DO WE HAVE ANY CLOSED SESSION ITEMS THIS EVENING? THERE WERE ZERO COMMENTS.
PUBLIC COMMENTS RECEIVED. SORRY.
THEN IT IS NOW 509 AND WE WILL GO INTO CLOSED SESSION.

WE HAVE EVERYONE HERE TONIGHT WITH THE EXCEPTION OF DOCTOR CASADA WHO GIVES HER REGARDS.
THE REST OF US ARE HERE, AND WE'LL TAKE CARE OF BUSINESS AS WE NEED TO.
THANK YOU, COLLEAGUES, FOR BEING HERE THIS EVENING.
AND WE'RE GOING TO GO TO ITEM 3.2, PLEDGE OF ALLEGIANCE.
BEFORE I DO THAT, I JUST WANT TO ASK A QUESTION TO THE AUDIENCE, ARE YOU ALL GOING TO BE HERE AT 10:00 WHEN WE'RE STILL HERE? JUST WONDERING, BECAUSE I LOVE THE PACKED HOUSE, BUT RIGHT AROUND BOARD COMMENTS.
ANYWAYS, JUST WANTED TO PUT THAT OUT THERE.
I HOPE I PRONOUNCE YOUR NAME CORRECTLY.
I NEED YOU TO COME UP TO THE PODIUM, AND YOU ARE GOING TO SET US OFF TONIGHT WITH A PLEDGE.
DAVON, BEFORE YOU START, I JUST WANT TO LET THE PUBLIC KNOW THAT AT 3.3 IS OUR MOMENT OF SILENCE.
WE USE THIS TIME TO REFLECT, PRAY WHATEVER YOU NEED TO DO COLLECTIVELY TO MOVE THIS WORK FORWARD AND MISS EMBODY, CAN YOU WE COULD WE'LL WE'LL WAIT.
I'LL COME BACK. WE'LL DO THE WE'LL DO THE HONORING AFTER THE PLEDGE.
WE'LL DO THAT, AND THEN WE'LL DO A MOMENT OF SILENCE.
OR DO YOU WANT TO DO IT NOW? WHAT DO YOU THINK? EITHER WAY, LET'S DO IT NOW.
LET'S HONOR THE FAMILY MEMBER PASSING.
THAT'S. THAT'S YOU? YES. SORRY.
AND WHILE WE'RE THERE, I JUST WANT TO SAY THIS BEFORE DEVON STARTS US OFF WITH THE PLEDGE.
[00:05:02]
OVER AT CHAFFEY JOINT UNION HIGH SCHOOL DISTRICT.THE CRUZ FAMILY HAS LOST TWO OF THEIR CHILDREN.
AS YOU ALL KNOW, IT HIT THE THE NEWS REALLY, REALLY HARD.
A 17 YEAR OLD AND A 14 YEAR OLD.
AND SO AS A DAD, THAT HITS YOU HARD.
DAMN. WHY AM I GETTING LIKE THIS? AND SO I JUST WANT TO KEEP THEM IN PRAYER.
AND I KNOW THEY'RE RELATED A LITTLE TO OUR VICE PRESIDENT ADAM PEREZ, THE MRS PEREZ.
AND SO IT'S A SMALL WORLD, RIGHT? YOU JUST NEVER KNOW WHAT IS HAPPENING IN THIS WORLD.
THE DAY AFTER THE MATTEINI FAMILY ALSO LOST HER SON.
AND I HOPE I PRONOUNCE HIS NAME CORRECTLY.
I GUESS MUST HAVE NOT SEEN IT AND HIT IT AND DIED ON THE FREEWAY LAST MONTH.
TO THE EAST OF US, RIALTO UNIFIED SCHOOL DISTRICT LOST THREE TEENS TO A COLLISION.
THEY COLLIDED WITH A POLICE OFFICER.
I THINK THERE WAS SOME STUFF HAPPENING NO MATTER WHAT HAPPENED.
SO ROBERT RIOS, WHO WAS 15, DOMINIC ADAMS, 15, AND OMAR PITTS, 15.
AND AND SO IT'S IT'S IT'S INCUMBENT UPON US AS PARENTS.
I JUST WANT TO PUT THIS OUT THERE.
IF YOU'RE WATCHING THE BOARD MEETINGS, COMMUNICATE WITH YOUR TEENS, ESPECIALLY THOSE TEENS THAT ARE BEGINNING TO DRIVE AS YOU DRIVE DOWN THE STREET, MODEL TO THEM HOW YOU SHOULD DRIVE. BECAUSE SOMETIMES WE AS ADULTS DON'T DO THE BEST OF SHOWING OUR KIDS HOW WE SHOULD DRIVE.
AND AT THE END OF THE DAY, IT'S NOT EVEN WORTH IT.
AND SO THEY THEY GET BEHIND THE WHEEL.
THEY FACE MANY CHALLENGES BEING INEXPERIENCED.
WE DON'T KNOW WHY THESE THINGS HAPPEN, BUT INEXPERIENCE COULD BE SOMETHING.
WHEN YOU GO HOME TONIGHT, IF YOU HAVE TEENS OR PRE-TEENS THAT ARE GETTING READY TO DRIVE AND AND WANT TO GET BEHIND THE WHEEL OF THE CAR, HAVE THOSE CONVERSATIONS LIKE YOU DO WITH ANYTHING ELSE, THAT'S ALL I WANTED TO SAY TONIGHT.
TAKE US AWAY FOR THE PLEDGE OF ALLEGIANCE.
PUT. PLACE YOUR RIGHT HAND OVER YOUR HEART.
VERY BIG IN. ALLEGIANCE TO THE FLAG OF UNITED STATES OF AMERICA AND TO THE REPUBLIC FOR WHICH IT STANDS ONE NATION UNDER GOD, INDIVISIBLE, WITH LIBERTY AND JUSTICE FOR ALL.
THANK YOU. DEEVON. WE'RE GOING TO REMAIN STANDING FOR OUR TRADITIONAL MOMENT OF SILENCE ON BEHALF OF THE FAMILY THAT MISS EMBODY MENTIONED EARLIER, THE GUTHRIES AND THE STUDENTS THAT WE JUST SPOKE ABOUT.
THANK YOU SO MUCH. YOU MAY BE SEATED NOW.
ALL RIGHT, LET ME GET MYSELF TOGETHER HERE.
ALL RIGHT, I'M ON ITEM 3.4 NOW.

ALL RIGHT. WE ARE NOW ON ITEM 3.6.
[00:15:02]
AND WE HAVE TWO PRESENTATIONS ON TONIGHT'S AGENDA.AND THE FLOOR AGAIN IS BACK TO SUPERINTENDENT.
ANYBODY WHO IS GOING TO REDUCE OUR PRESENTERS AND SPEAK OR THE PRESENTATIONS AND OUR SPEAKERS.
THANK YOU. I'M HAPPY TO INTRODUCE TONIGHT OUR OAK PARK PRINCIPAL, MR. MULLINS, WHO WILL SHARE INFORMATION REGARDING THE SCHOOL AND INTRODUCE A VIDEO HIGHLIGHTING THE PROGRAMS AND THE PEOPLE WHO SERVE ON THAT CAMPUS.
THANK YOU. APPRECIATE YOU BEING HERE.
WELL, GREAT THINGS HAPPEN EVERY SINGLE DAY AT OAK PARK.
AND SO THANK YOU FOR THIS OPPORTUNITY TO SHOWCASE A LITTLE BIT AND SHOW YOU WHAT'S HAPPENING.
THE BACKBONE OF THE SCHOOL IS OF COURSE OUR PARENTS.
AND BACKBONE OF THAT IS OUR PTA.
SO I WANT TO INTRODUCE OUR PTA PRESIDENT JEFF GARCIA AND HIS LOVELY WIFE, MA.
HELLO. THANK YOU VERY MUCH FOR HAVING US.
AND, YOU KNOW, SO FAR WE'VE HAD REALLY GOOD EXPERIENCES IN FONTANA.
THAT'S WHY ME HELPING OUT OUR SCHOOL IS ONE OF THE THINGS THAT I CAN GIVE BACK TO BE ABLE TO, YOU KNOW, HELP GIVE BACK TO OUR SCHOOL AND TO OUR COMMUNITY. THANK YOU VERY MUCH.
I DIDN'T THINK THAT WAS A BIG DEAL, BUT OKAY.
BUT HE, THE TEACHER, SHARED THAT AT HIS PREVIOUS SCHOOL THEY DIDN'T DO THAT.
THEY LINED UP AND THEY HAD TO BE QUIET AND THEY HAD TO WAIT.
AND HE REMARKED THAT THAT IS REALLY GOOD FOR THE KIDS TO GET OUT THERE AND MOVE AND GET OUT THERE.
THEY WANT TO TALK. THEY WANT TO BE SOCIAL.
THEY WANT TO TALK WITH THEIR FRIENDS.
THEY WANT TO EAT THEIR BREAKFAST AND RUN AROUND AND RUN SOME ENERGY OFF.
LIKE I SAID, THEY HAVE A LOT OF ENERGY SO THAT IT KIND OF STARTED THERE WHERE I THOUGHT, THAT IS A GOOD THING FOR THEM TO GET ALL THEIR ENERGY OUT, BECAUSE EVERYTHING WE DO IS FOCUSED ON THEM LEARNING IN CLASS, WHETHER THEY REALIZE IT OR NOT.
IT'S PRETTY FUN WHEN WE GET LIKE FUN FRIDAYS, BECAUSE EACH TIME ON FRIDAY WE GET LIKE WE GET MUSIC. IN MY OPINION, I'M PRETTY.
SO WE KNOW SCHOOL IS LIKE IS IMPORTANT TO US, TO THEM AND LIKE FUN, LIKE IT KEEPS US ENGAGED IN SCHOOL.
SINCE MR. MULLINS SAYS THE FUN FRIDAY I THOUGHT OF, YOU KNOW, HOW CAN I MAYBE ADD TO THAT A LITTLE BIT? AND SO WHAT I DO FOR ALL THE KIDS THAT ARE THIRD GRADE DOWN, I DO A A STICKER THING WHERE IF YOU FIND THE STICKER ON THE BOTTOM OF YOUR TRAY, THEN YOU GET TO COME AND GET A PRIZE.
AND THEN FOR THE FOURTH AND FIFTH GRADERS, TO MAKE IT A LITTLE MORE INTERESTING, I DO A RIDDLE.
AND SO ALL THREE OF THEM WOULD GET A PRIZE.
AND I HAVE TO REMIND THEM, DON'T SAY ANYTHING BECAUSE YOU GUYS ARE PLAYING AGAINST EACH OTHER, YOU KNOW? AND SO IT GETS FUN.
THEY'LL COME RUNNING UP WITH THEIR ANSWERS.
AND I LOOK AT IT, IF IT'S WRONG, I'LL LET THEM KNOW.
AND THEN THEY GO RUN BACK AND TRY SOMETHING ELSE.
SO RIGHT HERE THEY SHOW US THAT IT LIKE TO BE KIND, TO BE SAFE, BE RESPECTFUL, BE RESPONSIBLE.
SO I FEEL LIKE THAT WOULD HELP US THAT SINCE THE LITTLE KIDS, THEY NEED TO LEARN THAT TOO.
SO THEY WON'T DO LIKE BAD THINGS AND STUFF LIKE THAT.
AND TO BE NICE TO OUR ELDERS AND STUFF LIKE THAT.
AND ANOTHER THING IS THAT LIKE TO KNOW THAT YOU'RE LIKE SAFE HERE BECAUSE LIKE EVERYBODY'S LIKE NICE AND NOONE, BUT LIKE MAKE SURE YOU'RE LIKE NOT DOING ANYTHING BAD.
AND LIKE, THE TEACHERS ARE LIKE ALWAYS LIKE ALSO IF THEY SEE YOU SAD, THEY ASK YOU LIKE WHAT? WHAT'S HAPPENING? AND LIKE THEY MAKE SURE YOU'RE OKAY.
WE HAVE A REALLY GOOD CULTURE THAT STARTS AT THE TOP.
AND EVERYBODY SINCE PRINCIPAL, THE SECRETARIES, THE JANITORS, THE TEACHERS, ALL THE PARAPROFESSIONALS, PRESCHOOL, EVERYBODY WORKS TOGETHER AND WE ALL IT.
AND OUR MOST IMPORTANT THING IS THE KIDS.
[00:20:02]
AND IT STARTS. IT STARTS AT THE TOP.WE EVERYBODY CARES WHAT THE KIDS DO.
ALL THE KIDS CARE, THE PARENTS CARE.
MY SON, HE WAS STRUGGLING WITH READING AT THE DISTRICT WHERE WHERE I'M FROM.
AND I DID TRY TO REACH OUT TO, YOU KNOW, THE PRINCIPAL, THE TEACHERS THERE.
SO HE DOES GET THE PULLOUTS HE DOES.
HIS READING SCORES HAVE INCREASED FROM BEING HERE.
SO I'M VERY HAPPY AND CONTENT WITH THE, OUR SUPPORT STAFF AS WELL AS HIS TEACHERS THAT HE'S HAD.
AND I THINK THEY'RE LEARNING THAT FROM SCHOOL.
I THINK THAT'S THE MOST IMPORTANT THING WE'RE DOING.
YOU KNOW, WE ARE TEACHING THE CURRICULUM.
BUT MOST IMPORTANTLY, WE'RE TEACHING THEM HOW TO BE GOOD PEOPLE, GOOD CITIZENS.
BECAUSE THERE'S GOING TO BE MORE LEARNING TO COME ALONG AND THEY'RE GOING TO FACE ADVERSITY AND THEY'RE GOING TO FACE HARD CHOICES, AND THEY'RE GOING TO SEE OTHER PEOPLE MAKING BAD CHOICES. AND IF YOU AT YOUR CORE AS IF YOU'RE A GOOD PERSON AND YOU KNOW HOW TO MAKE GOOD CHOICES AND YOU KNOW HOW TO STAY ON THE RIGHT TRACK, THAT'S ULTIMATELY GOING TO HELP YOU BE SUCCESSFUL IN LIFE.
AND THAT'S WHAT THAT'S THE BIGGER PICTURE.
ANY QUESTIONS FOR MY COLLEAGUES TO MR. MULLINS AND THE TEAM.
I JUST WANT TO MAKE A COMMENT.
MY GRANDSON FRANCISCO WAS AT OAK PARK.
AND WHAT I LOVED ABOUT MR. MULLINS. EVERY MORNING THAT YOU DROPPED OFF YOUR CHILDREN, AND HE WAS UP FRONT, HE WOULD STOP AND TALK TO EVERY SINGLE KID NOT STANDING STRAIGHT UP.
HE WOULD GO ALL THE WAY DOWN, LOOK AT THEM WHERE THEY WERE AT.
AND I THINK THAT'S SPECIAL BECAUSE A CHILD DOESN'T FEEL INFERIOR.
SO THANK YOU, MR. MULLEN, FOR THAT. I REALLY APPRECIATE FRANCISCO IS DOING WELL.
SO I DON'T KNOW IF THAT'S YOUR EXPERIENCE, BUT THAT WAS MINE.
AS A TREASURER OF MY SON'S PTA AND THAT'S NICE TO SEE.
WHAT A WHAT A GREAT PARTNERSHIP.
AND THEN, MR. MULLINS, I JUST WANT TO THANK YOU FOR YOUR LEADERSHIP THERE.
THAT DOESN'T JUST HAPPEN BY ACCIDENT.
SO THANK YOU. I LOVE WHAT THAT TEACHER SAID THAT, YOU KNOW, SUCCESS IS NOT RANDOM.
AND I WANTED TO JUST SAY YOU KNOW, I DON'T TELL ANYBODY TO DO THESE THINGS.
THEY. I LOVE HOW IT'S KIND OF CONTAGIOUS.
WHEN YOU LOVE BEING AROUND KIDS AND AND IT'S ACTUALLY YOUR JOB AND IT COMES OUT, I THINK AND I AND WE DO THAT AND I'M SURROUNDED BY PEOPLE THAT LIKE THE KITCHEN WORKER YOU SAW THE OLIVO COACHES AFTER BEING THERE A WHILE.
THEY CREATE GAMES AND THINGS FOR THE KIDS THAT JUST TO MAKE SCHOOL FUN AND ENJOYABLE.
NEXT, I'D LIKE TO WELCOME TO THE PODIUM DOCTOR JENNIFER BOURGEOIS, OUR ASSOCIATE SUPERINTENDENT OF TEACHING AND LEARNING, AND MARTHA DUENAS, OUR DIRECTOR OF MULTILINGUAL PROGRAMS AND SERVICES.
THEY'LL BE PROVIDING AN OVERVIEW OF THE DRAFT PATHWAYS TO BILITERACY MASTER PLAN.
THANK YOU FOR YOUR HARD WORK AND EFFORTS IN PUTTING THIS TOGETHER.
BOARD AND CABINET SUPERINTENDENT.
ANYBODY IN PARTICULAR? OUR AUDIENCE. WE HAVE MANY, MANY MEMBERS OF OUR AUDIENCE HERE TO SUPPORT THIS PROPOSED MASTER PLAN.
BUT WE'LL GET INTO THAT A LITTLE BIT LATER.
SO THE PURPOSE WHY DO WE HAVE A PATHWAYS TO BILITERACY MASTER PLAN? WE HAVE A PLAN SO THAT WE CAN REALLY SHOW WHAT THE WHAT IS FOR OUR MULTILINGUAL STUDENTS AND THE HOW.
SO THIS PLAN REALLY SPELLS OUT THE WHAT AND THE HOW, AND IT IS IN ALIGNMENT TO PROVIDE SUPPORT FOR OUR ENGLISH LEARNERS, MOST SPECIFICALLY TO HELP MAKE SURE THAT WE HAVE THE HIGHEST LEVELS OF BILINGUALISM AND BILITERACY ACADEMIC ACHIEVEMENT AND SOCIAL CULTURAL COMPETENCY.
