOT THAT REAL WORLD EXPERIENCE. AND JUST REALLY BEING OUT IN THE BUSINESS COMMUNITY, RIGHT? WE ALWAYS TALK ABOUT THESE REAL WORLD APPLICATIONS AND MEANINGFUL OPPORTUNITIES THAT WE WANT TO PROVIDE FOR OUR STUDENTS. ALSO ONE OF OUR PROGRAMS THAT WE HAVE HERE JOY CO THAT IS ON CAMPUS AND ABBY MILLER, THEIR STUDENTS WERE ABLE TO COME OUT AND ASSIST WITH THE SETUP AND THE USHERING AND THINGS LIKE THAT, AS WELL AS OUR GIRLS EMPOWERMENT CLUB FROM WAYNE RUBYL MIDDLE SCHOOL. THOSE YOUNG LADIES AND MANY OF THEIR PARENTS WERE ABLE TO ATTEND. AND SO IT ALWAYS THRILLS MY HEART WHEN WE CAN OPEN OUR DOORS AND JUST REALLY, TRULY GET TOGETHER AS A COMMUNITY AND COLLABORATE, RIGHT? THAT'S WHAT IT'S ALL ABOUT, ESPECIALLY FOR OUR FUTURE GENERATION. THEY'RE OUR FUTURE GUYS. THEY'RE OUR WORKFORCE. THEY'RE OUR FUTURE LEADERS HERE WITHIN OUR COMMUNITY. LAST THURSDAY, I ALSO HAD THE OPPORTUNITY TO PARTICIPATE IN THE MAYOR'S EDUCATION COALITION ADULTING 101 EVENT. AND SO WE HAD MANY STUDENTS REPRESENTED HERE FROM FONTANA UNIFIED AS WELL AS ETIWANDA. AND WE GOT TO SIT DOWN. MANY MEMBERS OF OUR BUSINESS COMMUNITY AND LOCAL COMMUNITY MEMBERS WERE THERE AS WELL TO SIT DOWN WITH THEM. THEY LEARNED THE BASICS OF FINANCE, RIGHT? SO ALL OF THESE LIFE SKILLS THAT THEY MAY NOT BE GETTING ON THE DAY TO DAY OR FROM HOME JUST REALLY GIVING THEM AN ENRICHMENT OPPORTUNITY TO ACQUIRE SOME OF THOSE SKILLS AND EXPOSE THEM TO THESE THINGS. BUT MY FAVORITE PART WAS WE GOT TO SIT DOWN AND ACTUALLY DO INTERVIEWS WITH THESE STUDENTS. AND IT WAS KIND OF LIKE A ROUND ROBIN TYPE THING, AND IT WAS PRETTY QUICK. SO I FEEL LIKE THEY WERE SET UP JUST A LITTLE BIT MORE FOR SUCCESS WITH THAT EVENT. SO VERY THRILLED TO BE A PART OF THAT LAST WEEK AND THEN NEXT WEEK. SO IT WAS NICE TO SEE THAT AS WELL. I DIDN'T JUDGE ANY OF THE FONTANA ONES BECAUSE I DIDN'T WANT TO BE BIASED, BUT I WAS ABLE TO ENGAGE WITH SOME OF THE SCHOLARS FROM FONTANA THAT WERE THERE, SO THAT WAS NICE. I WAS ABLE TO ATTEND A BLACK HISTORY CELEBRATION, WHICH I THOUGHT WAS GREAT AT FONTANA HIGH SCHOOL. I HOPE THAT THAT WILL CONTINUE. WE PROBABLY NEED TO TIGHTEN UP SOME OF THE TIMELINES IN THAT. BUT I THINK THE THE EVENT IS, IS AMAZING. I DO WANT TO RECOGNIZE DEREK AND ERICA KREMEN IF YOU DON'T KNOW THIS. THEY WORK TIRELESSLY ACROSS THIS DISTRICT AND ALSO IN COLTON NOW TO MAKE SURE THAT THE ROBOTICS PROGRAM IS HIGHLY, HIGHLY QUALIFIED AND HIGH QUALITY, I SHOULD SAY. OUR FIRST INTERIM REPORT IS POSITIVE, WHICH MEANS THAT WE CAN MEET OUR CURRENT YEAR RESERVE AND OUR RESERVE IN THE TWO OUT YEARS. SO I