[00:25:06]
KEEPING IN MIND THAT OUR PLAN IS ALIGNED TO ALL THE FEDERAL AND STATE AND DISTRICT GUIDELINES, IT REALLY SETS US UP TO HAVE AN EXCELLENT PROGRAM DESIGN, IMPLEMENTATION, MONITORING AND EVALUATION OF OUR PROCESSES.FURTHER, THIS ALIGNMENT IS INTENDED TO GUIDE ALL LEVELS OF OUR SCHOOL DISTRICT TOWARD A SYSTEMIC AND COHERENT APPROACH TO TEACHING AND LEARNING FOR OUR MULTILINGUAL LEARNERS. NOW YOU MIGHT BE THINKING, WHO ARE OUR MULTILINGUAL LEARNERS? OUR MULTILINGUAL LEARNERS IS REALLY.
IT'S A BROAD TERM, AND THIS BROAD TERM DESCRIBES STUDENTS WHO ARE LEARNING MULTIPLE LANGUAGES.
AND WHEN WE THINK ABOUT THAT, THEY ARE DEVELOPING PROFICIENCY AND ARE BECOMING BILINGUAL AND BILITERATE IN BOTH ENGLISH AND A PARTNER LANGUAGE COULD BE SPANISH, IT COULD BE FRENCH, IT COULD BE ASL.
THESE STUDENTS ARE NOT LIMITED TO OUR ENGLISH LEARNERS.
THEY INCLUDE OUR DUAL LANGUAGE IMMERSION.
THEY INCLUDE OUR NEWCOMERS, OUR LTL, OUR RECLASSIFIED STUDENTS.
THEY INCLUDE OUR STUDENTS WHO ARE INITIALLY FLUENT IN ENGLISH.
FURTHER, THEY INCLUDE OUR HERITAGE SPEAKERS, WHICH WOULD BE STUDENTS WHO ARE AT OUR HIGH SCHOOLS LEARNING OR ACTUALLY IN OUR DUAL IMMERSION LEARNING, ANOTHER LANGUAGE SUCH AS FRENCH OR ASL.
ALTHOUGH OUR MASTER PLAN WILL EMPHASIZE THE USE OF MULTILINGUAL LEARNERS TO SUPPORT AN ASSET BASED MODEL OF TO MULTILINGUALISM AND MULTICULTURALISM, PLEASE KNOW THAT THIS SUPPORT IS GOING TO EMPHASIZE REALLY THAT FOR OUR ENGLISH LEARNERS, OUR ENGLISH LANGUAGE DEVELOPMENT.
PRIORITIZING OUR CORE CURRICULUM AND ENSURING THAT EVERYBODY HAS WHAT THEY NEED.
AND I'M GOING TO TURN IT OVER TO OUR DIRECTOR OF FOR OUR MULTILINGUAL DEPARTMENT.
OUR DIRECTOR IS MARTHA DUENAS, AND SHE HAS SPEARHEADED THIS WORK.
AND SO I'M GOING TO TURN IT OVER TO HER TO LEAD US INTO A LITTLE BIT MORE ABOUT THE PLAN.
SUPERINTENDENT. MESA DIRECTIVA DE LA FAMILIA FUSD.
ORGANIZATIONAL STRUCTURE OF THE MASTER PLAN OR THE PATHWAYS TO BILITERACY MASTER PLAN.
AT THE BEGINNING OF EACH SECTION OF THE PATHWAYS TO BILITERACY MASTER PLAN, ONE OF THE FOUR L ROADMAP PRINCIPLES IS DESCRIBED. COMMITTED TO SPECIFIC PRACTICES FOR ACHIEVING EXCELLENT IMPLEMENTATION OF THE ROADMAP ARE ALSO IDENTIFIED. STRATEGIC STRATEGIES DEFINING WHAT NEEDS TO HAPPEN TO MOVE THE IN-DEPTH IMPLEMENTATION ARE LISTED, AND I'LL NOTE THAT THESE SECTIONS TALK ABOUT WHAT WE WILL BE DOING.
THEN YOU'LL FIND ACTIONS GUIDING AND SUPPORTING HOW EACH CALIFORNIA ROADMAP PRINCIPLE WILL BE IMPLEMENTED DISTRICT WIDE, AS DESCRIBED IN DETAIL.
ADDITIONAL LINKS TO SUPPORTING FORMS AND DOCUMENTS.
EXPLAINING PROTOCOLS AND PROCEDURES THAT SPECIFY STEPS AND OR STAT STACKS THAT NEED TO BE COMPLETED TO ACHIEVE A SYSTEMIC AND EXCELLENT IMPLEMENTATION ARE PROVIDED.
COMMUNICATION AND IMPLEMENTATION OF THE MASTER PLAN.
THIS OVERALL APPROACH IS SO IMPORTANT BECAUSE IT ENSURES THAT OUR DISTRICT POLICIES AND PRACTICES ARE COHERENT ARTICULATED.
AND HAVE THE PRIMARY OBJECTIVE OF MEETING THE NEEDS AND SUPPORTING THE SUCCESS OF OUR MULTILINGUAL LEARNERS AND THEIR FAMILIES. I LIKE TO EMPHASIZE, AS I DID EARLIER, THAT IT'S THE PRINCIPLES, THE PRACTICE, AND THE STRATEGIES THAT DEFINE WHAT WE DO AND THAT OUR ACTIONS AND STEPS AND TASKS DEFINE HOW WE DO IT.
YOU'LL NOTICE THAT WE HAVE PRACTICE.
WHY? BECAUSE THIS IS A SYSTEM.
[00:30:02]
AND SO IT'S ALL ABOUT THE BELIEFS AND THE BEHAVIORS THAT WE HAVE THAT WILL MOVE THE MASTER PLAN.PRINCIPLE ONE ASSETS ORIENTED AND NEED RESPONSIVE SCHOOLS.
PRESCHOOLS AND SCHOOLS ARE RESPONSIVE TO DIFFERENT MULTILINGUAL LEARNER STRENGTHS, NEEDS AND IDENTIFY IDENTITIES AND SUPPORT THE SOCIAL, EMOTIONAL HEALTH AND THE DEVELOPMENT OF MULTILINGUAL LEARNERS.
PROGRAMS VALUE AND BUILD UPON THE CULTURAL AND THE LINGUISTIC ASSETS STUDENTS BRING TO THEIR EDUCATION IN A SAFE AND AFFIRMING SCHOOL CLIMATE.
EDUCATORS VALUE AND BUILD STRONG FAMILY, COMMUNITY, AND SCHOOL PARTNERSHIPS.
BY HIS NOTING THAT MULTILINGUAL LEARNERS ENGAGE IN INTELLECTUALLY RICH, DEVELOPMENTALLY APPROPRIATE LEARNING EXPERIENCES THAT FOSTER HIGH LEVELS OF ENGLISH AND PARTNER LANGUAGE PROFICIENCY.
THESE EXPERIENCES INTEGRATE LANGUAGE DEVELOPMENT.
LITERACY. AND CONTENT LEARNING, AS WELL AS PROVIDE ACCESS FOR COMPREHENSION AND PARTICIPATION THROUGH LANGUAGE INSTRUCTION AND SCAFFOLDING.
MULTILINGUAL LEARNERS HAVE MEANINGFUL ACCESS TO A FULL, STANDARDS BASED AND RELEVANT CURRICULUM AND THE OPPORTUNITY TO DEVELOP PROFICIENCY IN ENGLISH.
PRINCIPLE THREE SYSTEMS CONDITIONS THAT SUPPORT EFFECTIVENESS.
IN THIS PRINCIPLE, EACH LEVEL OF THE SCHOOL SYSTEM STATE COUNTY, DISTRICT, SCHOOL PRESCHOOL HAS LEADERS AND EDUCATORS WHO ARE KNOWLEDGEABLE OF AND RESPONSIVE TO THE STRENGTHS AND THE NEEDS OF MULTILINGUAL LEARNERS AND THEIR COMMUNITIES, AND WHO UTILIZE VALID ASSESSMENTS AND OTHER DATA SYSTEMS THAT INFORM INSTRUCTION AND CONTINUOUS IMPROVEMENT.
EACH LEVEL OF THE SCHOOL SYSTEM PROVIDES RESOURCES AND TIERED SUPPORT.
TO ENSURE STRONG PROGRAMS AND BUILD THE CAPACITY OF TEACHERS AND STAFF TO LEVERAGE THE STRENGTHS AND MEET THE NEEDS OF OUR MULTILINGUAL LEARNERS.
LASTLY, PRINCIPLE NUMBER FOUR ALIGNMENT AND ARTICULATION WITHIN AND ACROSS THE SYSTEM. MULTILINGUAL LEARNERS EXPERIENCE A COHERENT, ARTICULATED AND ALIGNED SET OF PRACTICE AND PATHWAYS ACROSS GRADE LEVELS AND EDUCATIONAL SEGMENTS, BEGINNING WITH A STRONG FOUNDATION IN EARLY CHILDHOOD. AN APPROPRIATE IDENTIFICATION OF STRENGTHS AND NEEDS CONTINUING THROUGH RECLASSIFICATION, GRADUATION, HIGHER EDUCATION, AND COLLEGE AND CAREER OPPORTUNITIES.
THESE PATHWAYS FOSTER THE SKILLS, LANGUAGES, LITERACY, KNOWLEDGE STUDENTS NEED FOR COLLEGE AND CAREER READINESS AND PARTICIPATION IN A GLOBAL DIVERSE.
MULTILINGUAL. 21ST CENTURY WORLD.
BUT WE LOOK FORWARD EMBRACING A MULTILINGUAL AND MULTICULTURAL FUTURE.
ALL OF US. FONTANA UNIFIED SCHOOL DISTRICT RECOGNIZES AND CELEBRATES THE CULTURAL, LINGUISTIC, SOCIAL, AND SPECIAL TALENTS AND SKILLS THAT ARE MULTILINGUAL LEARNERS AND THEIR FAMILIES BRING TO OUR DISTRICT.
[00:35:02]
WE EMBRACE THE OPPORTUNITY TO GROW AND LEAD FROM THESE ASSETS, TO CREATE AND FOSTER A MORE MULTILINGUAL AND MULTICULTURAL SOCIETY FOR ALL OF OUR STUDENTS.OUR PATHWAYS TO BILITERACY MASTER PLAN IS OUR DISTRICT'S OPPORTUNITY.
AND TRIBUTE. TO THE CONTINUOUS DEVELOPMENT OF A MORE INCLUSIVE AND ACCEPTING WORLD.
WE HAVE MUCH WORK TO CONTINUE DOING TO SUPPORT OUR MULTILINGUAL LEARNERS.
WE EMPOWER OUR MULTILINGUAL LEARNERS.
SUCCEED. AND THRIVE IN AN EVER EVOLVING GLOBAL 21ST CENTURY.
AND SO WE WOULD LIKE TO THANK OUR EDUCATIONAL PARTNERS FOR THESE EXCHANGE OF IDEAS, COLLABORATION, LEADERSHIP AND PARTNERSHIP IN DEVELOPING AND ENHANCING OUR PATHWAYS TO BILITERACY PROGRAMS. WE GRATEFULLY ACKNOWLEDGE THE MODELS OF EXCELLENCE AND MATERIALS ORIGINALLY DEVELOPED BY OUR FELLOW DISTRICTS, STATE FEDERAL COLLEAGUES, AS WELL AS LEADING EXPERTS AND RESEARCHERS, AS WELL AS PRACTITIONERS THAT INFLUENCE AND ADVOCATE FOR THE CONTINUAL GROWTH OF PROGRAMS AND SERVICES FOR ALL OF OUR MULTILINGUAL LEARNERS.
AND I LIKE TO TAKE A SPECIAL OPPORTUNITY TO SHARE THAT.
YOU CAN SEE THEY'RE WEARING BLUE AND THEY'RE WEARING BLACK AS A AS A SIGN OF SUPPORT IN THIS WORK THAT WE ARE PRESENTING HERE TONIGHT, WE HAVE MEMBERS FROM OUR MULTILINGUAL DEPARTMENTS, TOAS, OUR ADMINISTRATIVE GROUP, WHICH IS MARTHA DUENAS.
AS YOU HEARD A MOMENT AGO, OUR ASSISTANT DIRECTOR EDDIE AND OUR COORDINATOR KYLE, AND TOGETHER, ALONG WITH OUR DLAC FAMILIES HERE TO SUPPORT THIS WORK THAT WE'VE COLLECTIVELY WORKED ON TOGETHER TO BRING FORWARD TO YOU TONIGHT AND CONSIDERATION DURING OUR DISCUSSION ITEM.
THANK YOU. COLLEAGUES, ANY QUESTIONS FOR THE TEAM? THANK YOU.
ALL RIGHT. WE ARE NOW ON ITEM 3.7, OUR OPPORTUNITY FOR PUBLIC COMMENT.
INDIVIDUAL SPEAKERS WILL BE ALLOWED FIVE MINUTES TO ADDRESS THE BOARD ON AGENDA OR NON AGENDA ITEMS. GOVERNMENT CODE SECTION 54954.2 PROHIBITS THE GOVERNING BOARD FROM DISCUSSING OR ACTING ON ANY MATTER THAT IS NOT ON THE PUBLISHED AGENDA.
MISS ANYBODY? HOW MANY PUBLIC COMMENTS DO WE HAVE TONIGHT? YES, WE HAVE 18 AND SOME OF THEM ARE SPECIFIC TO ITEMS IN 5.11 513 516 ETC..
SO I'LL START OFF WITH THE INDIVIDUAL ONES.
ALL RIGHT. OKAY. WE'LL BRING UP TO THE PODIUM FIRST CYRUS MOSS.
I WOULD LIKE TO SEE IF WE COULD CHANGE THE NAME OF RONALD PEPPER ELEMENTARY.
THEY WERE THREATENED BECAUSE THEY WERE AFRICAN AMERICAN AND TOLD TO LEAVE THEIR HOME.
WHEN THEY DIDN'T LEAVE THEIR HOME, IT WAS SET ON FIRE.
THE ENTIRE FAMILY WAS KILLED BECAUSE OF THIS INCIDENT.
AFTER THAT SCHOOL, AFTER THAT, THE SCHOOL WAS BUILT ON THE SAME PROPERTY.
IT WAS DEVASTATING TO KNOW THAT KKK MEN WERE BEING HELD AT THE SCHOOL UNTIL THE MID 80S.
THIS HURT ME DEEPLY BECAUSE I'M A YOUNG BLACK MAN WHO ATTENDED RANDALL PEPPER FOR PRESCHOOL.
IT WAS PAINFUL KNOWING HIS TWO KIDS, SAME AGE, AROUND THE SAME AGE AS MY LITTLE BROTHER AND ME.
THEY WERE MURDERED AND THEY WERE MURDERED BY A FIRE.
IT MADE ME THINK, WHAT IF THAT WAS ONE OF MY FAMILY MEMBERS? WELL, I MADE THIS WITH.
[00:40:02]
THE ANSWER IS NO.AFTER THAT MOMENT, I MADE IT MY MISSION TO DO WHAT'S RIGHT AND BE THE VOICE FOR THE SHORT FAMILY.
BECAUSE HE IS THE TRUE OWNER OF THE LAND WHICH THE SCHOOL IS ON.
THANK YOU. WHAT? PRESIDENT? SO HE WALKED AWAY WAY TOO FAST. WE'RE GOING TO BRING HIM BACK.
AND THEN WE'LL START WITH MR. ARMENDARIZ HAS A QUESTION. AND VICE PRESIDENT PEREZ.
NEXT. I DID HAVE A QUESTION, BUT I WAS WONDERING IF WE COULD JUST TAKE A TWO MINUTE RECESS IN THE CLOSED SESSION WITH THE ALL OF US REAL QUICK TO ASK A SPECIFIC QUESTION THAT I WANT TO MAKE SURE WE'RE OKAY WITH LEGAL ABOUT.
I DON'T KNOW THAT WE CAN DO THAT BECAUSE IT'S A NON AGENDA ITEM.
WELL, IT'S A CLARIFYING QUESTION FOR US THOUGH.
IT'S ACTUALLY JUST A PROCEDURAL QUESTION.
I WOULD PROBABLY ASK MARK TO GIVE US SOME ADVICE ON YOUR QUESTION, MR. ARMENDARIZ. WELL I CAN PROVIDE PROCEDURAL ADVICE.
THAT'S IT. THAT'S JUST PROCEDURAL.
AND YOU WANT TO DO THAT PRIVATELY WITH YOU AND I.
I CAN JUST DO THAT REAL QUICK. JUST TWO MINUTES.
SO BOARD PRESIDENT YOU'RE GOING TO CALL A RECESS FOR THAT.
I CAN TO GIVE MR. ARMENDARIZ AN OPPORTUNITY TO ASK THE QUESTION THAT HE NEEDS TO ASK OF YOU.
CYRUS. RIGHT. CYRUS, YOU WANT TO HAVE A SEAT? BECAUSE I THINK THAT AFTER THIS, WE'LL HAVE YOU COME BACK UP.
BECAUSE I KNOW MR. PEREZ HAS A QUESTION, BUT, MR. PRESIDENT, CAN I HAVE YOU ATTEND THIS WITH ME? I KNOW TWO OF US CAN ASK A PROCEDURAL QUESTION.
THANK YOU EVERYBODY FOR FOR GIVING US THAT QUICK.
WE HAD AN AGENDA QUESTION AND I WANTED TO CLARIFY MR..
MR. ARMENDARIZ WANTED TO CLARIFY AN AGENDA QUESTION.
AND SO WE'VE BEEN ABLE TO HAVE THAT.
SO DID YOU HAVE A COMMENT THAT YOU WANTED TO MAKE OUT OF THAT OR.
SO MR. PEREZ, I KNOW YOU HAD A COMMENT OR A CLARIFYING QUESTION YOU MIGHT WANT TO ASK MR. CYRUS. ARE YOU TIRED TONIGHT? A LITTLE BIT OH, OKAY.
CAN YOU DO ME A FAVOR, THEN? YEAH. WHEN YOU GET HOME TOMORROW MORNING, WATCH THE SCHOOL BOARD MEETING BECAUSE WISHES DO COME TRUE.
ALL RIGHT. SO THANK YOU FOR THAT CLARIFYING INFORMATION.
BOARD PRESIDENT, MR. ARMENDARIZ. I JUST WANT TO SAY THAT YOU'RE AN AMAZING YOUNG MAN, AND I LOVE THE FACT THAT YOU JUST CAME UP HERE AND SHARED REALLY HOW YOU FEEL.
AND I WANT YOU TO KNOW THAT THAT TYPE OF COURAGE TAKES A LOT.
YOU'RE WELCOME. MR. CYRUS, I JUST HAVE TO LET YOU KNOW I SAW YOU ON SOCIAL MEDIA.
YOU WERE AT KAISER HIGH SCHOOL THE OTHER DAY, WEREN'T YOU? YEAH. NICE JOB.
KEEP UP THE GOOD WORK. YOU'RE BECOMING QUITE THE SPEAKER.
AND I'M VERY HAPPY THAT THE BOARD IS TAKING THE STEPS TO MAKE YOUR DREAM COME TRUE.
YES, WE HAVE A GROUP THAT WANTED TO SPEAK IN ORDER.
AND I'LL START OFF WITH SAVANNAH RUSSELL.
GOOD EVENING, FONTANA UNIFIED SCHOOL DISTRICT.
WE ARE STUDENTS OF BLUE EDUCATIONAL FOUNDATION, SOUL BROTHERS, SOUL SISTERS STUDENT LEADERSHIP TRAINING, A TRAINING CREATED TO EMPOWER STUDENTS WITH THE INSPIRATION AND TOOLS TO DEVELOP THEIR LEADERSHIP SKILLS WHILE ENGAGING IN ACTIVITIES THAT SUPPORT COLLEGE, THAT SUPPORT COLLEGE ACCESS AND SUCCESS, LEADERSHIP DEVELOPMENT AND CHARACTER BUILDING WITH THE INTENT THAT WE RETURN TO SERVE IN OUR SCHOOLS AND COMMUNITIES.
THE REASON WE ARE HERE TODAY IS BECAUSE WE ARE HERE TO ADVOCATE FOR OURSELVES AND OUR CLASSMATES, TO REQUEST THAT YOU FUND OUR ATTENDANCE TO THIS YEAR'S LEADERSHIP CAMP AT SAN DIEGO STATE UNIVERSITY.
[00:45:02]
DISTRICT AND OUR STUDENTS.SINCE. SINCE THE CAMP, I HAVE BECAME BSU PRESIDENT AT MY SCHOOL AND AN ACTIVE MEMBER ON CAMPUS.
I'VE LIVED A LIFE FEELING LIKE SOMETHING WAS MISSING AND I DIDN'T FIT IN.
THIS CAMP SHOWED ME THAT THERE ARE OTHER PEOPLE, STUDENTS AND ADULTS ALIKE.
BEING IN A ROOM FULL OF PEOPLE BUT STILL FEELING INVISIBLE.
BEING IN A ROOM FULL OF PEOPLE AND STILL NO ONE IN THE ROOM KNOWING WHO I REALLY WAS.
THIS CAMP IS A SPACE WHERE I FELT SAFE BECAUSE OF THIS SIMPLE REASON, I BELIEVE THIS DISTRICT SHOULD SUPPORT AND FUND MORE STUDENTS TO GO IN ATTENDANCE ON THIS UPCOMING TRIP TO SAN DIEGO STATE.
MY NAME IS BROOKLYN NEWTON AND I AM A SOPHOMORE AT CORONA CENTENNIAL HIGH SCHOOL.
I'M GOING TO START OFF WITH THE IMPACT LEADERSHIP HAD ON ME WITH THIS CAMP.
PRIOR TO THE WONDERFUL EXPERIENCE AT UNIVERSITY OF CALIFORNIA, SANTA BARBARA, I WAS FALSELY ACCUSED OF A TERRORIST ACCUSATION AT MY SCHOOL, WHICH LED ME TO BE ISOLATED IN MY HOME FOR THREE MONTHS BEFORE THE EDUCATIONAL CAMP.
I WAS UNREMARKABLY HAPPY UPON EXPERIENCING THE CAMP FOR THE DAYS I WAS THERE.
FOR STARTERS, THIS CAMP MOTIVATED ME TO MEET NEW PEOPLE.
I WAS ALONE FOR ABOUT AN HOUR OR TWO UNTIL I WAS BEING SHOWERED WITH KINDNESS AND LAUGHTER.
THE REST OF THE DAY WITH PEOPLE I REALIZED WERE LIKE ME.
PERSONALITY WISE, THIS CAMP HAS ALSO HELPED ME DEVELOP CHARACTERISTICALLY.
THIS IS A SMALL GLIMPSE INTO THE THINGS THAT WE EXPERIENCE, WHICH OPENED MY EYES TO THE TYPE OF PEOPLE OR PERSONS YOU WOULD LIKE TO DORM WITH IN THE FUTURE, AND THE COLLEGE EXPERIENCE YOU WOULD LIKE TO HAVE AND OR GO TO.
SINCE WHEN I GO TO SCHOOL, THERE AREN'T LOTS OF PEOPLE WHO FULFILL THAT.
THIS CAMP ALLOWED ME TO EXPERIENCE WHAT IT FEELS AND LOOKS LIKE TO BE AROUND OTHER AUTHENTIC, HIGH ACHIEVING, INTELLIGENT, LIKE MINDED AND DETERMINED AFRICAN AMERICAN STUDENTS.
I MENTIONED THIS BECAUSE WE ARE LIVING IN A TIME WHERE THERE IS A LACK OF BLACK SPACES FOR BLACK STUDENTS, AND I BELIEVE YOU AS A SCHOOL BOARD, SHOULD UNDERSTAND THAT IT IS IMPORTANT FOR STUDENTS OF COLOR TO HAVE OPPORTUNITIES TO COME TOGETHER AND CONNECT IN EVENTS SUCH AS CAMP DIRECTLY AFFECT AFRICAN AMERICAN STUDENTS MENTALLY AND PSYCHOLOGICALLY. I FEEL THAT THIS CAMP SHARED A DIFFERENT PERSPECTIVE OF LIFE, ALLOWING US TO GO INTO OUR SCHOOL YEAR WITH A DIFFERENT OUTLOOK ON OUR CULTURE.
THIS LEADERSHIP CAMP HAS INFLUENCED ME TO JOIN MY SCHOOL'S BLACK STUDENT UNION, WHICH I AM NOW TREASURER, AND I AM ALSO A HEAD ATHLETIC TRAINER IN MY SCHOOL SPORTS MEDICINE PROGRAM WITH OVER 4.1 GPA.
IF WE WERE BLESSED WITH ANOTHER OPPORTUNITY AT CAMP, I THINK IT WOULD BE VERY BENEFICIAL FOR A DISTRICT SUCH AS FONTANA TO SPONSOR AN OPPORTUNITY LIKE THIS, BECAUSE IT WILL ALLOW OTHER AFRICAN AMERICAN STUDENTS TO GROW THEIR CONFIDENCE AND BELIEF IN THEMSELVES AND THE JOY THIS CAMP BRINGS.
THANK YOU. AND NEXT WE HAVE DANNY GEORGE.
[00:50:01]
SOCIETY. I WAS ABLE TO MAKE SOME AMAZING NEW FRIENDS WHO I CHERISHED DEEPLY AND CAN DEFINITELY TAKE THEM FURTHER IN MY LIFE, BUT I WAS ALSO ALSO ABLE TO REDUCE A SENSE, A SENSE OF MY BLACK IDENTITY.AFTER I CAME HOME FROM THE CAMP, I.
THE CONNECTIONS I HAVE IN MY MY COMMUNITY ALSO IMPROVED.
NOW I HAVE MORE PEOPLE IN MY BACK CORNER THAT I DIDN'T QUITE HAVE BEFORE.
IT WAS SUCH A SUCCESS FOR KIDS OF MY COLOR FOR AND FOR AN EXAMPLE, DURING THE CAMP WE HAD OTHER BLACK KIDS AT THE COLLEGE WHO WANTED TO JOIN OUR CAMP BECAUSE THEY WERE SURPRISED TO BE WITH BLACK PEOPLE WHO LOOK LIKE THEM.
THIS REALLY JUST SHOWS HOW MUCH REPRESENTATION MATTERS.
AS AN HONOR ROLL STUDENT, IT FELT REALLY GOOD TO BE INVITED TO AN ALL BLACK HONOR ROLL CELEBRATION.
AND LAST WE HAVE CARTER GRIFFIN.
GOOD EVENING, BOARD PRESIDENT, MR. SERNA. MEMBERS OF THE SCHOOL BOARD, SUPERINTENDENT AND MISS EMBODY AND THE VIEWING EXPERIENCE.
MY NAME IS JACKSON GRIFFIN, AND I HAVE SALT.
AND MY NAME IS JACKSON GRIFFIN, A SOPHOMORE AT SUMNER HIGH SCHOOL.
THIS EXPERIENCE WAS TRULY TRANSFORMATIVE FOR US AFRICAN-AMERICAN YOUNG MEN.
WE SINCERELY HOPE THAT THIS EXPERIENCE CAN BE SHARED FOR THE BENEFIT OF MORE AFRICAN STUDENTS.
AFRICAN AMERICAN STUDENTS WITHIN THE FONTANA UNIFIED SCHOOL DISTRICT, THE SOUL BROTHERS LEADERSHIP CAMP PROVIDED US WITH A SAFE AND NURTURING ENVIRONMENT WHERE WE COULD EXPLORE AND CULTIVATE OUR LEADERSHIP SKILLS.
AS YOUNG BLACK MEN, NAVIGATING THROUGH THROUGH THE COMPLEXITIES OF ADOLESCENCE CAN BE SOMETIMES DAUNTING, BUT THIS CAMP OFFERED US A SPACE WHERE WE FELT UNDERSTOOD AND VALUED. THROUGHOUT THE PROGRAM, WE ENGAGED IN VARIOUS ACTIVITIES AND DISCUSSIONS THAT NOT ONLY ENHANCED OUR LEADERSHIP ABILITIES, BUT ALSO EMPOWERED US TO EMBRACE OUR IDENTITIES WITH PRIDE.
WE LEARNED VALUABLE LESSONS ON THE COMMUNICATION.
ADDITIONALLY, THE CAMP PROVIDED US WITH MENTORS AND ROLE MODELS WHO SHARED THEIR OWN EXPERIENCES AND INSIGHTS, SERVING AS SOURCES OF INSPIRATION FOR US TO STRIVE FOR EXCELLENCE IN EVERYTHING WE DO.
WE FORGED BONDS WITH FELLOW CAMPERS WITH WHO WHO SHARED SIMILAR EXPERIENCES AND ASPIRATIONS, CREATING A NETWORK OF SUPPORT THAT EXTENDS BEYOND THE CONFINES OF THE CAMP ITSELF. AS WE REFLECT ON OUR TIME AS SOUL BROTHERS LEADERSHIP CAMP, WE ARE FILLED WITH GRATITUDE FOR THE OPPORTUNITY TO GROW AND DEVELOP AS LEADERS.
IN CLOSING, WE WOULD LIKE TO EXPRESS OUR SINCEREST THANKS TO THE BLUE EDUCATIONAL FOUNDATION FOR ORGANIZING SUCH A REMARKABLE PROGRAM AND HOPE THAT THE FONTANA UNIFIED SCHOOL DISTRICT WILL STRONGLY CONSIDER SUPPORTING INITIATIVES THAT UPLIFT AND EMPOWER STUDENTS WHO LOOK LIKE US.
THANK YOU FOR YOUR TIME AND ATTENTION.
THANK YOU. BOARD PRESIDENT, THANK YOU.
I'D LIKE TO ASK THE GRIFFIN BROTHERS AND SAVANNAH, IF YOU WOULD STEP OUTSIDE ALONG WITH YOUR YOUR FRIENDS BROOKLYN AND DANNY, TO SPEAK WITH DOCTOR MCKINNEY AND DOCTOR POOLE, WHO ARE HERE, AND LET US KNOW A LITTLE BIT MORE ABOUT YOUR PROGRAM, HOW WE CAN BRING IT TO THE HIGH SCHOOLS.
AND HOLD ON BEFORE YOU WALK AWAY.
MR. ARMENDARIZ HAD A COMMENT, OR I DID HAVE A FEW CLARIFYING QUESTIONS THAT I'D LIKE TO GET.
SO ANY ONE OF YOU CAN ANSWER THIS.
SO HOW MANY OF YOU GUYS ARE FONTANA STUDENTS? THREE AND TWO OF YOU GUYS AND THE REST ARE FROM OUT OF DISTRICT? YES. OKAY.
AND THEN SECONDLY, WHAT IS THE COST OF THIS CAMP? THIS YEAR IT'S $1,600.
AND GOOD EVENING BOARD. MY NAME IS KAYLA SIMPSON.
[00:55:01]
I'M THE LEADERSHIP DEVELOPMENT COORDINATOR WITH BLUE EDUCATIONAL FOUNDATION.OKAY. AND SECONDLY HAS OUT OF YOU TWO STUDENTS, HAVE YOU GUYS CONTACTED YOUR SITE AND TALKED TO ANY OF THEM OR ANYBODY AT THE DISTRICT YET ABOUT THIS PROGRAM, OR IS THIS THE FIRST TIME WE'RE HEARING ABOUT IT? OKAY. AND THE LAST ONE WAS, I THINK, THE.
BOARD PRESIDENT, SUPERINTENDENT AND BODY MR. ARMENDARIZ. SO THE STUDENTS WERE TOLD LAST YEAR THAT THEY WOULD HAVE AN OPPORTUNITY TO PARTICIPATE.
OKAY. AND I DON'T KNOW WHAT HAPPENS, BUT THEY DID NOT PARTICIPATE.
SO SOME STUDENTS IN FUSD WERE TOLD.
OKAY. AND THEY HAD A PHENOMENAL EXPERIENCE.
THANK YOU FOR THAT CLARIFYING. AND I THINK THAT'S WHY I'M JUST TRYING TO GET THE CLARIFICATION, BECAUSE I REALLY DON'T KNOW IF THEY WENT THROUGH THEIR SITES FIRST BECAUSE BUT SOUNDS LIKE THE SUPERINTENDENT'S ON TOP OF IT.
I WAS JUST CURIOUS BECAUSE IF FOR SOME REASON, GENTLEMEN THINGS DON'T WORK OUT, PLEASE SHOOT ME AN EMAIL BECAUSE I KNOW THERE'S OTHER VENUES THAT YOU CAN GO TO FOR FUNDRAISING AND STUFF. SO IF THIS DOESN'T WORK OUT, LET ME KNOW.
ALL RIGHT. AND HOW SOON IS THIS EVENT? LASTLY, GOING TO BE JULY 15TH TO THE 19TH.
SO LET ME KNOW HOW THAT WORKS OUT FOR YOU GUYS OKAY.
ANY OTHER CLARIFYING QUESTIONS.
NO. JUST TELL DINO WALKER SHE'S DONE A GOOD JOB WITH ALL OF YOU.
SO. ALL RIGHT, WE'LL SEE YOU OUTSIDE.
THANK YOU. THANK YOU FOR YOUR TIME.
THANK YOU. THANK YOU, DOCTOR MCKINNEY.
AND DOCTOR POOLE. THANK YOU VERY MUCH.
GOOD EVENING, BOARD MEMBERS, SUPERINTENDENT ANYBODY AND FONTANA COMMUNITY.
I AM ONE OF FONTANA TEACHERS ASSOCIATION'S ELEMENTARY DIRECTORS.
IN ADDITION TO BEING THE ELEMENTARY SPECIAL ED COMMITTEE CHAIR I AM, I ALSO HAPPILY SERVE ON THE BOARD FOR THE COMMUNITY ADVISORY COMMITTEE HERE IN FONTANA UNIFIED AND ENJOY THE WORK WE DO TO SUPPORT FAMILIES.
TONIGHT, I WANT TO ACKNOWLEDGE THE GREAT WORK OF SOME FOLKS AROUND THE DISTRICT, PEOPLE INSIDE AND OUTSIDE THE CLASSROOM WHO HAVE GONE ABOVE AND BEYOND TO SUPPORT OUR STUDENTS.
BEFORE I START, I WOULD LIKE TO PERSONALLY ACKNOWLEDGE A FEW PEOPLE WHO HAVE PROVIDED SUPPORT TO OUR WEST RANDALL FAMILY AND OUR TIME OF NEED LAST SEMESTER. I'D LIKE TO EXPRESS MY HEARTFELT THANKS TO OUR HUMAN RESOURCE RESOURCES DEPARTMENT TEAM, DOCTOR STEYN AND MRS. LABONTĆ, AS WELL AS OUR STUDENT SUPPORT SERVICE TEAM, MR. BAKER AND MISS BROOKS.
THEIR COMMITMENT TO FINDING A CAPABLE AND QUALIFIED INTERIM PRINCIPAL HAS MADE A SIGNIFICANT IMPACT ON OUR ABILITY TO NAVIGATE THIS PERIOD WITH CONFIDENCE TO OUR INTERIM PRINCIPAL, DOCTOR JULIANA GUERRA.
I WISH TO EXPRESS OUR APPRECIATION FOR STEPPING INTO THIS ROLE WITH SUCH GRACE AND COMPETENCE.
HER LEADERSHIP IS A TESTAMENT TO THE STRENGTH AND RESILIENCE OF OUR WEST RANDALL SCHOOL COMMUNITY.
LAST MONTH, FEBRUARY 5TH TO FEBRUARY 9TH, WAS NATIONAL SCHOOL COUNSELOR WEEK.