WANTED TO UPDATE YOU ON WHAT'S HAPPENING AT THE STATE LEVEL. THE GOVERNOR'S BUDGET FOR 2627. THE PROPOSAL DOES CONTINUE TO UNDERFUND PROP 98 BY $5.6 MILLION. THIS TIME LAST YEAR, IT WAS ABOUT 1.6 MILLION. THAT'S GROWN TO 5.6 MILLION THIS YEAR, WHICH VIOLATES THE SPIRIT OF PROP 98. BECAUSE PROP 98 IS SUPPOSED TO BE THE MINIMUM GUARANTEE FOR WHAT SCHOOL DISTRICTS RECEIVE. AND BY SAYING THAT, WELL, IT MAY CHANGE. SO WE'RE JUST GOING TO HOLD THIS BACK JUST IN CASE HE'S DONE THAT THE LAST TWO YEARS, AND ALL THAT'S DONE IS RESULT IN THIS HUGE 5.6 BILLION. STILL OWED TO SCHOOL DISTRICTS BECAUSE EACH OF THE PAST TWO YEARS THEY ACTUALLY OWED US MORE, NOT LESS. OUR TAX REVENUES. SORRY, DIDN'T MEAN TO HAVE AN E AT THE END OF THE TAX, THE TAX REVENUES, THE LEGISLATIVE ANALYST OFFICE. IS THE ONE WHO, WHO WILL GIVE INFORMATION TO THE LEGISLATURE, AS YOU KNOW, THE LEGISLATURE AND THE GOVERNOR NEGOTIATE THE BUDGET. SO THE LEGISLATIVE ANALYST'S OFFICE, WHEN LOOKING BACK AT 2526 IN THE CURRENT YEAR, THE TAX REVENUES ARE CURRENTLY 8.1 BILLION HIGHER THAN THE GOVERNOR'S JANUARY PROPOSAL. SO WHEN HE CREATED HIS PROPOSAL THE CURRENT YEAR REVENUES ARE 8.1 BILLION BELOW WHERE THEY ARE CURRENTLY STAND. SO THAT RESULTS IN 3.2 BILLION OWED TO PROP 98. AND THAT WOULD BE ON TOP OF THE 5.6. AND THEN BECAUSE THEY'RE COMING IN HIGHER, IT WILL REQUIRE THAT THE ADDITIONAL DEPOSIT BE PUT IN THE PROP 98 RESERVE. SO HOW MUCH OF THIS 3.2 BILLION WE WOULD ACTUALLY RECEIVE IS UNKNOWN AT THIS POINT. BUT THE LAO ALSO INCREASED. IT'S 26, 27 REVENUE PROJECTIONS, BUT IT'S STILL NOT QUITE AS HIGH AS THE GOVERNOR'S JANUARY PROPOSAL. SO THE LEGISLATIVE ANALYST'S OFFICE IS JUST A LITTLE BIT MORE CONSERVATIVE WHEN IT COMES TO REVENUES FOR NEXT YEAR. AND WHAT'S REALLY DRIVING THE TAX INCREASES. WE'RE LOOKING AT PROBABLY CAPITAL GAINS TAXES, WHICH ARE REALLY ONE TIME IN NATURE AND IS SOMETHING THAT CALIFORNIA STRUGGLES WITH WHEN THE STOCK MARKET GOES UP, PEOPLE EARN HIGHER CAPITAL GAINS TAX. THEY PAY THOSE TAXES. LOOKS LIKE IT'S A WINDFALL, BUT THEN THE NEXT YEAR THEY MAY NOT BE THERE. SO SO THAT'S SOMETHING THAT WE HAVE TO LOOK AT AS THESE TAX REVENUES COME IN A LITTLE BIT HIGHER. OUR COST OF LIVING ADJUSTMENT FOR 2627 WILL BE DECREASED FROM A PROJECTION OF 3% DOWN TO 2.41 AT THIS POINT. AND THEN GOING FORWARD, WE'RE NOT REALLY SURE WHAT THE IMPACT OF THE IRANIAN WAR ON CALIFORNIA ECONOMY OR THE NATIONAL ECONOMY WILL BE. BECAUSE MOST THINGS DEPEND ON OIL AND OIL PRICES WILL, WILL DEFINITELY INCREASE AND ARE ALREADY DOING SO. THE OTHER PROPOSALS INCLUDED IN THE