I WOULD LIKE TO EXTEND MY DEEPEST GRATITUDE TO SCHOOL COUNSELORS.
YOUR IMPACT WILL BE FELT IN THE LIVES YOU HAVE TOUCHED FOR BOTH STUDENTS AND STAFF.
NEXT, I WOULD LIKE TO ACKNOWLEDGE AND GIVE A SHOUT OUT TO ALL OUR SPECIAL EDUCATION TEACHERS.
WOOHOO! SERVICE PROVIDERS AND PARA PARAPROFESSIONALS! YOUR UNWAVERING DEDICATION TO THE UNIQUE NEEDS OF OUR STUDENTS HAVE NOT ONLY CREATED A SUPPORTIVE ATMOSPHERE, BUT HAVE ALSO PAVED THE WAY FOR THEIR GROWTH AND DEVELOPMENT. THE PATIENCE AND UNDERSTANDING AND GENUINE CARE THAT YOU BRING TO YOUR ROLES ARE TRULY COMMENDABLE.
FINALLY, TO OUR PRESCHOOL TEACHERS AND TK TEACHERS, I HEAR YOU AND I SEE YOU.
[01:00:04]
IT TAKES A SPECIAL KIND OF PERSON TO MOLD YOUNG MINDS, AND OUR PRESCHOOL AND TK TEACHERS EMBODY THAT SPECIAL QUALITY WITH AN UNWAVERING COMMITMENT.THANK YOU. NEXT WE HAVE LINDA DIKES.
AND SAMUEL AND MISSUS ARIAS ON DECK.
MY DAUGHTER'S BEEN SICK OFF AND ON FOR THE WEEK, AND I FOUND OUT TODAY.
THEY SPRAYED AT THE SCHOOL AGAIN AND DID NOT CALL ME TO LET ME KNOW.
AND THEY CLAIMED THEY SPRAYED BETWEEN 1 AND 4 IN THE AFTERNOON ON WEDNESDAYS WHEN THEY DO IT.
ONLY PROBLEM IS, SHE'S STILL ON CAMPUS TILL ABOUT 6:00 AT NIGHT.
I CAN'T KEEP HAVING THIS HAPPEN.
THE SCHOOL DISTRICT WAS GIVEN A COPY.
IT WAS SENT OVER TO FACILITIES, WAS GIVEN A COPY.
BUT THE PROBLEM IS, THEY DIDN'T EVEN TELL THE SCHOOL.
THE SCHOOL HAD NO IDEA THEY CAME.
THEY GOT A LITTLE NOTE ON THE FRONT DOOR.
WE FOUND A DAY WITH DATES ON IT WHICH I TOOK.
I FINALLY TOOK A PICTURE, BUT IF I'M NOT NOTIFIED, LIKE TODAY, I DIDN'T KNOW THEY WERE THERE TODAY.
SO IF I'M NOT NOTIFIED AND THIS KEEPS GOING ON, IT'S GOING TO GET WORSE AND WORSE FOR HER BECAUSE SHE'S BEEN AND THERE'S OTHER KIDS THAT ARE STARTING TO HAVE PROBLEMS AND IT COULD BE RELATED, BUT IT NEEDS TO BE FIXED.
I NEED TO BE CALLED TO TOLD IMMEDIATELY.
WE'RE GOING TO BE THERE THIS DAY AT THIS TIME, SO I CAN TAKE PRECAUTION.
BUT WE NEED TO KNOW BECAUSE THIS CAN'T HAPPEN.
I'VE TAKEN HER TO THE HOSPITAL.
LAST TIME WE DIDN'T REALIZE WHAT HAD HAPPENED.
SHE LOOKED LIKE THE PILLSBURY DOUGH GIRL.
COME TO FIND OUT, SCHOOL HAD SPRAYED IN HER CLASSROOM.
THEY'RE SPRAYING WHEN THE KIDS ARE ON CAMPUS.
YOU GUYS GOT TO FIX THIS PROBLEM.
AND I'M SURE THERE'S OTHER STUDENTS THAT HAVE THIS PROBLEM.
DOCTOR BARNES, WOULD YOU STEP ASIDE AND GET THE INFORMATION? BECAUSE I KNOW THAT WE'RE MAKING SURE WE COMMUNICATED WHEN WE'RE SPRAYING.
GOOD EVENING. OSD BOARD MEMBERS, SUPERINTENDENT, EMBODY AND PUBLIC.
MY NAME IS SAMUEL AND I'M HERE TO ADVOCATE FOR SPECIAL NEEDS CHILDREN IN OUR COMMUNITY.
I HAVE FIRST HAND EXPERIENCE ON HOW FUZED DISSERVICE OUR SPECIAL NEEDS CHILDREN.
DON'T ALLOW A HIRED EMPLOYEE AND INITIATE LITIGATION WITHOUT BOARD APPROVAL.
YOU HAVE BEEN ENTRUSTED TO HELP AND PROTECT ALL OUR CHILDREN, INCLUDING OUR SPECIAL NEEDS STUDENTS.
PLEASE DO NOT WASTE TAXPAYER MONEY ON LITIGATION.
I ALSO SUPPORT THE USE OF FUZZED IN-HOUSE LEGAL COUNSEL.
AND THIS. ISN'T THAT WHAT FSD HAS BEEN WANTED TO DO? SAVE MONEY? WELL, WELL, THIS IS OUR OPPORTUNITY TO REDUCE LITIGATION AND SAVE MONEY ALL THE TIME.
PLEASE INVITE MR. RICKY ELLIS TO COME AND GIVE A PRESENTATION ON THE IN-HOUSE LEGAL COUNSEL.
PLEASE FOLLOW OUR YOUTUBE MOVEMENT COMMUNITY AND SUPPORT US CHILDREN.
WE WANT MORE EDUCATION AND LESS LITIGATION.
BOARD MEMBERS, SUPERINTENDENT AND BODY MEMBERS OF THE PUBLIC, PARENTS AND EDUCATORS.
[01:05:01]
I AM A FONTANA RESIDENT, A TAXPAYER, A PARENT, AND I AM HERE AGAIN TO ADVOCATE FOR A SPECIAL NEEDS COMMUNITY.THROUGH THE CALIFORNIA PUBLIC RECORDS ACT REQUEST.
LAST JANUARY 12TH OF 2024, I COMPLETED A RECORD REQUEST AND I RECEIVED A RESPOND WITH FSD AND IS TRYING TO CHARGE ME $150 PLUS JUST TO PROVIDE RECORDS.
PER CASE OF 2014 POWERSTAR VERSUS REDLANDS UNIFIED, IN WHICH THE JUDGE RULED THAT THE SCHOOL DISTRICT WAS OUT OF COMPLIANCE FOR TRYING TO CHARGE A PARENT EXCESSIVE AMOUNT OF MONEY TO PROVIDE RECORDS.
WE WANT ACCOUNTABILITY AND TRANSPARENCY.
I AM ADDRESSING YOU AS YOU ARE THE RESPONSIBLE OFFICIAL.
SO, MISS SOMEBODY, I'M ASKING YOU TO PLEASE ENSURE I RECEIVE THOSE RECORDS ELECTRONICALLY.
AS AS SOON AS POSSIBLE WITHOUT CHARGING ME THE $150 PLUS.
I'M ASKING YOU FOR FUSD TO COMPLY WITH THE CALIFORNIA PUBLIC RECORD ACT.
IF YOU DO NOT COMPLY, I'M GOING TO BE FORCED TO VISIT THE ATTORNEY GENERAL, MR. APONTE, TO BRING THIS ISSUE TO LIGHT AND TO SHOW THEM THAT DISTRICTS ARE NOT ALLOWING PUBLIC TO OBTAIN RECORDS.
PER EDUCATION CODE 3514.5, I AM NOW FORMALLY REQUESTING THAT AN AGENDA ITEM BE ADDED TO THE AGENDA TO DISCUSS THE USE OF IN-HOUSE LEGAL COUNSEL, I HAVE CONTACTED MR. RICKY IGLIOZZI, THE REPRESENTATIVE OF THE WHISTLEBLOWER, AND HE HAS CONFIRMED THAT HE HAS ALREADY HAD A DISCUSSION WITH YOUR ADMINISTRATION.
HOWEVER, HE'S STATING THAT THIS INVITATION MUST COME FROM THE BOARD.
SO I'M ASKING HIM, PLEASE ENSURE MR. RICKY IGLIOZZI IS INVITED TO PROVIDE YOU MORE INFORMATION ON THE SUBJECT.
WE SEPA HAS ALREADY SEEN A $700,000 SAVINGS PER YEAR JUST TO HAVE THIS LEGAL COUNSEL.
THAT'S A 46% REDUCTION IN COST OF LITIGATION.
I MEAN, IF YOU ISD IS TRYING TO SEEK WAYS TO SAVE MONEY, WHY NOT DOING IT THIS WAY? YOU'RE TRYING TO REDUCE LITIGATION.
THIS IS A GREAT OPPORTUNITY FOR YOU TO REDUCE THE LITIGATION AND SAVE MONEY.
SO ONCE AGAIN, I RESPECTFULLY ASK THAT YOU ADD THIS TO YOUR AGENDA AND PLEASE INVITE ME IN THE PUBLIC SO WE CAN BE ENSURED OF HOW THIS PILOT PROGRAM WORKS.
MR. LLC IS MORE THAN WELCOME TO COME AND BRING THIS BRIEF PRESENTATION TO ALL OF US.
WE ALL PAY EVERY TIME AN FUSD OR ANY DISTRICT TAKE A CHILD TO DUE PROCESS OR LITIGATION.
EVERYONE WHO PAYS TAXES, ITS FUNDING THIS.
SO I'M ASKING PLEASE TO ENSURE YOU STOP WASTING OUR MONEY.
THANK YOU. NEXT WE HAVE ANDREA MOORE.
I'M A SPECIAL ED TEACHER AT CANYON CREST IN THIS DISTRICT.
I GET MY SUPERFICIAL STICKY NOTE.
SO I JUST WANTED TO START OFF BY WITH SOME, LIKE, GOOD NEWS THAT I GOT.
I SPOKE LAST TIME ABOUT MTSS AND HOW TEACHERS ARE NOT FEELING THAT IT'S VERY EFFECTIVE.
I WAS LUCKY ENOUGH TO SERVE UNDER HER AT JUNIPER, MY SECOND YEAR OF TEACHING.
I THINK THAT IF ANYONE IS CAPABLE OF REVIVING THAT DEPARTMENT IS ABSOLUTELY HER.
SO I WANTED TO SAY THANK YOU FOR THAT.
[01:10:03]
AND I JUST WANT TO ADDRESS A COUPLE OF THINGS THAT WERE DISCUSSED AT THE THE LAST MEETING, ONE OF THOSE BEING SPEECH.CONTRACTORS AND THE OTHER BEING, LIKE, THE DOLORES HUERTA STAFF.
I JUST WANT TO ASK THAT, YOU KNOW, YOUR.
ASKING THE QUESTIONS OF WHY WE'RE HAVING THESE STAFFING ISSUES.
I KNOW THAT IT'S IT'S A GO TO TO TALK ABOUT THE MONEY.
WE KNOW EXACTLY WHAT WE'RE GOING TO MAKE FOR THE YEAR.
THERE ARE MANY OTHER ISSUES THAT GO INTO IT.
IT COULD BE, YOU KNOW, JUST PERSONAL ISSUES.
OF COURSE, THAT ALWAYS HAPPENS.
I'VE NOT HEARD ANYTHING, BUT MY INITIAL THING IS, LIKE, IT COULD BE ADMIN AND IT COULD BE LIKE A SITUATION THERE, AND IT COULD BE THAT EXCESS DUTIES BEING PLACED ON THAT, YOU KNOW, A PARTICULAR STAFF OF A PARTICULAR SCHOOL.
WITH OUR SPEECH, IT'S DEFINITELY AN ISSUE OF THEM BEING OVERLOADED.
I KNOW FOR A FACT SINCE I'VE BEEN HERE IN FONTANA, OUR AT CURRENTLY.
ANYWAY, THE SPEECH CASELOAD MAX IS SUPPOSED TO BE 5055.
EXCUSE ME. EVER SINCE I'VE BEEN HERE IN THIS DISTRICT, I.
WE'RE TALKING 100, A MINIMUM OF 100 IEPS.
A THIRD OF THAT IS AT LEAST PROBABLY SOME TRIES.
SO IT'S TESTING IT'S OBSERVATIONS.
AND WE'RE TALKING LIKE TEN HOURS OF WORK FOR EACH ONE OF THOSE ASSESSMENTS, AS WELL AS A FEW HOURS TO WRITE IEPS, UPDATE GOALS, WRITE THE AND HOLD THE MEETINGS. SO I PLEASE JUST KIND OF THINK ABOUT THAT AS WE'RE LOOKING AT THESE STAFFING ISSUES.
JUST CONSIDER THOSE THINGS, PLEASE.
AND THAT'S ALL I HAVE TO SAY TONIGHT.
HAVE A GREAT NIGHT. THANK YOU.
GOOD EVENING, PRESIDENT SERNA.
MEMBERS OF THE BOARD AND SUPERINTENDENT INBODY.
ASA'S FOOD SERVICES IS HANDLED BY FUSD.
THERE HAVE BEEN INSTANCES WHERE OUR ASA STUDENTS HAVE BEEN SERVED EXPIRED MILK, COLD FOOD AND HAVE BEEN DENIED HOT MEAL OPTIONS DUE TO UNAVAILABILITY. THIS HAS LEFT OUR STUDENTS WITH LIMITED FOOD CHOICES, OFTEN RESORT TO RESORTING TO JUST YOGURT AND GRANOLA BARS TO SUSTAIN THEM FOR THE DURATION OF THEIR DAY.
ONE PARTICULAR INCIDENT INVOLVED MY CHILD, A FIVE YEAR OLD KINDERGARTNER.
ON FEBRUARY 23RD, MY DAUGHTER WENT THROUGH THE FOOD LINE SELECTING HER OPTION.
UPON SITTING DOWN, SHE TASTED HER FOOD AND REALIZED THAT SHE DIDN'T LIKE WHAT SHE CHOSE.
SHE GOT THE HAMBURGER SALAD, SAT BACK DOWN AT HER SEAT AND STARTED EATING IT.
SHE TOOK A BITE OF HER HAMBURGER AND PLACED IT DOWN WHILE SHE WAS CHEWING.
MISS BARBARA, WHO IS A LOCUST? EMPLOYEE WHO WORKS FOR FOOD SERVICES.
FOOD SERVICES WORKER? MUST HAVE NOTICED OR GOT WIND OF MY LITTLE ONE SECOND TRIP THROUGH THE LINE.
MISS BARBARA THEN WALKED UP TO HER WHILE SHE WAS SEATED.
TOOK HER HAMBURGER OFF HER TRAY AND THREW IT IN THE TRASH.
DESPITE OF THE EFFORTS FOR THE ASA PRINCIPAL TO RECTIFY THE SITUATION AND IN FACT, GETTING HER ANOTHER HAMBURGER MY DAUGHTER WAS TOO SCARED, INTIMIDATED, EMBARRASSED, AND FEARED OF BEING IN TROUBLE TO EAT THE REPLACEMENT LUNCH.
SO SHE HAD NO LUNCH FOR THE REST OF THE DAY.
THIS IS WHERE I'M ADVOCATING FOR ALL KIDS.
THIS IS DISHEARTENING THAT MISS BARBARA, THE FOOD SERVICE WORKER, CHOSE TO TAKE FOOD FROM MY CHILD AND THROW IT IN THE TRASH, RATHER THAN USING IT AS A TEACHING MOMENT AND CLARIFY THE EXPECTATIONS FOR THE FUTURE.
[01:15:08]
I URGE THE BOARD TO INVESTIGATE THIS MATTER AND AT THE VERY LEAST, PROVIDE MISS BARBARA WITH BETTER TRAINING TO ENSURE SHE IS FOR TO ENSURE THE WELL-BEING AND PROPER TREATMENT OF OUR PRECIOUS CHILDREN.THANK YOU. THANK YOU FOR YOUR COMMENTS.
I'M GOING TO ASK DOCTOR BARNES TO FOLLOW UP WITH HER, PLEASE, AND FIND OUT A LITTLE BIT MORE.
I KNOW WE CONTRACT SERVICES WITH ALLEGIANCE FOR FOOD SERVICES.
THANKS. NEXT WE HAVE VANESSA OKAMOTO.
I CAN SPEAK AS A MOM WHO HAD HAS HAD THE PRIVILEGE OF SPEAKING AT THE CALIFORNIA STATE BOARD OF EDUCATION, AND I BROUGHT MY SON, NOT MUCH OLDER THAN THAT YOUNG GENTLEMAN WHO SPOKE SO FINELY EARLIER TODAY.
YOU KNOW, IF THERE'S AN ISSUE CONCERNING THEM, IT'S NOTHING.
I SAID, YOU DON'T UNDERSTAND THE POWER OF YOUR OWN VOICE AND USING YOUR VOICE FOR GOOD.
AND YOU HAVE TO MAKE THAT KNOWN AND GET OUT THERE AND BE BRAVE AND SPEAK UP.
IT TOOK ME A LOT LONGER THAN THAT AGE TO GET UP AND FEEL COMFORTABLE ENOUGH, AND I STILL DON'T FEEL COMFORTABLE SPEAKING, BY THE WAY, SO I JUST WANTED TO DEFINITELY TAKE A MOMENT AND LET THEM KNOW HOW IMPRESSED I WAS.
BUT FOR THIS EVENING TO THE BOARD OF EDUCATION, EDUCATION STAFF AND COMMUNITY MEMBERS.
AND ON BEHALF, ON BEHALF OF ALLEGIANCE STEAM ACADEMY AND ITS COMMUNITY, I JUST WANT TO EXPRESS OUR SINCERE GRATITUDE TO FONTANA UNIFIED SCHOOL DISTRICT AND FOR YOUR THOROUGH AND THOUGHTFUL CONSIDERATION OF ALL OF OUR STUDENTS, ESPECIALLY IN THIS PAST YEAR IN BUILDING THIS RELATIONSHIP TOGETHER, ESPECIALLY IN OUR IN RECEIVING AND DURING OUR FACILITIES PLANNING PROCESS, YOUR ACKNOWLEDGMENT THAT EVERY STUDENT DESERVES ACCESS TO QUALITY FACILITIES FACILITIES UNDERSCORES THE COMMITMENT TO A STRONG COLLABORATIVE PARTNERSHIP.
SO I JUST WANTED TO TAKE A MOMENT AND SHARE A QUICK THANK YOU AND SAY THAT WE LOOK FORWARD TO A CONTINUED COLLABORATIVE PROCESS IN DOING HONESTLY WHAT'S BEST FOR THOSE THAT MATTER MOST. SO THANK YOU FOR THAT.
GOOD EVENING. MY NAME IS CELIA CASTRO.
I'M SPEAKING ON BEHALF OF OTHER TEACHERS AT MY SITE.
OUR STUDENTS ARE A VULNERABLE POPULATION.
THEY OFTEN FEEL LIKE THEY WERE PUSHED OUT OF THE REGULAR SCHOOL SYSTEM.
SO WITH THAT BEING SAID, WE TRY TO CREATE AN ENVIRONMENT WHERE WE REALLY HAVE A SMALL FAMILY.
AND IF THEY HAVE SIBLINGS ON THE NORTH END AND THEY'RE RESPONSIBLE FOR MAKING SURE THAT THEY'RE HOME SAFELY, ESPECIALLY IF THEY'RE SMALLER, THIS COULD BE QUITE BURDENSOME FOR THOSE FAMILIES.
SO THAT'S THE FIRST ISSUE IS TO CONSIDER THE PEOPLE YOU'RE SERVING.
[01:20:07]
TO GET ACROSS TOWN.THE OTHER CONCERN THAT WE HAVE IS ON THE SAFETY.
I TOLD THEM I'D SHOW UP TO TONIGHT'S BOARD MEETING AND SPEAK UPON, YOU KNOW, FOR THEIR BEHALF.
SO THEY WANT TO KNOW MORE SPECIFIC DETAILS ON HOW YOU'RE GOING TO ASSURE NOT JUST PUBLIC SAFETY, THE SAFETY OF OUR STUDENTS, BUT WHAT ARE WHAT'S IN PLAN TO MAKE SURE THAT THESE TWO COMMUNITIES CAN LIKE, GEL AND, YOU KNOW, GET ALONG AND, YOU KNOW, MERGING TOGETHER.
THEN LASTLY, IT'S THE STAFF AND I'M SPEAKING NOW ON BEHALF OF NOT JUST THE FTA MEMBERS THAT I'M REPRESENTING, BUT ALSO MY STEELWORKER BROTHERS AND SISTERS.
SOME PEOPLE, BECAUSE THIS THIS TOOK US BY SURPRISE.
SO THEY WEREN'T EXPECTING THIS.
AND THE WHOLE THING IS LIKE, NOBODY TOLD US ANYTHING.
AND THERE WERE OPPORTUNITIES FOR SOME OF OUR STAFFING MEMBERS, FOR SOME OF OUR STAFF TO HAVE TRANSFERRED TO OTHER SCHOOLS THAT ARE ON THE SOUTH SIDE OF TOWN, AND THEY OPTED NOT TO BECAUSE OF THE COMMUTE.
BUT NOW IT'S ALMOST LIKE THEY HAVE NO CHOICE.
AND AGAIN, I WANT TO JUST REITERATE THE POINT.
YOU KNOW, IF WE'RE TRYING TO SERVE OUR VERY VULNERABLE POPULATION, YOU KNOW, HAVING THEM WITH THE CHALLENGES THAT THEY COME WITH, WE'RE TRYING TO MAKE SURE THAT THEY GET A QUALITY EDUCATION, THAT THEY FEEL LOVED AND WELCOMED AND CARED FOR.
IT REALLY IS GIVING A MIXED MESSAGE TO SAY, YOU KNOW WHAT? NOW YOU GOT TO GET SHIPPED OVER HERE.
YOU HAVE TO MAKE OTHER CHILD CARE ARRANGEMENTS.
SO THAT'S ALL. I WANTED TO SAY SOMETHING ELSE.
OH, I GOT A MINUTE LEFT. SO ANYTHING YOU HAVE FROM ME.
OKAY. THANK YOU FOR YOUR TIME.
AND WE HAD THREE CARDS GET PULLED.
I THINK THE PERSON LEFT IS MY UNDERSTANDING AND THE REST ARE FOR IN THE FIVE ACTION ITEMS. THOSE INDIVIDUALS IN THE FIVES.
DO THOSE ITEMS WANT TO SPEAK? DO THOSE INDIVIDUALS WANT TO SPEAK NOW DURING PUBLIC COMMENT, OR DO THEY WANT TO WAIT TILL THE ITEM? OKAY. OH, WAIT.
SO THAT'S IT. MISS ANYBODY? ALL RIGHT. ALL RIGHT.
THANK YOU EVERYONE. OH! HE RAISED HIS HAND. YES.
OR YOU. YOU CAN WAIT TILL THE ITEM OR SPEAK.
BOARD MEMBER MR. BODDY. I HAVE I JUST WANT TO MAKE A SHOUT OUT TO THIS YOUNG GENTLEMAN RIGHT HERE.
I WAS IMPRESSED WITH HIS COURAGE THAT IT TOOK FOR A YOUNG GENTLEMAN TO COME UP HERE.
I'M STILL NERVOUS TALKING MORE THAN HIM.
AND WITH THE PERMISSION OF THE BOARD, I WOULD LOVE TO SPONSOR A PIZZA PARTY FOR HIS CLASS.
ALBERT. I THINK THAT'S SOMETHING YOU CAN WORK OUT WITH ADMINISTRATION AND CYRUS.
I APPRECIATE THAT. THANK YOU FOR THAT.
YOU CAN WORK MAYBE THROUGH MICHAEL GARCIA'S OFFICE TO MAKE THAT HAPPEN, I'M SURE.
AND I KNOW MICKEY PROBABLY CAN SAY THAT BETTER, BUT I'M JUST.
BUT I WANT TO COMMEND HIM FOR HIS COURAGE.
I MEAN, HE HAS MORE COURAGE THAN SOME ADULTS, AND THAT'S IMPRESSIVE.
THE NEXT. SHOUT OUT TO ALL THE STUDENT ATHLETES IN FONTANA.
THAT WAS THAT WAS PRETTY IMPRESSIVE.
AND JUST CLARIFICATION ON THE THE CONTRACT MAXIMUM GUARANTEE PROCESS OF 125,000,007 87746.
[01:25:07]
THERE'S A CONSTRUCTION CONTINGENCY SAYS INCLUDING GMP, WHICH IS 3,000,007 73632.I'M SORRY. THAT WAS ON PAGE TWO OF THE RESOLUTION.
SORRY. SO I JUST WANT TO MAKE SURE THAT EVERYBODY'S KIND OF FOLLOWING WITH THE NUMBERS HERE.
YEAH. SO THERE'S TWO CONTINGENCIES IN THERE, AND IT SAYS BOTH GMP.
THEN IT SAYS DISTRICT CONTINGENCY OUTSIDE THE GMP IS ZERO AND UNFORESEEN ALLOWANCE IS ZERO.
SO THE TOTAL THE TOTAL CONTINGENCY IS 1212 MILLION 578 774.
THE QUESTION IS IF THERE IS NO AIR EMISSION OR ANY CONSTRUCTION CONTINGENCY.
DOES THE DISTRICT GET THAT MONEY BACK AND CREDIT? IS THAT A YES? OKAY, PERFECT.
BECAUSE I WAS KIND OF IT WAS IT WAS LEFT.
I'M GOING HANG ON A SECOND. WE DON'T HAVE THAT KIND OF MONEY TO GIVE AWAY.
AS A BONUS, I JUST WANTED TO CLARIFY THAT THE SECOND ONE I WOULD LIKE TO GET THE GC BREAKDOWN COST BECAUSE I KNOW ON A PREVIOUS PROJECT THEY JUST GAVE US A LIST OF WHAT THEY PROVIDE.
THEY DIDN'T REALLY GIVE US A BREAKDOWN.
SOMETIMES WE ALLOW THE VENDORS TO DO PRE-CONSTRUCTION ON A PROJECT, SO THEY LOOK AT THE PROJECT FROM BEGINNING TO END, AND THEY EVALUATE THE COST AND MAKE SURE THEY, THEY, THEY SET THE SCOPE FOR THE BIDDING.
SO THAT WAY THEY COVER ALL ASPECTS OF THE PROJECT.
IT DOESN'T REALLY SHOW ANY BREAKDOWN OF ANY COST.
AS A TAXPAYER MYSELF I WOULD LOVE TO SEE THESE BREAKDOWNS.
SO THAT WAY WE KNOW WHAT WE'RE PAYING FOR.
AND I'M YOU KNOW, OBVIOUSLY, I'M GLAD THAT THIS BUILDING IS GOING THROUGH IT'S FOR THE KIDS.
I'M ALL FOR THE KIDS, TRUST ME.
SO WITH WITH THAT BEING SAID, I JUST NEED SOME CLARIFICATION.
AND IF YOU CAN EMAIL ME AND MAYBE CC THE BOARD ON IT.
SO THAT WAY I KNOW THEY GOT THE THEY GOT THE INFORMATION AS WELL.
I'M NOT SURE IF YOU DO GET THAT INFORMATION OR NOT.
HOWEVER, THAT'S USUALLY GIVEN TO US IN A BOARD REPORT ON FRIDAY.
AND SO I'M SURE STAFF WILL DO THAT AND MICKEY WILL WILL FACILITATE THAT.
THANK YOU VERY MUCH. HAVE A GOOD NIGHT.
WELCOME. SO WE JUST HAVE ONE FOR.
WE WILL NOW GO INTO ITEM 3.8 WHICH IS STUDENT BOARD MEMBER COMMENTS.
AND I'M GOING TO PASS IT ON OVER TO JULIETTA.
HELLO. GOOD AFTERNOON EVERYONE.
I ALSO WANT TO CONGRATULATE ALL THE HIGH SCHOOL STUDENTS WHO ARE NOT ONLY SIMULTANEOUSLY EARNING THEIR HIGH SCHOOL DIPLOMA, BUT ALSO AN ASSOCIATE'S DEGREE. I THINK THAT IS SO COOL AND THAT THEIR EFFORTS ARE DEFINITELY WORTH IT.
AND I WANT TO SPECIFICALLY GIVE A SHOUT OUT TO A GOOD FRIEND OF MINE SINCE MIDDLE SCHOOL, ALICIA ODETTE, WHO IS PART OF THE STUDENT ADVISORY COMMITTEE AND EL CAP COMMITTEE AND HAS DEMONSTRATED HER INVOLVEMENT AND HER ACADEMIC SUCCESS IN EARNING THAT ASSOCIATE DEGREE.
MOREOVER, I WANTED TO HIGHLIGHT ALL THE WORK THIS DISTRICT HAS DONE TO SUPPORT OUR BILITERACY PROGRAM, AS MULTILINGUALISM IS A VALUABLE ASSET FOR OUR SCHOLARS.
AS A BILINGUAL LEARNER AND ENGLISH LANGUAGE LEARNER, FOR ME, IT'S REALLY IMPORTANT SEEING ALL THIS HARD WORK AND EVEN AS MYSELF ALL OF MY WORK, OBVIOUSLY LEARNING THE ENGLISH LANGUAGE HAS INSPIRED ME TO PURSUE RESEARCH IN
[01:30:03]
BILINGUALISM AND AS A PART OF AP CAPSTONE, I'M ACTUALLY PERFORMING RESEARCH ON THE EFFECTIVENESS OF OUR DUAL IMMERSION AND ENGLISH IMMERSION PROGRAMS TO SEE HOW THEY ARE BENEFITING OUR STUDENTS.SO JUST WANTED TO HIGHLIGHT ALL THE WORK OUR BILINGUAL PROGRAM HAS DONE.
I ALSO THINK IT'S WONDERFUL TO SEE HOW OUR DISTRICT IS CELEBRATING DIVERSITY AND ENDING INEQUITY, SPECIFICALLY SEEING THE EVOLUTION OF OUR DRAFT OF THE EQUITY POLICY.
AND I HOPE TO SEE THAT THIS SECOND TIME AROUND.
THE POLICY PASSES BECAUSE I THINK THIS IS IMPORTANT FOR OUR WORK AS A DISTRICT AS WE MOVE FORWARD.
FURTHERMORE, I WOULD ALSO LIKE TO VOICE A STUDENT CONCERN, AND I DON'T KNOW IF YOU GUYS HAVE SEEN, BUT RECENTLY ON THE NEWS COLLEGES ARE STARTING TO NOTE THAT THEY ARE GOING TO REQUIRE THE SAT NEXT YEAR.
AND I KNOW A LOT OF STUDENTS ARE VOICING THEIR CONCERNS ON HOW THEY FEEL A LACK OF PREPAREDNESS.
AND THIS IS KIND OF REFLECTED ON LIKE MY OWN EXPERIENCES WITH THE SAT.
I KNOW I WAS LUCKY ENOUGH THAT FOR MY APPLICATION PROCESS, IT WAS TEST OPTIONAL, BUT AS A STUDENT MYSELF, I FELT LIKE THE SCHOOLS DIDN'T NECESSARILY. LIKE ADVERTISE IT OR LIKE LET STUDENTS KNOW I KNOW.
AND THEY WERE LIKE, JULIETTA, LIKE, IT'S TODAY.
TODAY IS THE LAST DAY TO SIGN UP.
AND I DIDN'T KNOW I HAD NO CLUE.
I KNOW FOR ME, I COULDN'T AFFORD BUYING THE NEWEST PRINCETON REVIEW BOOK.
SO I WENT TO OUR SCHOOL LIBRARY AND I CHECKED ONE OUT.
NOW YOU CAN IMAGINE TAKING THAT SAT IN 2023.
AND I THINK THAT WE DO NEED TO UPDATE OUR RESOURCES AND PROVIDE STUDENTS WITH TUTORING OUTSIDE SO THEY CAN FEEL PREPARED FOR THE SAT, BECAUSE I LOVE HOW OUR DISTRICT LIKE REDUCES THE FEES WHERE STUDENTS CAN TAKE THE SAT FOR FREE, AND THAT IS SUCH A RELIEF THAT YOU CAN TAKE THIS TEST FOR FREE. BUT ONE THING IS SIGNING UP FOR THE TEST, AND ANOTHER IS BEING PREPARED AND WALKING INTO THE EXAM ROOM FEELING CONFIDENT THAT YOU ARE GOING TO GET THE SCORE YOU WANT. AND THE COLLEGES ARE GOING TO SEE THAT AND THEY'RE GOING TO LOVE IT.
SO YEAH, IF THERE'S ANY WAY WE CAN, LIKE, PROVIDE FOR TUTORING FOR FUTURE STUDENTS YOU KNOW, IT COULD BE SOMETHING THAT'S COORDINATED AMONGST ALL THE HIGH SCHOOLS WHERE IT COULD BE LIKE A DAY WHERE ALL THE STUDENTS GO TO SUMMIT, ALL THE STUDENTS GO TO FO HIGH, AND WE HAVE A BUNCH OF EDUCATORS THERE TO SHARE TIPS AND TRICKS ON THE SAT SO STUDENTS CAN WALK INTO THE EXAM ROOM, FEEL CONFIDENT, AND OVERALL FACILITATE THEIR SUCCESSES IN THE FUTURE.
AND YEAH, I JUST WANT TO SAY THANK YOU.
AND I HOPE TO SEE AND I REALLY HOPE THAT OUR DISTRICT CONTINUES TO STRIVE AND CREATE OPPORTUNITIES FOR STUDENTS AND, AND SUPPORT THEM IN THEIR FUTURE ENDEAVORS.
THANK YOU. THANK YOU, JULIETTA, FOR ALWAYS BEING THE WORDS OF WISDOM ON THIS DAIS.
AND I'LL NOW GO TO 3.9 AND TURN IT OVER TO SUPERINTENDENT IN-BODY FOR HER COMMENTS.
THANK YOU SO MUCH FOR YOUR COMMENTS.
SO WE'LL SEE WHAT WE CAN DO TO IMPROVE AND BE BETTER.
THANK YOU. THIS I JUST WANT TO START OFF BY SAYING THAT THIS HAS JUST BEEN AN EXTRAORDINARY YEAR.
TODAY JUST MARKS MY MY ONE YEAR MARK, MARCH 13TH FROM A YEAR AGO.
AND I JUST WANT TO EXPRESS MY GRATITUDE TO THE BOARD OF EDUCATION FOR THEIR TRUST, THEIR CONFIDENCE AND THEIR SUPPORT IN THIS EFFORT OF ENSURING THAT OUR STUDENTS LEAVE US COLLEGE AND CAREER READY, COLLEGE AND OR CAREER READY, BOTH IF POSSIBLE, BECAUSE WE KNOW THAT IF STUDENTS LEAVE US READY FOR A JOB IN THE WORKFORCE TO ENTER THE MILITARY OR GO TO COLLEGE WHATEVER THEY CHOOSE, AS LONG AS THEY ARE GOING TO IMPACT THE ECONOMY IN A POSITIVE WAY, WE WANT TO SUPPORT THEM.
THAT'S WHAT WE WANT FOR EVERY ONE OF OUR STUDENTS.
AND THAT'S THE CABINET EXECUTIVE CABINET OVER HERE TO MY LEFT.
AND THE EXTENDED CABINET THAT THAT'S IN THE BACK THERE.
SO THANK YOU FOR BEING HERE. ALL OF YOU.