GOVERNOR'S BUDGET SPECIAL EDUCATION EQUALIZATION FUNDING, AB 602 HAS A BASE RATE. CURRENTLY THE BASE RATE IS $917.53. THAT'S GOING TO BE INCREASED TO $999 PER STUDENT IN 2627. SO WE SHOULD WELCOME THAT BECAUSE WE DON'T OFTEN GET INCREASES IN OUR SPECIAL ED FUNDING. IF A DISTRICT IS ALREADY ABOVE THE 999, THEN THEY DON'T GET ANYTHING. SO THEY'RE TRYING TO BRING EVERYBODY UP TO A STANDARD AMOUNT. AND THAT'S WHY IT'S CALLED EQUALIZATION MONEY LEARNING RECOVERY BLOCK GRANT. TWO YEARS AGO THAT WAS REDUCED BY QUITE A BIT. SO $757 MILLION IS BEING ALLOCATED TO FULLY RESTORE THOSE REDUCTIONS IN 2627. THE EXPANDING LEARNING OPPORTUNITIES PROGRAM ARE ELLAB. THEY STABILIZE THE RATE TWO AT $1,800 PER STUDENT. HOWEVER, WE'RE AT RATE ONE. SO WE GET MORE THAN THAT. SO THAT DOESN'T NECESSARILY IMPACT US. EDUCATION EDUCATOR INVESTMENTS 200 MILLION TO SUPPORT EDUCATOR RESIDENCY PROGRAMS THROUGH [01:35:06] 2930. COLLEGE AND CAREER, $100 MILLION ONE TIME GRANT TO EXPAND ACCESS TO COLLEGE AND CAREER PATHWAYS. COMMUNITY SCHOOLS. THERE'S AN INVESTMENT OF 1 BILLION IN ONGOING FUNDS TO EXPAND THE COMMUNITY SCHOOL MODEL, KITCHEN INFRASTRUCTURE AND TRAINING. THERE'LL BE $100 MILLION IN ONE TIME GRANT FUNDS, AND WE HAVE HAD THOSE IN THE PAST AND WE ANTICIPATE APPLYING FOR THOSE AS WELL. IF THAT'S REQUIRED. AND THEN THE STUDENT SUPPORT AND PROFESSIONAL DEVELOPMENT DISCRETIONARY BLOCK GRANT. THIS IS A FULLY DISCRETIONARY BLOCK GRANT, 2.8 BILLION IN 1 TIME FUNDS. WE'RE NOT QUITE SURE AT THIS POINT HOW THAT WOULD BE ALLOCATED. AND SO WE WOULD PROBABLY NOT LEARN THAT UNTIL AFTER THE BUDGET IS ADOPTED AT THE STATE LEVEL. AND WHETHER IT STAYS THE SAME AMOUNT. USUALLY WHAT HAPPENS DURING THIS TIME IS THIS IS SORT OF THE HOW THEY BALANCE THE BUDGET. THEY PUT MONEY INTO THIS. AND THEN WHEN THE NEGOTIATIONS TAKE PLACE WITH THE LEGISLATURE, THEY MAY HAVE PROGRAMS THAT THEY WANT TO FUND, AND THEY TAKE MONEY OUT OF THIS BLOCK GRANT TO FUND THOSE. AND THEN WE HAVE WHAT REMAINS AT THE FEDERAL LEVEL. WE FINALLY DO HAVE A 26 BUDGET, SO WE'VE BEEN WAITING ON THAT FOR A WHILE. THE BIPARTISAN AGREEMENT WAS REACHED FOR THE 26 FEDERAL EDUCATION BUDGET. THE 26 FEDERAL EDUCATION BUDGET IS FUNDED TO EDUCATION IN THE 2627 SCHOOL YEAR. SO THEY THEY CALL IT THE ONE YEAR, BUT IT'S FOR OUR ENTIRE YEAR FOR NEXT YEAR. AND THERE WOULD BE NO IMPACT TO IDA FUNDS, WHICH ARE OUR SPECIAL ED FUNDING, OUR TITLE PROGRAMS, CAREER TECHNICAL EDUCATION, STATE GRANTS, 21ST CENTURY COMMUNITY LEARNING CENTER GRANTS OR IMPACT AID. SO THAT WAS GOOD NEWS BECAUSE THAT WAS SOMETHING THAT