APPRECIATE ALL OF YOUR WORK AND EFFORTS.
I WANT TO START OFF TONIGHT BY SHARING A LITTLE BIT ABOUT OUR BLACK HISTORY MONTH.
THAT HAPPENED JUST THIS LAST MONTH.
[01:35:07]
EXCELLENCE AWARDS ON FEBRUARY 28TH.WE COLLABORATED WITH THE DISTRICT AFRICAN-AMERICAN PARENT ADVISORY COMMITTEE, THE DAY PACK IN THE EVENTS, PLANNING AND IMPLEMENTATION, AND BOTH EVENTS HIGHLIGHTED THE TALENTS OF OUR STUDENTS THROUGH LIVE PERFORMANCES AND DISPLAYS OF OUR OF THEIR ARTISTIC AND ACADEMIC CREATIONS.
THANK YOU FOR ALL YOUR EFFORTS.
NEXT YOU HAVE HERE SURROUNDED BY CHEERING STUDENTS IN HER CLASSROOM FROM CHAPARRAL ELEMENTARY, ACADEMY OF TECHNOLOGY TEACHER ALEXANDRA CRUZ WAS SURPRISED WHEN SHE WAS ANNOUNCED THE NAME OF THE THE 20 2324 DISTRICT TEACHER OF THE YEAR, AND THIS HAPPENED ON FEBRUARY 20TH.
THE RECOGNITION CONTINUES FOR MISS CRUZ AS SHE WAS SELECTED BY THE COMPUTERS, SCIENCE, TECHNOLOGY, ENGINEERING AND MATH, WHICH IS C-STEM TEACHER OF THE YEAR BY UC DAVIS AS WELL.

DASH 11 REFUNDING OF GENERAL OBLIGATION BONDS.
AT THIS TIME, THE FLOOR IS NOW TO MISS MBADI WHO WILL INTRODUCE A SPEAKER ON THIS ITEM.
I'LL INTRODUCE DOCTOR LESLIE BARNES, WHO WILL SPEAK BRIEFLY ON THIS ITEM.
THANK YOU. I JUST GOOD EVENING.
I JUST WANTED TO MAKE SURE THAT THE BOARD UNDERSTOOD THAT THIS WAS THE ITEM THAT MR. DALE SCOTT HAS COME AND SPOKE WITH YOU ABOUT ON TWO DIFFERENT OCCASIONS, AND THAT BY APPROVING THIS RESOLUTION, WE WOULD BE SAVING THE TAXPAYERS $10 MILLION THROUGH OUR BOND PROGRAM.
SO THAT'S ALL I WANTED TO SAY.
THANK YOU, DOCTOR BARNES, FOR THAT UPDATE.
DID MR. ARMENDARIZ STEP AWAY? DO WE NEED TO TAKE A QUICK RECESS? YEAH, IT'S BEEN A MINUTE.
ALL RIGHT. THE BOARD IS GOING TO EXERCISE.

ALL RIGHT, EVERYBODY, WE ARE BACK.
[01:45:01]

BUT I'M OKAY WITH THAT. BUT WE'RE GOING TO DO BUSINESS IN HERE.
SO THANK YOU, DOCTOR BARNES, FOR CLARIFYING 5.5 WITH US.
AND SO THIS ITEM IS FOR THE BOARD TO APPROVE OR TO ADOPT, I'M SORRY, RESOLUTION NUMBER 2411 TO AUTHORIZE THE ISSUANCE, SALE AND DELIVERY OF THE REFUNDING GENERAL OBLIGATION BONDS AND TAKING RELATED ACTIONS.
AND SO AT THIS MOMENT, I'M ASKING FOR A MOTION TO ADOPT ITEM 5.5 MOTION.
MISTER ARMENDARIZ BEACH, YOU THERE AND MISTER PEREZ WITH THE SECOND.
ANY DISCUSSION ON THIS ITEM? HOW MUCH ARE WE SAVING AND GOING TO THE TAXPAYER? I'M SORRY. $10 MILLION.
ALL RIGHT. ANY OTHER QUESTIONS OR COMMENTS? WITH THAT BEING SAID, WE HAVE A MOTION BY MR. ARMENDARIZ, SECONDED BY MR. PEREZ. PLEASE CAST YOUR VOTE.
THAT'S RIGHT. THAT'S SOMETHING TO CELEBRATE.
ALL RIGHT BUSINESS SERVICES, ITEM 5.6, THIS IS SECOND INTERIM FINANCIAL REPORT.
AND AT THIS TIME, WE HAVE LESLIE BARNES ALREADY AT THE PODIUM.
SO I'LL JUST HAVE YOU GO AHEAD AND GO FORWARD.
TONIGHT WE'RE GOING TO WE HAVE BEFORE YOU THE SECOND INTERIM REPORT FOR APPROVAL.
AND I JUST WANT TO GO INTO WHAT IS THE SECOND INTERIM REPORT.
IT'S REALLY OUR OPPORTUNITY TO ADJUST AND ALIGN THE DISTRICT'S CURRENT BUDGET TO THE REALITIES THAT HAVE TAKEN PLACE FROM JULY 1ST TO JANUARY 31ST AND THEN TO PROJECT OUT TILL JUNE.
ALSO, IT ALLOWS US TO LOOK AT TREND DATA AND HELP WITH OUR PROJECTIONS, AND ALSO INCLUDE THE INFORMATION WE GOT FROM THE GOVERNOR'S BUDGET PROPOSAL FOR 2425, IN OUR MULTI YEAR PROJECTION.
AND I, WE USUALLY SHOW OUR BUDGET CYCLE.
A POSITIVE CERTIFICATION MEANS THAT THE DISTRICT CAN MEET ITS CURRENT YEAR OBLIGATIONS AND TO SUBSEQUENT YEARS WHILE AT THE SAME TIME MAINTAINING ITS REQUIRED RESERVE LEVELS.
AND NEGATIVE WOULD MEAN THAT YOU AREN'T ABLE TO MEET YOUR RESERVE REQUIREMENT IN THE CURRENT YEAR.
AT THE TIME, HE HAD ESTIMATED THAT THERE WAS A $38 BILLION DEFICIT IN THE STATE BUDGET.
HOWEVER, HE HE HAD INCLUDED IN HIS BUDGET PROPOSAL NO CURRENT YEAR CUTS TO EDUCATION, NO CUTS TO ANY ONGOING PROGRAMS AND NO DEFERRALS OF OUR REVENUES. AND HE WAS WILLING TO FULLY FUND A 0.76% COST OF LIVING ADJUSTMENT FOR SCHOOL DISTRICTS.
HOWEVER, SINCE THEN, THE REVENUE ESTIMATES HAVE DECLINED.
THE LEGISLATIVE ANALYST OFFICE BELIEVES THAT THE DEFICIT IN THE STATE BUDGET IS ACTUALLY $73 BILLION, AND THEY ARE ACTUALLY PROPOSING TO THE LEGISLATURE TO PULL BACK ON UNALLOCATED ONE TIME GRANTS FOR SCHOOL DISTRICTS.
ADJUST OR REDUCE PROGRAM EXPANSIONS LIKE TC AND COMMUNITY SCHOOLS.
THEY WOULD LIKE TO IMPLEMENT PAYMENT DEFERRALS AND ALSO ARE RECOMMENDING A ZERO COLA.
WE'VE ALSO SEEN SOME INCREASES TO OUR BUDGET AS WELL.
AND SO WITH EVERY WITH EVERY YEAR WE, WE LOOK AT SALARY AND BENEFITS.
BUT IN PARTICULAR THIS YEAR WE HAD PREVIOUSLY A THREE YEAR AGREEMENT WHICH ENDS THIS JUNE 30TH.
AND SO WE ARE ACTIVELY WORKING WITH OUR BARGAINING UNITS TO COME TO A SALARY PROPOSAL AND AGREEMENT FOR 2425. WE HAVE OUR PROPOSED HEALTH AND WELFARE INCREASES.
[01:50:08]
8.8% INCREASE.KAISER ASTOUNDING 16.94% INCREASE.
AND THAT WOULD EQUATE TO ABOUT $8.5 MILLION INCREASE JUST FOR OUR DISTRICT.
WE HAVE ABOUT 80% OF OUR PARTICIPATING EMPLOYEES IN THE KAISER PROGRAM.
OUR PRESCRIPTIONS ARE ALSO SUPPOSED TO GO UP BETWEEN 6 AND 8%.
WE'RE WE'RE IN A PREDICAMENT IN THE FACT THAT OVERALL WE'RE DECLINING.
BUT IN AREAS WE ARE WE ARE INCREASING.
AND SO WE FIND OURSELVES, ALTHOUGH WE'RE OVERALL DECLINING IN THE NEED FOR ADDITIONAL SCHOOLS.
AND SO WE NEED AN ADDITIONAL ELEMENTARY AND MIDDLE SCHOOL IN OUR NORTH END OF THE DISTRICT.
THE RISK FACTORS RELATED TO THE DISTRICT'S BUDGET ARE DECLINING ENROLLMENT THAT WE TALKED ABOUT.
ALL OF OUR COVID FUNDS WILL BE EXPIRED.
WE WILL HAVE 18 MONTHS TO MAKE PAYMENTS TO VENDORS PAST THAT POINT.
BUT EVERYTHING HAS TO BE OBLIGATED BY SEPTEMBER 30TH OF 2024.
THE GOVERNOR, WHILE WE WERE COMING OUT OF COVID, HAD GIVEN US SOME ADA PROTECTION LAWS.
THOSE ARE THOSE ARE COMING TO END.
WE WILL NOW BE SEEING WE WILL NOW BE PAID ON OUR ACTUAL ADA AND THEN COMPENSATION COST PRESSURES.
YOU CAN SEE THAT THE BLUE LINE ON THIS ON THIS SLIDE IS ARE FUNDED ADA.
AND THAT'S THOSE WERE SOME OF THOSE PROTECTIONS THAT THE STATE PUT IN.
AND LET US USE A THREE YEAR AVERAGING.
WHEN YOU LOOK AT THE 2425, YOU SEE THAT THE BLUE LINE GOES WELL PAST THE GRAY LINE WHICH IS WHERE WE'RE LOSING THAT PROTECTION. AND SO OUR FUNDED ADA IS GOING TO DROP BY 1138 STUDENTS.
AND SO THAT'S SORT OF WE'VE BEEN TALKING ABOUT AN ADA CLIFF FOR QUITE A WHILE.
SO ALTHOUGH WE'VE WE HAVE BUILT UP THE FUND BALANCE BASED ON THE FACT THAT WE HAD WE WERE RECEIVING FUNDING THAT WE WEREN'T TECHNICALLY EARNING, YOU KNOW, SO BECAUSE WE DIDN'T HAVE THE STUDENT POPULATION FROM NOW ON, THAT WON'T BE THE CASE.
I WANTED TO TALK ABOUT THE DECLINING THE.
THE IMPACT OF DECLINING ENROLLMENT ON THE COST OF LIVING ADJUSTMENT.
SO ALTHOUGH IN 22, 23, WE RECEIVED $340 MILLION THROUGH OUR LCFF PROGRAM, IN 23, 24, WE WERE SUPPOSED TO GET 8.22% COST OF LIVING INCREASE, BUT WE GOT 8.22% INCREASE ON FEWER STUDENTS.
AND SO THAT EQUATED TO $357 MILLION, WHICH WAS A DOLLAR INCREASE OF 17.2 MILLION.
BUT A YEAR OVER YEAR PERCENTAGE INCREASE OF 5.8.
AND THE SAME FOR THIS COMING YEAR.
WHEN YOU LOOK AT 2324 GOING INTO 2425, WITH AN ESTIMATE OF THE 0.76 COLA THAT THE GOVERNOR HAS SAID HE WILL FUND, IT REALLY EQUATES TO A -2.58.
SO ACTUALLY A REDUCTION IN REVENUE FOR THE DISTRICT.
AND IF IT TURNS OUT TO BE A ZERO COLA, THAT NEGATIVE WILL INCREASE.
WE DO HAVE CHANGES SINCE OUR FIRST INTERIM REPORT.
HOWEVER, THE FUND BALANCE WAS NOT AFFECTED BY TOO MUCH.
AS YOU CAN SEE, THE BULK OF IT COMES FROM OUR LOCAL CONTROL FUNDING FORMULA.
[01:55:04]
ALMOST $500 MILLION COMES FROM THAT 71%.AND THEN OUR FEDERAL PROGRAMS AND OUR OTHER STATE AND LOCAL REVENUES.
OUR TOTAL EXPENDITURES 75 OR 76.5% OF ALL OF OUR EXPENDITURES GO TO SALARY AND BENEFITS.
THE OTHER BIGGEST PART WOULD BE OTHER EXPENDITURES AND OPERATING EXPENSES.
SO. OUR MULTI YEAR PROJECTION.
SOME OF THE THINGS I WANTED TO POINT OUT ON THAT IS I'VE CIRCLED THE .76 COLA FOR 2425.
THERE'S STILL A QUESTION MARK ON THAT WHETHER WE'LL RECEIVE THAT OR NOT.
ALSO THE OUTYEARS, THE 25, 26 AND 2627 COST OF LIVING ADJUSTMENTS.
THE ESTIMATES FOR THOSE HAVE GONE DOWN SINCE OUR FIRST INTERIM.
ALSO, I WANTED TO POINT OUT IN 2728 THAT OUR CLASSIFIED EMPLOYER EMPLOYEE RETIREMENT RATES.
TOP 30%, WHICH MEANS WE PAY 30% OF THEIR SALARY GOES TO THEIR THE RETIREMENT PLAN.
SO THE DISTRICT PAYS PART OF THAT AND THE EMPLOYEE PAYS PART OF THAT.
OUR HEALTH AND WELFARE INCREASES.
WE TALKED ABOUT THAT BEFORE WITH.
IN OUR MULTI YEAR PROJECTION WE INCLUDED A 6.5% AGGREGATE RATE.
SO WE'RE HOPING THAT WE CAN GET THOSE DOWN SO THAT IT FITS MORE WITHIN OUR BUDGET PROJECTION.
OTHERWISE WE WILL NEED TO INCLUDE THAT IN OUR ESTIMATED ACTUAL.
AND THEN THE CALIFORNIA PRICE INDEX IS IN 2425 EXPECTED TO BE 2.83.
THAT'S REALLY THE COST OF GOODS AND SERVICES THAT WE, WE BUY.
ARE ANTICIPATED TO GO UP BY 2.83.
AND WHEN WE SHOWED YOU WE'RE ONLY GETTING A 0.76, WHICH IS REALLY A REDUCTION TO OUR REVENUE.
SO THAT'S THE FISCAL STATE WILL BE IN AS WE HEAD INTO THE NEXT YEAR.
ALSO IN 2425, WE DO BEGIN DEFICIT SPENDING.
AT THIS POINT, WE START A YEAR EARLIER THAN WE ANTICIPATED.
AND IT. HOVERS AROUND THE TEENS FOR THE FOR THE OUT YEARS.
YOU CAN SEE THAT WE DO HAVE THE FUNDING SET ASIDE FOR THE MIDDLE AND THE.
AND THAT IS IT. IF YOU HAVE ANY QUESTIONS.
COLLEAGUES. ANY QUESTIONS ON THAT REPORT? THANK YOU, DOCTOR BARNES, FOR THAT.
ALL RIGHT, SO THIS IS ITEM 5.6.
AT THIS TIME THE ITEM IS FOR THE BOARD TO APPROVE A POSITIVE CERTIFICATION OF THE FONTANA UNIFIED SCHOOL DISTRICT SECOND INTERIM FINANCIAL REPORT AS OF JANUARY 31ST, 2024.
IS THERE A MOTION AND A SECOND TO APPROVE? ITEM 5.6 MOTION.
I'M SURE THERE'S NO DISCUSSION SINCE WE ASKED FOR QUESTIONS, SO I CALL FOR THE VOTE.
UNLESS THERE IS A DISCUSSION, THERE'S NOTHING.
I JUST WANT TO MAKE SURE CLARIFY.
ALL RIGHT. CALL. CALL FOR THE VOTE.
THIS IS UTILIZATION OF PIGGYBACK BID.
SCHOOL FURNISHINGS, OFFICE FURNISHINGS AND ACCESSORIES.
IS THERE A MOTION TO SECOND TO APPROVE? ITEM 5.7.
SO MOVED. THANK YOU, MR. PEREZ. IS THERE A SECOND? THANK YOU, MISS SANDOVAL.
HEARING NONE. I HAVE A MOTION BY MR. PEREZ AND A SECOND BY MISS SANDOVAL.
ITEM 5.8 HUMAN RESOURCES RESOLUTION 20 4-05 CERTIFICATED.
IS THERE A MOTION A SECOND TO ADOPT ITEM 5.8.
[02:00:01]
SO MOVED. THANK YOU, MR. PEREZ. IS THERE A SECOND? SECOND? THANK YOU, MR. ARMENDARIZ. ANY DISCUSSION? HEARING? NONE. I HAVE A MOTION BY MR. PEREZ, A SECOND BY MISS ALMOND.MR. ARMENDARIZ, PLEASE CAST YOUR VOTE.
ITEM 5.9 HUMAN RESOURCES VARIABLE WAIVER REQUEST.
THIS ITEM IS FOR THE BOARD TO APPROVE AND OR RATIFY THE SUBMISSION OF A VARIABLE WAIVER REQUEST TO THE CALIFORNIA COMMISSION ON TEACHER CREDENTIALING, AUTHORIZING THE TEACHING OF ELL STRATEGIES FOR JOSUE THE PADILLA.
IS THERE A MOTION AND A SECOND TO APPROVE AND RATIFY? ITEM 5.9 MOTION.
IS THERE A SECOND? SECOND? THANK YOU, MR. PEREZ. ANY DISCUSSION? HEARING NONE. PLEASE CAST YOUR VOTE.
ITEM 5.10 SUPERINTENDENT'S OFFICE.
THIS IS THE 2024 CSBA DELEGATE ASSEMBLY ELECTIONS.
ACTUALLY, I THINK WE HAVE TWO TWO THINGS TO DO WITH THIS ONE.
ONE IS MR. ARMENDARIZ TERM ENDS THIS YEAR IS THIS YEAR IS WHAT I UNDERSTAND.
SO WHAT I WAS TOLD, I WAS CALLED BY A THE DELEGATE REPRESENTATIVE AND TOLD ME FONTANA NO LONGER HAS TWO DELEGATES, THAT WE ONLY HAVE ONE THAT THAT WAS IN THAT WAS IN ERROR.
OKAY. WE DO HAVE TWO DELEGATES.
SO. OKAY, SO THERE SHOULD HAVE BEEN INFORMATION, I GUESS, SENT OUT.
BUT SO THERE ARE TWO PARTS OF THIS ONE TO ELECT OR ASSIGN OR HOWEVER WE WANT TO DO THIS.
THE DELEGATE, BECAUSE I THINK MR. PEREZ IS ONE AND YOU HAVE BEEN THE SECOND FOR A WHILE.
AND HAS DETERMINES THIS THIS YEAR IN NOVEMBER.
AND SO IN THE, IN THE MOMENT WE NEED TO SELECT SOMEONE TO FILL YOUR SEAT.
AND THEN THE SECOND PORTION OF THIS IS TO VOTE UP TO SIX INDIVIDUALS TO FILL THE CURRENT VACANCIES FOR THE SUBREGION, 16 B OF THE CALIFORNIA SCHOOL BOARDS ASSOCIATION. SO WE'LL DO ONE FIRST AND THEN THE OTHER, AND WE'LL GO THROUGH A PROCESS WITH THE THE SIX SELECTION AND SEE WHERE WE GO FOR THAT.
BUT ANYWAYS, SO LET'S HAVE A CONVERSATION OR DISCUSSION AROUND WHO WANTS TO CONTINUE ON THAT.
SORRY. WHERE AM I ON THIS? YOU KNOW WHAT? OR MAYBE I'M.
DID I JUMP THE GUN ON THIS ONE? I BELIEVE THIS IS 512.
LET'S DO THE SIX INDIVIDUALS ON ITEM 510.
I KNEW I HAD TWO THINGS TO DO TODAY.
SO FOR CSBA AND I APOLOGIZE THAT I DIDN'T GET IT CORRECT THE FIRST TIME.
SO 510 IS FOR US TO VOTE UP TO SIX INDIVIDUALS.
SO BECAUSE I DID MY HOMEWORK, I'VE ALREADY SELECTED SIX.
I'M HOPING THAT ALL OF US HAVE DONE THE SAME.
IF NOT, I WOULD SAY EACH ONE OF US PICK SIX AND I WOULD SAY THE BEST WAY TO DO THAT IS THEN WE CAN TALLY THOSE VOTES AND SEE WHICH SIX GOT THE MOST VOTES.
CAN I MAKE A SUGGESTION? WHICH ONE DON'T WE WANT TO.
WELL, AND I MEAN, I CAN TELL YOU MINE RIGHT NOW.
AND THEN LET ME GO TO MY NOTES.
SORRY. I'M GOING TO LEAN ON YOU ON THIS ONE BECAUSE YOU DEAL WITH.
I THINK THE ONE THAT HAS DEALT WITH MOST OF THESE INDIVIDUALS THE MOST HAS BEEN MISS SANDOVAL, BECAUSE SHE HAS SAT AS A CCPA REPRESENTATIVE THROUGH SAN MARINO COUNTY SUPERINTENDENT OF SCHOOLS SBA, I GUESS IT'S CALLED SBC, SBA.
THERE YOU GO. THAT'S THE ONE I KNOW.
BUT I CAN TELL YOU OUT LOUD WHO I'VE ALREADY.
WELL, ACTUALLY, WHO I, I TOOK AWAY AND AGAIN, THAT'S A DISCUSSION.
I PUT QUESTION MARKS AND THEN WE CAN GO ON AND SEE WHO DOES WHAT.
SO IN MY SELECTION CLAYTON MOORE IS NOT ON THAT LIST CLAYTON MOORE IS NOT ON MY LIST.
ALL RIGHT, SO THERE'S THREE OF US.
SAME. JEEZ, THAT WAS THE EASIEST THING EVER.
YEAH, AND MINE'S WRITTEN DOWN OUR MINDS, TOO.
I GOT IT RIGHT ON NOTES. I'M ALL RIGHT.
SO, FOR THE RECORD HEATHER ALLGOOD FROM HELENDALE.
AMANDA BUCHANAN FROM APPLE VALLEY.
[02:05:01]
TOM COURTNEY, FROM LUCERNE.BARBARA DO, FROM VICTOR VALLEY UNION HIGH SCHOOL DISTRICT.
SO A MOTION FOR ALL SIX BY MR. PEREZ. IS THERE A SECOND? SECOND? THANK YOU, MR. ARMENDARIZ. DO YOU NEED THESE? I DON'T NEED THEM ANYMORE BECAUSE WE'VE PUBLICLY HAVE STATED WHAT WE NEED TO STATE.
AND ALL WE NEED YOU TO DO NOW IS CAST YOUR VOTE.
WHERE'S THAT EASY BUTTON? THIS HAS GOT TO BE A FIRST.
AND I KNOW WE HAVE ONE PUBLIC COMMENT ON THAT.
AND MISS MBADI WILL CALL THAT INDIVIDUAL UP.
I'M THE CHIEF ACADEMIC OFFICER AT ALLEGIANT STEAM ACADEMY.
I'M HERE ON BEHALF OF DOCTOR SEBASTIAN COGNATA, WHO COULD NOT BE HERE THIS EVENING.
IT'S CLEAR THAT THE BOARD AND CABINET HAVE PUT A LOT OF THOUGHT INTO THE FACILITIES NEEDS OF ASA STUDENTS, AND WE APPRECIATE AND RECOGNIZE YOUR YOUR WORK ON THIS MATTER. CO-LOCATION HAS ITS CHALLENGES, SOME OF WHICH YOU HEARD TONIGHT.
BUT WE HAVE AND WILL CONTINUE TO FACE THESE HEAD ON.
WITH A FOCUS ON HOW TO BEST SERVE ALL STUDENTS.
WE WOULD LIKE TO EXPRESS OUR DEBT OF GRATITUDE TO SEVERAL INDIVIDUALS.
AND JUST TO NAME A FEW, BILL GONZALEZ AND TIM DELAND AND FACILITIES OFFICER MCMILLAN OF THE FONTANA SCHOOL POLICE, LOUIS MAYS AND FOOD SERVICES DIRECTOR LESLIE BARNES AND HER TEAM, JOHN DUNN, AUGUSTINE AND CTE, DOCTOR CROWE, DIANE AND THE LUCAS TEAM.
SO THIS ITEM IS FOR THE BOARD TO APPROVE THE FIRST AMENDMENT AND RESTATEMENT TO THE IN LIEU OF PROPOSITION 39 FACILITIES USE AGREEMENT BY AND BETWEEN FONTANA UNIFIED SCHOOL DISTRICT AND ALLEGIANT STEAM ACADEMY INCORPORATED.
AND I'M GOING TO NEED A MOTION MOTION APPROVAL FOR THE FACILITIES USE AGREEMENT, AND DELEGATE AND DELEGATE TO THE SUPERINTENDENT AUTHORITY TO MAKE CLARIFICATIONS THERETO THAT SHE DEEMS APPROPRIATE IN ORDER TO IMPLEMENT THE TERMS OF THE AGREEMENT.
MOTION. DO I HEAR A MOTION? MR. ALMOND? IS THERE A SECOND? SECOND. ALL RIGHT.
IF IT PASSES, MR. PRESIDENT, YOU SAY YES.
OKAY. ANYBODY ELSE BEFORE I GO? SO I JUST I JUST WANT TO SAY THANK YOU TO, TO THE STAFF FOR, FOR, FOR PUTTING TOGETHER AND GATHERING INFORMATION AND DATA AND ALL THE THINGS THAT GO WITH IT.
AND I JUST WANT TO SAY THIS, I BELIEVE THIS BOARD IS HERE TO SERVE ALL CHILDREN AND THAT ALL CHILDREN ARE A PRIORITY, INCLUDING OUR ALTERNATIVE EDS AND OUR ASAS.
AND I SAY THAT TO SAY THAT THIS IS CHALLENGING FOR US AS A BOARD, IT'S A CHALLENGE FOR ME BECAUSE I DON'T KNOW, SEVERAL YEARS AGO, WE MADE THE DECISION TO BRING OUR FIRST CHARTER SCHOOL TO FONTANA.
AND AND IT HAS IT HASN'T BEEN EASY HISTORICALLY.
[02:10:05]
THEY HAD TO BE AS GOOD OR BETTER THAN WHAT WE ALREADY CURRENTLY SERVE.WHY WOULD I BRING A CHARTER HERE THAT IS GOING TO BE LESS THAN FOR OUR KIDS? I HAD A CHANCE TO VISIT ASA IN CHINO.
I HAD A CHANCE TO VISIT WITH THEIR BOARD.
YOU KNOW WHAT? THIS MIGHT BE THE ONE THAT WE MOVE FORWARD WITH.
AS THIS RELATIONSHIP HAS COME TO FRUITION AND CONTINUES THROUGH WHAT WE CALL THE HONEYMOON PROCESS, AND THEN THE NORMAN AND STORMING, AND YOU CAN GO ON IN A RELATIONSHIP PROCESS. SO FAR IT HAS BEEN REALLY GOOD.
I DON'T I'M NOT NO ONE'S BOSS.
I'M NOT ANYTHING. AND I DON'T THINK ANYONE IN THIS DAIS BELIEVES THAT WAY EITHER.
BUT JUST UNDERSTAND THAT AS AS WE TRANSITION AND WE'RE MOVING THROUGH THIS, THAT THE.
WORKING IN ACTUALLY THREE, THREE SPACES FOR A WHILE, I HONOR THAT.
AND I WON'T GO INTO THAT, BUT I JUST WANT HIM TO KNOW THAT I ACKNOWLEDGE THAT AS WELL.
AND SO THEY HAVE DONE A TREMENDOUS JOB.
I MEAN, BIRCH IS A MODEL CONTINUATION HIGH SCHOOL.
LAST YEAR, A YEAR AND A HALF AGO, CITRUS WAS A MODEL CONTINUATION HIGH SCHOOL.
THAT DOESN'T HAPPEN BY ACCIDENT.
IT HAPPENS BECAUSE OF LEADERSHIP.
IT HAPPENS BECAUSE OF DEDICATION OF STAFF.
IT HAPPENS BECAUSE PEOPLE CARE ABOUT KIDS.
AND I THINK THIS BOARD DOES THE SAME.
AND SO WHEN WE MAKE THESE DECISIONS, THEY'RE NOT EASY.
WHEN WE MADE THE DECISION A COUPLE YEARS AGO TO CO-LOCATE AT LOCUS, AT THAT MOMENT IN TIME, THE INFORMATION THAT WAS PROVIDED TO US WAS ABOUT WHAT WAS BEST AT THAT MOMENT IN TIME.
I THINK ONCE THEY CAME ASA, WE LEARNED A GREAT DEAL RIGHT ABOUT CO-LOCATING AND THE GROWTH THAT LOCUS HAS GONE THROUGH, WHICH IS AN AMAZING THING, LIKE A VARIETY OF FACTORS CHANGE FROM THAT PRIOR DECISION TO HERE.
I STILL REMEMBER THE DAYS WHEN PARENTS WOULD COME UP HERE AND YELL AT US.
WE WENT TO SCHOOL IN THE SOUTH END, YOU KNOW WHAT I'M SAYING? AND WE'RE LIKE, WELL, RIGHT NOW WE JUST CAN'T DO THAT.
BUT FOR ME, I'VE HAD TO THINK LONG AND HARD TO MAKE SURE THAT I KNOW WHAT'S BEST, HOPEFULLY.
AND WE'RE GOING TO NEED TO BE CREATIVE.
MICKEY AND THE TEAM AND AND MIKE AND HIS TEAM AND EVERYBODY TO COME TOGETHER AND FIGURE OUT HOW WE CAN PROVIDE TOP NOTCH, YOU KNOW WHAT I'M SAYING? SCHOOLS TO WATCH, NOT SCHOOLS TO WATCH, BUT MODEL CONTINUATION ALTERNATIVE EDUCATION PROGRAMS BECAUSE YOU'RE THERE ALREADY, RIGHT? THE STATE HAS RECOGNIZED BOTH SCHOOLS AS A MODEL CONTINUATION.
SO THAT MEANS TO ME THAT WE STILL GOT TO CONTINUE TO DO EVEN BETTER, EVEN THOUGH WE'RE A MODEL.
SO I KNOW MICKEY AS SHE'S BEEN HERE IN HER ONE YEAR ANNIVERSARY.
CONGRATULATIONS. I DIDN'T EVEN REALIZE THAT, LIKE, TIME HAS FLOWN.
WE'RE MOVING, WE'RE DOING SOME GREAT THINGS, BUT WE'RE GOING TO CONTINUE TO DO BETTER.
PART OF THE WORK IN EDUCATION IS CONTINUOUS IMPROVEMENT.
GOING THROUGH CYCLES PLAN, DO, STUDY, ACT.
I'VE BEEN DOING THIS FOR A LONG TIME.
RIGHT. AND SO AND IMPLEMENTATION SCIENCE, THAT'S WHAT WE DO.
AND WE'LL JUST CONTINUE TO KEEP MOVING.
WE'LL KEEP PLANNING, WE'LL KEEP DOING AND WE'LL KEEP STUDYING AND WE'LL KEEP ACTING.
BUT I THINK THAT EVERYONE HERE BELIEVES IN KIDS AND WANTS TO DO WHAT'S BEST FOR KIDS.
AND SO TODAY'S DECISION TO BE ABLE TO HELP MOVE SOMETHING ALONG IS ABOUT THAT.
OKAY. SO THAT'S ALL I WANT TO SAY.
AND I JUST SPEAKING FROM THE HEART I DIDN'T WRITE THIS DOWN.
I JUST WANT PEOPLE TO UNDERSTAND WHERE I SIT.
AND I BELIEVE THIS BOARD SITS IN THAT SAME SPACE.
I DON'T IF NOT, PLEASE SAY I DON'T AND IF NOT, I'M GOOD.
[02:15:03]
ANY ANYTHING ELSE? ALRIGHT. THANK YOU FOR ALLOWING ME TO SAY THAT.EARLIER I HAD A MOTION TO APPROVE THE AGREEMENT.
511 BY MR. ARMENDARIZ AND MR. PEREZ. ANY FURTHER DISCUSSION? IF NOT, PLEASE CAST YOUR VOTE.
THIS IS CSBA DELEGATE ASSEMBLY APPOINTED REPRESENTATIVE.
AND SO MR. ARMENDARIZ CURRENTLY SITS IN THIS SEAT.
IT WAS A TWO YEAR TERM BEGINNING FROM APRIL 1ST.
OH, I'M SORRY, IT WAS A TWO YEAR TERM, AND I THINK IT EXPIRES ON APRIL 1ST, 2024.
SO THIS NEW TERM WOULD BE FROM APRIL 1ST, 2024 THROUGH MARCH 31ST, 2026.
AND SO MY RECOMMENDATION, I MEAN, WE COULD DO SEVERAL THINGS.
I'M JUST THINKING OUT LOUD RIGHT NOW.
OKAY. HAVE MR. ARMENDARIZ CONTINUE.
CAN HE ALLOW THAT TO TO CONTINUE IN THE SPACE FOR A YEAR AND THEN WE REVISIT THIS IF WHATEVER HAPPENS DOWN THROUGH THE ELECTION PROCESS HAPPENS? OR DO WE HAVE TO PICK SOMEBODY THAT IS GOING TO CONTINUE THROUGH 26? DO YOU KNOW THAT? THEN SOMEONE WOULD TAKE OVER FOR THE YEAR TERM. THAT'S. RIGHT.
YES. SO SO I'M JUST GOING TO SAY THIS, I THINK THAT MR. ARMENDARIZ SHOULD CONTINUE WITH MR. PEREZ. I SECOND AND MOVE FORWARD.
AND AT THAT POINT IN TIME WHEN WE NEED TO CROSS THAT BRIDGE, WE CROSS IT.
IS THAT SOMETHING? SO I'LL MAKE A MOTION TO KEEP MR. ARMENDARIZ IF HE ACCEPTS FORWARD.
AND I THINK MISS SANDOVAL. SECONDED.
MR. ARMENDARIZ. YOU ACCEPT THAT OR.
OKAY. I GUESS THAT'S A YES I O.
ALL RIGHT, START VOTING WITHOUT THEM.
SO I MADE A MOTION TO CONTINUE, MR. ARMENDARIZ, MISS SANDOVAL SECONDED IT.
THERE'S NO FURTHER DISCUSSION BECAUSE WE'RE NOT.
I'M NOT. I'M NOT GOING TO ALLOW IT.
ALL RIGHT. THAT MOTION PASSES FOR ZERO.
ALL RIGHT. ITEM 5.13 SUPERINTENDENT'S OFFICE.
IS THERE A MOTION AND A SECOND TO APPROVE? ITEM 15.13.
SO MOVED. THANK YOU, MR. PEREZ. MISS SANDOVAL, THANK YOU FOR THE SECOND.
ANY DISCUSSION? I JUST WANT TO SAY BEFORE, SINCE SOMEONE STEPPED UP TO SPEAK.
MR. ARMENDARIZ, THANK YOU FOR YOUR LEADERSHIP.
CO-LEADING THIS WORK WITH ME ON THE.
ON THE COMMITTEE. WITH THE COMMUNITY GROUP.
AND I KNOW MICKEY BROUGHT THE COMMITTEE TOGETHER BACK, OUR DIVERSITY COMMITTEE.