WE WERE PRETTY WORRIED ABOUT. WONDERING WHAT CUTS MIGHT COME TO THE FEDERAL GOVERNMENT, BUT THEY PRETTY MUCH KEPT THE FUNDING THE SAME. AND SO AS WE LOOK AT OUR TOTAL GENERAL FUND REVENUES IT'S NOT SURPRISING THAT MOST OF OUR MONEY COMES FROM OUR LCFF. SOURCES, WHICH IS OUR BASE REVENUE AMOUNTS THAT WE EARN FOR EACH STUDENT AND STATE FUNDING. OUR FEDERAL REVENUES HAVE DROPPED TO 4%. THEY WERE 8% PRIOR, BUT THERE WERE SOME REDUCTIONS IN SOME OF THE FEDERAL PROGRAMS. STATE REVENUE INCREASED BY THE DIFFERENCE. AND SO THE STATE PRETTY MUCH BACKFILLED WHAT WHAT THE FEDERAL GOVERNMENT REDUCED. SO WE WERE LUCKY WITH THAT IN OUR EXPENDITURES ABOUT 77% OF OUR TOTAL REVENUES OR OUR TOTAL EXPENDITURES ARE FOR SALARIES AND BENEFITS WITH 28% GOING TO BENEFITS. WE HAVE OUR 5% TO BOOKS AND SUPPLIES, OTHER OPERATING COSTS 16% AND OUR CAPITAL OUTLAY OUT OF THE GENERAL FUND IS ONLY 2%, BECAUSE WE USE OTHER FUNDING SOURCES FOR THAT. AS WE LOOK AT ANY CHANGES SINCE THE FIRST INTERIM, THERE WASN'T A LOT OF CHANGES. THEY WERE ALL PRETTY SMALL. AND JUST ACTUALLY THERE'S A NET INCREASE OF ABOUT 800,000 TO THE, TO THE ENDING FUND BALANCE FOR THE DIFFERENCE BETWEEN THOSE TWO. ON THE MULTI-YEAR PROJECTION ASSUMPTIONS, WHEN YOU LOOK AT OUR FUNDED, FUNDED AVERAGE DAILY ATTENDANCE AND OUR ENROLLMENT, YOU CAN SEE THAT IT'S DECREASING IN 2728. WE'RE ANTICIPATING GOING INTO GOING BELOW 30,000. WE DID A LITTLE RESEARCH AND SINCE 20 1415, WE'VE LOST APPROXIMATELY 20% OF OUR STUDENT POPULATION. AND AS WE GO FORWARD WE'LL SEE THOSE REDUCTIONS. A LOT OF THAT BASED ON BIRTH RATE. OUR KINDERGARTEN CLASS WAS MUCH SMALLER THAN WE HAD ANTICIPATED THIS LAST YEAR. AND SO WE'VE CORRECTED FOR THAT. HOPE THAT WE HAVE AN ACCURATE NUMBER. BUT THAT'S WHAT THE ENTIRE STATE OF CALIFORNIA AND THE NATION IS DEALING WITH RIGHT NOW IS, IS THE DECLINING ENROLLMENT BASED ON BIRTH RATES. OUR STATUTORY STATUTORY COLA, LIKE I SAID, HAS GONE DOWN. AND THEN OUR PERS RATE, WHICH IS A NICE THING, HAS GONE DOWN. WE WERE SEEING PERS RATES GOING AS HIGH AS 28% ABOUT A YEAR AGO. BUT NOW YOU CAN SEE THAT AS THE YEARS GO BY, IT ACTUALLY BY 2930 IS BACK AT 25%. SO THAT'S PRETTY GOOD FOR THE PERS ACCOUNT. I THINK THAT HAS TO DO WITH THE STOCK MARKET AS WELL. THAT, THAT ACTUALLY DIDN'T INCLUDE THE RAISE THAT WE, THAT STAFF RECEIVED. AND THEN AT FIRST INTERIM, WE PUT THE RAISE IN, IT WENT UP TO 22, AND NOW WE'RE BACK DOWN TO 21. WE ANTICIPATE THAT THAT'LL BE LOWER. WE'VE IDENTIFIED BETWEEN 8 AND $10 MILLION THAT CUTS FOR 2627 AND THEN WE SHOULD SEE A LITTLE BIT OF, FALLOUT FROM FROM.