AND THEY DID A LOT OF WORK ON THAT.
AND SO I WANT TO THANK THOSE INDIVIDUALS THAT SAT IN THAT SEAT TO DO THAT.
AND MR. ARMENDARIZ, THANK YOU FOR YOUR LEADERSHIP.
ANY OTHER DISCUSSION ON THIS? NO, I JUST WANT TO I'D LIKE TO JUST SAY TOO, AS WELL, YOU KNOW, I WANT TO THANK THE, THE TEAM THAT GOT TOGETHER TO ACTUALLY I MEAN, BELIEVE IT OR NOT, IN THAT MEETING, IT WAS IT WAS A LOT OF GOING BACK AND FORTH JUST FROM EVERYTHING FROM VERBIAGE TO, YOU KNOW, HOW DO WE REALLY ARTICULATE WHAT WE WANT TO DO AND HOW WE WANT TO BE RECOGNIZED IN EQUITY? AND AND AS I AS I SHARED WITH THE GROUP, YOU KNOW, I ALSO AM A DIVERSITY AND INCLUSION CO-CHAIR FOR THE RAILROAD.
AND YOU BEING ABLE TO SEE THE DIFFERENCES AND USING IT FROM A STUDENT ASPECT TO AN ADULT ASPECT AND BEING ABLE TO MAKE SURE THAT WE CAN MAKE SURE THAT WE CAN ENSURE THE VISION THAT WE WANT TO SHARE MOVING FORWARD WITH THIS RESOLUTION IS ACTUALLY GOING TO BE SOMETHING ATTAINABLE AND SOMETHING THAT WE CAN FOLLOW THROUGH WAS REALLY EYE OPENING FOR ME BECAUSE THERE WERE SOME POINTS WHERE I WAS JUST LIKE, I DON'T GET IT.
WHY ARE WE REPEATING THE SAME THING TWICE, BUT JUST THE SMALL VERBIAGE AND STUFF? SO I JUST WANT, YOU GUYS KNOW, WE WE THOROUGHLY WENT THROUGH THIS AND I REALLY APPRECIATED BEING PART OF THIS PROCESS.
SO IT REALLY HELPED ME GROW AS AN INDIVIDUAL JUST WITH THIS AS WELL.
SO THANK YOU GUYS FOR ALLOWING ME TO DO THIS.
ALL RIGHT. ANY OTHER DISCUSSION? THERE ARE NONE. I HAVE A MOTION BY MR. PERES AND A SECOND BY MISS SANDOVAL.
MOTION. MOTION PASSES FOUR ZERO.
ITEM 5.14 TEACHING AND LEARNING NEW COURSES FOR THE 20 2425 SCHOOL YEAR.
[02:20:10]
IS THERE A MOTION AND A SECOND TO APPROVE? ITEM 5.14.SO MOVED. THANK YOU, MR. PEREZ. IS THERE A SECOND? SECOND? MR. ARMENDARIZ? THANK YOU.
ANY DISCUSSION? HEARING NONE. OUR MOTION BY MR. PEREZ. A SECOND BY MR. ARMENDARIZ. PLEASE CAST YOUR VOTE.
TEACHING AND LEARNING PATHWAYS TO BILITERACY MASTER PLAN.
AND THANK YOU MARTHA AND THE TEAM DOCTOR BAJWA FOR YOUR PRESENTATION EARLIER.
IS THERE A MOTION AND A SECOND TO APPROVE? ITEM 5.15.
SO MOVED. THANK YOU, MR. PEREZ. IS THERE A SECOND? THANK YOU, MISS SANDOVAL.
NONE HAVE A MOTION BY MR. PRESIDENT. A SECOND BY MISS SANDOVAL.
THIS IS FOR BOARD BYLAW 9323 MEETING CONDUCT.
THIS ITEM IS FOR THE BOARD TO DISCUSS AND OR TAKE ACTION ON BOARD.
MISS ANYBODY, CAN YOU GIVE ME SOME BACKGROUND ON WHY PRESIDENT.

THESE ARE YOUR REQUESTS, MR. ARMENDARIZ. AND IF THAT'S YOUR WISH TODAY I CAN RESPECT THAT.
SO THEN WE WILL TABLE FOR THE MINUTES.
ITEM 516 TO AN UPCOMING BOARD MEETING AND 517 TO AN UPCOMING BOARD MEETING.
AND THAT'S MOTION BY JOE SECOND AND SECONDED BY MR. PEREZ. MR. ARMENDARIZ WITH THE FIRST.
ANY DISCUSSION ON THAT TABLING? HEARING. NONE. LET'S CAST A VOTE.
YEAH. I WAS GOING TO DO A VERBAL.
ALL RIGHT. THAT MOTION PASSES FOR ZERO.
SO WITH THAT, WE ARE A BOARD MEMBER.
[6. Comments]
COMMENTS. AND I WILL START WITH MR. ARMENDARIZ.WELL, FIRST OF ALL, I WANT TO THANK EVERYBODY WHO STAYED TODAY.
I KNOW WE ONLY GET ONE OF THESE, AND I APPRECIATE EVERYBODY THAT CAME OUT AND JOINED US.
SECONDLY, I WANT TO THANK ALL OF OUR STAFF.
AND TO OUR COLLECTIVE BARGAINING TEAMS. I REALLY HOPE THAT WE'RE ALL ABLE TO JUST WORK TOGETHER AND FIND A GOOD, HAPPY MEDIUM SO THAT WE CAN YOU KNOW, GET THROUGH THIS PART OF THE BARGAINING AND ENSURE THAT EVERYBODY FEELS LIKE THEY THEY WERE PART OF THE TEAM THAT REALLY WANTED TO BE WITH THEM.
AND WE WANT TO DO EVERYTHING WE CAN TO SUPPORT YOU GUYS.
I MEAN, WITH, WITH THE YEAR COMING TO A CLOSE SO QUICKLY, IT IT'S KIND OF IT'S STARTING TO KICK IN NOW THAT, YOU KNOW UNLESS I DECIDE TO MOVE TO A DIFFERENT AREA, YOU KNOW, I'M NOT GOING TO HAVE THE OPPORTUNITY TO TO TO SERVE MY COMMUNITY THE WAY I WANT TO. SO BUT JUST SEEING THE GOOD WORK THAT'S BEING DONE AND KNOWING IF FOR SOME REASON I DECIDE NOT TO MOVE SOMEWHERE TO WHERE I CAN CONTINUE TO RUN AND HELP SERVE THIS DISTRICT. I JUST WANT EVERYBODY TO KNOW THAT YOU KNOW, I'M HAPPY WITH THE HANDS THAT THAT I WOULD BE WALKING AWAY FROM THIS IN.
BUT YOU KNOW, IF YOU WANT TO CHECK PUBLIC RECORD, I MIGHT HAVE ALREADY CHANGED MY ADDRESS.
SO BUT I JUST WANT TO THANK EVERYBODY FOR ALL YOUR YOUR COMMITMENT TO WHAT WE'RE DOING OUT HERE.
I LOOK FORWARD TO BEING ABLE TO CONTINUE TO SERVE YOU GUYS.
[02:25:07]
MAYBE EVEN IF IT'S A WRITTEN PRESENTATION SENT TO US SO WE CAN SEE WHAT THE PROS AND CONS ARE TO THAT, TO SEE HOW THAT WOULD WORK.I'D LIKE TO GET THAT INPUT, IF YOU COULD.
AND THEN MAYBE WE CAN TALK ABOUT AS A BOARD AGENDA ITEM LATER.
SHARE IT WITH YOU. AGAIN. WE DO HAVE THAT INFORMATION.
SO EVERYBODY HAVE A BLESSED WEEK BLESSED MONTH.
AND LOOK FORWARD TO THESE LAST TWO BOARD ITEMS TO BE DISCUSSED AND OUR NEXT BOARD MEETING.
THANK YOU, MR. ARMENDARIZ. MISS SANDOVAL.
SO IT'S BEEN A VERY, VERY BUSY MONTH IN FONTANA UNIFIED.
READ ACROSS AMERICA HAS BEEN SO MUCH FUN BEING IN THE CLASSROOM WITH THE KIDS.
SO I REMINDED THEM WHO WAS THE BOSS.
AND THE REASON FOR THAT IS BECAUSE IF YOU'RE NOT LISTENING, THAT MEANS SOMEBODY ELSE ISN'T LEARNING.
SO THEY KIND OF LIKE WHAT? SO THAT WAS INTERESTING.
THAT WAS FUN. AND I DID WEAR MY READ ACROSS AMERICA HAT.
MARS. WE GOT ONE SEVERAL YEARS AGO AND IT WAS A LOT OF FUN.
SO I BASICALLY TOLD HIM IT'S A MAGIC HAT.
THEY ASKED ME, WHAT'S THE MAGIC? I GO TO THE BOOK I BROUGHT TO YOU.
SO WE HAD A LOT OF FUN WITH THAT.
SO CHILDREN ARE VERY, VERY INTERESTING LITTLE CHARACTERS.
PROBABLY BE ATTENDING THAT THE DEPARTMENT PUT ON A PRESENTATION.
AND THANK YOU, ALEX, FOR THAT.
WELL ATTENDED. THAT WAS AT DADE ELEMENTARY SCHOOL.
MICKEY, MYSELF AND MARS, WE ENJOYED GOING TO SOUTH RIDGE TECH.
I MEAN, THE SPEAKERS, EVERYTHING, THE CHILDREN THAT PARTICIPATED AND AND THEY'RE JUST AWESOME KIDS.
WE HAVE A LOT OF TALENT IN OUR SCHOOL DISTRICT, AND I'M VERY PROUD OF THEM.
ON THAT. AND THE PARENTS, YOU KNOW, IT WAS IT WAS GOOD.
SO I LOOK FORWARD TO SEEING WHAT, WHAT THEY BUILD AND, AND ALL THAT GOOD STUFF.
AND IT'S SO EXCITING TO SEE ALL THESE LITTLE KIDS.
AND THEY'RE LIKE, ALL FOCUSED.
NOBODY'S LOOKING AROUND, BUILDING AND TAKING THEIR ROBOTICS ROBOTS APART.
AND HOPEFULLY WE SEE SOME PARENTS AND SOME COMMUNITY MEMBERS TO SEE WHAT OUR KIDS ARE LEARNING.
I WANT TO SAY THAT'S ABOUT IT FOR TONIGHT.
AND IT'S BEEN A, LIKE I SAID, A GOOD MONTH AND I LOOK FORWARD TO SEEING YOU ALL NEXT MONTH.
THANK YOU, BOARD PRESIDENT. JUAN, I WANT TO CONGRATULATE MICKEY.
IT'S. CAN'T BELIEVE IT'S BEEN A YEAR.
THE NUMBER KEEPS ON INCREASING, WHICH SCARES ME MORE.
SECOND MISS ZIMBABWE, CAN WE LOOK INTO REGISTRATION FOR THE NEXT SCHOOL YEAR? I KNOW IT'S I KNOW IT'S A LITTLE BIT TIME AWAY, BUT MAYBE WE MIGHT HAVE TO CONSIDER REEVALUATING HOW WE'RE CURRENTLY HAVING STUDENTS REGISTER.
THIS PAST YEAR WASN'T A MAJOR COMPLAINT WITH NUMEROUS FAMILY MEMBERS, SO I WANTED TO MAKE SURE TO SEE IF WE CAN GET A JUMP ON IT AND SEE WHAT WHERE WE'RE SHORTFALLS ARE AND WHAT WE CAN IMPROVE.
I'M NOT SURE IF WE JUST WANT ON THE DISTRICT OR ON THE SCHOOL, OR IF WE JUST WANT TO HAVE A CONVERSATION ABOUT IT, BUT TO TO HAVE A SECTION WHERE PARENTS OR THE COMMUNITY CAN LOOK AT THE THE TOP PRIORITIES FOR REPAIRS ON SCHOOLS AND THE PROGRESS THAT THEY'RE MOVING FORWARD WITH AND THE POSSIBLE END OF COMPLETION.
[02:30:04]
AND I THINK IT ALSO PROMOTES US FOR BEING TRANSPARENT AND ACCOUNTABILITY OF HOW WE'RE TRYING TO UPDATE OUR SCHOOLS AND KEEP THEM WITHIN OUR WITHIN THE UPGRADE.NEXT IS I'VE BEEN HAVING NUMEROUS DISCUSSIONS SEVERAL PEOPLE WITH THE COUNTY, AND THERE'S A HUGE GAP BETWEEN HOMELESS STUDENTS. AND ONCE THEY GRADUATE AND GOING INTO THE ONTO THEIR OWN AFTER THEY GRADUATE FROM HERE.
SO I DO HAVE A COUPLE CONNECTIONS THAT I'D LIKE FOR US TO START HAVING CONVERSATIONS WITH, SEEING HOW ONE, HOW WE CAN BE ABLE TO IDENTIFY THEM, BUT TWO, ENSURING THAT THEY HAVE THE RESOURCES FOR THEM TO WHEN THEY LEAVE HIGH SCHOOL AND THAT THEY ARE SET UP FOR WHEN THEY ENTER ADULTHOOD.
I WAS REALLY HOPING CYRUS WAS GOING TO BE HERE, BUT APPARENTLY HE'S NOT.
BUT, DOCTOR ROGERS, COULD YOU PLEASE GIVE THIS PIECE OF PAPER? BECAUSE I WANT TO MAKE SURE THAT THIS ONLY GOES TO HIM.
SUPERINTENDENT. MISS EMBODY, IS IT POSSIBLE FOR YOU TO BRING BACK SOME INFORMATION ON THE PROCESS FOR THE BOARD TO CONSIDER A POTENTIAL NAME CHANGE FOR THE SCHOOL, KEEPING IN MIND THE SIGNIFICANT IMPACT THIS FAMILY HAS MADE UPON THE DISTRICT.
PLEASE. THANK YOU, I APPRECIATE THAT.
BUT IT'S DEFINITELY THANK YOU.
THEY WERE REALLY WELL KNOWN IN THE BASEBALL COMMUNITY.
AND IT IS A DEEP LOSS TO MY WIFE.
WE WERE THERE ON AT OUR FAMILY'S HOUSE WHEN WE GOT THE CALL, AND EVERYBODY'S WORLD KIND OF STOPPED.
AND WE HOPE THAT THEY CAN CONTINUE.
BUT IF WE CAN DO ME ONE FAVOR AND PLEASE END THIS MEETING IN THEIR NAME.
AND WITH THAT, I LOOK FORWARD TO SEEING EVERYBODY NEXT MONTH AND HAVE A GOOD NIGHT.
THANK YOU, VICE PRESIDENT PEREZ.
ALL RIGHT, LET ME GET INTO MINE.
DOCTOR ROGERS, DOCTOR MARCY POOL, AND EVERYONE.
I WANT TO GIVE A SHOUT OUT TO SOME STUDENTS WHO PARTICIPATED ON THE STUDENT ADVISORY PANEL.
SO I'M GOING TO GIVE THEIR STUDENTS THOMAS COSTA, VANESSA LUCIANO, ZAURI BARRIENTOS, VIVIANA POWELL, MARIO SALVADOR, THOSE ARE FROM FONTANA HIGH SCHOOL, AND THEN VINMAN AND ASHLEY ESPARZA FROM AB MILLER.
THEY PRESENTED SOME WORK AROUND OUR COMMUNITY, VITAL SIGNS FOR THE SAN BERNARDINO COUNTY AND SOME PROBLEMS AND SOME POSSIBLE SOLUTIONS TO THOSE PROBLEMS TO A GROUP OF US.
SOME WERE BOARD MEMBERS, SOME WERE JUST COMMUNITY LEADERS.
I KNOW MIKE LEFT ALREADY, BUT I SAID THAT EARLIER.
BUT I JUST WANT TO MAKE SURE THAT HAPPENS.
CONGRATULATIONS TO SEQUOIA MIDDLE SCHOOL FOR BEING NAMED RE-DESIGNATED AS SCHOOLS TO WATCH.
DESIGNATED BY STATE SUPERINTENDENT OF PUBLIC INSTRUCTION TONY THURMOND.
AND THEN MICKEY MENTIONED ALEXANDRA CRUZ BEING TEACHER OF THE YEAR.
CONGRATULATIONS. WELCOME GLEN ALEGRE.
OH, YOU'RE JUST AS YOU'RE GETTING READY TO GET A LITTLE.
I SEE YOU OVER THERE, RIGHT? YOU'RE LIKE, WHAT THE HECK? WELCOME TO THE FAMILY.
WELCOME TO YOUR FIRST BOARD MEETING TONIGHT.
IT'S GOOD TO SEE YOU SITTING THERE.
AND LASTLY, I JUST WANT TO WISH MY WIFE A HAPPY BIRTHDAY.
AND WITH THAT JULIETTA, DO YOU HAVE ANYTHING ELSE TO TO CLOSE US OUT WITH? OH, I WAS JUST GOING TO SAY TO ANY MATH LOVERS OUT THERE OR FOODIES TOMORROW'S PI DAY.
SO I HOPE YOU GUYS HAVE A LOT OF PIE OR PIZZA.
THANK YOU, JULIETTA, FOR THAT.
[02:35:03]
SO WE HAVE A BOARD OF EDUCATION SPECIAL MEETING, AND I'LL MAKE THAT ANNOUNCEMENT.SO WE'RE GOING TO OFFICIALLY ADJOURN THE REGULAR BOARD MEETING.
SO I NEED A MOTION TO DO THAT.
CLOSING BEFORE WE MAKE THAT MOTION, MR. PEREZ. SO WE WILL CLOSE IN MEMORY OF ELIAS AND SARAH CRUZ ON YOUR BEHALF.
SO THANK YOU. ANY ANY QUESTIONS? ALL RIGHT. I NEED A MOTION, A SECOND TO ADJOURN THIS MEETING.
THAT MOTION PASSES FOR ZERO.
